What is an eoc?

 

In addition to hosting public education classes, the Life Safety Park's main education building also houses the City of Coppell's Emergency Operations Center (EOC), under the direction of Coppell's Emergency Management Division. An EOC, in a municipal government setting, is a central location from which local government can provide interagency and interdepartmental coordination and executive decision making in support of incident response and recovery operations. Except for special circumstances, the EOC does not command or control on-scene response efforts, but does provide coordination by: collecting, evaluating and disseminating incident information; anlyzing jurisdiction impacts and setting priority actions; and, managing requests, procurement and utilization of resources.​

On an average day, the EOC is minimally staffed for constant situational monitoring and maintenance. Coppell's EOC contains six computer work stations for monitoring impending weather conditions, public safety monitoring, communications maintenance, and mass notification efforts. In the event of EOC activation, additional personnel and representatives from public safety, emergency response, and various support agencies are called in to coordinate and enact the City’s Emergency Operations Plan. 

Beyond the dedicated workspace, the facility provides the foundation for EOC capabilities: it was designed for fault-tolerant redundant capabilities for local network, internet, telecommunications and power. Additionally, the core of the facility is a hardened structure with features like concrete steel-reinforced walls/ceiling and high-wind rated windows. 

While the EOC is designed to handle unplanned events and emergencies, it is much more than a reactionary tool for the City. The hub plays host to many training sessions, tabletop exercises, planning workshops, and general preparedness activities in an effort to be as much of a preventative tool as it is to serve in the event of an emergency.
