Ones Upon a Time​
Mondays at 10:30 am
A one-derful storytime for children 12-24 months of age and their adult caregiver. Short stories, music, rhymes, and movement activities are​ incorporated in this action-packed program that engages new walkers in language based activities. Ones Upon a Time will be held at the Coppell Public Library located at 500 Southwestern Blvd.

​Baby and Me

Mondays at 11 am​

​Babies from birth to crawling and their favorite adult will enjoy songs, action rhymes, and share books together in this one-on-one lapsit program. This storytime is designed to be a springboard for literacy, by exploring the senses with music, action rhymes, and age appropriate reading. Come prepared to have fun with baby. Baby and Me will be held at the Coppell Public Library located at 500 Southwestern Blvd.

​Family Storytime​

​Tuesdays at 7 pm

​All ages are welcome at Family Storytime, which incorporates stories, songs, rhymes, and more into a fun and interactive experience for the whole family. Family Storytime will be held at the Coppell Public Library located at 500 Southwestern Blvd.

​​Toddler Time

​​Wednesdays at 10:30 and 11:15 am

​A storytime for 2 and 3 year olds (with their favorite adult) who are ready to sit and enjoy interactive stories, songs, and games that encourage their emerging language skills. This program will introduce young children to the joys of language and literature. Toddler Time will be held at the Coppell Public Library located at 500 Southwestern Blvd.

​​Thursdays at 10:30 am

Storytime for 3 to 5 year olds who are ready to attend independently. This storytime is designed to foster a smooth transition into school and is the only storytime that children attend without their adult caregiver. This fun and interactive program combines activities such as read-aloud stories, songs, rhymes, and fingerplays. It introduces children to listening skills, the library, and the joy of reading. All By Myself will be held at the Coppell Public Library located at 500 Southwestern Blvd.

Get a Library Card​​​​

Each person wishing to borrow materials from the library must:
• complete an online application form and agree to comply with the rules of the library.
• Present a valid photo ID and verification of current street address in person at the Library Accounts desk to verify the online application and receive the library card.
• pay all fees.
• make good any loss or damage to materials​.
• give immediate notice of change of address.
• A parent/guardian must sign the library card application for minor children.  If under the age of 18, a parent/guardian must be present.  Anyone 18 and older must show proof of identification.​

Coppell Residents
Anyone who lives or owns property in the City of Coppell may apply for a free library card. Property owners must show proof of residency as well as property ownership.  ​

Non Residents

Non-residents will not be offered interlibrary loans or use of the Library Program Room.
Non Resident Fee Cards
Non-residents may purchase a William T. Cozby Public Library card for an annual, non-refundable fee of $40, which is valid for one year from the date of purchase. A six month library card is also available for a non-refundable fee of $20, which is valid for six months from the date of purchase.
CISD Card
Non-resident children or adults, who attend or are employed by CISD schools, are homeschooled, or attend Coppell private/charter schools are eligible for a free, limited use library card. CISD card holders may check out up to 5 items, which does not include DVDs/Blu-rays. Proof of residency as well as school enrollment or employment status are required to obtain a CISD library card.
TexShare Card
Non-residents may use a TexShare Card at the Library to check out one item at a time. Cards are issued by participating libraries within cities of residence. Click here​ for more information on the TexShare Card program.​

View my account​
Go to the Catalog. Click My Account and Log In. Enter in your username or barcode and your password. Your password is the last four digits of your phone number, unless you have changed it. Your name will appear on the left hand menu once you are logged in. Click My Account and choose My Record.  
Renew an item
From your account page, select Items Out on the left hand menu. You can choose to renew all items or selected items. Make sure your renewal went through by checking the new due date. You can renew items two times unless there is a wait list on the item.
Reserve an item
Search for the item you want through the catalog. Click on the Request It! button to the right. Click Submit Request. If there is already a wait list for the item, it will ask you to verify that you still want to place the request. Click continue.  You will be notified once the item is available for pick up.
Get email/text notifications on holds and due dates
Once you are logged in, click My Account and My Record to update contact information and preferences. Through the drop down menu you can update your preferences for notification.
Find out information on loan periods, fines, and payment
From your account page, select Items Out. This page will show all materials you have checked out, the due date, and how many renewals remain. The library no longer charges fees on late materials. Any charges on your account due to lost or damaged materials will appear in the Fines & Fees page. The library accepts cash, check, and card payments.
Correct a discrepancy on my account
If you believe there are items on your account that you have already returned or never checked out, please contact the Accounts Desk in person or call 972-304-3661.
Change my Username or Password
From your accounts page, click on My Record. To change your username or password, click on the drop down menu for Change Logon and click save.

Book the Program Room​​​

The Program Room and study rooms are unavailable for checkout during our renovation. 
The program room may be made available, free of charge, for public gatherings and/or meetings of 12 or more of a non-profit cultural, educational, informational, or religious nature when the room is not being required by the library or the City of Coppell. Any such requested use, however, must not be disruptive to library patrons.
Reservations are accepted in person with a printed copy of the Program Room Application no more than three months in advance or less than 72 hours in advance by a City of Coppell resident. ​​Use of the room will not be granted for meetings, which are commercial or social in purpose.
The library program room may not be used as the primary meeting place for any organization or group. All meetings are open to the public at large.

Group Conference Rooms
• The group study rooms are used to provide small group study space.
• Group Study Room 1 accommodates up to 8 students. Group Study Room 2 accommodates up to 11 students.
• Study Rooms must be checked out at the Library Information Desk by a library card holder in good standing.
• Rooms are available on a first come, first serve basis for a minimum of 3 students.
• An exception is made in the use of these study rooms Monday through Friday from 10:00 am to 3:00 pm when the rooms are made available to 1 or 2 people. Any 1 or 2 people using these rooms during the above times must understand and accept that at 3:00 pm Monday through Friday and all day on the weekends these rooms become available once again only for groups of 3 or more.
 Once the room is checked out, the group, including the library card holder, must occupy the room until they are done using it. Groups may not “save” the rooms for later use, nor may they use it intermittently.

To use one of our hour long computer stations with access to the internet, you must have a Coppell library card in good standing. We have two half hour express internet computers that can be used without a library card by anyone over the age of 18. We also have several infostations that can be used for writing, creating, or printing without access to the internet.  
Use the library Wi-Fi
The library has free Wi-Fi.  There is no password needed.  Just select Coppell Guest.
Pay for printing or copies
Black and White prints and copies are $0.15 per page. Color prints and copies are $0.50 per page. If you will be using a credit card to pay for your printing or if your print job is over $5, please let the Information Desk know before you print.

Friends of the William T Cozby Public Library
The Friends of the Coppell Public Library actively promote library programs and increase library resources through a variety of activities. Friends also volunteer to help out at local community events and library programs. The Friends have a vision to build a community of library advocates in order to enhance the Coppell Public Library experience. It is their mission to enhance the library experience by creating public awareness, fostering community spirit, and bringing new programs to the library. Want to join the Friends? ​Summer Volunteens on Hiatus
During our stay in the temporary library, we unfortunately do not have the same number of programs or the space to accommodate our teen volunteers. We will miss offering this opportunity to our teens this summer. But don't fret! Volunteens will be back next summer. Teens may use the library to satisfy Coppell Court appointed community service hours. They can do a maximum of 20 volunteer hours Monday through Friday from 4:00-6:​00 pm. ​​​​There are no court appointed community service opportunities available during the summer. The Utility Billing department maintains normal business hours of 8 am to 5 pm, Monday through Friday. Customers may bring in payments during that time; outside of the normal hours, customers may mail payments, drop payments in the drive-thru drop box located at Town Center, or pay online.​​
   

 Service Disruption

If your water service has been suddenly interrupted and you do not know the cause, please call the Utility Billing department at 972-304-3695. When water service has been discontinued for non-payment of a bill, the full amount of the bill plus a $20 reconnection fee must be paid before service is reinstated. Customers should contact the Utility Operations department to report water leaks, sewer back-ups, or water quality problems at 972-462-5150.

Residential Water Rates​

Residential water rates are $16.00 for the first 1,000 gallons and $2.85 per 1,000 gallons thereafter (November through May).
During the summer months, water is used primarily for lawn irrigation. This usage can account for up to 60% of summer water use. Experts predict that as the population continues to grow, the demand for and availability of water will begin to stress public water supplies and systems. Those who dramatically increase​ their water use during the months of June through October will help pay for the additional water needed to keep up with peak demand. Residential water rates for June through October are as follows:

Senior Water ​Rates

Senior Citizens (age 65 and older) may apply for a 10% discount on their water bill by providing a copy of their driver's license. Senior discounted water rates are $14.40 for the first 1,000 gallons and $2.56 per 1,000 gallons thereafter (November through May).

Residential Garbage Rates

Republic Services provides refuse collection services. This service is mandatory for all residents and billed on your monthly water bill. For additional information, contact Utility Billing at 972-304-3695. The current residential garbage rate, effective January 1, 2016, is $15.26 per month plus $1.26 sales tax and $0.10 public education fee.

Senior Garbage Rates

The senior citizen (age 65 and older) residential garbage rate, effective January 1, 2016, is $13.73 per month plus $1.13 sales tax and $0.10 public education fee.

Commercial Water, Sewer and Garbage Rates

Commercial water and sewer rates are based on the size of the meter installed. For specific account information, contact Utility Billing at 972-304-3695. Garbage rates are based on the size of the container. For specific account information, please ​call Republic Services at 972-304-3555.

SERVICE Set Up & Changes

​The City of Coppell uses 2 Turn It On to set up new residential utility accounts.  Contact the Utility Billing department to transfer or cancel service or to set up commercial accounts.  Use the H2O Online portal to make changes to your payment or contact information. Rental properties must be registered and inspected prior to a new tenant moving in and setting up a utility account. Visit Building Inspections​ for fees and scheduling.

Commercial​ customers will not be able to utilize 2 Turn It On.  Please complete the Service Application and Service Agreement and return them to the Utility Billing Department either via email at H2OBills@coppelltx.gov or fax at 972-304-7091.

Paying Your Bill

Customers are billed monthly for water, sewer, and garbage services.  Payment is due no later than twenty days from the billing dates. After the 20th day, a 10% penalty will be assessed on the balance. If payment still has not been received within approximately 10 days after the penalty date, your service will be disconnected. Additionally, there will be a $20 reconnect fee to have your service reinstated. To avoid service being disconnected and being assessed the reconnect fee, customers unable to pay their bill in full by the due date should contact our office to make payment arrangements. Payment arrangements are done on a case-by-case basis. Customers may complete and sign a payment arrangement agreement in person or via fax.

​Electronic Bank Drafting Service

Customers may elect to have an automatic electronic bank draft occur for monthly water bill payments. Customers selecting this option will receive a monthly bill stating "Amount Due will be Bank Drafted - DO NOT PAY." Your bank will deduct the water bill amount approximately two to three business days prior to the due date printed on your bill. There is no charge for this bank draft plan and the draft option may be discontinued at any time by simply notifying the City in writing. At this time, please note that participating in the Voluntary Donations is not possible through the electronic bank drafting service.

Voluntary Donations

The City of Coppell has established a voluntary donation program that is payable with your monthly water bill. The program is strictly voluntary and allows a total contribution of $2 per month to be utilized for the Library, Parks, Economic Development, and Fire departments only. Those wishing to participate in this program will need to contact the Utility Billing department directly.

​​​Each summer the City of Coppell formally seeks volunteers to serve on a number of City Boards, Commissions and Committees. During this process, notices are mailed to all households.  Applications are accepted in August each year and are retained for one year in the event a resignation occurs. To participate, you must be a resident of Coppell for at least one year and be a registered voter in the City of Coppell. Click here to view the Member Roster​.  

Animal Services Advisory & Appeals Board
The purpose and scope of the Animal Services Appeals Board is to hear an appeal from any citizen concerning the denial or revocation of their pet's registration for violation of the ordinances pertaining to Animal Services. This Board meets when called by the Chairperson, upon written request of one member of the Board, or when requested by City Council. Board Of Adjustment

The Board of Adjustment was created for the purpose of interpreting or modifying zoning regulations in particular cases as circumstances may require in accordance with state law and local ordinances.  The board has the powers to subpoena witnesses hear appeals based on error, grant special exceptions and give variances. The Board also acts as the Building and Standards Commission and has quasi judicial authority related to substandard housing. The Building and Standards commission is charged with recommending Building Codes and amendments for adoption, and hearing appeals from code interpretations made by the Chief Building Official or Fire Marshal.  Any persons jointly or severally aggrieved by any decision of the commission may present a petition to a district court. For more information, contact Suzanne Arnold​, Chief Building Official/Staff Liaison at 972-304-3506.

Conduct Review Board

The board, which is comprised of citizens and elected officials, reviews investigation reports from the Special Counsel and makes final determinations with regard to whether or not a violation of the Code of Conduct has occurred and the penalties to be assessed if an individual is found in violation of the Code. Coppell Recreation Development Corporation

The Coppell Recreation Development Corporation is a non-profit corporation incorporated pursuant to and governed by Local Government Code Chapter 505. The CRDC is charged with the responsibility of expending the proceeds of the ½-cent sales tax in accordance with Section 4B for the construction and development of numerous projects as defined by the voter approved proposition and by the City Council. ​​Economic Development Committee

The Economic Development Committee is charged with the responsibility of promoting economic development and advising the City Council with regard to pertinent issues as they relate to providing a positive business environment that will foster economic growth through the recruitment of new businesses and the retention and expansion of existing businesses . The Committee meets the first Wednesday of the month at 6 pm. ​Library Board

The Library Board serves as an Advisory Board to the Council.  The Board is primarily responsible for making informed recommendations regarding library services and programs and for being a citizen interface to library staff.  The Library Board is comprised of seven regular members and two alternate members.  In addition, the Library Board also includes two non-voting youth advisors that are appointed for one year.  Youth advisors are in the seventh through eleventh grade and provide a distinct and valuable youth-focus to the Board.  The Board meets the second Thursday of each month at 7 pm.  For more information, please contact Vicki Chiavetta, Library Director/Staff Liaison, 972-304-7030. Parks and Recreation Board​​

The Parks and Recreation Board was created for the purpose of advising both the City Council and the Parks and Recreation Department regarding the planning and development of park and recreational facilities, regulations governing their use, and recommending an annual update to the Parks and Recreation Master Plan.   The Board meets on the first Monday of each month, at 6:30 pm.  Special sessions are held as needed.  The board is comprised of seven (7) regular voting members, two (2) alternate non-voting members and two (2) youth advis​​ors.  Youth advisors are in the seventh through eleventh grade and provide a distinct and valuable youth-focus to the Board. ​Planning & Zoning Commission

The Planning and Zoning Commission's responsibility is to make recommendations to the City Council regarding land use issues, including zoning requests, subdivision plats, changes to the Zoning Ordinance, amendments to and updates of the Comprehensive Master Plan and other items included in the physical development of Coppell. The Commission meets  the third Thursday of the month at 6:30 p​m. ​Special Counsel

​The City of Coppell has partnered with Denton County's non-profit SPAN Transit, to provide shared transportation services, by appointment, for seniors age 60+ and those who may have mobility impairment.

SPAN began accepting reservations for riders in June 2016. Transportation service is by appointment only and must be schedulaed in advance. SPAN is not an emergency medical transportation service. ​

To use SPAN Transit, passengers must first complete and submit a written application to SPAN. The application is available online at Span-transit.org, or by calling the SPAN Dispatch Office at (940) 382-1900.

Upon receipt of completed applications, please allow a maximum of 21 days to process applications. SPAN will begin processing properly completed applications immediately upon receipt. Only completed, signed applications will be considered for review.

Once the application is fully completed, the signed original should be dropped off, mailed or faxed to:  SPAN, 1800 Malone, Denton, TX 76201, or faxed to 940-383-8433. Upon completion of review, applicants will receive written notice via U.S. mail and may begin scheduling trips. Passengers will need to reapply every three years from the date they are initially approved so that SPAN will have up-to-date information. 

All SPAN vehicles are equipped with wheelchair lifts or ramps. SPAN drivers are trained to assist individuals who may have mobility impairment or use assistive devices. 

SPAN's service area includes all of Coppell and surrounding areas in close proximity to the Coppell city limits (see map below). Service to and from Baylor Scott & White Medical Center of Grapevine is also included as a part of SPAN's contract with Coppell. A one year contract for this service will cost the City $75,000 annually based on the current transit area. 

With DART and DCTA not an option, City staff began looking into potential transportation ​​services that could meet the needs of the community. Metrocrest Services currently provides limited transportation to qualifying Coppell residents, however an increase in demand could hamper their ability to continue to provide quality service. Animal Services Advisory & Appeals Board
The purpose and scope of the Animal Services Appeals Board is to hear an appeal from any citizen concerning the denial or revocation of their pet's registration for violation of the ordinances pertaining to Animal Services. This Board meets when called by the Chairperson, upon written request of one member of the Board, or when requested by City Council. Board Of Adjustment

The Board of Adjustment was created for the purpose of interpreting or modifying zoning regulations in particular cases as circumstances may require in accordance with state law and local ordinances.  The board has the powers to subpoena witnesses hear appeals based on error, grant special exceptions and give variances. The Board also acts as the Building and Standards Commission and has quasi judicial authority related to substandard housing. The Building and Standards commission is charged with recommending Building Codes and amendments for adoption, and hearing appeals from code interpretations made by the Chief Building Official or Fire Marshal.  Any persons jointly or severally aggrieved by any decision of the commission may present a petition to a district court. For more information, contact Suzanne Arnold​, Chief Building Official/Staff Liaison at 972-304-3506.

Conduct Review Board

The board, which is comprised of citizens and elected officials, reviews investigation reports from the Special Counsel and makes final determinations with regard to whether or not a violation of the Code of Conduct has occurred and the penalties to be assessed if an individual is found in violation of the Code. Coppell Recreation Development Corporation

The Coppell Recreation Development Corporation is a non-profit corporation incorporated pursuant to and governed by Local Government Code Chapter 505. The CRDC is charged with the responsibility of expending the proceeds of the ½-cent sales tax in accordance with Section 4B for the construction and development of numerous projects as defined by the voter approved proposition and by the City Council. The Economic Development Committee is charged with the responsibility of promoting economic development and advising the City Council with regard to pertinent issues as they relate to providing a positive business environment that will foster economic growth through the recruitment of new businesses and the retention and expansion of existing businesses . The Library Board serves as an Advisory Board to the Council.  The Board is primarily responsible for making informed recommendations regarding library services and programs and for being a citizen interface to library staff.  The Library Board is comprised of seven regular members and two alternate members.  In addition, the Library Board also includes two non-voting youth advisors that are appointed for one year.  Youth advisors are in the seventh through eleventh grade and provide a distinct and valuable youth-focus to the Board.  The Board meets the second Thursday of each month at 7 pm.  For more information, please contact Vicki Chiavetta, Library Director/Staff Liaison, 972-304-7030. Parks and Recreation Board​​

The Parks and Recreation Board was created for the purpose of advising both the City Council and the Parks and Recreation Department regarding the planning and development of park and recreational facilities, regulations governing their use, and recommending an annual update to the Parks and Recreation Master Plan.   The Board meets on the first Monday of each month, at 6:30 pm.  Special sessions are held as needed.  The board is comprised of seven (7) regular voting members, two (2) alternate non-voting members and two (2) youth advis​​ors.  Youth advisors are in the seventh through eleventh grade and provide a distinct and valuable youth-focus to the Board. Citizen's Police Academy

What is CPA?

The Coppell Citizen's Police Academy was created to build a bond of mutual trust and respect between the police department and the community. Police work is filled with many variables that require professional solutions. The goal is to reduce perceived suspicions and misconceptions by establishing mutual trust and cooperation between police and the citizens of Coppell.

Classroom presentations, lectures, and hands-on experience offer participants valuable insight into the day-to-day operations of the Police Department.

Department employees receive direct feedback from members of each class. This two-way communication between police officers and the community furthers the effort to improve the quality of life for our residential and business communities.

Learn More about CPA

The Citizen's Police Academy is a 11-week program that meets once a week from 6:30 pm to 9:30 pm in the Coppell Police Department's training room. At the end of the class, there is a graduation ceremony to congratulate the students. To be eligible to participate, class members must be 18 years of age, with a good standing in the community, must pass a background investigation, and either reside or work in Coppell. Class schedules and the associated curriculum are not finalized until the Academy is filled and the instructors for each topic have been chosen.

Experienced police officers provide briefings, demonstrations, and engage in discussions about police operations with class participation. Each week, different areas of law enforcement are covered. This allows citizens to acquire a working knowledge of the activities that the Coppell Police Officers perform.

Class members will have the opportunity for guided tours of Police Headquarters and Communications. Participants are also given the opportunity to take part in "hands-on" training that is required for the training of new police recruits. The "ride along" program allows students an insight into a day in the life of a Coppell police officer.

The Next C.P.A. Class will begin Jan 2016!

The Citizen's Police Academy Class will begin on Thursday, January 21st, 2016 at 6:30pm. The class is held every Thursday evening at the Coppell Police Station from 6:30 PM to 9:30 PM for approximately 13 weeks.  There will be a graduation class scheduled for April 14th.  The classes are limited in size.  Citizens that successfully complete the Academy receive a Certificate of Completion and are eligible to join the Citizen's Police Academy Alumni Association (CPAC). 

Class members must be 18 years of age with good standing in the community and must pass a background investigation and either reside in or work in Coppell.

JUNIOR POLICE ACADEMY - COPPELL (JPAC)

The Coppell Police Department's J.P.A.C. (Junior Police Academy Coppell) is a great opportunity for the youth of Coppell to learn what it takes to be a police officer. There are two different camps that are offered, a BASIC and an ADVANCED camp. During these camps, the students will gain insight into the multiple functions that local law enforcement professionals perform on a daily basis. The students learn about laws, enforcement practices and procedures, and other pertinent information that can affect them in their community.  This program is designed for middle-school aged students and is available to anyone who has completed the 6th grade, but has yet to begin high school.

Officers of the Coppell Police Department provide the students with hands on instruction on many different facets of the police profession, including patrol work, crime scene investigation, K-9 handling, and traffic stops. They will also discuss important topics like social media, bullying and online bullying, and bicycle safety. They learn a lot and hopefully have a ton of fun in the process. Students will also have the opportunity to go rock climbing (BASIC) or zip-lining (ADVANCED) at a local facility.

What are the requirements to be eligible for JPAC?

If you live in the City of Coppell, or your child attends school in Coppell ISD, they are eligible to attend JPAC. To be eligible, your child must have completed the 6th, 7th, or 8th grade during the 2015-2016 school year.  If they are new to the JPAC program, and they have completed the 6th grade, they would be eligible for the Basic JPAC.  If they have previously completed a JPAC course with Coppell Police Department, they would be eligible for the Advanced JPAC held in early August. A sack lunch is required for this course. JPAC is VERY popular, and because of the limited number of camps, we anticipate the camps to fill very soon. Both courses have a maximum number of students allowed, so please be sure to apply or inquire and apply quickly. You can submit the application to your students School Resource Officer at their assigned campus Coppell campus. Thank you for your interest and we hope to see you child soon. What is Law Enforcement Exploring?

Law Enforcement Exploring is a non-profit organization created by Learning for Life (www.learningforlife.org), a division of the Boy Scouts of America.  The program is designed to acquaint young adults (ages 15-21) with the nature and complexities currently facing our nation's  law  enforcement professionals.  The training is as realistic as possible and allows each participant to gage for themselves if the Criminal Justice field is one they should consider as a possible career path.  All Explorers are strictly volunteers.                                                                                        

What do Explorers Do?

Explorers provide assistance to the Coppell Police Department and the City of Coppell by volunteering their time at various community events or activities.  Some of these activities include crime prevention programs, child safety programs, traffic direction, crowd control, football games, parades, festivals, and assistance with natural disasters/emergencies.  Explorers also attend weekly post meetings in order to learn about various law enforcement techniques and practices such as crime scene investigations, fingerprinting, traffic enforcement, handcuffing, building searches and many more facets of the profession.

Explorer Competitions:

Explorers train to compete against other Explorer teams throughout the area, state and even the nation.  The Texas Law Enforcement Explorers Advisors Association (TLEEAA) holds an annual event that allows these teams to pit their learned skills against one another, with the top participants and teams receiving awards for their performance.  In 2010, our Explorers brought home 2nd Place for "Best Overall Post", which is a huge accomplishment for such a new post.  

Explorer Academy:

The Coppell Police Department  holds a two-week "Explorer Police Academy" during the summer months.  The Explorers are exposed to the life of a Police Recruit and what the life of a police recruit is like.  Upon completion of this academy, officers from the police department sponsor a banquet dinner and present awards to the Explorers.  

​Ride-Out Program (Job Shadowing):

The Ride-Out program allows Explorers to ride along with a police officer and observe them as they work in the field.  This is a way that Explorers can experience law enforcement first hand and gain a better understanding of the criminal justice system. 

Qualifications to join:

Both male and female young adults are encouraged to join.  To be considered, applicants must meet the following criteria:

Age -  Minimum age is 15 years old, with the exception that a student who is 14 years old and has completed the 8th grade can be considered.  The maximum age is 21 years old.

School -  Be enrolled in school and maintain at least a "C" (70) or higher GPA.  Must have a high school diploma or GED ifnot in school.

Personal History:

An Explorer cannot have a criminal record, to include arrests or convictions.  Traffic violations do not disqualify an applicant unless it is obvious that he/she is a habitual offender.  Each applicant is expected to avoid the use of illegal narcotics, alcohol or tobacco products and be sound in their health and fitness.  Anyone terminated from employment based on any type of theft or deception is also a disqualifier.  Each candidate must pass a background investigation and maintain a neat/clean appearance.  A candidate under eighteen (18) years of age must have parental consent to enroll in the program.

What will it cost to join?

Police Exploring is free to join! Explorers must register with Learning for Life upon acceptance.  Please contact the Post Advisor for information concerning any associated costs with participation in the Post.

The Post is actively looking for financial support from the community it serves.  If you would like to donate any money or sponsor the Post in anyway, please contact the Post Advisor for details. ​

​Post Meetings:

Post meetings are held the 2nd, 3rd, 4th Tuesdays of each month at the Coppell Police Department Training Room (south entrance of Justice Center).  If a 5th Tuesday occurs in a calendar month, then the explorers will have an activity night.  1st Tuesday's of each month are reserved for the Explorer command staff officers to plan future activities and meetings.  Most explorer meetings/activities start at 6:30 PM and end at approximately 9:30 PM. Explorers meet year round, even during the summer months.

#ST 03-01C – BETHEL & COP​PELL ROAD (Bethel Road from Penfolds Lane to S. Coppell Road/Mitchell Street & Coppell Road from Bethel Road to Cooper Lane)​​

Design Plans were completed by Freese & Nichols Inc. August 2014.  The project consists of the reconstruction of the existing 2-lane asphalt road, storm drain improvements, and the replacement of water and sewer lines and connecting trails & sidewalks in the area.  The reconstruction project was awarded to Tiseo Paving in September 2014.  Franchise Utilities (telephone, power, gas, etc.) have some poles still in the way at this time.  The Engineering Department anticipates beginning construction the end of November​​ 2016.​

During Construction various portions of the roadways will become one way:

- Coppell Road will be northbound only from Bethel Road to Ruby Road

- Bethel Road will be westbound only from Penfolds Lane to S. Coppell Road/Mitchell Street.

​TAX 2013C HIGHLAND MEADOW CIRCLE RECONSTRUCTION PROJECT

Edgewood  Drive is to be reconstructed from Braewood to Heatherglen Drive and will include new underground utility lines, improved drainage and sidewalks. Highland Meadow Circle, will be reconstructed in its entirety with new underground utilities, improved drainage and new sidewalks.  Edgewood construction is scheduled to start in June 2015 and Highland Meadow Circle will be starting in July 2015 . Both streets are anticipated to complete in spring 2016.  This project was awarded to CD Builders in the amount of $2,376,151.00.

TAX 2015A NEIGHBORHOOD ALLEY REPLACEMENT PROJECT

Selected neighborhood alleyways were chosen to be reconstructed.  Impacted alleyways are associated with Parkview Place, Meadowood Land, Quiet Valley Drive, Lea Meadow Drive, Clear Haven Drive, Still Forest Drive, Shadowcrest Lane and Havencrest Lane.  Construction is scheduled to start in late summer 2016 and is anticipated to complete in spring 2017.  This project was awarded Advance Contracting Group in the amount of $795,864.00. Caution should be exercised by anyone travelling within the alley construction zone.​

TAX 2014B BURNS DRIVE RECONSTRUCTION STREET PROJECT
​Burns Street is to be reconstructed in its entirety from Freeport to South Coppell Road and will include new paving and underground utility lines, improved drainage and sidewalks.  Construction is scheduled to start fall 2016 and is anticipated to complete late summer 2017.  This project was awarded to RKM Utility Services in the amount of $989,135.00

#ST 15-01A - FREEPORT PARKWAY, (Bethel Rd. to I635)

A design contract for Freeport Parkway improvements was awarded to J. Volk Consulting in December 2015 for a total contract amount of $726,000.  The design will include all work necessary for the reconstruction of the road and a realignment of the existing bridge.  Construction is anticipated to begin in 2017.

TAX 2014A PARKWAY BOULEVARD

A design contract for the Parkway Blvd. improvements was awarded to J. Volk Consultants, Inc. in August 2015.  The project consists of concrete panel replacement, crack repairs, utility upgrades and sidewalk ramp improvements.  The project will also improve drainage.  Construction is anticipated to begin in 2016.

TAX 2015B PLANTATION DRIVE AND MOSSY OAKS STREET RECONSTRUCTION PROJECT
The design for these improvements is currently underway with Pape-Dawson Engineers. The project will impact the entire length of Plantation Drive and Mossy Oaks Street. The project includes complete pavement reconstruction and utility upgrades.

TAX 2014C TOWN CENTER BOULEVARD RECONSTRUCTION PROJECT
The design for these improvements is currently underway with JQ Infrastructure. The project will impact the portion from the Town Center Shopping Center to north of the intersection of Town Center Drive. The project includes complete pavement reconstruction, utility upgrades and sidewalk infill.

Mission

The Purchasing Department is responsible for all purchases made by the City utilizing purchase o rders, formal bids, contractual and cooperative purchasing agreements and administering these within the approved budget.

Important Notice:  

In 2015, the Texas L egislature adopted House Bill 1295, which added section 2252.908 of the Government Code. The law states that a governmental entity or state agency may not enter into certain contracts with a business entity unless the business entity submits a disclosure of interested parties to the governmental entity or state agency at the time the business entity submits the signed contract to the governmental entity or state agency. The law applies only to a contract of a governmental entity or state agency that either (1) requires an action or vote by the governing body of the entity or agency before the contract may be signed or (2) has a value of at least $1 million. The disclosure requirement applies to a contract entered into on or after January 1, 2016.

Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose Questionnaire, FORM CIQ. This form can be found on the menu to the right.

WHAT ARE MY OPTIONS FOR TAKING CARE OF MY CITATION?

Options for handling a citation are listed on the back of the citation. If you have any questions concerning the listed options, contact the court for more detailed information.

WHAT IS THE FINE AMOUNT FOR MY PARTICULAR CITATION?

Information on your fine and court cost can be obtained by calling the Municipal Court at 972-304-3650, during regular office hours. Have your citation and driver's license number in-hand when calling.

WHAT FORMS OF PAYMENT DOES THE COURT ACCEPT?

The court currently accepts payment in the form of cash, check (with proper I.D.), money order, cashier's check or credit card. Temporary checks are not accepted.

HOW DO I SET A COURT DATE?

Court dates are not set over the phone. You must appear in person before or on your scheduled due date to enter a plea, dispose of your case, or request a court setting. Written requests will only be accepted if they are received in the Municipal Court Office on or before your scheduled due date. If you have missed your due date, contact the court for information on your warrant status.

HOW MAY I CHANGE MY COURT DATE?

Changes in court dates (continuances) may not be requested by phone. Requests for continuances must be made in person or in writing on or before the scheduled court date.

WHAT IF THE COURT IS CLOSED ON MY COURT DATE?

For information of facility closings or delayed openings, please refer to the City of Coppell's main website www.coppelltx.gov, check the Municipal Court Department section of the website, or call the court 972-304-3650If you are scheduled for a court date prior to the court's opening, the Judge will be available for you until  the last time slot of the day. JURY SERVICE

Jury service is an obligation of citizenship, which is essential to the judicial process. It is an opportunity for you to make a meaningful contribution to ensure that justice is provided in our community.

If you have received a notice regarding jury duty from the Coppell Municipal Court, your presence is required at this time. Please report promptly at the time and place noted on your summons. The time and appearance date on which you are expected to appear are located in the body of the notice. Jury duty starts promptly at the time listed on the notice, and because caseloads vary, plan to stay the entire day. 

Parking information: Parking is available in the Visitor Parking Lot on the North side of the Coppell Justice Center.  The parking lot on the South side of the Justice Center is reserved for police vehicles and employees only. Parking in unauthorized lots may result in your vehicle being towed.

Witnesses and jurors, who fail to appear after having been subpoenaed, may be ordered to show cause why further action should not be taken against them. If you require additional information, please contact the Coppell Municipal Court No. 1 from 8 am to 5 pm, Monday through Friday at 972-304-3650.

You do not need to appear in person if you are disqualified or exempt from jury service. To claim these exemptions, complete the affidavit that you have received, and be certain to have the affidavit notarized, and returned to the court immediately. It is our policy to make jury service accessible to all qualified persons without regard to disability. If your disability requires accommodation, please call upon receipt of your jury summons, so we can discuss your needs.

Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

Food Safety and Restaurant Scores

The City of Coppell Food Program is responsible for protecting the public health by inspecting for food safety in restaurants, grocery stores, schools, daycares and other retail food establishments. A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments as well as temporary events are required to apply for a food permit, regardless of whether there is a charge for the food.

The City of Coppell requires a Certified Food Protection Manager for all establishments that have employees whose work brings them in contact with the handling of food, utensils, or food service equipment. Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates.

Coppell residents can contact Republic Services to set up an appointment to have their Household Hazardous Waste and E-Waste collected.

  • The household hazardous waste program (HHW) is available to Coppell Residents.
  • The HHW service is available to each household once each month.
  • Call Republic Services before noon on any given Friday.
  • HHW bags will be mailed to you along with proper instructions on how to package the material for collection on the next available Wednesday.
  • Call 972-304-3555 or 817-332-7301 to schedule your HHW pick-up.

The City of Coppell uses a demerit-based scoring system.  A zero (0) on an inspection report indicated that there are no critical violations in the establishment.  The scoring system used in Coppell is based on the Texas Food Establishment Rules as follows:

0-3 demerits = Excellent (Generally superior in food handling practices).
4-10 demerits = Good (Generally good in food handling practices).
11-19 demerits = Acceptable (Generally acceptable in food handling practices).
20-30 demerits = Poor (Generally poor in food handling practices).
31 or more = Failing (The establishment shall immediately cease operation until corrective action on all identified critical violations is complete).​

CAMP DO-IT-ALL

Camp Do-It-All is an award-winning day camp program designed for boys and girls ages 6-12 years old. Camp Do-It-All is offered during the major school breaks: Summer, Thanksgiving, Christmas, and Spring Break. Hours are 7:00 a.m. to 6:30 p.m. to accommodate working parents. Camp Do-It-All provides a variety of activities that stimulate creativity, entertainment, teamwork and good sportsmanship. Plus . . . it's fun! Participate in outdoor and indoor sports, swimming, roller skating, movies, board games, arts and crafts, and field trips to exciting destinations such as: Skate Town, the Fort Worth Zoo, museum tours, and more!

If specific weeks are full, please make sure to place your child on the wait-list.  Spots for most weeks will come open as we get closer to the summer. 

Please make sure to have all your child’s information when you register.  You will also be asked to authorize pick-ups for Camp Do-It-All.  Please list parent names and the names of others that may pick-up your child.  You will always be able to add other persons at a later time.

Camp DIA Open House - Summer 2016
Thursday, June 2, 6:00 - 8:00 pm - The CORE, 234 E. Parkway Blvd
Come join us as we prepeare for another fun summer! This will be your chance to meet the staff, ask questions, purchase t-shirts, submit forms, and win prizes! We'll even provide a few refreshments for you!  Parents/guradians and potential campers welcome! 


DEPOSIT OPTION (summer only)

To guarantee your camper’s spot in camp you may place a deposit of $25/week per camper.  The remaining balance of $110.00 will be due 7 days prior to the week start day (ex. Camp week 2 begins June 16; balance must be paid by June 9). Any balances NOT paid by the due date will forfeit deposit paid and camper’s spot for that week. If a deposit has been placed for a certain week and that week is no longer needed, you are able to use the deposit toward another week, as long as you have given a 14 day notice.  If a 14 day notice is not given, your deposit will stay applied toward that week, or forfeited. 

A deposit of $275 will register your camper for all 11 weeks of the summer.  Or, you can also select only certain weeks.  A Deposit is NOT required to attend weekly; you also have the option to pay in full at the time of registration.  Your balance can be set-up to automatically charge your credit card on the due date.  

What Campers Need

  • All campers need to bring a sack lunch every day with lunch boxes clearly marked with names.
    • Lunches cannot be stored in a refrigerated area or heated.
  • Swimsuits will be needed on swim days. If your child does not swim well, please provide a UIL certified life vest.
  • All campers are required to wear a camp-issued T-shirt daily (summer only).
    • Shirts may be purchased during registration (Only during summer) for $6 each. 
  • Camp DIA Backpacks can be purchased for $6/each. These are optional, but a great choice for summer activities.

SECURITY AND WELFARE

Your child's security and welfare are very important. All camp counselors are adults with advanced training in the care of children, first aid, CPR, and AED. Counselors are screened for TB and undergo drug testing and criminal background checks prior to employment. Camp staff personnel range from certified school teachers to college students.

CAMP SCHOLARSHIPS (summer only):

Summer Camp Do-It-All scholarships are offered for those in need, and are given on a first-come, first-served basis. Please follow the link for more detailed information and to complete the scholarship application​​.

KIDZCONNECT

KidzConnect is an award winning summer program that is designed to give children a place to learn and play! KidzConnect is known as a "Kidz University", meaning there are many classes to choose from, and kids set their own curriculum. Camp is staffed with highly trained individuals, most of whom work within local school districts. KidzConnect is offered for boys and girls ages 6-12 years.

Registration will begin April 4 (residents), April 11 (non-residents)

KidzConnect 2016 will be held for three weeks; July 11-15, July 18-22, July 25-29. Class time will be offered from 8 am - 5:30 pm and will be held at Coppell Middle School North, with drop-off beginning at 7 am and pick-up from 5:30-6:30 pm.

How to Register

Register online at www.CoppellActivities.com by searching for KidzConnect.  Once you select your week, you will be given a selection of classes and times within that week.  Please select one class per hour (totaling 8 classes) to register. You can also register at The CORE (formerly the Coppell Aquatic and Recreation Center), 234 E. Parkway Blvd, or by calling 972-304-7077.

What Campers Need

Campers are asked to bring a sack lunch and a snack with them daily. The site has no way to heat or cool a lunch, so please plan accordingly. Wearing sneakers is a necessity, due to the different activities they may be involved in each day. Please dress campers appropriate to their course schedule. All items brought to camp need to be clearly labeled. The City of Coppell and its staff are not responsible for any lost or stolen items!






MISSOULA CHILDREN'S THEATRE

Missoula Children's Theatre is a theatre camp located in Missoula, Montana that travels all over the world giving children the opportunity to act. Each summer in Coppell we host 2 weeks of Missoula for children ranging from 6-18 years of age (1st - 12th grade). Missoula is a huge hit within the community, and provides children with the opportunity to learn and grow in the theatre.

EXTENDED CARE

Missoula does have additional care from 7:00 - 9:45 am and 2:45 - 6:00 pm. The campers registered for this extra care will need to be dropped-off and picked-up at the same location. The cost for Missoula Extra is $49​​/child

When a child is registered they are placed in their age group (6-7 years, 8-11 years, 12-18 years), there are limited numbers allowed per group and no child will be allowed in another age group. The groups are split up according to the MCT regulations and parts will be assigned based on ages.

When accessing any library database from home, you will be asked to enter either your library barcode number (with no spaces) or the Library's database login.
To locate the database login information:

  • ​Go to the online Catalog​.
  • Click on My Account and select My Record. 
  • Enter your library barcode (with no spaces) or username. Default password is the last 4 digits of the phone number used when you created the account. 
  • From the dashboard on the left, click​ on Database Login.​
  • The database login is case sensitive.
  • Once you have written down the login information you require, you may log out of your library account by clicking on My Account and then selecting Log Out.

MEMBERSH​IP

Annual Membership and Day Passes include the use of swimming pools, gym, fitness center, and group exercise classes.  Monthly payment options and $2 guest passes are also available for Annual Membership holders.  Proof of current address must be provided at time of purchase.  Dual family households with a senior must pay the regular family rate.

Group Exercise classes, Virtual Exercise classes, free weights, machine weights, cardio machines, indoor track, and an outdoor circuit area are available for use by individuals 13 years and older. Users aged 13 - 15 must have a parent-signed waiver and complete an orientation.

GYMNASIUM

The gymnasium is available for drop-in basketball.  Organized practices are permitted by reservation only.  Basketballs may be checked out at the front desk.  The gym is also available for open volleyball and badminton play, during certain hours. Please see the schedule for availability.
Indoor pools are open year-round.  The outdoor pool area is open during the summer season, from Memorial Day to Labor Day, when school is out.   Click for current indoor pool schedule​​. Pool schedules are subject to change without notice.

The pools, gym, and meeting rooms are available for rental.  Times and rates vary.  To make a reservation, please fill out a rental requestform.  To request additional information, please see the Front Desk staff.  

Parties
The CORE offers different options for hosting birthday parties including room and tent rentals depending on the season, sports team parties, or other celebrations.  We are currently accepting rental requests​ for indoor rentals.  


SUNSHINE Room 

The Sunshine Room is available for the children of members and day pass users.  Pas​ses can be purchased at the front desk.  Due to our staff-to-child ratio, space is limited; reservations are recommended.  Please see our Sunshine Room brochure​ for more information.
