Annual Membership and Day Passes include the use of swimming pools, gym, fitness center, and group exercise classes.  Monthly payment options and $2 guest passes are also available for Annual Membership holders.  Proof of current address must be provided at time of purchase.  Dual family households with a senior must pay the regular family rate.

Group Exercise classes, Virtual Exercise classes, free weights, machine weights, cardio machines, indoor track, and an outdoor circuit area are available for use by individuals 13 years and older. Users aged 13 - 15 must have a parent-signed waiver and complete an orientation.

GYMNASIUM

The gymnasium is available for drop-in basketball.  Organized practices are permitted by reservation only.  Basketballs may be checked out at the front desk.  The gym is also available for open volleyball and badminton play, during certain hours. Please see the schedule for availability.
Indoor pools are open year-round.  The outdoor pool area is open during the summer season, from Memorial Day to Labor Day, when school is out.   Click for current indo​or pool schedule​​.  Pool schedules are subject to change without notice.

Parties
The CORE offers different options for hosting birthday parties including room and tent rentals depending on the season, sports team parties, or other celebrations.  We are currently accepting rental requests​ for indoor rentals.

The Sunshine Room is available for the children of members and day pass users.  Childcare pas​ses can be purchased at the front desk.  Due to our staff-to-child ratio, space is limited; reservations are recommended.  Please see our Sunshine Room brochure​ for more information. Bond Information

The City of Coppell is reviewed and rated by two separate rating agencies.  The City of Coppell maintains a Aaa rating with Moody's and a AAA rating with Standard and Poor's.  There are not any bond elections currently scheduled.

Tax Rate

MUNICIPAL COURT FAQ

WHAT ARE MY OPTIONS FOR TAKING CARE OF MY CITATION?

Options for handling a citation are listed on the back of the citation. If you have any questions concerning the listed options, contact the court for more detailed information.

WHAT IS THE FINE AMOUNT FOR MY PARTICULAR CITATION?

Information on your fine and court cost can be obtained by calling the Municipal Court at 972-304-3650, during regular office hours. Have your citation and driver's license number in-hand when calling.

WHAT FORMS OF PAYMENT DOES THE COURT ACCEPT?

The court currently accepts payment in the form of cash, check (with proper I.D.), money order, cashier's check or credit card. Temporary checks are not accepted.

HOW DO I SET A COURT DATE?

Court dates are not set over the phone. You must appear in person before or on your scheduled due date to enter a plea, dispose of your case, or request a court setting. Written requests will only be accepted if they are received in the Municipal Court Office on or before your scheduled due date. If you have missed your due date, contact the court for information on your warrant status.

HOW MAY I CHANGE MY COURT DATE?

Changes in court dates (continuances) may not be requested by phone. Requests for continuances must be made in person or in writing on or before the scheduled court date.

WHAT IF THE COURT IS CLOSED ON MY COURT DATE?

For information of facility closings or delayed openings, please refer to the City of Coppell's main website www.coppelltx.gov, check the Municipal Court Department section of the website, or call the court 972-304-3650If you are scheduled for a court date prior to the court's opening, the Judge will be available for you until  the last time slot of the day. JURY SERVICE

Jury service is an obligation of citizenship, which is essential to the judicial process. It is an opportunity for you to make a meaningful contribution to ensure that justice is provided in our community.

If you have received a notice regarding jury duty from the Coppell Municipal Court, your presence is required at this time. Please report promptly at the time and place noted on your summons. The time and appearance date on which you are expected to appear are located in the body of the notice. Jury duty starts promptly at the time listed on the notice, and because caseloads vary, plan to stay the entire day. 

Parking information: Parking is available in the Visitor Parking Lot on the North side of the Coppell Justice Center.  The parking lot on the South side of the Justice Center is reserved for police vehicles and employees only. Parking in unauthorized lots may result in your vehicle being towed.

Witnesses and jurors, who fail to appear after having been subpoenaed, may be ordered to show cause why further action should not be taken against them. If you require additional information, please contact the Coppell Municipal Court No. 1 from 8 am to 5 pm, Monday through Friday at 972-304-3650.

You do not need to appear in person if you are disqualified or exempt from jury service. To claim these exemptions, complete the affidavit that you have received, and be certain to have the affidavit notarized, and returned to the court immediately. It is our policy to make jury service accessible to all qualified persons without regard to disability. If your disability requires accommodation, please call upon receipt of your jury summons, so we can discuss your needs.

Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

The source of Court of Record Authority is the State of Texas Government Code, Chapter 30, Subchapter L.L.--Coppell. In addition, the following also authorize the Court: Coppell City Code, Chapter 5; 1996 Edition, and Art. 5 Sec. 31 Texas Constitution.

Page Content:​​​​​​​​​The purpose of this page is to provide you with general information about court proceedings. If you have questions concerning the following information or need more detailed information, please contact the court at 972-304-3650.

 

COURT APPEARANCES

If you were issued a citation, your appearance date is written on the bottom of the citation. If you were released on bond, your appearance date is set on the bond. If you request a continuance (read the specific section titled Continuances), the court will notify you of your new appearance date. You and your attorney may appear in person in open court. (Minors/Juveniles have a separate set of rules for their appearance. Please read the separate section on Minors/Juveniles).

Your first appearance is to determine your plea. If you make your appearance by mail, the court must receive your plea before your scheduled appearance date. Before pleading guilty or no contest, read the section titled "Pleas". If you plead guilty or no contest, you waive a jury trial. If you waive a jury trial and plead guilty or nolo contendere (no contest), you may talk to the judge about extenuating circumstances that you want the judge to consider when setting your fine, but the judge is not required to reduce your fine. If you plead not guilty, the court will schedule a pre-trial hearing. You are entitled to a jury unless you waive that right. If you waive a trial by jury, the judge will hear your case.​

PLEAS

Under our American system of justice, all persons are presumed to be innocent until proven guilty. On a plea of Not Guilty, a trial is held. In all criminal trials, the State is required to prove the guilt of the defendant "beyond a reasonable doubt" of the offense charged in the complaint before a defendant can be found guilty by a judge or jury.

Your decision concerning which plea to enter is very important. Please consider each plea carefully before making a decision. If you plead guilty or nolo contendere in open court, you should be prepared to pay the fine, costs, and fees by cash, check, money order, or credit card.

1.  Plea of Guilty - You admit that the act is prohibited by law, and that you committed the act charged, and that you have no defense for your act. Before entering your plea of guilty, however, you should understand the following: 

  • The State has the burden of proving that you violated the law (you do not have to prove that you did not violate the law);
  • You have the right to hear the State's evidence and require the State to prove you violated the law; and
  • A plea of guilty may be used against you in a civil suit if there was a traffic accident (another party can say you were at fault or responsible for the accident if you plead guilty to the traffic charge).

​​​2.  Plea of Nolo Contendere (no contest) - You do not contest the State's charge against you. You will almost certainly be found guilty, unless you are eligible and successfully complete a court ordered deferred disposition or a driver's safety course. Also, a plea of nolo contendere cannot be used against you in a subsequent civil suit for damages.

3.  Plea of Not Guilty - You deny guilt or that you have a defense in your case, and that the State must prove what it has charged against you. If you plead not guilty, you may or may not hire an attorney to represent you. You are entitled to a jury trial unless you waive that right. If you waive a trial by jury, the judge will hear your case. If you represent yourself, the section "Tri​als" will help you to understand trial procedure.

If you are not a citizen of the United States of America, a plea of guilty or nolo contendre for the offense charged may result in deportation, the exclusion from admission to this country, or the denial of naturalization under federal law.

DEFERRED DISPOSITION (PROBATION)


Your request for deferred disposition must be received by the court, either in person or in writing, before your appearance date. You must pre-pay the court-ordered fee and state costs in person or by mail. If your request is granted, you must comply with the terms ordered or your case will not be dismissed.

You are not eligible for deferred if you completed deferred disposition within 12 months of the offense, or the offense occurred in a construction zone with workers present, or if you held or currently hold a Commercial Driver's License and the offense relates to motor vehicle control.

If you are under age 25, you must complete a driving safety course as a condition of deferred disposition.

If you are under 25 and hold a provisional license, you must complete a driving safety course and be examined by the Department of Public Safety as a condition of deferred disposition.

 

DRIVING SAFETY COURSE

If you are charged with an offense involving the operation of a motor vehicle, you may dismiss your case with the successful completion of a driving safety course. You must ask the judge before the appearance date on the citation, either in person or in writing through certified mail, to place you on deferred disposition to take a driving safety course. If you were operating a motorcycle and request a driving safety course, you must take a motorcycle operator training course. 

 
Please read all of the instructions and requirements on this page carefully.

You are eligible for a Driving Safety Course if:

  • You have a valid Non-CDL Texas Driver's License,
  • You have not already paid your fine which resulted in a final conviction in this case,
  • You have evidence of financial responsibility with your name listed (liability insurance),
  • You are not charged with speeding in excess of 24 miles per hour over the speed limit,
  • You are not charged with a violation occurring in a construction zone,
  • You have not taken a Driving Safety Course within the last 12 months (Calculated from the date of course completion to the date of your current citation).
  • The offense alleged is not one of the following offenses:
    • Failure to Give Information at Accident Scene;
    • Leaving Scene of Accident;
    • Fleeing or Attempting to Elude Police Officer;
    • Reckless Driving;
    • Passing a School Bus; or
    • A serious traffic violation as defined under Chapter 522, Transportation Code, which applies to drivers with commercial driver's licenses.

If you are eligible you may sign up for a Driving Safety Course by providing the following to the Court:

  1. Required fee: 
    Moving violations not occurring in School Zone - $ 114.10 
    Moving violations occurring in a School Zone  - $ 139.10
  2. A copy of your valid Texas Driver's License.
  3. A copy of your liability insurance card with your name listed or other evidence of the required financial responsibility.
  4. The Driving Safety Affidavit form above (completed) including both signed and notorized.   This document may be sworn to by a court clerk if submitted in person.

THE FOUR (4) ITEMS NUMBERED ABOVE MUST BE MAILED ON OR BEFORE YOUR DUE DATE. LATE OR INCOMPLETE REQUESTS WILL NOT BE ACCEPTED. A REPLY WILL BE MAILED TO THE ADDRESS YOU PROVIDE. IF YOU FAIL TO RECEIVE A RESPONSE WITHIN 2 WEEKS CALL THE COURT OFFICE. REMEMBER TO ENTER A PLEA ON THE REQUEST FORM.

Important: Your request must be received by the court on or before the response date at the bottom of your citation.

UPON COMPLETION OF THE COURSE:  Along with the certificate from your Driver's Safety Course, you are required by law to provide a copy of your driving record from the Texas DPS (you can print a form to mail in or complete the request online at Texas Department of Public Safety to immediately obtain a copy of your driving record).  NOTE: You must select option "3A" on the DPS mail in form or the DPS web site in order to obtain the required version of your driving record.  The Driver's Safety Certificate and the certified copy of your driving record must be submitted to the court within 90 days of the date on which the court approves your request to take the course.

A person who held at the time of the offense, or who currently holds a commercial driver's license is disqualified from taking a driving safety course. This ban applies regardless of whether the person was in a commercial or personal vehicle.

TRIALS

A trial in municipal court is a fair, impartial and public trial as in any other court. Under Texas law, you can be brought to trial only after a sworn complaint is filed against you. A complaint is the document which alleges which act you are supposed to have committed and that the act is unlawful. You can be tried only for what is alleged in the complaint. You have the following rights in court:

  • The right to inspect the complaint before trial and have it read to you at the trial;
  • The right to hire an attorney if you choose;
  • The right to have your case tried before a jury (a jury fee of $3.00 will apply);
  • The right to hear all testimony introduced against you;
  • The right to cross-examine any witness who testifies against you;
  • The right to testify in your behalf;
  • The right not to testify. If you choose not to testify, your refusal to testify cannot be held against you in determining your innocence or guilt; and
  • You may call witnesses to testify in your behalf at the trial, and have the court issue a subpoena (a court order) to any witnesses to ensure their appearance at the trial. The request for a subpoena must be in writing within 14 days prior to the trial date. A subpoena request may be obtained at the Municipal Court No. 1 office located at the Coppell Justice Center  - 130 Town Center Blvd. For additional information contact the court between 8am-5pm, Monday-Friday at 972-304-3650.

If you choose to have the case tried before a jury, you have the right to question jurors about their qualifications to hear your case. If you think that a juror will not be fair, impartial or unbiased, you may ask the judge to excuse the juror. The judge will decide whether or not to grant your request. You are permitted to strike three members of the jury panel for any reason you choose, except an illegal reason (such as a strike based solely upon a person's race, gender, or religion).

CONTINUANCES

​If you request a continuance for your trial, you must swear in writing and submit it to the court with your reasons 3 days before trial. The judge will make a decision whether or not to grant the continuance. You may request a continuance for the following reasons:

 

  • A religious holy day where the tenets of your religious organization prohibit members from participating in secular activities such as court proceedings (you must file an affidavit with the court stating this information); or
  • ​Upon sufficient cause shown as determined by the Judge.

 

PRESENTING THE CASE AT TRIAL


In all criminal trials, the State will present its case first by calling witnesses to testify against you.

After prosecution witnesses have finished testifying, you have the right to cross-examine (you may ask the witnesses questions about their testimony or any other facts relevant to the case). You cannot, however, argue with the witness. Your cross examination of the witness must be in the form of questions only. You may not tell your version of the incident at this time - you will have an opportunity to do so later in the trial.

After the prosecution has presented its case, you may present your case. You have the right to call any witness who knows anything about the offense. The State has the right to cross-examine any witness that you call.

You may testify in your own behalf, but as a defendant, you cannot be compelled to testify. It is your choice, and your silence cannot be used against you. If you do testify, the State has the right to cross-examine you.

After all testimony is concluded, both sides can make a closing argument. This is your opportunity to tell the court why you think that you are not guilty of the offense charged. The State has the right to present the first and last arguments. The closing argument can be based only on the evidence presented during the trial.

JUDGMENT/VERDICTS AFTER TRIAL


If the case is tried by the judge, the judge's decision is called a judgment. If the case is tried by a jury, the jury's decision is called a verdict.

In determining the defendant's guilt or innocence, the judge or jury can consider only the testimony of witnesses and any evidence admitted during the trial.

If you are found guilty by either the judge or jury, the fine will be announced at the time of the trial. Unless you plan to appeal your case, you should be prepared to pay the fine and court costs at this time.

A conviction of an offense under a traffic law of this state or political subdivision of this state may result in the assessment on your driver's license of a surcharge under the Driver Responsibility Program.

FINES

The amount of fine the court assesses is determined only by the facts and circumstances of the case. Mitigating circumstances may lower the fine, even if you are guilty. On the other hand, aggravating circumstances may increase the fine. The maximum fine for most traffic violations is $200; for state law violations--$500; for certain city ordinance violations--$2,000; and for other city ordinance violations--$500. For your fine amount, please contact our court clerk at 972-304-3650. 

COURT COSTS

In addition to a fine, court costs mandated by state and local law will be charged on each case for which you are convicted. The costs are different depending on the offense. You need to check with the clerk of the court for the amount that will be assessed for the violation for which you are charged. If you request a trial, you may have to also pay the costs of overtime paid to a peace officer spent testifying in the trial. If you request a jury trial, an additional fee of $3.00 will be assessed. If a warrant was served or processed by a peace officer, an additional $50 fee is also assessed.

Court costs are assessed if you are found guilty at trial, if you plead nolo contendere or guilty, if your case is deferred for a driving safety course, or if you receive deferred disposition. If you are found not guilty, court costs cannot be assessed.

EXP D.L, EXP MVI, EXP MVR 

Defendants charged with the offenses of Expired Driver's License, Expired Motor Vehicle Inspection, and Expired Motor Vehicle Registration, may, under certain circumstances be eligible to have the charge dismissed for a $20 fee.

 A charge of Expired Driver's License may be dismissed provided the defendant appears at the court on or before the due date, the license was expired less than 180 days at the time of the citation, the license was renewed within 20 working days of the date of the offense, and the defendant presents the renewed, temporary driver's license, issued by the Texas Department of Public Safety.

A charge of Expired Motor Vehicle Inspection may be dismissed provided the defendant appears at the court on or before the due date, the Motor Vehicle Inspection was expired less than 60 days at the time of the citation, the vehicle was successfully inspected within 20 working days of the date of the offense, and the defendant presents the computer printout form indicating the vehicle passed inspection and the date the new inspection sticker was issued. 

A charge of Expired Motor Vehicle Registration may be dismissed provided the defendant appears at the court on or before the due date, the registration was expired less than 120 days at the time of the citation, the vehicle was registered within 20 working days of the date of the offense, the defendant has paid the "penalty fee" assessed by the Tax Assessor's Office, and the defendant presents the registration receipt form generated by the county Tax Assessors Office which contains the date of renewal, and the list of charges, to verify that the penalty fee was collected by the Tax Assessor's Office. 

Please note that regardless of the 20 working days to correct an expired Driver's License, inspection or Registraion, you MUST appear at the court on or before the due date printed on the citation. Please also know that dismissals are NOT granted by the court clerks. The application for dismissal is forwarded to the Municipal Judge for review and dismissal.

Failure to maintain financial responsibility

If you have received a citation for Failure to Maintain Financial Responsibility, or No Insurance, you may appear before the due date and time at the Municipal Court No. 1 office with your proof that you were insured on the date of the offense and your citation will be presented to the prosecutor for review. You will be required to complete a Motion to Dismiss Based on Evidence of Financial Responsibility. An insurance policy is proof of financial responsibility. 
A second or subsequent conviction of an offense under the Texas Motor Vehicle Safety Responsibility Act will result in the suspension of your driver's license and motor vehicle registration unless you file and maintain evidence of financial responsibility with the Department of Public Safety for two years from the date of conviction.
The department may waive the requirement to file evidence of financial responsibility if you file satisfactory evidence with the department showing that at the time this citation was issued, the vehicle was covered by a motor vehicle liability insurance policy, or that you were otherwise exempt from the requirements to provide evidence of financial responsibility. Please contact your local DPS office for additional information on suspension of your driver's license.


 

NEW TRIALS


If you are found guilty, you may make a motion to the court for a new trial. The motion must be made within ten days after a judgment of guilty has been rendered against you. The judge may, for good cause, grant a new trial if the judge considers that justice has not been done in the trial of your case. Only one new trial may be granted for each offense.

APPEALS


If you are found guilty and are not satisfied with the judgment of the court, you have the right to appeal your case to an appropriate appellate court. Coppell Municipal Court No. 1 is a court of record. An appeal will typically be limited to a review of the trial court's record to determine whether legal error exists, which will justify overturning the conviction. Appeals must comply with the procedures and requirements set forth in Chapter 30 of the Texas Government Code. There are a number of different requirements that must be satisfied. The court clerks are not authorized to give legal advice and due to the complexity of the appellate process, you are encouraged to seek the advice of your attorney if you seek to appeal a judgment or verdict.

MINORS/JUVENILES

The municipal court has jurisdiction over juveniles (16 years or younger) charged with Class C misdemeanor offenses or under 17 (tobacco cases) or under 21 (alcohol cases). All minors are required to appear in open court for all proceedings in their cases. The parent, guardian or managing conservator of any minor under age 17 charged in municipal court is required to be present in court with his or her child. Minors who fail to appear or who fail to pay their fine will be reported to the Department of Public Safety who will suspend their driver's license. Minors who do not have a driver's license will not be able to obtain one until they resolve their pending case. The court may also issue a warrant of non-secure custody, or hold the minor in contempt of court or refer them to Juvenile Court. 

Teen Court

A minor attending high school or under the age of 18 may request to complete a Teen Court program, which will allow the charge to be dismissed, if certain conditions are met (read the Teen Court  section).

MIP of Alcohol

Any defendant charged with the offense of Minor in Possession of Alcohol or Driving Under the Influence, who is under the age of 18 at the time of the offense, is required to be present with a parent or legal guardian to both set the court date, and to appear in open court. If the defendant is convicted of the offense, the Judge will order completion of an Alcohol Awareness Course, as well as community service, both of which must be completed within the 90 days following the judgment.

MIP of Tobacco

Any defendant charged with Minor in Possession of Tobacco or Smoking in a Prohibited Facility, who is under the age of 18 at the time of the offense is required to be present with a parent or legal guardian to both set the court date, and to appear in open court. If a plea of Guilty or No Contest is entered, the Judge will order completion of a Tobacco Awareness Course, which must be completed within 90 days.

DROP BOX

For your convenience, the Court has a 24-hour payment drop box located in the lobby of the Justice Center at 130 Town Center Blvd. Coppell, TX. Payments received after 2pm will be credited to the next business day. Envelopes are provided to insert your payment. For your protection, do not insert cash in the drop box. Insufficient or late payment will not clear pending warrants.
If you pay and do not request Deferred Disposition, a final conviction will be entered.

PAYMENT BY CREDIT CARD

If you pay by credit card, a final conviction will be entered. If you request Deferred Disposition, you must request it from the clerk.

SMALL CLAIMS COURT

The Coppell Municipal Court does NOT handle civil cases. For small claims court, please contact the Justice of the Peace, Precinct 4-2, at 972-259-1669.

COURT RECORDS

Records of judiciary, including the Coppell Municipal Court No. 1 are not subject to the provisions of the Public Information Act. However, if you would like to view court records, you may make your request from the Coppell Municipal Court No. 1 between 8 am and 5 pm, Monday through Friday. You will be required to complete a request form, and you will be notified at the time the records are available for your review. Copies will be charged 10 cents per page up to 50 pages. For additional information on certified copies, contact the Municipal Court at 972-304-3650. Record checks for military purposes require advanced notice of three business days.

WNV Ground Spraying: August 9th & 10th

​The Environmental Health Department received a report of laboratory confirmed ​presence ​​of West Nile Virus (WNV) in mosquitoes in the 600 block of Villawood.   Dallas County Health Department will spray route 3, on Tuesday, August 9th and Wednesday, August 10th between the hours of 9:00 p.m. and 5:00 a.m.  Should weather conditions not be conducive for spraying, trucks will spray the next available evenings.

By eliminating containers, cleaning rain gutters, and maintaining swimming and ornamental pools you can stop the mosquito life cycle in its tracks.

Get a Library Card​​​​

Each person wishing to borrow materials from the library must:
• complete an online application form and agree to comply with the rules of the library.
• Present a valid photo ID and verification of current street address in person at the Library Accounts desk to verify the online application and receive the library card.
• pay all fees.
• make good any loss or damage to materials​.
• give immediate notice of change of address.
• A parent/guardian must sign the library card application for minor children.  If under the age of 18, a parent/guardian must be present.  Anyone 18 and older must show proof of identification.​

Coppell Residents
Anyone who lives or owns property in the City of Coppell may apply for a free library card. Property owners must show proof of residency as well as property ownership.  ​

Non Residents

Non-residents will not be offered interlibrary loans or use of the Library Program Room.
Non Resident Fee Cards
Non-residents may purchase a William T. Cozby Public Library card for an annual, non-refundable fee of $40, which is valid for one year from the date of purchase. A six month library card is also available for a non-refundable fee of $20, which is valid for six months from the date of purchase.
CISD Card
Non-resident children or adults, who attend or are employed by CISD schools, are homeschooled, or attend Coppell private/charter schools are eligible for a free, limited use library card. CISD card holders may check out up to 5 items, which does not include DVDs/Blu-rays. Proof of residency as well as school enrollment or employment status are required to obtain a CISD library card.
TexShare Card
Non-residents may use a TexShare Card at the Library to check out one item at a time. Cards are issued by participating libraries within cities of residence. Click here​ for more information on the TexShare Card program.​

Go to the Catalog. Click My Account and Log In. Enter in your username or barcode and your password. Your password is the last four digits of your phone number, unless you have changed it. Your name will appear on the left hand menu once you are logged in. Click My Account and choose My Record.  
Renew an item
From your account page, select Items Out on the left hand menu. You can choose to renew all items or selected items. Make sure your renewal went through by checking the new due date. You can renew items two times unless there is a wait list on the item.
Reserve an item
Search for the item you want through the catalog. Click on the Request It! button to the right. Click Submit Request. If there is already a wait list for the item, it will ask you to verify that you still want to place the request. Click continue.  You will be notified once the item is available for pick up.
Get email/text notifications on holds and due dates
Once you are logged in, click My Account and My Record to update contact information and preferences. Through the drop down menu you can update your preferences for notification.
Find out information on loan periods, fines, and payment
From your account page, select Items Out. This page will show all materials you have checked out, the due date, and how many renewals remain. The library no longer charges fees on late materials. Any charges on your account due to lost or damaged materials will appear in the Fines & Fees page. The library accepts cash, check, and card payments.
Correct a discrepancy on my account
If you believe there are items on your account that you have already returned or never checked out, please contact the Accounts Desk in person or call 972-304-3661.
Change my Username or Password
From your accounts page, click on My Record. To change your username or password, click on the drop down menu for Change Logon and click save.

Book the Program Room​​​

The Program Room and study rooms are unavailable for checkout during our renovation. 
The program room may be made available, free of charge, for public gatherings and/or meetings of 12 or more of a non-profit cultural, educational, informational, or religious nature when the room is not being required by the library or the City of Coppell. Any such requested use, however, must not be disruptive to library patrons.
Reservations are accepted in person with a printed copy of the Program Room Application no more than three months in advance or less than 72 hours in advance by a City of Coppell resident. ​​Use of the room will not be granted for meetings, which are commercial or social in purpose.
The library program room may not be used as the primary meeting place for any organization or group. All meetings are open to the public at large.

Group Conference Rooms
• The group study rooms are used to provide small group study space.
• Group Study Room 1 accommodates up to 8 students. Group Study Room 2 accommodates up to 11 students.
• Study Rooms must be checked out at the Library Information Desk by a library card holder in good standing.
• Rooms are available on a first come, first serve basis for a minimum of 3 students.
• An exception is made in the use of these study rooms Monday through Friday from 10:00 am to 3:00 pm when the rooms are made available to 1 or 2 people. Any 1 or 2 people using these rooms during the above times must understand and accept that at 3:00 pm Monday through Friday and all day on the weekends these rooms become available once again only for groups of 3 or more.
 Once the room is checked out, the group, including the library card holder, must occupy the room until they are done using it. Groups may not “save” the rooms for later use, nor may they use it intermittently.

We have two half hour express internet computers that can be used without a library card by anyone over the age of 18. We also have several infostations that can be used for writing, creating, or printing without access to the internet.

Pay for printing or copies
Black and White prints and copies are $0.15 per page. Color prints and copies are $0.50 per page. If you will be using a credit card to pay for your printing or if your print job is over $5, please let the Information Desk know before you print.

Friends of the William T Cozby Public Library
The Friends of the Coppell Public Library actively promote library programs and increase library resources through a variety of activities. Friends also volunteer to help out at local community events and library programs. The Friends have a vision to build a community of library advocates in order to enhance the Coppell Public Library experience. It is their mission to enhance the library experience by creating public awareness, fostering community spirit, and bringing new programs to the library. Want to join the Friends? Volunteens
​Summer Volunteens on Hiatus
During our stay in the temporary library, we unfortunately do not have the same number of programs or the space to accommodate our teen volunteers. We will miss offering this opportunity to our teens this summer. But don't fret! Volunteens will be back next summer. For teens looking for volunteer opportunities ​stop by the library for a list of organizations that are looking for teen volunteers. 
The League of Extraordinary Teens
This is an unique way to earn service hours and give back to your community. Coppell Residents in high school are invited to apply for The League of Extraordinary Teens. This group will help plan select library programs. The volunteer opportunities will be made available every fall. Check with the Information Desk for more details. 972-304-3658.
Community Service​​
Teens may use the library to satisfy Coppell Court appointed community service hours. They can do a maximum of 20 volunteer hours Monday through Friday from 4:00-6:​00 pm. ​​​​There are no court appointed community service opportunities available during the summer. Ones Upon a Time​
Mondays at 10:30 am
A one-derful storytime for children 12-24 months of age and their adult caregiver. Short stories, music, rhymes, and movement activities are​ incorporated in this action-packed program that engages new walkers in language based activities. Ones Upon a Time will be held at the Coppell Public Library located at 500 Southwestern Blvd.

Mondays at 11 am​

​Babies from birth to crawling and their favorite adult will enjoy songs, action rhymes, and share books together in this one-on-one lapsit program. This storytime is designed to be a springboard for literacy, by exploring the senses with music, action rhymes, and age appropriate reading. The Biodiversity Education Center is only open to the public during center program offerings.

Nestled on 66 acres of nature preserve in Wagon Wheel Park, the Biodiversity Education Center at Coppell Nature Park promotes and provides hands-on environmental education. Participants of the education programs, for both school and the com​munity, observe and learn about local flora, fauna, and environmental sustainability issues, as well as develop a deeper connection to their environment through nature.

The Biodiversity Education Center is a “green” constructed net zero building. The project receives power from 96 solar panels and includes a cistern that captures 9,400 gallons of rain water. Landscaping around the Center features Texas native and adaptive plants, reducing water consumption and providing a habitat for wildlife such as butterflies, hummingbirds, birds and bees.

The Biodiversity Education Center offers a wide variety of community programs for all ages including environmental and gardening education classes, outdoor recreation, tours, and community improvement days. COPPELL NON-PROFIT RESERVATIONS

Coppell Non-profit 501(c) 3 Organizations can request reservations.  Youth organizations such as Girl Scouts, Boy Scouts, 4H and American Heritage Girls are asked to submit requests using the non-profit form.  Reservation Form and Rental Information​

SCHOOL PROGRAM REQUESTS

The Biodiversity Education Center offers school field trips and class use of the building to CISD schools and Northlake college classes. Classes wishing to hold a field trip at the Biodiversity Education Center and Coppell Nature Park as well as classes wishing to use the facility for space to meet while doing field studies in the nature park are asked to fill out a SCHOOL PROGRAM REQUEST FO​RM​ ​ to schedule their visit.  Programs currently offered can be viewed in the BEC Program Overveiw and BEC Games documents below. Additional information on materials available for use while using the BEC as well as Geology lesson plans can be found on the Coppell Nature Park Education Resources Page​
    

​Procedure for School/College Program Requests:

  1. Fill out and submit the “School Program Request” form at least 30 days prior to your requested program date.  The form may be emailed to cnp@coppelltx.gov or delivered to the Coppell Road Service Center, located at 816 S. Coppell Road. 
  2. The Biodiversity Education Center staff will contact the applicant regarding the program within 2 business days via email.  At this time, if the visiting group has requested that facilitators be provided, the Biodiversity Education Center staff will reach out to the cleared volunteers that assist the center.
  3. If sufficient facilitators are not obtainable, the center’s staff will contact the program contact and discuss possible alternatives within 1 week of the request’s submitted date.
  4. The program contact must contact the center’s staff via email or phone at least 1 week prior to the program if the program must be cancelled by the requesters.
  5. The center’s staff will be in weekly contact with the program contact the month before the scheduled program to offer any assistance that may be needed.

The Coppell Senior and Community Center is a recreation center for those 50 years of age or older, and is operated by the Parks and Recreation Department. Visiting the Senior Center is a wonderful way to meet new friends, and enjoy a wide variety of programs, social events, and drop-in activities. Programs are designed to meet the needs of Seniors and the community by promoting healthy aging, and are either absolutely free or have a minimal cost assigned to them.

Project Update - July 3​, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, buildings are beginning to take shape. Masonry has begun at the softball and soccer concession stands. The roof of the softball concession area is being framed. Crews are beginning to work on construction of the playground area. On the south end of the parking lot, 1500 sq. yards of concrete has been poured.
​​• Next Steps - Additional concrete will be poured to complete the parking lot. Work will begin on irrigation, field fences and lighting.

Andrew Brown Park East
• At Andrew Brown Park East, moisture conditioning of the soil is complete. Pond excavation has begun to connect the pond on the west side of The CORE to the pond on the east side.
​• Next Steps - Building construction of the pavilions will begin in the next few weeks. ​

  • ​​If traveling from Andrew Brown West, trail users can access Moore Road Park by detouring along the Denton Creek trail and then using the newly constructed Denton Creek bridge to cross over to Moore Rd. Park. A temporary soft trail will be established to allow access to trails on the eastern side of Andrew Brown from the Andrew Brown East parking lot. Parking is also available at Moore Rd. Park for users who wish to access trails on the e​ast side of Andrew Brown and at Moore Rd. Parks
  • For Park Users at Andrew Brown East and Kid Country, indoor restrooms are available for use at The CORE, and portable restrooms are also available near Kid Country.  Restrooms at Andrew Brown Central are open for citizens using the trails north of Andrew Brown West.

How The Redevelopment Affects Park Users

In the early stages of construction, there will be a few months of heavy equipment in the park, eliminating existing structures, moving dirt and regrading. There will be some inconvenience for homeowners living near the park, as well as casual users. The construction portion of a park renovation has the most impact on those who live adjacent to the park or utilize the park regularly.  However these same people benefit most once the work is done! To help alleviate these inconveniences, the city will make every effort to minimize surprises by communicating construction updates, future plans and reasoning for specific decisions along the way. 

In addition, there will certainly be scheduling difficulties and disruption for youth sports associations, participant families, board members and coaches during this process.
The closing of the Andrew Brown Park athletic facilities will be impactful to the scheduling of certain sports activities usually taking place at the park.  For instance, the Coppell Youth Soccer Association and the Coppell Girls Softball Association will be utilizing facilities at Wagon Wheel Park, MacArthur Park and Moore Road Park that would not typically be used.  This will create irregular usage of these parks and impose harsher conditions on the grass and fields.  The city will monitor this use and make adjustments to the schedule when the conditions dictate based on wear and conditions of the fields. 

To be proactive at this time, anticipating normal heavy use on the practice areas at Wagon Wheel Park this winter, the city is planning to enclose the soccer practice areas along Creekview Drive with a temporary fencing to keep the area in playable condition for the upcoming spring soccer season.  It is possible that the fencing will be reinstalled after the end of the spring season to further protect these fields from damage from overuse during the summer months.

The Future of Andrew Brown Parks
The redeveloped park will have community gathering areas with pavilions for performances and community uses, passive areas for sitting quietly enjoying the out-of-doors with friends and family, as well as an area appropriately sized for the large events that Coppell citizens have enjoyed for years. It will also include a rejuvenated youth athletic complex at Andrew Brown Park West, with a softball complex and new field sports complex, improved trails throughout, a playground, and basketball and volleyball courts.​

A Message from Parks and Recreation Director Brad Reid
Change is sometimes hard to accept.  Especially when things are going along just fine, as far as we can tell.  Change can also lead to something very exciting.  This is the case with the Andrew Brown Park system.  Several years ago, the idea came out of a series of strategic planning summits about renovating the Andrew Brown Parks, going on to suggest major changes to the usage of the park areas in the future, allowing for improvements to youth sports amenities and adding community gathering spaces.  These two goals became the baseline for a redesign of the parks in 2011, and have continued to be the focus since.  ​

Prior Updates on the Redevelopment Project:

Project Update - June 3​, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, the concrete foundation has been poured for the softball complex concession area, and structural steel is in place. One of the four concrete seating areas ​for   ​the softball fields has been poured. On the south end of the parking lot, 1500 sq. yards of concrete has been poured.
​​• Next Steps - Weather permitting, additional concrete will be poured to complete the parking lot and softball field seating areas.

Andrew Brown Park East
• At Andrew Brown Park East, moisture conditioning of the soil continues underneath the building sites. Moisture conditioning is complete where the Grand Pavilion will stand.
 Construction is moving somewhat slower at Andrew Brown East, due to weather and flooding in the area. Some areas of trail will be closed due to high water. Please follow all detour  signs. 
​• Next Steps - Moisture conditioning underneath the remaining building sites will continue in the coming weeks.​​

Project Update - April 6, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, grading of the soil is complete, as well as the installation of storm water drainage pipes, utility, water, and sewer lines. Moisture conditioning of the ground       is preparing the soil in areas where structures will be built.​
​​• Next Steps - Building pads will be ​constructed for the soccer concession stand, softball complex concession area, and basketball courts.

Andrew Brown Park East
• At Andrew Brown Park East, demolition is complete. All structures have been demolished, including the softball complex, basketball courts, all concrete trails within the construction    area, and the fishing pier. Crews are currently working to regrade the soil.
​• Next Steps - Following the regrading of the soil, storm water drainage pipes will be installed, as well as utilities, sewer lines, and water lines.

Project Update - February 22, 2016

Demolition work is currently underway at Andrew Brown Parks East and West. Crews are working to eliminate existing structures within the project areas and prepare them for future construction and development. Many trees within both parks are being preserved and are surrounded by orange fencing.​ 
Andrew Brown Park West
​• At Andrew Brown Park West, all structures have been demolished and crews are currently working to regrade the soil and are beginning to install storm water drainage pipes.
​​• Next Steps - Installation of the storm water drainage pipes currently taking place at Andrew Brown Park West will continue for a few weeks and will be followed by installation of sewer        lines and water lines. Moisture conditioning of the ground will take place to prepare the soil in areas where structures will be built.

Andrew Brown Park East
• At Andrew Brown Park East, crews have begun demolition by removing the softball complex, basketball courts, all concrete trails within the construction area, and the fishing pier. 
​• Next Steps - Demolition will continue at Andrew Brown East, with demolition of the pavilion and restroom complex scheduled to take place mid-week the week of February 22. 
  After all existing structures are removed, excavation of the top soil and regrading will begin and continue for approximately one month.​​

Project Update - February 2016

The redevelopment project is currently underway at Andrew Brown East and West. Fencing has been installed to maintain control of the construction site, which will limit access into the project areas.  ​Demolition of existing sidewalks and structures is in progress. During construction, there will be significant impacts to the usability of the trails and park areas.  Those areas that can safely remain accessible will be left open for use. ​


Project Update - January 14, 2016

On the evening of January 12, 2016, the Coppell City Council carefully considered the future of the Andrew Brown Park system, and discussed the plans for redevelopment as well as the increased cost of ​construction​. The Council approved the total award for construction of the first phase of work for $21,183,850.00.  The project is being funded by the ½ cent sales tax that was reauthorized by voters in 2013. The increase in the ultimate cost of the project is based on several influences: 
  • ​​​Since the project cost estimation was first considered in 2012, inflation in the construction industry has increased the cost of materials and labor.  
  • Community input on the project requested that items be added to the scope, adding to the cost.  
  • When the master plan of the park was completed, it was anticipated that the park would be constructed in phases over several years. This meant that important items would be left to be constructed later.  

Project Update - January 8, 2016

The contractor plans to begin the work in late January at Andrew Brown Community Park West with demolition and earthwork as the first activities.  The Parks Department will be able to relocate some of the trees being removed at Andrew Brown West to other areas within Coppell, with several moving to Moore Road Park and to Rolling Oaks Memorial Center.​​​

CHIEF OF POLICE MAC TRISTAN​

Mac Tristan was sworn in as Coppell Chief of Police on January 24, 2011.  He came to Coppell after serving 29 ½ years with the City of Carrollton Police Department, leaving there as an Assistant Chief. 

Chief Tristan received his Bachelor's Degree from Sam Houston State University, where he graduated with Honors. He is a graduate of the FBI National Academy, the Senior Management Institute for Police, John F. Kennedy School Government, Cambridge, Massachusetts, and the U.S. Army War College Strategic Implementation Seminar in Carlisle Barracks, Pennsylvania.

Chief Tristan believes strongly in Problem Oriented Policing and Servant Leadership style of leadership and management. He not only teaches the subject, he has successfully implemented this philosophy in every bureau and department he has led, including the Coppell Police Department. He has worked with the Chinese National Police in Hangzhou, China and has lectured in Stockholm, Sweden with the Swedish National Police and as a speaker at the Stockholm Criminology Symposium. He continues to lecture on Leadership, Problem Oriented Policing, and the Servant Leadership style of Management.

​​​DEPUTY CHIEF AULBAUGH

Chris Aulbaugh retired with the rank of Lieutenant from the Dallas Police Department in July of 2012 after 22 years of service. 

During his tenure in Dallas Chris served as a Patrol Officer, Bicycle Patrol Officer, Field Training Officer, Homicide and Robbery Detective in CAPERS, Patrol Supervisor, Administrative Sergeant, FTO Coordinator, Jail Commander, Communications Commander, and as advisor in the Office of the Chief, Administrative and Accountability Unit. While in Dallas, Chris assisted with the coordination of the police response for the NBA playoffs and Superbowl.  His last assignment in Dallas was as a Commander in the Crimes Against Persons Division.​

Chris was sworn in as the Chief of Police for the Kaufman Police Department in July of 2012 where he served until joining the Coppell Police Department in August of 2013. Chris earned his Bachelor of Science in Administration of Criminal Justice and is completing his Master of Arts in Homeland Security. Prior to becoming a police officer, Chris served at a Reserve Officer for Kaufman PD and Seagoville PD.

Like Chief Tristan, Chris follows the philosophy of Servant Leadership and Problem Oriented Policing. Chris Aulbaugh is passionate about serving the citizens of Coppell and building a better community through public service.​

DEPUTY CHIEF JIM COOK

Jim Cook started his career with the Coppell Police Department in August of 1996. This was also his first job in the profession of law enforcement following several years in the private sector. He currently serves the Coppell Police Department as the Division Commander for the Administrative Division. Having started his career with CPD, Jim has ten years of experience in the Patrol Division, beginning as a Recruit Officer following his graduation fro​​m the Dallas County Sheriff’s Academy. During his time in the Patrol Division, Jim worked as a Field Training Officer and was promoted to the rank of Corporal. He was subsequently promoted to Sergeant and also served as the Patrol Division’s Field Training Coordinator, a role he was very proud to attain and fulfill. During the latter part of his tenure in the Patrol Division, Jim received and volunteered for special assignments for the benefit of the department. This led to his assignment as the department’s first posting of an Administrative Sergeant. From a small beginning as a one man, then a two man division, Jim was subsequently promoted to Captain and assigned to the Administrative Division. The division is now comprised of three sections: Administrative, Communications, and Animal Services with a total staff of twenty three personnel.

Jim is a past graduate of Angelina College in Lufkin, TX where he received an associate’s degree in management. Afterwards, he attended Stephen F. Austin State University in Nacogdoches, TX where he studied criminal justice and public administration with a double major in both disciplines. He graduated with honors from SFA obtaining a bachelor’s degree. Jim is currently attending the University of North Texas in Denton, TX studying for his master’s degree. His field of study is public administration with an emphasis on emergency management. ​

Jim holds a Master Peace Officer certification, an Instructor’s certificate, and a Firearms Instructor’s certificate from the Texas Commission on Law Enforcement Officer Standards and Education. He is a member of the North Texas Police Chief’s Association, the International Association of Law Enforcement Firearms Instructors, the Texas Association of Hostage Negotiators, the Association of Public-Safety Communications Officials International, the Urban Management Assistants of North Texas, and a charter member of Toastmasters Coppell.    ​

CAPTAIN TONY PLETCHER

​Administrative Division Commander

Tony Pletcher began his police career in August of 1995, here in the City of Coppell. He has promoted through the ranks to his current position of Captain. In his career, Cap​tain Pletcher has worked in patrol, community services division, training and CID. He has specialized training in Accident Investigation, Firearms, and Special Weapons and Tactics. He is a graduate of the 250th Session of the FBI National Academy and the 55th Session of Senior Management Institute for Policing.

Captain Pletcher holds his Bachelor of Arts degree from University of Texas at Arlington. He has a Master Peace Officer License, Instructor License, and Firearms Instructor License through Texas Commission on Law Enforcement Standards and Education. He is a SWAT Commander for the North Texas Metro SWAT Team.

Captain Pletcher is a strong advocate of organizations who support the survivors of officers killed in the line of duty and a member of Law Enforcement United. Every May since 2004, he rides his bicycle with a group of over 500 Police Officers from across​ the United States to support Concerns of Police Survivors (COPS) and the Officer Down Memorial Page (ODMP). The three day ride covers 250 miles and starts in Virginia Beach, VA. and ends in Washington DC.​

CAPTAIN BILL KNACK

​Criminal In​vestigations Division Commander


Bill Knack began his career with the Coppell Police Department in 1996.  Bill promoted through the ranks of the Coppell Police Department and began his career as a patrol officer where he worked as a Field Training Officer. After serving time in the patrol division, Bill accepted a position in the Criminal Investigations Division as a detective. Bill was later appointed to develop and create the Coppell Police Department's Organized Crime Unit which focused on narcotics activity and episodic criminal activity within the City Of Coppell. Bill was able to promote to a Corporal, then later a Sergeant over the Organized Crime Unit which evolved into a four person unit and a K9 Handler.  As a Sergeant, Bill also spent time as a Task Force Officer assigned to the Drug Enforcement Administration's North Texas High Intensity Drug Trafficking Unit.

Bill is a past graduate of Eastfield College in Dallas, TX where he received an associate's degree in Criminal Justice.  Bill continued his education and attended Lamar University where he graduated with honors obtaining his Bachelor Of Science Degree in Criminal Justice. He holds a Master Peace Officer License from the Texas Commission on Law Enforcement Standards and Education and is a graduate of the United States Department of Justice Drug Unit Commanders Academy Class Number 70.

Bill is an avid believer in the philosophy of Problem Oriented Policing and feels privileged to serve the wonderful citizens of Coppell.

CAPTAIN DANNY BARTON

Patrol Division Commander

Danny Barton began his law enforcement career in 1991 with the Bryan Texas Police Department. While serving with the Bryan Police Department, Danny Barton served in the patrol division as a patrol officer, field training officer and accident investigator. In 1997, Danny accepted a position with the Coppell Police Department. Danny served in the patrol division prior to being assigned to the crime prevention division as a DARE officer and school resource officer.

In 2001, Danny left law enforcement to assist his family with several family owned and operated businesses.

Danny Barton returned to the Coppell Police Department in 2006. He served in the criminal investigations unit as a detective until he was promoted to the rank of Corporal. He remained in the Investigations division until 2012 when he was promoted to Sergeant. Danny was assigned to the patrol division as a sergeant until 2015 when he promoted to the rank of Captain. As Patrol Captain, Danny oversees patrol operations as well as the traffic and K9 units.

Danny has a bachelor's degree in Criminal Justice from the University of Texas at Arlington. He also holds a Master Peace Officer certification and has attended the School of Police Supervision at the Institute for Law Enforcement Administration. As an instructor, Danny has taught Intermediate Child Abuse, High Risk Traffic Stops and is currently a certified Ethics Instructor.

The development of the Community-Wide Trails Implementation Plan was set in motion by The 2030 Vision for Coppell. Its purpose is to ensure that Coppell’s high quality of life will be maintained while still allowing for growth in the City and the region, as well as to formulate strategies to manage future opportunities and challenges. If done correctly, the implementation of a city-wide trail system can play a vital role in Coppell residents’ individual well-being, local economy and environment while also providing traffic congestion relief.

When completed, the Coppell trails system will link many neighborhood communities and provide connections to many key City destinations. By providing access to a wide array of retail, parks, schools, neighborhoods and other key City destinations, the trail system will establish a network of connections useful to many Coppell citizens. The system will enable outdoor enthusiasts to appreciate all that Coppell has to offer. Connections to existing and planned trails will encourage recreational use as well as bicycle commuting, as safer bicycle networks are established and expanded.​

Is a permit required to have a garage sale?

No.  However, garage sales are only allowed twice a year.  Garage sale signs may only be erected between the hours of 6 pm Thursday and 10 pm Sunday.  Sign faces cannot exceed six square feet or be any higher off the ground than 36 inches.  Signs may only be placed on private property and not on city right-of-way.  No sign will be allowed within any street median or attached to any tree, public utility pole, street sign, traffic control sign or devise or other sign.

If I'm currently renting my property, am I required to register the property with the City?

Yes.  Rental properties are required to be registered with the City on or before January 31.  Please visit the Rental Registration program for more information.

Do rental properties require an inspection?

Yes.  An inspection of the property is required only when there is a tenant change.  Please contact Building Inspections Department at 972-304-3500 to schedule an inspection.

Does the City inspect for mold issues?

No.  To submit a complaint regarding mold please contact the Texas Department of State Health Services.  For cleanup and remediation please visit the Centers for Disease Control Prevention website.​

Emergency (after business hours) building inspections

​To schedule an emergency building inspection please call the Emergency Hotline at 972-304-3551.

For Emergency Gas Leaks:

  • If you smell gas, call Atmos at 1-866-322-8667 or 911.
  • Licensed Registered Plumber will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered plumbers click here.)
  • Once the job is completed the Licensed Plumber will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the repair and/or gas test.  (To see the On-Call list click here.)
  • Once the inspection has passed the Inspector will release it to Atmos.
  • The Homeowner will then need to contact Atmos to re-connect the gas line.  Atmos will not allow the Inspector to schedule the re-connect.

For Emergency Electrical Re-Connect:
  • Licensed Registered Electrician will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered electricians click here​.)
  • Once the job is completed the Licensed Electrician will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the electrical services.  (To see the On-Call list click here​​.)
  • Once the inspection has passed the Inspector will release it to Oncor.
  • The Homeowner will then need to contact Oncor to re-connect the electricity.  Oncor will not allow the Inspector to schedule the re-connect.

Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

How do I request an after-hours EMERGENCY Building Inspection?

If you smell gas, call Atmos at 1-866-322-8667 or 911. To schedule an emergency Building Inspection (Gas Leak/Electrical Re-Connect) please call the Emergency Hotline at 972-462-5150.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.
