ONLINE APPLICATION/submittal | The City of Coppell has a new online planning/permitting system. You can now apply, submit plans, review markups and follow the progress of your case online. Please follow the 2017 Detail Calendar (above) for submittal deadlines. Call the Planning Department if you need assistance. Below are checklists outlining the plans that are required. There are also printable applications if you want to submit a paper copy. |
ZONING:Application for Zoning Verification Letter |

Application (printable)(Includes rezonings, PDs and SUPs) | This is a fillable application that should be submitted on the designated dates found in the 2017 Detail Calendar. |
Checklists: | |
Rezoning (Straight Zoning) | Straight zoning. Does not require to vary from any of the base zoning requirements. This will require a Public Hearing at the Planning & Zoning Commission and City Council. |
PD (Conceptual PD) | This will require a Public Hearing at the Planning & Zoning Commission and City Council. |
PD (Detail PD in Conformance with Concept Plan) | A Detail PD that is in compliance with the Concept Plan is eligible for administrative approval. |
PD (New Detail PD or Not in Conformance with Concept Plan) | This will require a Public Hearing at the Planning & Zoning Commission and City Council. |
Special Use Permit (SUP) Rezoning | This will require a Public Hearing at the Planning & Zoning Commission and City Council. |
Subdivision/Platting:Application (printable) | Each lot shall be subdivided/platted as a legal lot of record prior to development. |
Checklists: | |
Preliminary Plat | A preliminary plat is required for any division of more than four lots, or division of any land that requires the extension of municipal facilities (water, sewer, drainage, etc.) to serve the property. A preliminary plat is required to be approved by the Planning and Zoning Commission. |
Final Plat | A final plat has been preliminarily platted and is required to be approved by the Planning and Zoning Commission. |
Replat | A replat generally requires a public hearing at the Planning and Zoning Commission. However, there are some exceptions to this requirement where a replat is eligible for adminstrative approval. A determination will be made after the Development Review Committee Meeting. |
Minor Plat | A minor plat is eligible for administrative approval. A determination will be made after the Development Review Committee Meeting. |
Amending Plat | An amending plat is eligible for administrative approval. A determination will be made after the Development Review Committee Meeting. |
Utility Contacts | These are the utility company contact information useful in coordinating plans with the franchise utility companies. |
Plat Filing Process | Prior to obtaining a building permit, a plat shall be recorded within the county in which the subject property resides. These are instructions for filing plats. |

Site Plan Application (Standard) (printable) | Prior to the construction of non-residential or multi-family developments, a site plan must be approved. This package contains a Site Plan, Landscape Plan, Tree Survey and Elevations of the proposed building. |
Minor Site Plan Amendment Application (printable) | A minor change to the approved Site Plan may be eligible for administrative review and approval. |
