​We are currently offering 2017 fall school programming for Coppell ISD and area schools, private schools, and homeschool groups. Local teachers, educators, and school administrators are welcomed to register their classes for a Life Safety Park field trip. Topics are determined by your class' grade level, and are listed below:

CPR-AED

CPR-AED is an instructor-led course that teaches critical skills needed to respond to and manage an emergency situation until emergency medical services arrive. Skills covered in this course include first aid, choking relief, and what to do for sudden cardiac arrest in adults, children, and infants. CPR classes are held once a month at the Life Safety Park. Boy scouts | girl scouts

The Life Safety Park is currently devising a new policy regarding non-school related study trips. Starting this month in November, we will be offering consolidated courses that cover frequently requested scout requirements (such as first aid, meeting a first responder, and disaster preparedness) once per month. This monthly offering will occur on a day outside of normal business hours, such as weekday evenings or weekend afternoons. Due to this "block" scheduling, some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour in length, and are capped at 45 students per session.
This schedule is TBA, but is based on request and instructor availability. Please inquire should you have any questions or class requests.

volunteer opportunities​

Life Safety Park is seeking volunteers to help with school programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-5 hour blocks, depending on that day's schedule.
Duties may include but are not limited to:
    • ​Front desk operations - Answering phone calls, Greeting and registering guests
    • Moving chairs/tables
    • Filling goody bags
    • Completing/printing certificates, and;
    • Helping with physical activities on Safety Town
    • ​Basic training will be provided upon first volunteer shift.
​​​Volunteer opportunities are appropriate for older teens (16+), adults, and seniors. Depending on qualifications, volunteers may also be asked to assist with teaching safety classes. All interested volunteers are required to register with the City of Coppell's volunteer management page. Lighted Parade

​Wear your favorite or tackiest holiday sweater and join us along the route to enjoy our parade that gets bigger, better, and brighter every year! Each float will be deck​ed out with holiday lights. Line the parade route early for the best spot. ​


Route

The parade will travel north on Samuel Blvd., turn west onto Parkway Blvd. and travel to Town Center. For safety reasons, all intersections along the parade route will be temporarily closed as the parade passes through. Intersections will re-open once the parade has passed.

Tree Lighting Celebration​

After the parade, head over to Town Center Plaza for more holiday fun including a tree lighting ceremony with fireworks! A 4-minute fireworks show will take place at approximately 7:30PM, at Town Center. Afterwards, visit with Santa and Mrs. Claus, enjoy live music by the Justin Cash Trio, snack on festive holiday treats, and write letters to send to the North P​ole!​

Our Mission

The mission of the Coppell Fire Department is to serve the citizens and business community of Coppell by preserving life, property and the environment through the efficient delivery of education, prevention, public service, emergency response, code enforcement and administrative activities.​​​​​​

History

Beginning in 1957, the Coppell Fire Department began providing volunteer emergency response to the community of Coppell, Texas.  In the past 50 years, the department has grown from a volunteer department to a fully paid professional staff with 1 Chief, 2 Deputy Chiefs, 1 Division Chief, 3 Battalion Chiefs, 12 Captains, 12 Engineers, 57 Firefighters/Paramedics, 1 Fire Investigator, 1 Emergency Management Officer, and 2 Administrative Services personnel.  ​We operate out of 3 strategically located stations staffing 3 Engines, 3 Medics, and 1 Truck Company. 

ISO Class 1 Rating

​The City of Coppell Fire Department has once again received the Insurance Services Office (ISO) top rating of Class 1. This rating has been achieved by less than ¼ of 1 percent of fire departments nationwide. The ISO currently evaluates over 50,000 fire departments nationwide with only 186 earning the Class 1 Rating. The Coppell Fire Department has previously earned the Class 1 Rating in 2008 and continues to exceed the requirements for this prestigious classification. This rating reflects the hard work and dedication of all the Coppell fire fighters and their commitment to save lives and property.

Fire departments across the nation are rated by the ISO to determine a Public Protection Classification (PPC) for individual cities or counties. This rating is published by the ISO and used by insurance companies to determine insurance rates. The ISO Schedule develops a PPC number on a relative scale from 1 to 10, with 1 being the very best and 10 representing less than minimum recognized fire protection. Most U.S. insurers of homes and business property use the PPC in calculating premiums. In general, the price of fire insurance in a community with a good PPC is substantially lower than in a community with a poor PPC.

When the ISO evaluates a fire department's capabilities it uses a system called the Fire Suppression Rating Schedule (FSRS) which employs nationally accepted standards developed by such organizations as the National Fire Protection Association (NFPA), the American Water Works Association (AWWA) and the Association of Public Safety Communications Officials (APCO) International. The FSRS considers three main areas of a community's fire suppression capabilities including emergency communications (911 call center), the fire department, and water supply. In addition, it includes a Community Risk Reduction section that recognizes community efforts to reduce losses through fire prevention, public fire safety education and fire investigation.

Key elements considered when evaluating a fire department include response capabilities (deployment analysis) which includes adequate staffing of fire service personnel on engine crews and ladder companies, fire station distribution (location and coverage), appropriate apparatus and equipment, training, water supplies, organizational structure, communications and building/fire prevention codes and their enforcement.

The Coppell Fire Department's ability to maintain this classification since 2008 is a reflection of the City of Coppell's commitment to provide quality public safety services to the citizens, businesses and visitors of Coppell.


TFCA Best Practices Recognition

​The TFCA Best Practices program provides a pathway for a fire department to push its level of service to a level of excellence that is validated by independent experts. The designation demonstrates to customers of these organizations that their fire department is among the very best in the Texas fire service.​ The Coppell Fire Department received this prestigious designation in 2014.

​​​​​​​​​​​​RESIDENTIAL / INSURANCE CRIME PREVENTION INSPECTION:

A Crime Prevention Officer is available to conduct a security survey of your residence. The service is free and may be used for residential insurance reduction. The Crime Prevention Officer will offer suggestions regarding external and internal lighting, security locks, exterior foliage and fencing, alarms etc. To schedule a Crime Prevention Survey please contact Officer Paul Gonzales​ at pgonzales@coppelltx.gov.

NEIGHBORHOOD WATCH PROGRAM:

Numerous Coppell neighborhoods have initiated Neighborhood Watch programs. Neighborhood Watch Programs receive basic crime awareness training and are encouraged to assist law enforcement with reporting suspicious activity. If you are interested in becoming a member of a neighborhood watch or initiating a Neighborhood Watch, please call Officer Paul Gonzales at 972-304-3625.

WOMEN'S SELF-DEFENSE:

Free Self Defense courses structured for women are available throughout the year.  The curriculum is designed to provide the necessary tools a woman needs to defend herself against a possible attacker.  The program is instructed by Coppell Police Officers and does involve physical elements such as striking, kicking and blocking techniques.  If you are interested or have any questions about the program, please contact Officer Paul Gonzales at 972-304-3625.

Civilian Response to Active Shooter Events (CRASE) Train-the-Trainer:

​Law enforcement officers and agencies are frequently requested by schools, businesses, and community members for direction and presentations on what they should do if confronted with an active shooter event. The Civilian Response to Active Shooter Events (CRASE) course, designed and built on the Avoid, Deny, Defend (ADD) strategy developed by ALERRT in 2004, provides strategies, guidance and a proven plan for surviving an active shooter event. The program is available free of charge. Please contact Officer Chris Cobb ccobb@coppelltx.gov or Cpl. Walter Largent wlargent@coppelltx.gov for more information.

COMMUNITY AWARENESS/DRUG AND ALCOHOL EDUCATION:

The Coppell Police Department, in partnership with the Coppell Independent School District, takes a very proactive stance against drug use. One of our primary tools is a specifically designed program used to educate and inform our citizens, both school-age children and adults alike. A large portion of this curriculum centers on strategies students can use to avoid becoming involved with narcotics and their ultimate consequences. Other parts include dealing with peer pressure, avoiding conflict and developing good decision-making skills. MOTOR VEHICLE ACCIDENT REPORTS:

A copy of a motor vehicle accident report is generally available within three working days of the actual collision. Reports can be obtained at 130 Town Center Blvd., Coppell, Texas, Monday through Friday 8:00 a.m. to 5:00 p.m. For more information, contact the Police Records Section at 972-304-3620.

RESIDENTIAL ALARM REGISTRATION AND RENEWAL:

All monitored residential and business alarms within the city limits of Coppell must be registered. Alarm permits must also be renewed on a yearly basis. If you have any further questions please contact the Police Department at 972-304-3620.

Main Street Interactive Fountain

​​​​​​​​​​​​​​​​The ecoCoppell ​Green Team was formed in 2007.  It is a multi-departmental committee that influences sustainability practices within the City of Coppell.

​​ 

To ensure a desirable community, the City of Coppell will:     ​

utline strategies to minimize impacts on the environment;
Protect natural resources by managing our activities;

Promote and continually improve the efficient use of resources;​

Educate others;

L​o​ok for ways to live in a safe and healthy community; and

Lead as a proactive model within the region.

Early on, the Green Team focused strictly on the "environmental stewardship" dimension of sustainability. More recently, the Green Team has broadened the focus to include the "social responsibility" and "economic prosperity" dimensions of sustainability.

Recent Successes of the Green Team (2016, 2017):

    • A subcommittee assisted in the preparation of the Citywide Bicycle & Pedestrian Master Plan,
    • Purchased two bicycle fix it stations (one of which was installed in Old Town and one in a location yet to be determined in Andy Brown)
    • Implemented an organization-wide selfie challenge raising awareness of the ecoCoppell and promoting the use of tumblers in place of water bottles.
    • Using water coolers at city events (now lemonade/tea/water coolers) rather than water bottles.
    • EcoCoppell Fun Wheel at the Independence day celebration.
    • Tip of the Month added to staffnet and to employee newsletter.
    • New Staffnet Green Team page
    • Participated at Earthfest (gave away popcorn, T-shirts, reusable grocery bags, bicycle bottles promoting safety)
    • Organized a Green Day for city employees (purchasing expo of green products),
    • Held a meeting with the administrative staff and Staples vender to advise of green products and methods of procurement,
    • Give-Aways (herb garden, gift cards, coozies, tumblers, flash drives) promoting ecoCoppell and sustainable practices,
    • Each year, the Green Team gives an EcoCoppell Award to the person or Department that has demonstrated the most noteworthy sustainable innovations that year.  In 2016 the City's Finance Department received the award and more recently, in 2017, the Fleet Services Division received it.
    • Participating in the onboarding process for new employees (Green Team Representative gives tumbler and information about the Green Team and EcoCoppell). ​

As an organization, the City has adopted several green policies throughout the years:​

Idling Policy for City Vehicles:

Vehicle idling is restricted however, it is allowed for safety, emergency response, vehicle maintenance, equipment activity, warm-up/operations in cold temperatures, and manufacturer recommended minimum idle/warm-up times. 


Environmental Management System (EMS):

An Environmental Management System is the City of Coppell's systematic approach to consider environmental impacts in routine decision-making and day-to-day operations, through establishing a framework for tracking, evaluating and communicating environmental performance.


Clean Fleet Ordinance:

The Clean Fleet Ordinance directs our efforts with regard to vehicle procurement, maintenance and operations. It is designed to lower the organization's impact on the environment, specifically air quality. A compliance reporting aspect is also included. 


The City shall makes every effort to purchase and use materials, products and services that are economically responsible, that support the organization's economic, environmental and social goals and that reduce resource consumption and waste within federal, state, and local laws. 


The Solid Waste Ordinance directs the contract for citywide collection, hauling, and disposal of solid waste and processing of single stream residential and City recycling, including recycling yard trimmings. 


Storm Water Management Plan:

The Storm Water Management Plan (SWMP) addresses six minimum control measures as required by state regulations. The minimum control measures, when implemented in concert, are expected to result in significant reductions of pollutants discharged into receiving water bodies citywide. The six MS4 program minimum control measures are:
Public Education and Outreach;
Public Participation/Involvement;
Illicit Discharge Detection and Elimination;
Construction Site Runoff Control;
Post-Construction Runoff Control;
Pollution Prevention/Good Housekeeping.

This ordinance provides protection of the quality of stormwater runoff into the municipal separate storm sewer system.
 
In January 2012, the plant palette of the Zoning Ordinance was revised. Additions and deletions were made to the plant palette based on water usage, drought & heat tolerance and disease resistance. This influences the plant types used in all non-residential applications citywide.

What can be done if I oppose the rezoning of property within my neighborhood? 

Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance? 

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. TAX 2014C TOWN CENTER BOULEVARD RECONSTRUCTION PROJECT
The week of December 11th, a portion of Town Center Drive, from Denton Tap Road to the intersection of Town Center Boulevard will be closed to traffic for Phase 2 of construction, which will include pavement reconstruction, utility upgrades and sidewalk infill. 

All businesses in this area will remain open during the project and will be accessible via driveways on Town Center Drive, Denton Tap Road and the Town Center Shopping Center.

The construction plans for Town Center Boulevard will also include a Phase 3, which will be announced at a later date. The entire project is expected to be complete by late Spring 2018.​

The project was awarded to Quality Excavation in the amount of $1,002,311.25

TAX 2016A  NEIGHBORHOOD ALLEY REPLACEMENT PROJECT #3

Selected neighborhood alleyways were chosen to be reconstructed based on pavement study results. Impacted alleyways are associated with Woodhurst Place North & South, Willow Springs Drive, Park Meadow Way and Glenwood Drive. Construction is scheduled to start in late summer 2017 and is anticipated to be complete in late spring 2018. This project was awarded to IIPL USA, LLC in the amount of $847,300.00. Caution should be exercised by anyone travelling within the alley construction zone.

Volk Consulting in December 2015 for a total contract amount of $726,000.  The design will include all work necessary for the reconstruction of the road and a realignment of the existing bridge.  Construction is anticipated to begin in 2017.

The facility is open to children and adult visitors throughout the area, and provides meeting spaces for community organizations. Lessons and programs offered within the Life Safety Park provide a foundation for a lifetime of living safely.

Quarterly Report

​During the Fourth Quarter, the Life Safety Park wrapped up the first year of summer programs and has kicked off the school year! This quarter includes the transition time from summer to fall, which gave the Life Safety Park staff time to focus on improving the classes offered. During this Fourth Quarter of FY 2016-2017, a total of 1,212 people visited the Life Safety Park. New! Safety Classes during cisd winter break​


New! Winter-Spring School PROGRAMming

​New to ring in 2018, we’re proud to accommodate larger class sizes, as well as joint field trip opportunities with the Coppell Biodiversity Education Center (BEC)!  While one group of up to 45 students visits the Life Safety Park for the hour and a half session, another group of 45 students will participate in Biodiversity Education Center programming at the same time.  After a lunch break, the groups will then get to switch venues and enjoy what both facilities have to offer. Your visit to the LSP will include an educational safety lesson, with topic determined by grade level, as well as hands-on time around Safety Town.  Your visit to the BEC, should you choose this additional option, will include a naturalist education program, adventure hike, and game of your choice.  These study trips are geared towards Kindergarten through 5th Grade students.

CPR-AED

CPR-AED is an instructor-led course that teaches critical skills needed to respond to and manage an emergency situation until emergency medical services arrive. Skills covered in this course include first aid, choking relief, and what to do for sudden cardiac arrest in adults, children, and infants. CPR classes are held once a month at the Life Safety Park. Please note that this class does not provide the certification needed for some professions​. To register, please click here​ and search for CPR.

 

Boy scouts | girl scouts

The Life Safety Park is currently devising a new policy regarding non-school related study trips. Starting this month in November, we will be offering consolidated courses that cover frequently requested scout requirements (such as first aid, meeting a first responder, and disaster preparedness) once per month. This monthly offering will occur on a day outside of normal business hours, such as weekday evenings or weekend afternoons. Due to this "block" scheduling, some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour in length, and are capped at 45 students per session.
This schedule is TBA, but is based on request and instructor availability. Please inquire should you have any questions or class requests.

 

volunteer opportunities​

Currently, no specific volunteer opportunities are available. General volunteer information can be found below.
Life Safety Park will be seeking volunteers to help with school programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-5 hour blocks, depending on that day's schedule.
Duties may include but are not limited to:
    • ​Front desk operations - Answering phone calls, Greeting and registering guests
    • Moving chairs/tables
    • Filling goody bags
    • Completing/printing certificates, and;
    • Helping with physical activities on Safety Town
    • ​Basic training will be provided upon first volunteer shift.
​​​Volunteer opportunities are appropriate for older teens (16+), adults, and seniors. Depending on qualifications, volunteers may also be asked to assist with teaching safety classes. All interested volunteers are required to register with the City of Coppell's volunteer management page. ​Coppell's Divison of Emergency Management serves the Coppell Community by coordinating disaster mitigation, preparedness, response, and recovery activities. The divison of Emergency Management accomplishes this through integrated planning, community outreach, emergency response coordination, and recovery activities. The Division of Emergency Management is located at the new Life Safety Park, where the new state of the art Emergency Opeartions Center (EOC) is housed, to provide a place for City leadership to direct and coordiante Houston's response​.

​​Fire Prevention Week is Upon Us!
October 8-14, 2017
The Coppell Fire Department and Division of ​Emergency Management is participating in Fire Prevention Month. This year's Fire Prevention Week theme is: "Every Second Counts: Plan 2 Ways Out!" Life Safety Park will be hosting an open house on October 14th to help celebrate and educate our community members on the different aspects of fire, and life safety. (flyer posted below) 

​Here are some preparedness suggestions made by the National Fire Protection Association (NFPA): 
  • ​Draw a map of your home by using the NFPA g rid in English (PDF) or Spanish (PDF) with all members of your household, marking two exits from each room and a path to the outside from each exit
  • Practi​ce your home fire drill twice a year. Conduct one at night and one during the day with everyone in your home, and practice using different ways out.
  • ​Teach children how to escape on their own in case you can't help them.
  • Make sure the number of your home is clearly marked and easy for the fire department to find.
  • ​Close doors behind ​you as you leave – this may slow the spread of smoke, heat, and fire.​
  • ​​​Once you get outside, stay outside. Never go back inside a burning building.

Life Safety Park will be hosting an Open House to celebrate, and educate the community on Fire Prevention Week, and Life Safety. There will be fire department demonstrations, popcorn, games, balloon artist and more! ​It also gives the community to explore Coppell's new Life Safety Park facility! We look foward to seeing you!

August 28, 2017
The Life Safety Park is now opening registration for Coppell ISD and area educators to book class field trips. Classes include Motor Vehicle & Pedestrian Safety, Basic Emergency Services, Fire & Life Safety, and Severe Weather & Emergency Preparedness.
  • ​If you are a CISD/area educator: go to www.LifeSafetyPark.org  and click on "Register Here" to view available field trip dates and reserve your spot.
  • If you are a parent: talk to your child's teacher if interested in having their class scheduling a visit. ​
