PLANS & REGULATIONS

Coppell 2030 Vision In 2009, approximately 125 volunteers gathered at Town Center with one single mission in mind…planning for the future.  And thus, Coppell 2030 was born.

Coppell 2030 - A Comprehensive Master Plan

Adopted in March 2011, The Comprehensive Plan establishes the community's vision for the future development of the City; provides a framework for allocating City resources through the budgeting process and for providing municipal services; provides a basis for considering and evaluating land use decisions, and planning for future development and redevelopment projects; integrates other City plans and policies in a cohesive manner; and provides implementation strategies.  The Plan was updated in June 2016 to reflect changes to the future land use categories and areas represented on the map.

Old Coppell Master Plan

Drafted in 2002, the Plan addresses a wide range of issues for the study area of Old Coppell, including land uses, roads, streetscapes, infill development and real estate economics.

Zoning Ordinance

An online version of regulations including, but not limited to, permitted uses, height, area, density, landscaping, tree preservation, screening, and signage.

Historic Resource Survey

The Coppell Historical Society completed a Historic Resource Survey in May 2009.  They presented their findings to City Council shortly thereafter. Staff references this when any development or rezonings are requested.

Subdivision Ordinance

This is the online version of the rules and regulations governing plats and subdivisions of land within the corporate limits of the City of Coppell.  Prior to development of any tract of land, a property should be a legally defined lot and block of a subdivision plat prepared by a registered surveyor.

Committee to Improve the VisualImage of Coppell (CIVIC) Report

Drafted in 1997, The CIVIC Report provides an overview of the Urban Design elements to be incorporated in new and redevelopment projects in the City of Coppell.  Many of these elements have been codified in the Zoning Ordinance.

FUNCTIONAL SAFETY INTEGRATION

In addition to hosting public education classes, the Life Safety Park's main education building also houses the City of Coppell's Emergency Operations Center (EOC), under the direction of Coppell's Emergency Management Division. The EOC is a central command and control facility responsible for ensuring municipal operations are maintained throughout unforeseen events. It is specially designed with reinforced materials, backup power supply, and advanced technological audio/video equipment.

On an average day, the EOC is minimally staffed for constant situational monitoring and maintenance; Coppell's EOC contains six specialty computer work stations for monitoring impending weather conditions, controlling city traffic flow and street operations, and communication system maintenance. In the event of EOC activation, additional personnel and representatives from public safety, emergency response, and various support agencies are called in to coordinate and enact the City’s Emergency Operations Plan.

While the EOC is designed to handle unplanned events and emergencies, it is much more than a reactionary tool for the City. The hub plays host to many training sessions, tabletop exercises, planning workshops, and general preparedness activities in an effort to be as much of a preventative tool as it is to serve in the event of an emergency.

For more information on the Emergency Operations Center, visit the Emergency Management webpage.

Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.
--Provided by the Texas Municipal Courts Education Center

The source of Court of Record Authority is the State of Texas Government Code, Chapter 30, Subchapter L.L.--Coppell. In addition, the following also authorize the Court: Coppell City Code, Chapter 5; 1996 Edition, and Art. 5 Sec. 31 Texas Constitution.
