PRIVACY NOTICE & F.a.q.s
Information in your City of Coppell Utilities Department customer account record is generally considered public information under Texas Government Code, Chapter 552 (Public Information Act). However, the Texas Utilities Code, Chapter 182 (Rights of Utilities Customers), provides that a government-operated utility may not disclose personal information, or any information relating to the volume or units of utility usage or the amounts billed to or collected from a customer for utility usage, if the customer requests that the government-operated entity keep the information confidential. If you would like to request that certain information be kept confidential, under Texas Utilities Code, Chapter 182, please complete our online form.
Why did the City send out the "Request for Confidentiality of Information Maintained by the City of Coppell Utility Department" form?
The "Request for Confidentiality of Information Maintained by the City of Coppell Utility Department" form was sent to inform all Coppell utility customers concerning the release of information pursuant to the Public Information Act and provide our customers with a method for keeping their information confidential.
Does the City release the social security numbers of its utility customers?
No. While the Texas Public Information Act specifically allows Governmental Utilities to release addresses, telephone numbers, and account information, the state and federal laws specifically prohibit the release of anyone's social security numbers. Completion of the Privacy form provides additional support to the City to withhold account information from public disclosures.
Do I have to pay a fee to keep my information confidential?
No, the City does not charge for this service and has no plans to charge for this service. In the event it was determined that there was a cost to provide this service, staff would be required to bring an agenda item to Council for their consideration and approval. Again, this is a free service, and there is no plan to charge to keep your information confidential.
How do I elect to keep certain information confidential?

Service Disruption
If your water service has been suddenly interrupted and you do not know the cause, please call the Utility Billing department at 972-304-3695. When water service has been discontinued for non-payment of a bill, the full amount of the bill plus a $20 reconnection fee must be paid before service is reinstated. Customers should contact the Utility Operations department to report water leaks, sewer back-ups, or water quality problems at 972-462-5150.
water, Sewer, & Garbage Rates
The City of Coppell bases its water rates on meter sizes and employees a seasonal water rate structure to encourage conservation. Seniors and disabled persons are eligible for a discount on residential water, sewer, and garbage rates, with required documentation. SERVICE Set Up & Changes
The City of Coppell uses an online form to set up new residential utility accounts. Please review the Service Agreement. Contact the Utility Billing department to transfer or cancel service or to set up commercial accounts. Please use the online form to make changes to your payment or contact information. Rental properties must be registered and inspected prior to a new tenant moving in and setting up a utility account. Visit Building Inspections for fees and scheduling.
Commercial customers will not be able to utilize the online form. Please complete the Service Application and Service Agreement and return them to the Utility Billing Department either via email at H2OBills@coppelltx.gov or fax at 972-304-7091.
Paying Your Bill
Customers are billed monthly for water, sewer, and garbage services. Payment is due no later than twenty days from the billing dates. After the 20th day, a 10% penalty will be assessed on the balance. If payment still has not been received within approximately 10 days after the penalty date, your service will be disconnected. Additionally, there will be a $20 reconnect fee to have your service reinstated. To avoid service being disconnected and being assessed the reconnect fee, customers unable to pay their bill in full by the due date should contact our office to make payment arrangements. Payment arrangements are done on a case-by-case basis. Customers may complete and sign a payment arrangement agreement in person or via fax.
Electronic Bank Drafting Service
Customers may elect to have an automatic electronic bank draft occur for monthly water bill payments. Customers selecting this option will receive a monthly bill stating "Amount Due will be Bank Drafted - DO NOT PAY." Your bank will deduct the water bill amount approximately two to three business days prior to the due date printed on your bill. There is no charge for this bank draft plan and the draft option may be discontinued at any time by simply notifying the City in writing. At this time, please note that participating in the Voluntary Donations is not possible through the electronic bank drafting service.
Voluntary Donations
The City of Coppell has discontinued a voluntary donation program that was payable with the monthly water bill. Individuals and businesses wishing to donate to the City will need to contact the department responsible for the program they would like to assist.
