The Utility Billing department maintains normal business hours of 8 am to 5 pm, Monday through Friday. Customers may bring in payments during that time; outside of the normal hours, customers may mail payments, drop payments in the drive-thru drop box located at Town Center, or pay online. |
Service Disruption
If your water service has been suddenly interrupted and you do not know the cause, please call the Utility Billing department at 972-304-3695. When water service has been discontinued for non-payment of a bill, the full amount of the bill plus a $20 reconnection fee must be paid before service is reinstated. Customers should contact the Utility Operations department to report water leaks, sewer back-ups, or water quality problems at 972-462-5150.
The City of Coppell utilizes a seasonal water rate structure to encourage conservation. During the summer months, water is used primarily for lawn irrigation. This usage can account for up to 60% of summer water use. Experts predict that as the population continues to grow, the demand for and availability of water will begin to stress public water supplies and systems. Those who dramatically increase their water use during the months of June through October will help pay for the additional water needed to keep up with peak demand. The rates below are for 5/8 inch water meters; please contact Utility Billing if you have a larger sized meter.

Senior Citizens (age 65 and older) may apply for a 10% discount on their water bill by providing a copy of their driver's license. Disabled persons that are receiving the disability exemption on property taxes may apply for a 10% discount on their water bill by providing a copy of their tax statement and valid proof of address. The discounts cannot be combined. The City does apply a seasonal rate structure at usage thresholds to encourage conservation.

Republic Services provides refuse collection services. This service is mandatory for all residents and billed on your monthly water bill. For additional information, contact Utility Billing at 972-304-3695. The current residential garbage rate, effective January 1, 2018, is $16.68 per month plus $1.38 sales tax and $0.10 public education fee.
The senior citizen (age 65 and older) residential garbage rate, effective January 1, 2018, is $15.00 per month plus $1.24 sales tax and $0.10 public education fee.
Commercial water and sewer rates are based on the size of the meter installed. For specific account information, contact Utility Billing at 972-304-3695. Garbage rates are based on the size of the container. For specific account information, please call Republic Services at 972-304-3555.
The City of Coppell uses an online form to set up new residential utility accounts. Please review the Service Agreement. Contact the Utility Billing department to transfer or cancel service or to set up commercial accounts. Please use the online form to make changes to your payment or contact information. Rental properties must be registered and inspected prior to a new tenant moving in and setting up a utility account. Visit Building Inspections for fees and scheduling.
Commercial customers will not be able to utilize the online form. Please complete the Service Application and Service Agreement and return them to the Utility Billing Department either via email at H2OBills@coppelltx.gov or fax at 972-304-7091.
Customers are billed monthly for water, sewer, and garbage services. Payment is due no later than twenty days from the billing dates. After the 20th day, a 10% penalty will be assessed on the balance. If payment still has not been received within approximately 10 days after the penalty date, your service will be disconnected. Additionally, there will be a $20 reconnect fee to have your service reinstated. To avoid service being disconnected and being assessed the reconnect fee, customers unable to pay their bill in full by the due date should contact our office to make payment arrangements. Payment arrangements are done on a case-by-case basis. Customers may complete and sign a payment arrangement agreement in person or via fax.
Customers may elect to have an automatic electronic bank draft occur for monthly water bill payments. Customers selecting this option will receive a monthly bill stating "Amount Due will be Bank Drafted - DO NOT PAY." Your bank will deduct the water bill amount approximately two to three business days prior to the due date printed on your bill. There is no charge for this bank draft plan and the draft option may be discontinued at any time by simply notifying the City in writing. At this time, please note that participating in the Voluntary Donations is not possible through the electronic bank drafting service.
The City of Coppell has discontinued a voluntary donation program that was payable with the monthly water bill. Those wishing to make donations to the City will need to contact the Utility Billing department directly.

Fitness Experience:
McKenzie received her Bachelor’s Degree in Kinesiology from Texas Woman’s University in 2001. She began her career as an Exercise Physiologist in Cardiac & Pulmonary Rehab at RHD Memorial Hospital in Dallas. From there she furthered her knowledge in the field of health, fitness, and rehab at The Carter Rehab & Fitness Center at Baylor All Saints Medical Center in Fort Worth. She was introduced to Stott Pilates, TRX Suspension Training, and Functional Training during her time at S2S Functional Performance in Lantana. She has been teaching and training at The CORE since September of 2013.
Fitness Philosophy:
McKenzie wants to help others obtain an optimum quality of life and reach their specific health and fitness goals. She is very passionate about Functional Training, TRX, Pilates and High Intensity Training.
Sharon has been in the fitness industry since 1996 and holds several training certifications. She specializes in body sculpting, muscular endurance, and aerobic training. She holds fitness certifications from the American Council on Exercise (ACE) and Irvine Valley College. Sharon volunteered at Irvine Medical PAR Center.She has several specialty recognition certificates in exercise for populations with heart disease, diabetes, arthritis, and respiratory disease. Some of her most recent certifications include: Barre Above certification in 2015 and Bosu certification in 2001. Some of her past experience includes: Spinning and Aquatics instructor, Gaylord Texan fitness instructor for several employee Get Fit Boot Camps. She is currently training at the Coppell Senior Center and working as an on-call massage therapist at the Gaylord Texan Resort. She has been training and teaching at The CORE since October 2014.

Camp Do-It-All is an award-winning day camp program designed for boys and girls ages 6-12 years old. Camp Do-It-All is offered during the major school breaks: Summer, Thanksgiving, Christmas, and Spring Break. Hours are 7:00 a.m. to 6:30 p.m. to accommodate working parents. In addition to coaching several Top 20 nationally-ranked DII college players, Jamie has experience coaching in a tennis academy setting where he developed junior players from ZAT to Super Champ levels. Vision 2040 is the subsequent phase of strategic planning for our community's future beyond the Coppell Vision 2030 plan. The Vision 2040 process began in the fall of 2017 with the Citizen Summit, an event initiated by the City Council that kicked off the visionary thinking process for residents engaged in planning for the future. The City Council plans to continue planning efforts sometime in the first quarter of 2018 - more information to come!

Approximately 84 residents gathered at the Cozby Library on September 21st after answering a call from elected officials asking, "What would you like Coppell to look like in 20, 30 or 40 years?" Participants received a brief overview then divided into five groups that tackled different issues:
After discussing various topics, each group catalogued and voted on the topics that they felt were most important. The exercise was intended to get residents thinking about planning for the future, and the bullet points below are part of the creative brainstorming process. Although Citizen Summit jump started the planning process, the next phase will include facilitated focus group discussions, and the final plan may or may not incorporate the ideas below.
Leading up to Citizen Summit, residents were asked to submit photos of what they like about Coppell, what they don't like about Coppell and what they would like to see in Coppell.
Over 100 photos were submitted to the vision board for consideration at the Citizen Summit.
Planning for future generations has been a hallmark of Coppell for decades, and is a key reason why Coppell looks the way it does today. From the zoning and building requirements to parks and amenities, development in Coppell has been carefully planned to reflect the ideals and values of the community. In 2009 the City of Coppell adopted the Coppell Vision 2030 plan, which provided a set of priorities, goals and objectives for Coppell elected officials and City staff to follow, much like a roadmap. At the end of 2017, approximately 60% of the objectives and critical factors for success have been accomplished and Coppell is well on its way to achieveing the Vision 2030 goals.

The Facilities Management Division is responsible for the upkeep, maintenance and improvements to all municipal buildings to ensure a safe, comfortable environment for all visitors and employees.
Facilities Technician ensure that City Buildings meet all federal, state and local codes. As of the year 2013, the Facilities Management Division has responsibility over 31 buildings that have a combined area of 335,000 square feet.

The Coppell Municipal Court is located at 130 Town Center Blvd in the Coppell Justice Center. The court is one block southeast of the intersection of Denton Tap Rd. and Parkway Blvd. For easy access to the Justice Center, please park in the lot located between the Fire Station and the Justice Center, North of the Justice Center.

Options for handling a citation are listed on the back of the citation. If you have any questions concerning the listed options, contact the court for more detailed information.
Information on your fine and court cost can be obtained by calling the Municipal Court at 972-304-3650, during regular office hours. Have your citation and driver's license number in-hand when calling.
The court currently accepts payment in the form of cash, check (with proper I.D.), money order, cashier's check or credit card. Temporary checks are not accepted.
Court dates are not set over the phone. You must appear in person before or on your scheduled due date to enter a plea, dispose of your case, or request a court setting. Written requests will only be accepted if they are received in the Municipal Court Office on or before your scheduled due date. If you have missed your due date, contact the court for information on your warrant status.
Changes in court dates (continuances) may not be requested by phone. Requests for continuances must be made in person or in writing on or before the scheduled court date.
For information of facility closings or delayed openings, please refer to the City of Coppell's main website www.coppelltx.gov, check the Municipal Court Department section of the website, or call the court 972-304-3650. If you are scheduled for a court date prior to the court's opening, the Judge will be available for you until the last time slot of the day. For detailed information, please contact the court. If you have received a notice regarding jury duty from the Coppell Municipal Court, your presence is required at this time. Please report promptly at the time and place noted on your summons. The time and appearance date on which you are expected to appear are located in the body of the notice. Jury duty starts promptly at the time listed on the notice, and because caseloads vary, plan to stay the entire day.
Parking information: Parking is available in the Visitor Parking Lot on the North side of the Coppell Justice Center. The parking lot on the South side of the Justice Center is reserved for police vehicles and employees only. Parking in unauthorized lots may result in your vehicle being towed.
Witnesses and jurors, who fail to appear after having been subpoenaed, may be ordered to show cause why further action should not be taken against them. If you require additional information, please contact the Coppell Municipal Court No. 1 from 8 am to 5 pm, Monday through Friday at 972-304-3650.
You do not need to appear in person if you are disqualified or exempt from jury service. To claim these exemptions, complete the affidavit that you have received, and be certain to have the affidavit notarized, and returned to the court immediately. It is our policy to make jury service accessible to all qualified persons without regard to disability. If your disability requires accommodation, please call upon receipt of your jury summons, so we can discuss your needs.

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

The source of Court of Record Authority is the State of Texas Government Code, Chapter 30, Subchapter L.L.--Coppell. In addition, the following also authorize the Court: Coppell City Code, Chapter 5; 1996 Edition, and Art. 5 Sec. 31 Texas Constitution.
The City of Coppell acknowledges its responsibility to comply with the Americans with Disabilities Act of 1990. In 2009, approximately 125 volunteers gathered at Town Center with one single mission in mind…planning for the future. And thus, Coppell 2030 was born.
Coppell Vision 2030 was developed to ensure that the high standard of living present in Coppell today will be maintained tomorrow in this growing community in a changing world. This unique plan provides strategies to manage future opportunities and challenges for Coppell for the next twenty years. While we are only stewards of this community for a short period of time, it is paramount that we establish a vision and road map for the future.
To a large degree, the successes enjoyed today are the result of the work that took place through a similar past process and the deployment of that plan by dedicated leaders and city staff. In turn, that same level of effort has been repeated to that this community, now and in the future, will have the same level of success that we were afforded.
