The DART Cotton Belt Rail Line Project is a 26-mile line that will extend from DFW Airport to Shiloh Road in Plano and  traverse seven cities, including Coppell. The Cotton Belt Project’s primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area. The Cotton Belt Project would interface with three DART LRT lines: The Red Line in Richardson/Plano, the Green Line in Carrollton and the Orange Line at DFW Airport. Also at DFW Airport the project would connect to Fort Worth Transit Authority's TEX Rail Regional Rail Line to Fort Worth and the DFW Airport Skylink People Mover.

The City of Coppell hosted two public meetings on March 1 and March 9, 2017 to provide an update on the planned DART Cotton Belt Rail Line Project. For more information about the background and development of the project, watch the March 9, 2017 meeting or view the March 9, 2017 presentation

The City of Coppell is doing what we can to influence DART to the best interest of the Coppell citizenery. This includes the adoption of a resolution on June 13, 2017 by the Mayor and City Council stating:

"The City of Coppell fully supports DART Board redesign and realignment of the Cotton Belt Rail line throughout Coppell from Luna Road westward to Freeport Parkway, which would incorporate a Southern reconfiguration to provide a station in the Northlake/Cypress Water Campus subject to grade separation, quiet zones, sound walls and trail by rail segments along the entire route through Coppell."

New! Science & Safety School PROGRAMming

New to ring in 2018, we’re proud to accommodate larger class sizes, as well as joint field trip opportunities with the Coppell Biodiversity Education Center (BEC)! While one group of up to 45 students visits the Life Safety Park for the hour and a half session, another group of 45 students will participate in Biodiversity Education Center programming at the same time. After a lunch break, the groups will then get to switch venues and enjoy what both facilities have to offer. Your visit to the LSP will include an educational safety lesson, with topic determined by grade level, as well as hands-on time around Safety Town. Your visit to the BEC, should you choose this additional option, will include a naturalist education program, adventure hike, and game of your choice. These study trips are geared towards Kindergarten through 5th Grade students.
More information on specific class offerings, and online registration can be found by clicking the blue 'Register Here' button above. Or, click here to see a flyer.

This monthly offering will occur based on demand, and on a day outside of normal business hours, such as weekday evenings or weekend afternoons. Due to this "block" scheduling, some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour in length, and are capped at 45 students per session. Click the 'Register Here' button above to view our calendar of available classes.
Please inquire should you have any questions or class requests.

The Coppell Arts Center is a very exciting project for the City of Coppell, for both residents and local artists. We believe increasing access and public awareness to the arts will build our sense of community and make Coppell an even more special place to live, work and play helping to fulfill its vision of being “A Family Community for a Lifetime.”

ABOUT THE ARTS CENTEr

The new arts center will be in Old Town, the city’s historic district. The arts center is planned to be a one-story building, estimated at 28,800 square feet and will include three main spaces: a Black Box/Flexible Theater, a Performance Hall/Space, and a multi-purpose space for rehearsals and community use. The center will be able to accommodate more than one art group at a time and will include a gallery to display artwork. Construction is expected to begin first quarter of 2018 and funding for the project will be through the Coppell Recreation Development Corporation.

Performance Hall

The main performance hall will seat up to 320 patrons and will include 2,200 square feet of stage space.

Black Box/Flex Theater

The black box/flex theater will seat between 140 – 160 patrons (depending on seating arrangement) and total 2,650 square feet.

Multi-Purpose Space

The multi-purpose space will total 2,000 square feet, accommodate 100-165 people and be used for community and arts organizations to hold rehearsals and meetings.

Additional Spaces

In addition to the three main areas, there will be a gallery and studio space. The gallery will provide pre-function, waiting, gallery, banquets, lectures, and concessions.  The space provides natural light and panoramic views to the Old Town Square.  Art work is intended to be displayed in the gallery and multi-purpose areas.  The studio provides flexible classroom space intended for visual, textile, and graphic artists but can be used in a variety of ways. The studio contains tables, chairs, cabinets and storage.

Learn More About What the Arts Center Means to the Community

Construction Update

Updates will be posted as they become available.

Background information

The initial idea of a performing arts center venue was discussed many years ago during the development of Old Town Coppell. In 1999, the City of Coppell converted an unused fire station to the Coppell Center for the Arts, also home to Theatre Coppell. The theatre is an intimate, 124-seat theatre with seating on three sides of the stage and about 7,500 square feet.

As the City grew, so did its needs for a larger arts venue. In 2015, after a presentation from Theatre Coppell, the idea of an arts center was revisited, and the City contracted with Corgan Architects to perform preliminary program and site planning for either the existing theater’s renovation, renovation and expansion, and/or an option for the construction of a new theater located in Old Town Coppell.

After much research, the Council determined that staff and the architect should begin focusing on the potential construction of a new arts facility located in Old Town. In January 2017, the Coppell City Council approved an architectural services agreement with Corgan for the proposed arts center. The expected budget for the facility is approximately $14 million including construction, design, furniture and fixtures, construction management, parking and contingency. Funding for the project will be through the CRDC.

In June 2017, the Coppell City Council authorized Corgan to move forward with Design and Development, and Construction Document Services. The project is currently in this phase. Construction Document Services should be completed in February 2018. If council moves forward with the project in March/April, construction is estimated to be completed by the end of summer 2019.

How can I obtain specific information on upcoming zoning cases?

Call the Planning Division at (972) 304-3678 and ask to speak with a planner on staff. The zoning cases are listed on the Planning and Zoning Commission and City Council agendas posted in City Hall at least 72 hours prior to the respective meetings, and are published in the Citizens' Advocate newspaper. What can be done if I oppose the rezoning of property within my neighborhood?

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council?

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance?

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

A Message from Parks and Recreation Director Brad Reid
Several years ago, the idea came out of a series of strategic planning summits about renovating the Andrew Brown Parks, going on to suggest major changes to the usage of the park areas in the future, allowing for improvements to youth sports amenities and adding community gathering spaces.  These two goals became the baseline for a redesign of the parks in 2011, and have continued to be the focus since.

Project Update - February 2016

The redevelopment project is currently underway at Andrew Brown East and West. Fencing has been installed to maintain control of the construction site, which will limit access into the project areas.  Demolition of existing sidewalks and structures is in progress. During construction, there will be significant impacts to the usability of the trails and park areas.  Those areas that can safely remain accessible will be left open for use.

Project Update - January 14, 2016

On the evening of January 12, 2016, the Coppell City Council carefully considered the future of the Andrew Brown Park system, and discussed the plans for redevelopment as well as the increased cost of construction. The Council approved the total award for construction of the first phase of work for $21,183,850.00.The project is being funded by the ½ cent sales tax that was reauthorized by voters in 2013. The increase in the ultimate cost of the project is based on several influences:
  • Since the project cost estimation was first considered in 2012, inflation in the construction industry has increased the cost of materials and labor.
  • Community input on the project requested that items be added to the scope, adding to the cost.
  • When the master plan of the park was completed, it was anticipated that the park would be constructed in phases over several years. This meant that important items would be left to be constructed later.

Project Update - January 8, 2016

The contractor plans to begin the work in late January at Andrew Brown Community Park West with demolition and earthwork as the first activities.  The Parks Department will be able to relocate some of the trees being removed at Andrew Brown West to other areas within Coppell, with several moving to Moore Road Park and to Rolling Oaks Memorial Center.
