MAIN STREET INTERACTIVE FOUNTAIN 

​The Main Street Fountain is the perfect place to cool off as the days get warmer! The fountain is located next to the Farmers Market Pavilion and playground at 768 W. Main Street. The 2019 season will begin on Friday, May 3, 2019.

Trails​

​Coppell’s trail system currently consists of approximately 14 miles of multi-use hike and bike trails, a 1.1 mile decomposed granite soft running trail, and 5 miles of preserved nature trails. Since 2015, the trail system has been expanded by 25%, and future plans include 6.5 additional miles in the next 2 years, including providing greater connectivity to surrounding cities. ​

The system is a master-planned greenbelt trail beginning at the area along Denton Creek in the Andrew Brown Community Park system. View the Trails System Map

The vision for the continuation of the trails system is to provide easy access at any point within the City, and connect to the regional trail system linking other surrounding communities.  


Safe Routes to School


Lightning Prediction System

A lightning prediction system is in place in some of the busier park sites and along some trails within the City. The system is designed to alert park, trail and ballfield users that the conditions are favorable for lightning strikes.

When conditions are right, the system will sound an alarm. A warning can provided 8 to 20 minutes before a potential strike occurs. The system monitors a 2-mile radius around the unit. When activated, those in the area should seek shelter immediately. The lightning prediction system operates from 7 AM - 11PM, seven days a week. ​

Park visitors should always assess weather conditions before going outside and always be prepared to take the appropriate action needed to ensure safety.​

The facility provides life safety education to children and adult visitors throughout the area, and offers meeting spaces for community organizations. GET YOUR SAFETY ON THIS SUMMER AT LSP!

Beat the heat at LSP! During the months of June and July, Life Safety Park will offer a wide range of FREE safety education classes for children in pre-kindergarten through 10th grade. Programs will include an interactive classroom lesson culminating with a hands-on activity outside in Safety Town. More class detail and registration can be found by clicking the image below or the blue 'Register Here' button near the top of the page.
 

​School Study Trips

Teachers - registration for the 2018-2019 school year has closed! It was a full year -- we welcomed over 800 CISD students. Check back over the summer for courses available for the 2019-2020 school year! Remember: we coordinate with school districts, homeschools, private schools, and other organizations to schedule “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. FY2018-19 1st Quarter report available​

During the First Quarter of the 2018-2019 fiscal year, Life Safety Park (LSP) welcomed a total of 2,411 visitors, including 930 children and 1481 adults. This brings the total visitors in 2018 to 8,495, and since opening in January of 2017, a total of 17,510 visitors have attended a class or event at LSP. Visitors to the Life Safety Park continued to learn a safety lesson, whether the lesson was the focus of the visit, part of a tour, or if it was in addition to using the meeting spaces. In the background of the educational and hosting activities, the Emergency Operations Center at Life Safety Park was activated three times to monitor severe weather and once for a special event. We coordinate with DFW-area school districts, homeschools, private schools, and other organizations to schedule FREE “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. If you are a teacher and would like to have your students visit Life Safety Park, find more information about registering by clicking the link under your class grade level. If you are a parent and would like your child to visit Life Safety Park during the school year, please talk to your child's teacher about what Life Safety Park has to offer! Parents are also encouraged to register their children for our free safety classes offered during CISD breaks; check back or view our calendar for a list of all available class opportunities.
 
For school study trips, specific curriculum is set for each grade level:
KINDERGARTEN - Basic Emergency Safety

​Students in this class will learn about Stop, Drop, and Roll, calling 9-1-1, and recognizing firefighters as community helpers, with hands-on time with firefighting gear. After learning some basic traffic laws, students will also get time to drive jeeps and practice safe pedestrian skills out around Safety Town.

1ST GRADE - Motor Vehicle & Pedestrian Safety ​

​Students in this class will learn about motor vehicle and pedestrian safety, including proper seat belt wear, booster seat requirements, and basic traffic laws. They will visit with a Coppell Firefighter and learn about his/her role as a community helper. Students will then be given time to drive jeeps and practice pedestrians skills around Safety Town.

2ND GRADE - Jr. Fire Academy: Fire & Burn Prevention ​

​Students in this class will get put through the rigor of a junior firefighter academy. These kids will learn about the importance of working smoke alarms, having a family fire escape plan, learning how to work a fire extinguisher, and speak with real-life firefighters about their roles as community helpers. Class will be capped with a fun Jr. Firefighter activity!

3RD GRADE - Pedestrian & Bicycle Safety

​Students in this class will learn about bicycle and pedestrian safety skills, including proper helmet wear, bike riding safety and etiquette, and safe pedestrian crossing skills. They will then put those learned skills to the test with bike time out on Safety Town.

4TH GRADE - Severe Weather & Emergency Preparedness ​

​Students in this class will learn about emergency preparedness, specifically for severe weather threats here in North Texas. Students will learn the difference between a 'watch' and a 'warning,' practice making their own emergency supply kits, and go through a realistic tornado drill.

​5TH GRADE - General Home & Life Safety ​

​Students in this class will learn basic home and life skills. They will learn about the importance of smoke alarms and family fire exit plans. Around the kitchen, students will explore home fire dangers and hazards, as well as learn safe cooking habits. Students will learn how to operate a fire extinguisher.

​6TH - 8TH GRADE - Crash Course: Advanced Home & Life Safety

​Students in this class will learn and practice some basic first aid skills, including bleed control, recognizing burns, bites, and stings, and performing CPR. They will also learn how to operate a fire extinguisher.

​9TH - 12TH GRADE - College Safety 101 ​

​Students in this class will learn essential life safety skills, including drug & alcohol awareness, dorm and residential fire safety, personal health & wellness, and even identity theft prevention. Basic life saving skills will also be covered, including CPR-AED application, and severe bleed control.

​Joint LSP/BEC Study Trips

Life Safety Park and Biodiversity Education Center are proud to again offer free joint field trip opportunities for larger groups (up to 120 students) within Coppell ISD! While one group of up to 60 students visits Life Safety Park for a two hour session, another group of 60 students will participate in Biodiversity Education Center programming at the same time. After a break for lunch, groups will then 'switch' facilities for the afternoon session. Please note that these are two separate facilities: transportation will be required between sites.

Your visit to the LSP will include an educational safety lesson, with topic determined by grade level (see outline above), as well as hands-on time relevant to the safety topic. Your visit to the BEC will include a naturalist education program, hike, and game of your choice. More class details can be found by visiting the online registration page, here
 

​CPR-AED Courses

CPR classes are held once a month at the Life Safety Park. Please note that this class does not provide the certification needed for some professions​. This class fills up fast! To register, please click here​ and search for CPR.
 

 

​Scouting Courses

Life Safety Park offers courses that cover frequently requested boy and girl scout requirements (such as first aid, meeting a first responder, and disaster preparedness). This offering will occur based on demand, and some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour to an hour and a half in length, and are capped at 25 students per session (some exceptions apply, call for details). If you are a Coppell scouting group interested in requesting a scouting visit, please complete the Scout Safety Training Request Form and a Life Safety Park staff member will follow up with your submission.
 
 
 

​Training Requests

If you are a local business, corporation, or other community organization (for scouting requests, see above) in Coppell needing to fulfill certain life safety training requirements, Coppell Fire Department and Life Safety Park offers free training on most needed courses. Trainings are offered Monday thru Friday, 8:00 AM - 4:30 PM. Offered courses include: 
  • CPR-AED: CPR basics for infants, children, and adults; AED operation and use; how to handle sudden cardiac arrest or choking victims.

  • First Aid: Treatment and handling of minor cuts, bruises, burns, stings, and other wounds; splinting; bleed control.

 Note: Reservations must be placed at least two weeks (10 business days) and not more than three months in advance of your requested date.

Coppell Marshal's Office

The Coppell Marshal's Office is the law enforcement agency dedicated to serving the Coppell Municipal Court and the citizens of Coppell. The agency’s primary function is judicial security and to serve and protect everyone who comes to the Coppell Municipal Court. The City Marshal's Office is also responsible for executing all lawful processes issued by the Municipal Court, which includes Summons, Subpoenas, Judgment Nisi and warrants. The Marshal's Office is staffed with full-time state licensed peace officers, as defined by The State of Texas Code of Criminal Procedure, Chapter 2, Articles 2.12 and 2.13.

The Marshals’ secondary focus is gaining compliance regarding outstanding warrants. If you have received a citation from the Coppell Police Department, Coppell Code Enforcement or the Coppell Animal Control and a warrant has been issued for your arrest, please contact us to receive beneficial information and valuable options to prevent your arrest if possible. It is the desired outcome of the Coppell Marshals to see citizens/violators get out of warrant status without having to use our powers of arrest.

The Coppell City Marshal's Office is a State of Texas designated law enforcement agency, which operates independently from the Coppell Police Department. ​

It’s a festival of lights, sound and color! Kaleidoscope is an event celebrating the diversity of our community. The event will include a variety of foods, cultural ​performances, children’s activities and much more! Bring a lawn chair or blanket and enjoy a grand finale to wrap up an evening celebrating the people that make Coppell a remarkable and unique community.​​

Parking will be limited at Andrew Brown Park East. Overflow parking is located at Moore Road and Andrew Brown Park West. Just take a short walk down one of our trails to the event!


MAIN STAGE

​​Kaleidoscope features artistic performances symbolic of Coppell's diverse cultural community. Main stage performers will excite your senses and inspire your imagination with music and dance performances from around the world​!

​​​​​​​​​​The Building Inspections Department requires building permits for all commercial or residential construction or demolitions in the City of Coppell.  All permit requests and fee information may be obtained online or from the Building Inspections Department located at 265 E. Parkway Blvd., or by calling 972-304-3500, Monday through Friday, between 8 am and 5 pm.

 

All building permits or a copy thereof shall be posted on the site.  Permits shall be posted in a conspicuous place visible from the street.

  

​You may also print out the Permit Application and then submit the permit and other forms required to the Building Inspections department.

Page Content: ​In 2016, the City of Coppell partnered with the Coppell Arts Council to promote art from regional artists to public spaces within the City. A collaborative effort between staff and citizens led to the installation of 10 sculptures in the City's Old Town district, referred to as the Old Town Art Splash. In 2018, phase two was completed to bring additional sculptural pieces to Coppell's signature park, Andrew Brown Park East. In 2019, the Old Town Art Splash was refreshed with 10 new art installations. Learn more about the Coppell Arts Council.

​​​​​​​​​​​Food Safety and Restaurant Scores

The City of Coppell Food Program is responsible for protecting the public health by inspecting for food safety in restaurants, grocery stores, schools, daycares and other retail food establishments. A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments, as well as temporary events, are required to apply for a food permit, regardless of whether there is a charge for the food.

Certified Food Protection Manager & Food Handler Requirements:
The City of Coppell requires at least one employee that has supervisory and management responsibility to be a Certified Food Protection Manager. Click here for more information on Certified Food Protection Manager recognized exams and testing agencies. 
 
ALL food employees, except for the certified food manager, shall successfully complete an accredited food handling training course. Click here for more information on Certified Food Protection Manager recognized exams and testing agencies. 

Cottage Food Operators: 
Home food preparation is not allowed in the State of Texas except foods that fall under the Texas Cottage Food Law. 

A cottage food production operation is defined as an individual, operating out of the individual’s home, who: 
  • Produces a baked good, candy, coated and uncoated nuts, unroasted nut butters, fruit butters, a canned jam or jelly, a fruit pie, dehydrated fruit or vegetables, including dried beans, popcorn and popcorn snacks, cereal, including granola, dry mix, vinegar, pickles, mustard, roasted coffee or dry tea, or a dried herb or dried herb mix. 
  • Has an annual gross income of $50,000 or less from the sale of the described foods; and
  • Sells the foods produced directly to consumers at the individual’s home, a farmers’ market, a farm stand, or a municipal, county, or nonprofit fair, festival or event.
  • Delivers products to the consumer at the point of sale or another location designated by the consumer.

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

What can be done if I oppose the rezoning of property within my neighborhood? 

Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance? 

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.

Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

ROOF PERMIT INFORMATION

Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.

Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.

*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

To schedule an emergency building inspection please call the Emergency Hotline at 972-304-3551.

  • ​​If you smell gas, call Atmos at 1-866-322-8667 or 911.
  • Licensed Registered Plumber will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit the next business day.  (For a list of registered plumbers click here.)
  • Once the job is completed the Licensed Plumber will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the repair and/or gas test.  (To see the On-Call list click here.​)
  • Once the inspection has passed the Inspector will release it to Atmos.
  • The Homeowner will then need to contact Atmos to re-connect the gas line.  Atmos will not allow the Inspector to schedule the re-connect.

Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

How do I request an after-hours EMERGENCY Building Inspection?

If you smell gas, call Atmos at 1-866-322-8667 or 911. To schedule an emergency Building Inspection (Gas Leak/Electrical Re-Connect) please call the Emergency Hotline at 972-462-5150.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.

The City of Coppell requires that all rental properties located in the city be registered.  Rental properties must be registered on or before January 31 of each year or upon becoming a rental property and much be inspected prior to a tenant move in or tenant change.  For Multi-Family registrations please contact the Building Inspections Department at 972-304-3500.

What are the most common code violations?

Is a permit required to have a garage sale?

No.  However, garage sales are only allowed twice a year.  Garage sale signs may only be erected between the hours of 6 pm Thursday and 10 pm Sunday.  Sign faces cannot exceed six square feet or be any higher off the ground than 36 inches.  Signs may only be placed on private property and not on city right-of-way.  No sign will be allowed within any street median or attached to any tree, public utility pole, street sign, traffic control sign or devise or other sign.

If I'm currently renting my property, am I required to register the property with the City?

How will I be notified if I am found to have a violation at my property? ​

  • ​A courtesy notice will either be left at the property by way of a notice left at the door or mailed to the owner and/or occupany identifying the violation(s) and giving a date that the property will be reinspected for compliance. 
  • If at the time of reinspection the property is not in compliance, a second notice of violation will be mailed and a final reinspection date set.
  • If the property is still non-compliant at the time of reinspection, the citation process can begin.

What can I do if I am unable to bring my property into compliance within the given timeframe?

​Making contact with the code compliance officer as soon as you receive notice to discuss the matter is crucial.  Depending on the circumstances, the code officer may be able to grant an extension.

The Streets Division mission is to maintain streets and alleys in a safe and drivable condition. In addition, it is our mission to respond to emergency conditions associated with flooding, barricading, snow and ice control.  Furthermore, the Streets Division provided services to repair broken or settled sidewalks within the city Right of Way.

The Streets Division personnel maintain 368 miles of streets, repair 33,000 square feet of sidewalk and seal 221,000 linear feet of concrete pavement annually.


​​GENERAL INFORMATION

Please contact the Streets Department to repair damaged sidewalks, streets, a curb that is crumbling or an alley that is sinking.  You may also report damage electronically by using the Request for Service​​ link.  For emergency situations after normal business hours, weekends and holidays please call Coppell Police Dispatch at 972-304-3610.

If you witness any vandalism, graffiti, or accidental damage to streets or alleys, please contact the Streets Division or Coppell Police Dispatch at 972-304-3610 after hours.

DRAINAGE PROBLEMS

The City does not maintain creeks or ditches on private property.  The City does maintain inlets, pipes, concrete channels and headwalls that discharge into creeks.  At a property owner's request, the City will remove obstacles on private property which are obstructing the flow of water, provided they are accessible from land.

  • ​In the event of flooding due to a blockage of the storm drain system, residents may call the Streets Division.
  • In the event of a flooding emergency during non business hours please contact Coppell Police Dispatch at 972-304-3610.
Residents are urged not to dispose of leaves or grass clippings into open drainage systems or to place any debris in a location that would impede the flow of water into the underground drainage system.  Such actions may result in serious flooding.  Also, waste accumulates and pollutes the areas adjacent to ditches, streams and lakes and ruins the aesthetics for all citizens of Coppell.


ANNUAL STREET, ALLEY & CURB REPAIR PROJECT

The Public Works Department provides administration and oversight of the Annual Street, Alley & Curb Repair Projects.  These projects are conducted generally between April and December of each year using the list of addresses requested or called in for repair from the previous year.

If a street needs repair, a curb is crumbling or an alley is sinking a work order will be issued for evaluation and measurement of the location.  The address will be added to a list for repair during next year's contract period.  In emergency cases repairs will be made as soon as possible.​

The Street Sweeping Program for the City of Coppell consists fo sweeping the major thoroughfares listed below on bi-annual basis through an outside contractor.
