​Does Coppell require pets to be registered with the City?


Yes. All dogs and cats that live in Coppell are required to be registered with the City annually and to display both a current City tag and a current rabies tag on their collar at all times. To register your pet, you may visit most local veterinarians or the City of Coppell Animal Services Center and provide proof of current Rabies vaccination. The current cost of registration is $10 per year for a sterilized pet or $20 per year for an unsterilized pet. We also offer a three year city registration tag which can be issued with a three year rabies given within the same month as a new registration. If you prefer to register your pet by mail, please provide current proof of Rabies vaccination, payment and the completed Application for Animal License. Mail to: Coppell Animal Services 821 S. Coppell Rd., Coppell, TX 75019. Checks can be made to City of Coppell. Contact us for more information.


Does Coppell have a leash law?


Yes. Both dogs and cats are required to be confined or restrained whenever they are off of the owners property, including parks and walking trails. If your animal is off leash, you could be issued a ticket for having an animal at large.

Does Coppell have a "pooper scooper" ordinance?


Yes. Citizens who walk their dogs are required to pick up and remove, in a sanitary manner, any waste left by that animal on any property other than that of the owner.

What number can I call to report a dog that barks constantly?


Call the Animal Services Department at 972-304-3515. Dogs that bark constantly and are disturbing neighbors is a violation of the City Ordinance.

What number can I call to report a stray animal?


Call the Animal Services Department at 972-304-3515 to report strays. We have a voice mail system for use, in the event that we are too busy to answer the phone or not available. Please feel free to leave a message with complete information. Messages are checked several times daily.

How much does it cost to adopt an animal?


The adoption fee is $75 for a dog/puppy or $50 for a cat/kitten. Animals are spayed or neutered, microchipped, up to date on vaccinations and tested for FELV (cats)/Heartworms (dogs) according to what is age appropriate, for the animal.

Does the Animal Shelt​er accept donations?

Yes. We gladly accept new/used tangible items such as food, blankets, towels, toys, portable kennels and any other serviceable pet-related goods. We also accept monetary donations that assist in the costs of spay / neuters, vaccinations, and the medical needs of the animals. Currently, we are especially in need of kitten food and cat litter.

Call the Animal Services Department at 972-304-3515. The Animal Services Department loans live traps and provides educational information sheets to City of Coppell residents. We like to try to assist with public education before recommending live trapping. Please give us a call at 972-​304-3515 for assistance with your wildlife concerns.

Group Exercise classes, Virtual Exercise classes, free-weights, machine-weights, cardio machines, indoor track, and an outdoor circuit area are available for use by individuals 13 years and older. Users aged 13 - 15 must have a parent-signed waiver and complete an orientation.

GYMNASIUM

The gymnasium is available for drop-in basketball.  Organized practices are permitted by reservation only.  Basketballs may be checked out at the front desk.  The gym is also available for open volleyball and badminton play, during certain hours.

Indoor pools are open year-round.  The outdoor pool area is open during the summer season, from Memorial Day Weekend (May 27) to Labor Day (September 4), when school is out.

The CORE offers different options for hosting birthday parties including room and tent rentals depending on the season, sports team parties, or other celebrations.  Please complete and submit a rental request form (link above). ​​​​

The Sunshine Room is available for the children of pass users. Family Pass Holders include free entry to the Sunshine Room. The Coppell Senior and Community Center is a recreation center for those 50 years of age or older, and is operated by the Parks and Recreation Department. Visiting the Senior Center is a wonderful way to meet new friends, and enjoy a wide variety of programs, social events, and drop-in activities. Programs are designed to meet the needs of Seniors and the community by promoting healthy aging, and are either absolutely free or have a minimal cost assigned to them.

The Biodiversity Education Center is only open to the public during center program offerings.

Nestled on 66 acres of nature preserve in Wagon Wheel Park, the Biodiversity Education Center at Coppell Nature Park promotes and provides hands-on environmental education. Participants of the education programs, for both school and the com​munity, observe and learn about local flora, fauna, and environmental sustainability issues, as well as develop a deeper connection to their environment through nature.

The Biodiversity Education Center is a “green” constructed net zero building. The project receives power from 96 solar panels and includes a cistern that captures 9,400 gallons of rain water. Landscaping around the Center features Texas native and adaptive plants, reducing water consumption and providing a habitat for wildlife such as butterflies, hummingbirds, birds and bees.

The Biodiversity Education Center offers a wide variety of community programs for all ages including environmental and gardening education classes, outdoor recreation, tours, and community improvement days. The Friends of the Coppell Nature Park, ​City of Coppell, Keep Coppell Beautiful, Coppell ISD, and Northlake College,  work collectively to offer exceptional environmental education programs.​​​

COPPELL NON-PROFIT RESERVATIONS

Coppell Non-profit 501(c) 3 Organizations can request reservations.  Youth organizations such as Girl Scouts, Boy Scouts, 4H and American Heritage Girls are asked to submit requests using the non-profit form.  Reservation Form and Rental Information​

SCHOOL PROGRAM REQUESTS

The Biodiversity Education Center offers school field trips and class use of the building to CISD schools and Northlake college classes. Classes wishing to hold a field trip at the Biodiversity Education Center and Coppell Nature Park as well as classes wishing to use the facility for space to meet while doing field studies in the nature park are asked to fill out a SCHOOL PROGRAM REQUEST FO​RM​ ​ to schedule their visit.  Programs currently offered can be viewed in the BEC Program Overview and BEC Games documents below. Additional information on materials available for use while using the BEC as well as Geology lesson plans can be found on the Coppell Nature Park Education Resources Page​

​Procedure for School/College Program Requests:

  1. Fill out and submit the “School Program Request” form at least 30 days prior to your requested program date.  The form may be emailed to cnp@coppelltx.gov or delivered to the Coppell Road Service Center, located at 816 S. Coppell Road. 
  2. The Biodiversity Education Center staff will contact the applicant regarding the program within 2 business days via email.  At this time, if the visiting group has requested that facilitators be provided, the Biodiversity Education Center staff will reach out to the cleared volunteers that assist the center.
  3. If sufficient facilitators are not obtainable, the center’s staff will contact the program contact and discuss possible alternatives within 1 week of the request’s submitted date.
  4. The program contact must contact the center’s staff via email or phone at least 1 week prior to the program if the program must be cancelled by the requesters.
  5. The center’s staff will be in weekly contact with the program contact the month before the scheduled program to offer any assistance that may be needed.

​Rental Registration Program

The City of Coppell requires that all rental properties located in the city be registered.  Rental properties must be registered on or before January 31.

FOR POWER OUTAGES:

 

Emergency (after business hours) building inspections

​To schedule an emergency building inspection please call the Emergency Hotline at 972-304-3551.

For Emergency Gas Leaks:

  • If you smell gas, call Atmos at 1-866-322-8667 or 911.
  • Licensed Registered Plumber will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered plumbers click here.)
  • Once the job is completed the Licensed Plumber will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the repair and/or gas test.  (To see the On-Call list click h​ere​.)
  • Once the inspection has passed the Inspector will release it to Atmos.
  • The Homeowner will then need to contact Atmos to re-connect the gas line.  Atmos will not allow the Inspector to schedule the re-connect.

 
For Emergency Electrical Re-Connect:
  • Licensed Registered Electrician will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered electricians click here​.)
  • Once the job is completed the Licensed Electrician will call the emergency hotline at 972-304-3551 and schedule an inspection.

Frequently Asked Questions


Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

How do I request an after-hours EMERGENCY Building Inspection?

If you smell gas, call Atmos at 1-866-322-8667 or 911. To schedule an emergency Building Inspection (Gas Leak/Electrical Re-Connect) please call the Emergency Hotline at 972-462-5150.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.

The City of Coppell utilizes a seasonal water rate structure to encourage conservation. During the summer months, water is used primarily for lawn irrigation. This usage can account for up to 60% of summer water use. Experts predict that as the population continues to grow, the demand for and availability of water will begin to stress public water supplies and systems. Those who dramatically increase​ their water use during the months of June through October will help pay for the additional water needed to keep up with peak demand. Effective February 1, 2018, the City of Coppell adopted a water rate structure based on meter sizes, which is outlined below.

Senior & Disabled Persons Water ​Rates

Senior Citizens (age 65 and older) may apply for a 10% discount on the water bill for a residential account held in their name for which an over 65 homestead exemption or current lease is held in their name by providing a copy of their driver's license or other valid proof of age.  Disabled persons that are receiving the disability exemption on property taxes may apply for a 10% discount on their water bill by completing a disabled discount request form and providing valid proof of address.  The discounts cannot be combined. ​The City does apply a seasonal rate structure at ​usage thresholds to encourage conservation.

Residential Garbage Rates

Republic Services provides refuse collection services. This service is mandatory for all residents and billed on your monthly water bill. For additional information, contact Utility Billing at 972-304-3695. The current residential garbage rate, effective January 1, 2018, is $16.19 per month plus $1.34 sal​es tax and $0.10 public education fee.

Senior Garbage Rates

The senior citizen (age 65 and older) residential garbage rate, effective January 1, 2018, is $14.57 per month plus $1.20 sales tax and $0.10 public education fee.

Frequently Asked Questions

Why did my water and sewer rates increase?​​

A Water and Wastewater Rate Study was completed in October 2017 that provided professional recommendations on the rate structure that is required to maintain the current level of service to our customers, to reflect the continual increases from Dallas Water Utilities (DWU) and Trinity River Authority (TRA) for water and waste water service, and to provide for capital improvements on our aging infrastructure.  Water and sewer rate increases are happening not only in Coppell – this is an issue nationwide. Compared to surrounding cities, Coppell remains very competitive.

Is the base rate for water now determined by the size of my meter?

​Yes, the base rate is now determined by the size of your meter. Approximately 96% of our residential customers have a 5/8" meter. Effective February 1, 2018, the base rate for a 5/8" meter increased from $20 to $21. Only four percent of residential customers have a larger meter. Bases rates for the different sizes are listed in the tables at the top of this page.

Why am I paying more for a larger water meter?

The base rate is based on the size of the meter because larger meters have the ability to place a greater demand on the water system. Establishing a base rate on the size of the meter is consistent with how DWU charges cities. Each city pays a demand rate based on the volume it can demand from the system, which may not equal what the City actually requests or uses. 

Can I downsize my water meter?

​Larger meters are often installed to accommodate home fire sprinklers, irrigation systems, and homes with more water fixtures. The size of the meter installed is determined by the builder or engineer who designed the home, not by the City. The meter size installed is determined to be the size necessary for the volume and pressure necessary to accommodate the property's water fixtures.

Downsizing the meter may be an option. However, if a 1 ½" or 2" meter is currently installed, the City's Utility Operations Department​ recommends downsizing to no smaller than a 1" meter. A noticeable difference in volume and pressure may be experienced if the irrigation system and other water fixtures are running at the same time. 

It would be necessary to enlist a plumber to change the meter. The plumber would assess the situation and inform you of the impact of downsizing your meter based on your particular home and if any adjustments to piping would be necessary. The plumber would need to obtain a permit from Building Inspections prior to exchanging the meter. Once the meter is installed, the plumber would need to contact Building Inspections to request an inspection. A new meter can be purchased from Building Inspections. The cost of a 1" meter is $299.25, while a 5/8" meter is $178.50.    ​

Our Mission

The mission of the Coppell Fire Department is to serve the citizens and business community of Coppell by preserving life, property and the environment through the efficient delivery of education, prevention, public service, emergency response, code enforcement and administrative activities.​​​​​​

History

Beginning in 1957, the Coppell Fire Department began providing volunteer emergency response to the community of Coppell, Texas.  In the past 50 years, the department has grown from a volunteer department to a fully paid professional staff with 1 Chief, 2 Deputy Chiefs, 1 Division Chief, 3 Battalion Chiefs, 12 Captains, 12 Engineers, 57 Firefighters/Paramedics, 1 Fire Investigator, 1 Emergency Management Officer, and 2 Administrative Services personnel.  ​We operate out of 3 strategically located stations staffing 3 Engines, 3 Medics, and 1 Truck Company. 

ISO Class 1 Rating

​The City of Coppell Fire Department has once again received the Insurance Services Office (ISO) top rating of Class 1. This rating has been achieved by less than ¼ of 1 percent of fire departments nationwide. The ISO currently evaluates over 50,000 fire departments nationwide with only 186 earning the Class 1 Rating. The Coppell Fire Department has previously earned the Class 1 Rating in 2008 and continues to exceed the requirements for this prestigious classification. This rating reflects the hard work and dedication of all the Coppell fire fighters and their commitment to save lives and property.

Fire departments across the nation are rated by the ISO to determine a Public Protection Classification (PPC) for individual cities or counties. This rating is published by the ISO and used by insurance companies to determine insurance rates. The ISO Schedule develops a PPC number on a relative scale from 1 to 10, with 1 being the very best and 10 representing less than minimum recognized fire protection. Most U.S. insurers of homes and business property use the PPC in calculating premiums. In general, the price of fire insurance in a community with a good PPC is substantially lower than in a community with a poor PPC.

When the ISO evaluates a fire department's capabilities it uses a system called the Fire Suppression Rating Schedule (FSRS) which employs nationally accepted standards developed by such organizations as the National Fire Protection Association (NFPA), the American Water Works Association (AWWA) and the Association of Public Safety Communications Officials (APCO) International. The FSRS considers three main areas of a community's fire suppression capabilities including emergency communications (911 call center), the fire department, and water supply. In addition, it includes a Community Risk Reduction section that recognizes community efforts to reduce losses through fire prevention, public fire safety education and fire investigation.

Key elements considered when evaluating a fire department include response capabilities (deployment analysis) which includes adequate staffing of fire service personnel on engine crews and ladder companies, fire station distribution (location and coverage), appropriate apparatus and equipment, training, water supplies, organizational structure, communications and building/fire prevention codes and their enforcement.

The Coppell Fire Department's ability to maintain this classification since 2008 is a reflection of the City of Coppell's commitment to provide quality public safety services to the citizens, businesses and visitors of Coppell.

​The TFCA Best Practices program provides a pathway for a fire department to push its level of service to a level of excellence that is validated by independent experts. The designation demonstrates to customers of these organizations that their fire department is among the very best in the Texas fire service.​ The Coppell Fire Department received this prestigious designation in 2014.

The City of Coppell employs a comprehensive emergency warning program, and has access to several tools that are used to alert the public of emergencies or disasters. It is important to always have multiple ways of receiving emergency warnings, as a single tool alone will not provide enough information to all residents in all situations.

  • This system enables us to provide you with critical information quickly in a variety of situations, such as severe weather (with optional opt-in weather notifications), unexpected road closures, missing persons, and evacuations of buildings or neighborhoods.
  • You will receive time-sensitive messages wherever you specify, such as your home, mobile or business phones, email address, text messages, and more. You pick where, you pick how.
  • We recommend you include a cell phone number capable of receiving SMS text messages, as well as email addresses as less invasive ways to receive non-emergency messages.

​​​​​​Wireless Emergency Alerts (WEAs)

  • ​The Wireless Emergency Alert system is a public safety warning system that allows customers who have certain wireless carriers and an enabled mobile device to receive geographically-targeted, text-like messages alerting them of imminent threats to safety in their area.
  • The technology ensures that emergency alerts will not get stuck in highly congested areas, which can happen with standard mobile voice and text data services.
  • The service is free (i.e. you will NOT be charged for any incoming messages), but requires registration:

  • The three types of alerts through this system are:
    • Alerts issued by the President of the United States
    • AMBER Alerts (missing persons)
    • Alerts involving imminent threats to safety of life. In our area, the National Weather Service issues Tornado Warnings and Flash Flood Warnings via WEA.

​​​​thorguard lightning detection system​

  • ​The City of Coppell utilizes the ThorGuard Lightning Prediction and Detection System at city parks and aquatic facilities, CISD campuses, and other various public locations.
  • ThorGuard Lightning Detectors continuously monitor the atmosphere's electrostatic energy and evaluates the potential for lightning within a 15-mile radius.
    • When a detector determines the threat for lightning in the area, a 15-second air horn blast will sound and its strobe light will turn on.
    • Upon hearing or seeing these signals, individuals who are outdoors should seek ​appropriate shelter in a sturdy, enclosed structure immediately.
    • When the detector senses conditions are safe, the strobe light will turn off and the horn will sound three short 5-second blasts; normal activity may resume.
  • It is important to remember that lightning can occur at any time, even if that dark cloud overhead does not seem that ominous; though it may appear to be clear and sunny where you are, "bolts from the blue" can occur up to 10 miles away from its parent thunderstorm. Therefore, the common sense rule applies, "when thunder roars, go indoors!"
    • If you see lightning or hear thunder, halt activity and seek shelter for at least 30 minutes without observing any additional strikes/thunder.

  • ​National Oceanic and Atmospheric Administration (NOAA) All-Hazards Radios are used nationwide, and broadcast weather information directly from the National Weather Service (NWS) from a collaborative network of radio stations. During dangerous weather, they are activated automatically by the local NWS Weather Forecast Office (WFO) when the weather threatens their responsible domain.
  • The City of Coppell highly recommends that you purchase an All-Hazards Weather Radio with the programmable S.A.M.E. (Specific Area Message Encoding) alert feature, and program it accordingly to deliver weather warnings when issued for our area. 
    • The most popular consumer brand is the Midland Weather Alert Radio: WR120/WR300
  • Most weather radios operate on both an AC power wall adapter and battery backup, which is important for emergencies experiencing power failure, as traditional communication mechanisms (TV, radio, landline phone) will not function.

The City of Coppell recognizes and welcomes the extraordinary value volunteers bring to the public stewardship, citizen engagement, and expanded resources of programs, projects, events, and activities. There are volunteer opportunities available in a variety of interest areas, schedules, and activities.  Your time and commitment to the community are important, and helping you find the best fit for your volunteer requirements is the road to successful connections. ​​​​​​Volunteer Now

​Formerly the Volunteer Center of North Texas, Volunteer Now serves as the hub of volunteerism in North Texas. This organization provides 24/7 connection between volunteers and local service opportunities, and offers a wide range of programs and services that build capacity for local nonprofits.

​​​​​​Dallas County Medical Reserve Corps (MRC)

Handled by the Dallas County Health Department, this group consists of medical and non-medical personnel that are deployed during emergencies and disasters. They assist with services such as mass vaccinations and medical needs during sheltering operations.

​​​​​​​Community Emergency Response Teams (CERT)

These groups are trained in various response and recovery techniques which focus on post-disaster response and recovery efforts on the neighborhood scale. The City of Coppell offers several training sessions per year, as well as Denton County Emergency Services hosts a large, well-trained CERT program.

​​​​​​​SKYWARN Storm Spotters

The National Weather Service (NWS) has established a network of SKYWARN storm spotters to help obtain critical weather information. These volunteers help identify and describe severe local storms, enabling NWS forecasters to issue more timely and accurate warnings to the public.

​​​​​​​Amateur Radio Emergency Service (ARES)

The Amateur Radio Emergency Service (ARES) consists of licensed radio operators who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes.

​​​​​​​American Red Cross

The American Red Cross offers​ several volunteer opportunities--from training to be ready to respond to disasters, to supporting a blood drive, from delivering messages to their US service personnel, to connecting families displaced by disasters or conflicts with aid organizations.

​​​​​​​AmeriCorps

Fostered by the Corporation for National and Community Service, the mission of CNCS and AmeriCorps is to improve lives, strengthen communities, and encourage civic engagement through service and volunteering. The VISTA project (Volunteers In Service To America) of North Texas focuses on building the organizational, administrative, and financial capacity of organizations that fight illiteracy, improve health services, foster economic development, and otherwise assist low-income communities.

​​Emergencies and disasters can strike at any time and without warning. The City of Coppell Emergency Management Department exists to help manage the effects of emergencies and disaster events. The office provides essential support to the community by focusing on the four phases of disaster: mitigation, preparedness, response, and recovery.​

 

​​​​​Mitigation

  • ​Activities that attempt to change the nature and/or magnitude of a threat, or reduce exposure to a hazard.
Ex) Not building in a flood plain |  To see if your location is in an established flood plain, enter your address into FEMA's Flood Map portal​.​​​

​​​​​Preparedness

  • ​​​​​​Actions taken to plan, organize, train, and equip response activities. Preparedness is a continuous process of evaluating and improving a community's ability to prevent and protect (mitigate), respond to, and recover from disaster.
Ex) Creating a home or office severe weather plan, or learning about the potential hazards that may impact your community | NCTCOG's Make A Plan Toolkit

  • ​​​​Actions that are taken during or immediately following a disaster or emergency. These actions include the mobilization of emergency services, first responders, and activation​ of the Emergency Operations Center when necessary.​
Ex) Knowing the appropriate response to best protect yourself in an emergency situation | Do you know the difference between Sheltering-In-Place vs. Evacuation​?

​​Recovery​

  • ​​Activities which continue beyond the initial disaster response phase. Recovery focuses on restoring critical community functions to normal and managing reconstruction. Rebuilding efforts include mitigation practices to reduce risk for the future.
Ex) Coping with the physical and emotional impact of disaster-related loss, stress, and trauma | See FEMA's Recovering from the Storms Within resource.

​​​​​​​WHAT IS An EOC?

The City of Coppell operates and maintains its own Emergency Operations Center (EOC), located at the Life Safety Park. The EOC is a central command and control facility responsible for ensuring municipal operations are maintained throughout unforeseen events. It is specially designed with reinforced materials, backup power supply, and advanced technological audio/video equipment.

On an average day, the EOC is minimally staffed for constant situational monitoring and maintenance; Coppell's EOC contains six specialty computer work stations for monitoring impending weather conditions, controlling city traffic flow and street operations, and communication system maintenance. In the event of EOC activation, additional personnel and representatives from public safety, emergency response, and various support agencies are called in to coordinate and enact the City’s Emergency Operations Plan. 

While the EOC is designed to handle unplanned events and emergencies, it is much more than a reactionary tool for the City. The hub will play host to many training sessions, tabletop exercises, planning workshops, and general preparedness activities in an effort to be as much of a preventative tool as it is to serve in the event of an emergency.

​Coppell's Division of Emergency Management serves the Coppell Community by coordinating disaster mitigation, preparedness, response and recovery activities. The Division of Emergency Management accomplishes this through integrated planning, community outreach, emergency response coordination and recovery activities. The Division of Emergency Management is located at the new Life Safety Park which is also home to Coppell's Emergency Operations Center (EOC). The EOC provides a location for City leadership to monitor and coordinate emergencies or diasters affecting the city.

If You See S​omething, Say Something​
December 2017
"If You See Something, Say Something™" is a national campaign that raises public awareness of the indicators of terrorism and terrorism-related crime, as well as the importance of reporting suspicious activity to state and local law enforcement. Make sure to stay alert during this holiday season!

To report suspicious activity, contact Coppell Non Emergency Number (972-304-3600) or your local law enforcement agency. Describe specifically what you observed, including:

  • Who or what you saw;
  • When you saw it;​
  • Where it occurred; and
  • Why it's suspicious.

If there is an emergency, call 9–1–1.
