​​​​​​​​​​​​​​​​​​​​The Coppell Arts Center is an exciting project for the City of Coppell, for both residents and local artists. Coppell is a special place to live, work and play, and the Coppell Arts Center will help us fulfill our vision of being a “Family Community for a Lifetime” by increasing access and public awareness to the arts.

​ABOUT THE ARTS CENTEr

At the June 12, 2018 meeting​, the Coppell City Council voted six to one to approve the Guaranteed Maximum Price Amendment to the agreement between the City of Coppell and Core Construction, giving the City the green light to begin construction of a new Arts Center located in Old Town Coppell, the City's historic district. At the July 24, 2018 meeting, the City Council unanimously voted to approve additional seats in the Main Stage Theater.    

The Coppell Arts Center is planned to be 32,250​ square-foot, one-story building, that will include a flexible theater, a main stage theater, a multipurpose room that expands the facility’s use beyond just the arts, exhibit, classroom and office space and a courtyard plaza. Construction is estimated to be completed by November 2019. ​The project will be funded through the Coppell Recreation Development Corporation (CRDC), a sales tax revenue fund that was established to undertake projects for youth and adult amateur athletics, entertainment and public gathering facilities, exhibition and museum facilities, parks and recreational facilities and more. Coppell voters re-authorized the CRDC’s use of sales tax revenue in the November 5, 2013 election.​



Main Stage Theater

The main performance hall will seat up to 441​ patrons and will include 2,200 square feet of stage space. 

Flexible Theater

The black box/flex theater will seat 195 patrons (depending on seating arrangement) and total 2,650 square feet. 

Multi-Purpose Space

The multi-purpose space will total 2,000 square feet, accommodate 100-165 people and will be used for community and arts organizations to hold rehearsals and meetings. 

Additional Spaces

In addition to the three main areas, there will be a gallery and studio space. The gallery will provide pre-function, waiting, gallery, banquets, lectures, and concessions.  The space provides natural light and panoramic views to the Old Town Square.  Artwork will be displayed in the gallery and multi-purpose areas.  The studio provides flexible classroom space intended for visual, textile, and graphic artists, but it can be used in a variety of ways. The studio contains tables, chairs, cabinets and storage.

Construction Update 

Updates will be posted as they become available. Construction is estimated to be completed by November 2019. 

Background information 

The idea of building a performing arts center venue was initially discussed many years ago, during the development of Old Town Coppell. In 1999, the City of Coppell converted an unused fire station to the Coppell Center for the Arts, also home to Theatre Coppell. The theatre is an intimate, 124-seat theatre with seating on three sides of the stage and approximately 7,500 square feet. 

As the City grew, so did its needs for a larger arts venue. In 2015, after a presentation from Theatre Coppell, the idea of an arts center was revisited, and the City contracted with Corgan Architects to perform preliminary program and site planning for either the existing theater’s renovation, renovation and expansion, and/or an option for the construction of a new theater located in Old Town Coppell. ​This preliminary programming study was reviewed by the City Council during their October 25, 2016 work session, and it was utilized to create the initial schematic design. 

After much research, the Coppell City Council determined that City staff and the architect should begin focusing on the potential construction of a new arts facility located in Old Town. In January 2017, the Coppell City Council approved an architectural services agreement with Corgan for the proposed Coppell Arts Center​. The​ budget for the facility is approximately $17 million, including construction, design, furniture and fixtures, construction management, parking and contingency. Funding for the project will be through the CRDC. 

In June 2017, the Coppell City Council authorized Corgan to move forward with Design and Development, and Construction Document Services. Corgan Architects presented an Operations Study to the City Council on July 25, 2017. This report was the result of Council's review of the schematic plans presented to Council on May 30, 2017.  

In January and February 2018, Corgan spoke to Council about the design of the Arts Center façade.  

The project is currently in the Design and Development and Construction Document Services phase.

​​​​​The Coppell Fire Department is now accepting applications for Firefighter/Paramedics, Firefighters currently in Paramedic school, and Paramedics until October 19, 2018 at 5:00 pm. The department is adding a 4th Fire Station and we are looking to expand by 16 members.

The Coppell Fire Department is a progressive department that remains on the forefront of setting industry standards while "Building a Community for Life".  We provide fully staffed Paramedic Engines, a Truck Company and Ambulances while specializing in Technical Rescue including, Trench and Confined Space.

Qualifications

The Applicant must be 18 years of age with a high school diploma or GED equivalent.

The Applicant must possess a valid State of Texas Class C driver's license or be able to obtain a valid State of Texas Class C driver's license upon hiring.

In addition, MUST meet ONE of the following requirements:

  • Paramedic Certification with the Texas Department of State Health Services or National Registry Paramedic Certification. (Fire Recruit salary $56,380.50 during sponsored Fire Academy)
  • Basic Structure Fire Certification from the Texas Commission on Fire Protection or equivalent (IFSAC Seal FF1 & FF2) and enrolled in a Certified Paramedic Program (Fire Recruit salary $56,380.50 for remainder of EMT/P training )
  • Basic Structure Fire Certification from the Texas Commission on Fire Protection or equivalent (IFSAC Seal FF1 & FF2) and Paramedic Certification with the Texas Department of State Health Services or National Registry Paramedic Certification (Firefighter/Paramedic $64,374.00)

​OPERATION SECURE CAR

NOT EVERYONE "SHOPS" THE LEGAL WAY!

Some people might just break into your car and help themselves! Stop 'em cold! The Coppell Police Department wants you to participate in OPERATION SECURE CAR! Help us help you reduce car burglaries and vehicle thefts by following these simple rules:

  • Lock your car. An unlocked vehicle is an open invitation to a car thief. Be sure to lock all points of entry into your vehicle and tightly shut any windows including the vent or wind-wing windows.
  • When shopping, hide your packages. Out of sight, out of mind. Thieves don’t want to waste time breaking into your car if they aren’t guaranteed a bargain!
  • When shopping, park in well-lighted areas at night. At home, put your car in the garage when possible AND close your garage door and keep it closed.
  • Remove valuable possessions from the car. Items like cell phones, PDAs, jewelry, garage door openers, cameras, laptops and the bags you carry them in are just as enticing to a thief.
  • Use a secondary anti-theft device if you own one.
  • Wheels are hot items in the crime world. It doesn't take long to remove lug nuts and take your tires. Try locking lug nuts (this might slow the thief down) but don't leave the lug nut key in your glove box (that's the first place they will look). Even better, lock your car in your garage.​

​CURFEW HOURS FOR MINORS

The City of Coppell has an established city ordinance for curfew hours for minors. A minor is a person between ten years of age and sixteen years of age. The hours of curfew are Sunday thru Thursday from 11 pm until 6 am. The hours of curfew for Friday and Saturday are midnight to 6 am. The curfew hours established remain in effect for the entire year and do not change during summer break. There are three ways to commit an offense:

(1) If a minor remains in a public place or on the premises of an establishment within the city during curfew hours.

(2) A parent or guardian of a minor knowingly permits, or by insufficient control allows, the minor to remain in a public place or on the premises of an establishment within curfew hours.

(3) The owner, operator, or any employee of an establishment knowingly allows a minor to remain upon the premises of the establishment during curfew hours.

The fine for a curfew violation is up to $500.00 for each offense. There are several defenses to prosecution:

  • The minor is accompanied by a parent or guardian
  • On an errand at the direction of a parent or guardian, without any detour or stop 
  • In a motor vehicle involved in interstate travel
  • Engaged in employment, or going to or returning from employment
  • Involved in an emergency
  • On the sidewalk by the minor’s residence
  • Attending an official sponsored function.
  • Exercising 1st Amendment right
  • Married or had been married​

Fraud Crimes and Identity Theft

Someone has written me a check that has returned NSF or closed account. What should I do?

I am a victim of ID theft. What should I do?


If you are an Coppell resident or your information has been used fraudulently in the city of Coppell you should make a police report with us. You should refer to the Federal Trade Commission's website listed below and follow the recommended steps to help you restore your credit. If you believe someone has been arrested or issued a citation using your information then you will need to contact the law enforcement agency where the incident occurred.

I am a victim of tax refund ID theft. What should I do?


You should make a police report as this is necessary in order to initiate a fraud alert with the major credit reporting bureaus. If this has happened, you will also be referred to the IRS as certain IRS forms have to be completed. Please follow the guidelines and prevention strategies at the IRS link below.

Someone has written checks on my checking account without my permission. What do I do?


Immediately contact your bank in order to close the account and file a police report in the jurisdiction where the checks were passed. Your checks may have been stolen or someone may have created counterfeit checks using your bank account and routing numbers. Please work with your bank to provide specific information when and where your check was passed; provide witness and suspect information if known and the name and contact number for the bank investigator if one has been assigned.

Someone has used my credit card/debit card without my permission. What do I do?


Immediately contact your credit card company in order to close the account and file a police report for credit card/debit card abuse with us if the transaction occurred in Coppell. You may also make a police report with us if you are a Coppell resident and your card was used online.

I am the victim of an Internet scam, for example, I have purchased or sold an item through an online classified advertisement website and later realized I was scammed. Who do I do?


You should file a complaint with the Internet Crime Complaint Center (IC3), a central repository for Internet related crime coordinated by the National White Collar Crime Center and the FBI. The IC3 forwards complaints to the Coppell Police Department when it appears the fraudulent activity is occurring in Coppell. Since the suspects involved in these types of crimes are often overseas and typically use fictitious names, addresses, phone numbers, and email addresses, the Coppell Police Department is sometimes limited in what it can do to investigate. Please refer to the IC3 link and the Little Black Book of Scams booklet ​in the helpful links section below to learn more about the different types of frauds and schemes and how to protect yourself from being victimized.

 GENERAL COMPUTER CRIME PREVENTION TIPS:

While there is no way to completely protect the data stored on your computer, taking the additional steps below will help you protect yourself from victimization.

  • Make sure your electronic device has the most recent and up to date anti-virus/anti-malware software and conduct a scan of the computer. Sometimes the best anti-virus programs can't remove the virus and therefore requires a re-install of the operating system to guarantee the virus is removed. Prior to doing this, it is recommended important files are backed up to an external storage device, like a USB thumb drive or CD/DVD recordable media. A credible computer repair business can also provide these services.
  • Be cautious of emails or text messages from unknown senders. Legitimate business emails will NEVER ask for personal identifying information and/or logins and passwords. Do not open email attachments from senders you do not know. If you believe your electronic device has been compromised, immediately remove it from the network and/or internet.
  • You can consider encrypting important files; if the computer is maliciously accessed then the files will not be readily viewable. Many of the current operating systems offer free encryption programs.
  • If you believe your personal information was compromised from the hack or virus program then you should change all account passwords and monitor your accounts for fraudulent activity (also see annual credit report in additional useful information). If fraudulent activity is noticed, then contact the Coppell Police Department to file an offense report.

GENERAL CREDIT CARD FRAUD PREVENTION TIPS:

  • ​​​Keep an eye on your credit card every time you use it, and make sure you get it back as quickly as possible.
  • Try not to let your credit card out of your sight whenever possible.
  • Be very careful to whom you give your credit card.
  • Don't give out your account number over the phone unless you initiate the call and you know the company is reputable. Legitimate companies don't call you to ask for a credit card number over the phone.
  • Never respond to emails that request you provide your credit card info via email -- and don't ever respond to emails that ask you to go to a website to verify personal (and credit card) information. These are called 'phishing' scams.
  • Never provide your credit card information on a website that is not a secure site.
  • Sign your credit cards as soon as you receive them.
  • Shred all credit card applications you receive.
  • Don't write your PIN number on your credit card -- or have it anywhere near your credit card (in the event that your wallet gets stolen).
  • Never leave your credit cards or receipts lying around.
  • Shield your credit card number so that others around you can't copy it or capture it on a cell phone or other camera.
  • Keep a list in a secure place with all of your account numbers and expiration dates, as well as the phone number and address of each bank that has issued you a credit card. Keep this list updated each time you get a new credit card.
  • Only carry around credit cards that you absolutely need. Don't carry around extra credit cards that you rarely use.
  • Open credit card bills promptly and make sure there are no bogus charges. Treat your credit card bill like your checking account -- reconcile it monthly. Save your ​receipts so you can compare them with your monthly bills.
  • If you find any charges that you don't have a receipt for -- or that you don't recognize -- report these charges promptly (and in writing) to the credit card issuer.
  • Always void and destroy incorrect receipts.
  • Shred anything with your credit card number written on it.
  • Never sign a blank credit card receipt. Carefully draw a line through blank portions of the receipt where additional charges could be fraudulently added.
  • Carbon paper is rarely used these days, but if there is a carbon that is used in a credit card transaction, destroy it immediately.
  • Never write your credit card account number in a public place (such as on a postcard or so that it shows through the envelope payment window).
  • Ideally, it's a good idea to carry your credit cards separately from your wallet -- perhaps in a zippered compartment or a small pouch.
  • Never lend a credit card to anyone else.
  • If you move, notify your credit card issuers in advance of your change of address.

Order a copy of your Personal Earnings and Benefit Estimate Statement (PEBES) to check the accuracy of your work history on file with the Social Security Administration. Internal Revenue Service

The IRS established the Identity Protection Unit to assist taxpayers resolve identity theft issues. Victims can call 800-908-4490 Monday – Friday, 8 am - 8 pm.

This website is a one-stop national resource to learn about the crime of identity theft. It provides detailed information to help you deter, detect, and defend against identity theft.

Attorney General Of Texas​

The Office of the Attorney General provides useful information related to identity theft. A step by step resource guide is available.

Internet Crime Complainant Center​

Internet Crime Complainant Center (IC3) is an alliance between the National White Collar Crime Center and the Federal Bureau of Investigation. It provides a central point to report internet based crime.

Little Black Book of Scams​​

This booklet describes the many types of frauds and Internet scams that suspects use to target citizens and steal their money. It was originally developed by the Australian Competition and Consumer Commission and reproduced by the Canadian Competition Bureau.

US Postal Inspection Service​

If you suspect that your mail has been stolen or diverted with a false change-of-address request, contact your local postal inspector at  https://postalinspectors.uspis.gov/ or by calling 800-275-8777.

Annual Credit Report​

This central site allows you to request a free credit report, once every 12 months from each of the nationwide consumer credit reporting companies: Equifax, Experian and TransUnion.

The City of Coppell is excited to announce the new Allies in Community™ initiative, a program that will build relationships through common ground, foster a deep sense of belonging, and enhance residents’ active engagement in the City of Coppell.

As part of its larger community engagement initiative beginning in 2014, the City of Coppell has built a strong foundation of knowledge and awareness to best serve residents of all cultural backgrounds. Informed by conversations with community stakeholders and the findings from the Fall 2017 Community Survey, Allies in Community™ will extend this foundation into the community by bringing together cohorts of 30-40 residents and city employees to attend fun, hands-on workshops every six weeks. 

Allies™ cohorts will learn to celebrate their differences, building strong, enduring partnerships with one another as they work together to discover ways to meaningfully contribute to the community.

Fostering a deep sense of belonging.

Allies in Community™ encourages Coppellians of all generations, cultures, and tenures of residence in the City to contribute to the community organizations, events, programs, and initiatives that have made Coppell a great place to live. Designed to cultivate a sense of ownership in the success of the Coppell community, Allies™ workshop content and collaborative, cohort-driven service projects will inspire citizens to invest in a shared vision of sustaining Coppell’s continuing legacy as a Family Community for a Lifetime.

​The Dallas-Fort Worth International Airport (DFW Airport) is one of the largest airports in the world and operates 24 hours a day, 7 days a week, 365 days per year. Buying a home or establishing a business in Coppell affords not only the luxury of having easy access to the airport, but also results in periodic airplane traffic and noise. The City and airport work in partnership regarding zoning compatibility, noise monitoring, public education and other areas where the airport impacts the community and those who live and work here.

Our community will sometimes be impacted by changes in runway schedules as DFW Airport undergoes various capital improvement projects to keep the infrastructure maintained, as well as due to weather conditions. The DFW Noise Compatibility Office is the primary liaison between neighboring communities, residents, municipalities, airlines, FAA, universities, NASA and Board staff to demonstrate noise and land use compliance deliverables, meet, educate, research, assist and advise on aircraft noise, flight patterns, airspace and related actions.

DFW Runway Rehabilitation: May-December 2018

Coppell residents should expect increased air traffic – and noise – as Dallas Fort Worth International Airport closes runway 17C/35C for rehabilitation. The runway rehabilitation project will include a partial closure from May 24, 2018 to early August 2018 and a full closure from August to mid-November. The rehabilitation project is expected to be completed by December 8, 2018. 

While DFW International Airport's projections indicate that there will be no temporary noise impacts (as defined by the FAA) over Coppell, the increased air traffic will result in more noise over the city. 

During the partial closure from May 24, 2018 to early August, the northern portion of the runway will be under construction, but the remainder will be available for arrivals. Runway 17C/35C will be open from sunrise to sunset. Coppell residents may notice an increase in air traffic overhead as planes are diverted to other runways. 

During the full closure from early August to mid-November, Coppell residents should expect an increase in aircraft noise. While runway 17C/35C is closed, air traffic will be diverted to runway 17L/35R, and an increased number of planes will fly above Coppell. There is also the potential for increased noise between 10 p.m. and 7 a.m. during this phase of the project. 

According to DFW International Airport, Runway 17C/35C serves as the primary arrival runway, handling approximately 40% of daily arrivals. The runway is more than 30 years old, and it is in need of significant repair. 

The runway rehabilitation project will include:

  • Replacement of approximately 6,000 feet of the runway
  • Asphalt resurfacing of the entire 13,400-foot length of the runway
  • Rehabilitation of the parallel taxiway (this portion will be completed once the runway is reopened)

​​​The City of Coppell has partnered with Denton County's non-profit SPAN Transit, to provide shared transportation services, by appointment, for seniors age 60+ and those who may have mobility impairment.

SPAN began accepting reservations for riders in June 2016. Transportation service is by appointment only and must be scheduled in advance. SPAN is not an emergency medical transportation service. ​

To use SPAN Transit, passengers must first complete and submit a written application to SPAN. The application is available online at Span-transit.org, or by calling the SPAN Dispatch Office at (940) 382-1900.

Upon receipt of completed applications, please allow a maximum of 21 days to process applications. SPAN will begin processing properly completed applications immediately upon receipt. Only completed, signed applications will be considered for review.

Once the application is fully completed, the signed original should be dropped off, mailed or faxed to:  SPAN, 1800 Malone, Denton, TX 76201, or faxed to 940-383-8433. Upon completion of review, applicants will receive written notice via U.S. mail and may begin scheduling trips. Passengers will need to reapply every three years from the date they are initially approved so that SPAN will have up-to-date information. 

All SPAN vehicles are equipped with wheelchair lifts or ramps. SPAN drivers are trained to assist individuals who may have mobility impairment or use assistive devices. 

SPAN's service area includes all of Coppell and surrounding areas in close proximity to the Coppell city limits (see map below). Service to and from Baylor Scott & White Medical Center of Grapevine is also included as a part of SPAN's contract with Coppell. A one year contract for this service will cost the City $75,000 annually based on the current transit area. 

With DART and DCTA not an option, City staff began looking into potential transportation ​​services that could meet the needs of the community. Metrocrest Services currently provides limited transportation to qualifying Coppell residents, however an increase in demand could hamper their ability to continue to provide quality service. GYMNASIUM

The gymnasium is available for drop-in basketball.  Organized practices are permitted by reservation only.  Basketballs may be checked out at the front desk.  The gym is also available for open volleyball and badminton play, during certain hours.

Citizen's Police Academy

What is CPA?

The Coppell Citizen's Police Academy was created to build a bond of mutual trust and respect between the police department and the community. Police work is filled with many variables that require professional solutions. The goal is to reduce perceived suspicions and misconceptions by establishing mutual trust and cooperation between police and the citizens of Coppell.

Classroom presentations, lectures, and hands-on experience offer participants valuable insight into the day-to-day operations of the Police Department.

Department employees receive direct feedback from members of each class. This two-way communication between police officers and the community furthers the effort to improve the quality of life for our residential and business communities.

Learn More about CPA

The Citizen's Police Academy is a 11-week program that meets once a week from 6:30 pm to 9:30 pm in the Coppell Police Department's training room. At the end of the class, there is a graduation ceremony to congratulate the students. To be eligible to participate, class members must be 18 years of age, with a good standing in the community, must pass a background investigation, and either reside or work in Coppell. Class schedules and the associated curriculum are not finalized until the Academy is filled and the instructors for each topic have been chosen.

Experienced police officers provide briefings, demonstrations, and engage in discussions about police operations with class participation. Each week, different areas of law enforcement are covered. This allows citizens to acquire a working knowledge of the activities that the Coppell Police Officers perform.

Class members will have the opportunity for guided tours of Police Headquarters and Communications. Participants are also given the opportunity to take part in "hands-on" training that is required for the training of new police recruits. The "ride along" program allows students an insight into a day in the life of a Coppell police officer.

The Next C.P.A. Class will begin January 19, 2017!

The Citizen's Police Academy Class will begin on Thursday, January 19, 2017 at 6:30pm. The class is held every Thursday evening at the Coppell Police Station from 6:30 PM to 9:30 PM for approximately 12 weeks.  There will be a graduation class scheduled for April 13, 2017.  The classes are limited in size.  Citizens that successfully complete the Academy receive a Certificate of Completion and are eligible to join the Citizen's Police Academy Alumni Association (CPAC). 

Class members must be 18 years of age with good standing in the community and must pass a background investigation and either reside in or work in Coppell.

Citizens wanting to volunteer at the Coppell Police Department must take the Citizen's Police Academy Class and join the Alumni Association before they are eligible to volunteer.     ​

JUNIOR POLICE ACADEMY - COPPELL (JPAC)

The Coppell Police Department's J.P.A.C. (Junior Police Academy Coppell) is a great opportunity for the youth of Coppell to learn what it takes to be a police officer. There are two different camps that are offered, a BASIC and an ADVANCED camp. During these camps, the students will gain insight into the multiple functions that local law enforcement professionals perform on a daily basis. The students learn about laws, enforcement practices and procedures, and other pertinent information that can affect them in their community.  This program is designed for middle-school aged students and is available to anyone who has completed the 6th grade, but has yet to begin high school.

Officers of the Coppell Police Department provide the students with hands on instruction on many different facets of the police profession, including patrol work, crime scene investigation, K-9 handling, and traffic stops. They will also discuss important topics like social media, bullying and online bullying, and bicycle safety. They learn a lot and hopefully have a ton of fun in the process. Students will also have the opportunity to participate in a team building, ropes course, and leadership program at Group Dynamix in Carrollton.

BASIC JPAC Activities:

Academy Introduction, Patrol Operations, Vehicles and Equipment, A visit from the Chief of Police, Municipal Court, K-9, Crime Scene Investigation, Bicycle Safety, Traffic Division (radar, traffic stops), Social Networking/Cyber Bullying, Building Searches, Firearms Safety, Self Defense Techniques, Team Building and Leadership Activities!

ADVANCED JPAC Activities:

2018 JPAC Application

What are the requirements to be eligible for JPAC?

If you live in the City of Coppell, or your child attends school in Coppell ISD, they are eligible to attend JPAC. To be eligible, your child must have completed the 6th, 7th, or 8th grade during the 2017-2018 school year.  If they are new to the JPAC program, and they have completed the 6th grade, they would be eligible for the Basic JPAC.  If they have previously completed a JPAC course with Coppell Police Department, they would be eligible for the Advanced JPAC Academy.

Each Academy will be held at The City of Coppell's Life Safety Park located at 820 S. Coppell Rd. Coppell, TX. 75019. The Academy schedule will have classes and activities outside as well as inside so students should dress appropriately for the summer weather.  It is recommended that students bring a hat, sun screen, water bottle/drinks, and a snack each day of the Academy.  For more information on dress codes, please read the Rules of Behavior on the JPAC Application.

JPAC is VERY popular, and because of the limited number of camps, we anticipate the camps to fill very soon. All three courses have a maximum number of students allowed, so please be sure to apply or inquire and apply quickly. You can submit the application to your students School Resource Officer at their assigned Coppell Middle School campus.

What is Law Enforcement Exploring?

Law Enforcement Exploring is a non-profit organization created by Learning for Life (www.learningforlife.org), a division of the Boy Scouts of America.  The program is designed to acquaint young adults (ages 15-21) with the nature and complexities currently facing our nation's  law  enforcement professionals.  The training is as realistic as possible and allows each participant to gage for themselves if the Criminal Justice field is one they should consider as a possible career path.  All Explorers are strictly volunteers.                                                                                        

What do Explorers Do?

Explorers provide assistance to the Coppell Police Department and the City of Coppell by volunteering their time at various community events or activities.  Some of these activities include crime prevention programs, child safety programs, traffic direction, crowd control, football games, parades, festivals, and assistance with natural disasters/emergencies.  Explorers also attend weekly post meetings in order to learn about various law enforcement techniques and practices such as crime scene investigations, fingerprinting, traffic enforcement, handcuffing, building searches and many more facets of the profession.

Explorer Competitions:

Explorers train to compete against other Explorer teams throughout the area, state and even the nation.  The Texas Law Enforcement Explorers Advisors Association (TLEEAA) holds an annual event that allows these teams to pit their learned skills against one another, with the top participants and teams receiving awards for their performance.  In 2010, our Explorers brought home 2nd Place for "Best Overall Post", which is a huge accomplishment for such a new post.  The post has continued to have great success and has gained valuable experience participating in the various competitions open to them. Last ​year at the 2016 TLEEAA Competition, Coppell Police Explorer Post #605 won the "Best Overall Post" and won the State Competition.

Explorer Academy:

The Coppell Police Department  holds a two-week "Explorer Police Academy" during the summer months.  The Explorers are exposed to the life of a Police Recruit and what the life of a police recruit is like.  Upon completion of this academy, officers from the police department sponsor a banquet dinner and present awards to the Explorers.  

​Ride-Out Program (Job Shadowing):

The Ride-Out program allows Explorers to ride along with a police officer and observe them as they work in the field.  This is a way that Explorers can experience law enforcement first hand and gain a better understanding of the criminal justice system. 

Qualifications to join:

Both male and female young adults are encouraged to join.  To be considered, applicants must meet the following criteria:

Age -  Minimum age is 15 years old, with the exception that a student who is 14 years old and has completed the 8th grade can be considered.  The maximum age is 21 years old.

School -  Be enrolled in school (High School or College) and maintain at least a "C" (70) or higher GPA.  

Personal History:

An Explorer cannot have a criminal record, to include arrests or convictions.  Traffic violations do not disqualify an applicant unless it is obvious that he/she is a habitual offender.  Each applicant is expected to avoid the use of illegal narcotics, alcohol or tobacco products and be sound in their health and fitness.  Anyone terminated from employment based on any type of theft or deception is also a disqualifier.  Each candidate must pass a background investigation and maintain a neat/clean appearance.  A candidate under eighteen (18) years of age must have parental consent to enroll in the program.

Police Exploring is free to join! Explorers must register with Learning for Life upon acceptance.  Please contact the Post Advisor for information concerning any associated costs with participation in the Post.

2017-2018 Board & Commission Application

Online applications for City of Coppell Boards and Commissions will open August 1, 2017 and close at 5:00 pm on September 1, 2017.

Each summer the City of Coppell formally seeks volunteers to serve on a number of City Boards, Commissions and Committees. During this process, notices are mailed to all households.  Applications are accepted in August each year and are retained for one year in the event a resignation occurs. To participate, you must be a resident of Coppell for at least one year and be a registered voter in the City of Coppell. Click here to view the Member Roster​.  

Animal Services Advisory & Appeals Board
The purpose and scope of the Animal Services Appeals Board is to hear an appeal from any citizen concerning the denial or revocation of their pet's registration for violation of the ordinances pertaining to Animal Services. This Board meets when called by the Chairperson, upon written request of one member of the Board, or when requested by City Council. Board Of Adjustment

The Board of Adjustment was created for the purpose of interpreting or modifying zoning regulations in particular cases as circumstances may require in accordance with state law and local ordinances.  The board has the powers to subpoena witnesses hear appeals based on error, grant special exceptions and give variances. The Board also acts as the Building and Standards Commission and has quasi judicial authority related to substandard housing. The Building and Standards commission is charged with recommending Building Codes and amendments for adoption, and hearing appeals from code interpretations made by the Chief Building Official or Fire Marshal. Any persons jointly or severally aggrieved by any decision of the commission may present a petition to a district court. For more information, contact Suzanne Arnold​, Chief Building Official/Staff Liaison at 972-304-3506.

Conduct Review Board

The board, which is comprised of citizens and elected officials, reviews investigation reports from the Special Counsel and makes final determinations with regard to whether or not a violation of the Code of Conduct has occurred and the penalties to be assessed if an individual is found in violation of the Code. Coppell Recreation Development Corporation

The Coppell Recreation Development Corporation is a non-profit corporation incorporated pursuant to and governed by Local Government Code Chapter 505. The CRDC is charged with the responsibility of expending the proceeds of the ½-cent sales tax in accordance with Section 4B for the construction and development of numerous projects as defined by the voter approved proposition and by the City Council. The Economic Development Committee is charged with the responsibility of promoting economic development and advising the City Council with regard to pertinent issues as they relate to providing a positive business environment that will foster economic growth through the recruitment of new businesses and the retention and expansion of existing businesses . Parks and Recreation Board​​

The Parks and Recreation Board was created for the purpose of advising both the City Council and the Parks and Recreation Department regarding the planning and development of park and recreational facilities, regulations governing their use, and recommending an annual update to the Parks and Recreation Master Plan.   The Board meets on the first Monday of each month, at 6:30 pm.  Special sessions are held as needed.  The board is comprised of seven (7) regular voting members, two (2) alternate non-voting members and two (2) youth advis​​ors.  Youth advisors are in the seventh through eleventh grade and provide a distinct and valuable youth-focus to the Board. ​Planning & Zoning Commission

The Planning and Zoning Commission's responsibility is to make recommendations to the City Council regarding land use issues, including zoning requests, subdivision plats, changes to the Zoning Ordinance, amendments to and updates of the Comprehensive Master Plan and other items included in the physical development of Coppell. The Commission meets  the third Thursday of the month at 6:30 p​m. Responsibilities

The City of Coppell's Stormwater Management Program is committed to educate the public, contractors and developers on the storm water system and regulations, while promoting environmental stewardship. As a vital element in the City of Coppell overall water resource management strategy, our mission is to efficiently implement a stormwater program that effectively addresses flood control and run-off quality issues while emphasizing the elimination of non-point pollution at the source.​

What Is Stormwater?

Stormwater discharges are generated by runoff from land and impervious areas during rainfall. Surfaces like driveways, sidewalks, and streets prevent stormwater from naturally soaking into the ground.​

Why Is Stormwater Quality Important?

Stormwater can carry litter, sand, bacteria, oil and other chemicals as it flows to our streams, rivers, ponds and wetlands. Runoff from paved surfaces may contribute large amounts of polluted storm water. Cleaning up stormwater not only benefits our neighborhoods and town, it also benefits the entire network of water bodies and land that make up our watershed.

What Agency Regulates Stormwater Quality?

In City of Coppell, stormwater quality is regulated at the federal level by the Environmental Protection Agency (EPA), the state level by the Texas Commission on Environmental Quality (TCEQ) and at the local level by the City of Coppell Environmental Health Division.

As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Point sources are discrete conveyances such as pipes or man-made ditches. Individual homes do not need an NPDES permit; however, some industrial, municipal, and other facilities must obtain permits if their discharges go directly to surface waters.

What Is The Texas Pollution Discharge Elimination System?

 In 1987, Congress amended the Clean Water Act to require a comprehensive nationwide program for addressing polluted storm water. The National Pollutant Discharge Elimination System (NPDES) is the resulting program. The state assumed the authority to administer the NPDES program in Texas and the Texas Pollution Discharge Elimination System (TPDES) is the resulting program.

What Does The TPDES Permit Require Of The City Of Coppell?

 The City of Coppell has to develop, implement, and enforce a Stormwater Management Program (SWMP). The goals of the Plan are to:

  • Reduce the discharge of pollutants to the maximum extent possible
  • Protect water quality
  • Satisfy the appropriate water quality requirements of the Clean Water Act

What Minimum Control Measures (MCM's) Will The City Of Coppell's Program Include?

Per the TCEQ, TPDES General Permit Number TXR040000, the Stormwater Management Plan (SWMP) must provide a listing and description of best management practices (BMP's) developed to prevent stormwater pollution to the maximum extent practicable. BMP's are required to be developed to satisfy five stormwater quality minimum control measures:​

  1. Public Education, Outreach and Involvement
  2. Illicit Discharge Detection and Elimination
  3. Construction Site Stormwater Runoff Control
  4. Post-Construction Stormwater Management in New Development and Redevelopment
  5. Pollution Prevention/Good Housekeeping for Municipal Operations
