MISSION​

To protect the health of the citizens of Coppell from foodborne illness, communicable disease and hazardous materials through routine inspection, education, monitoring, investigation and enforcement of food and environmental ordinances.​Environmental Health protects the public from foodborne, waterbor​ne and other communicable diseases through routine inspections and education.​ 

Food Safety and Restaurant Scores

The City of Coppell Food Program is responsible for protecting the public health by inspecting for food safety in restaurants, grocery stores, schools, daycares and other retail food establishments. A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments as well as temporary events are required to apply for a food permit, regardless of whether there is a charge for the food.

Certified Food Protection Manager​ & Food Handler Requirements:
The City of Coppell requires at least one employee that has supervisory and management responsibillity to be a Certified Food Protection Manager. Click here​​ for more information on Certified Food Protection Manager recognized exams and testing agencies.

Cottage Food Ope​rators: 
Home food preparation is not allowed in the State of Texas except foods that fall under the Texas Cottage Food Law. 
A cottage food production operation is defined as an individual, operating out of the individual’s home, who: 
  • Produces a baked good, candy, coated and uncoated nuts, unroasted nut butters, fruit butters, a canned jam or jelly, a fruit pie, dehydrated fruit or vegetables, including dried beans, popcorn and popcorn snacks, cereal, including granola, dry mix, vinegar, pickles, mustard, roasted coffee or dry tea, or a dried herb or dried herb mix. 
  • Has an annual gross income of $50,000 or less from the sale of the described foods; and
  • Sells the foods produced directly to consumers at the individual’s home, a farmers’ market, a farm stand, or a municipal, county, or nonprofit fair, festival or event.
  • Delivers products to the consumer at the point of sale or another location designated by the consumer.​​

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

Household Hazardous Waste and E-Waste Disposal

Coppell residents can contact Republic Services to set up an appointment to have their Household Hazardous Waste and E-Waste collected.

  • The household hazardous waste program (HHW) is available to Coppell Residents.
  • The HHW service is available to each household once each month.
  • Call Republic Services before noon on any given Friday.
  • HHW bags will be mailed to you along with proper instructions on how to package the material for collection on the next available Wednesday.
  • Call 972-304-3555 or 817-332-7301 to schedule your HHW pick-up.

​​​​​​​​​​​​​​​​​​​​​The City of Coppell supports an Open Government philosophy and has established a comprehensive online resource for citizens to review a variety of government documents and provide a forum to address any questions that arise.  The City has chosen to participate in the Texas Comptroller’s Transparency Stars program, recognizing local governments in their pursuit for openness and accountability to their citizens.  More information on this program can be viewed at www.texastransparency.org. ​​ Coppell has been awarded the Financial Transparency Star.


 

Bond Information

The City of Coppell is reviewed and rated by two separate rating agencies.  The City of Coppell maintains a AAA​ rating with Moody's and a AAA rating with Standard and Poor's.  There are not any bond elections currently scheduled.

Library Volunteers

​Cozby Library's Volunteer Program creates opportunities for individuals to perform a valuable service for the community. The Program encourages area residents to become familiar with their library and the services being offered and supplements the efforts of library staff. Friends of the Cozby Library and Community Commons

The Friends of the Coppell Public Library actively promote library programs and increase library resources through a variety of activities. Friends also volunteer to help out at local community events and library programs. The Friends have a vision to build a community of library advocates in order to enhance the Cozby​ Library experience. It is their mission to enhance the library experience by creating public awareness, fostering community spirit, and bringing new programs to the library. Want to join the Friends? Volunteens​

​If you have ever been in the library during the summer, you know how busy it is! Since we are so busy, we rely on the help of our "volunteens". Applications will be available online only beginning April 2. Applications will be accepted through Monday, April 16. Many teens are interested in becoming a summer volunteen, but the number of positions is limited. This program is open to Coppell residents ages 12-17. ​​For more information, please call 972-304-3658.​

The League of Extraordinary Teens​

This is a unique way to earn service hours and give back to your community. Coppell Residents in high school are invited to apply for The League of Extraordinary Teens. This group will help plan select library programs. ​Check back Fall of 2018 for more information.​

​Does Coppell require pets to be registered with the City?


Yes. All dogs and cats that live in Coppell are required to be registered with the City annually and to display both a current City tag and a current rabies tag on their collar at all times. To register your pet, you may visit most local veterinarians or the City of Coppell Animal Services Center and provide proof of current Rabies vaccination. The current cost of registration is $10 per year for a sterilized pet or $20 per year for an unsterilized pet. We also offer a three year city registration tag which can be issued with a three year rabies given within the same month as a new registration. If you prefer to register your pet by mail, please provide current proof of Rabies vaccination, payment and the completed Application for Animal License. Mail to: Coppell Animal Services 821 S. Coppell Rd., Coppell, TX 75019. Checks can be made to City of Coppell. Contact us for more information.


Does Coppell have a leash law?


Yes. Both dogs and cats are required to be confined or restrained whenever they are off of the owners property, including parks and walking trails. If your animal is off leash, you could be issued a ticket for having an animal at large.

Does Coppell have a "pooper scooper" ordinance?


Yes. Citizens who walk their dogs are required to pick up and remove, in a sanitary manner, any waste left by that animal on any property other than that of the owner.

What number can I call to report a dog that barks constantly?


Call the Animal Services Department at 972-304-3515. Dogs that bark constantly and are disturbing neighbors is a violation of the City Ordinance.

What number can I call to report a stray animal?


Call the Animal Services Department at 972-304-3515 to report strays. We have a voice mail system for use, in the event that we are too busy to answer the phone or not available. Please feel free to leave a message with complete information. Messages are checked several times daily.

How much does it cost to adopt an animal?


The adoption fee is $75 for a dog/puppy or $50 for a cat/kitten. Animals are spayed or neutered, microchipped, up to date on vaccinations and tested for FELV (cats)/Heartworms (dogs) according to what is age appropriate, for the animal.

Does the Animal Shelt​er accept donations?

Yes. We gladly accept new/used tangible items such as food, blankets, towels, toys, portable kennels and any other serviceable pet-related goods. We also accept monetary donations that assist in the costs of spay / neuters, vaccinations, and the medical needs of the animals. Currently, we are especially in need of kitten food and cat litter.

Call the Animal Services Department at 972-304-3515. The Animal Services Department loans live traps and provides educational information sheets to City of Coppell residents. We like to try to assist with public education before recommending live trapping. Please give us a call at 972-​304-3515 for assistance with your wildlife concerns.

Meeting Room

• May be reserved by adult card holders for non-profit organizations.​
• The event must be open to the public.
• Reservations may be submitted no more than three months or less than 72 hours in advance.
• Non-profit groups are limited to two meetings per month.​
• Meeting Rooms A or B can each hold 13-75 people. A & B combined holds 75-200 people.

Reservable Rooms

​​​• May be reserved by card holders 14 years and older.
• Reservations may be made in one hour blocks with a maximum of three hours.
• Reservations may be submitted no more than three months or less than 72 hours in advance.
• Card holders are not limited to a number of meetings per month.
• However, each reservation must be at least three days (72 hours) apart and they cannot make a new reservation until the initial meeting takes place.
• If the card holder is fifteen minutes or more late, the reservation may be cancelled.
• Study Room D hold up to 4 people. Study Room E is available for up to 6 people. Study Room F, the Business Center, and the Conference Room are available for up to 12 people. 
• When not reserved, Study Room D, E, F, and the Business Center are available on a first come-first served basis. The doors will not be kept locked, but a sign will be on the outside of the rooms indicating when they are reserved.
• The Conference Room will be kept locked unless in use.
• Study Rooms A-C will continue to be first come, first served.

O​pen Study Rooms

• Study Rooms A-C are available on a first come-first served basis. Sign-up to use the room for up to 3 hours each day. 
• Study Rooms D-E are available on a first come-first served basis when they are not reserved.
• Study Room F functions as a shared space when it is not reserved and Monday-Thursday, 5-9 pm.
• The Business Center functions as a shared space when it is not reserved.
• The Conference Room is closed to the public when it is not reserved.

​Teen Room Guidelines​

​​​•The Teen Room is reserved for exclusive use by library users in grades 6 - 12 from 5 - 9 pm on days when school is in session and all day when school is not in session. During the summer and school breaks, the Teen Room is only available for teens.
•The Library Facilities Guidelines are applicable to all patrons utilizing the Teen Room. ​
•Only staff members may handle games, the gaming console, and the TV.

To use one of our hour long computer stations with access to the internet, you must have a Coppell library card in good standing. Guest internet passes are available for non-cardholders,​ 18 and older.

Laptops are available for adults with a Coppell library card. They are available for a 2 hour checkout for use with in the main library.​​​

You can print from any web-enabled device like a pc,​ laptop, tablet, or smart phone. To print from your home computer, visit http://www.printeron.net/clcc/mainlibrary and follow the instructions on the page. To print from a mobile device, download the PrinterOn app. Search for Cozby Library to find our color and black and white printers. Save and add them to your list of printers for future printing. 
To claim your print jobs, stop by the library's Copy Center to pay for and release your prints. Faxing, copying,  and scanning services are also available. ​
Pay for printing or copies
Black and White prints and copies are 15¢ per page. Color prints and copies are 50¢ per page.

​​​​​​​​​​​​​​​​The City of Coppell Parks and Recreation Department is proud to act as beneficiary to all Eagle Scout Service Projects completed within the parks system. All Eagle Scouts inquiring about a service project are encouraged to visit all parks and trails systems and brainstorm a project to propose. (See list of Parks​​) One of the primary purposes of the Eagle Scout service project is to learn and enhance leadership skills. Per the Eagle Scout Service Project Workbook (page 5), his parents and others may help, but the Scout must be the leader. If you wish to propose a service project to the City of Coppell, here is the process:

Step by Step Process per City of Coppell guidelines:

1. Brainstorm ideas that you feel will benefit the City of Coppell. Be creative - this is your project!

2. Submit the following via email to Molly Bujanda, Community Programs - mbujanda@coppelltx.gov​:
     B. Eagle Scout Service Project Proposal​ (Pages A - E in the Eagle Scout Service Project Workbook)

3. Arrange a time to meet with City staff to discuss and review the service project proposal.
     A. Please allow for 5-7 business days from initial submittal of the project proposal to scehdule a meeting.
     B. After this meeting, City Staff will discuss your project with the Department Director and other necessary departments for initial approvals and communicate the decision to you via email.

4. After all approvals have been met for the Project Proposal; the Scout will schedule a second meeting with City staff to discuss the Final Plan (Fundraising Application, if applicable) and obtain necessary signatures needed.

5. Maintain communication with Jen Ferguson to ensure the project meets the organization's needs once it's completed. 
     A. An appropriate City of Coppell staff member will assist the Scout on the day of their project completion.

6. Obtain the final signatures and approvals needed for completed service project.

The City of Coppell commends you for your accomplishments to date with the Boy Scouts of America organization and wishes you the best of luck in your Eagle Scout endeavor.

Page Content: ​​​​Republic Services has chosen to operate trash and recycling service on all holidays except Thanksgiving Day, Christmas Day, and New Years Day. Unless otherwise noted, trash and recycling service will not be affected on any other holiday.

2018/2019 Holiday Trash & Recycling Schedule

THANKSGIVING SCHEDULE – Thursday, November 22, 201​​8:
Normal Thursday trash collection will shift to Friday, November 23rd
CHRISTMAS SCHEDULE – Tuesday, December 25, 2018:
Service normally provided on Monday will be on regular schedule, Wednesday will shift to Thursday and Thursday will shift to Friday
NEW YEARS SCHEDULE – Tuesday, January 1, 2019:
Service normally provided on Monday will be on regular schedule, Wednesday will shift to Thursday and Thursday will shift to Friday

​AUTHORIZED WASTE HAULER: REPUBLIC SERVICES

  • If your trash, recycling or yard waste was set out for collection by 7 am and was not collected by the end of the day, contact Republic Services at 972-304-3555 or 817-332-7301 to report the missed pick-up.  
  • A collection will be scheduled for no later than the next business day. 

TRASH SERVICE

  • TRASH and BULK collection days are every Monday and Thursday.
  • Trash should be placed in trash bags or trash cans with lids and placed at the end of your driveway prior to 7 am.
  • Residential customers are allowed a maximum 10 bags of solid waste per service day. Each bag should not  weigh more than 40-pounds.
  • Bulk waste is materials not easily contained in a trash bag such as, but not limited to, swing sets, furniture, oversized acceptable solid waste and brush too large to be cut and packaged per yard trimming guidelines.
  • Bulk Waste is not to exceed 2 cubic yards per collection.
  • Commercial trash will be serviced by dumpsters when the establishment generates more than 10 bags per week.​
​​Fence Disposal
  • Fence panels must be cut in sections less than 4 ft long.  
  • Individual panels must be cut in length less than 4 Ft long, bundled and tied with cotton or jute string.
  • Bundles must weigh less than 40 pounds.
  • Concrete is not accepted by the truck, but may be taken to the landfill free of charge.
  • Fencing will be colleced on Monday and Thursday.​​

RECYCLING SERVICE

  • Recycling collection day is every Wednesday.
  • Place your Republic Services issued cart at the end of your driveway prior to 7:00 AM
  • Commercial recycling may be serviced by any reputable recycling company.

Acceptable recyclables include:

  • Plastics #1-7 and plastic bags.
  • Paper - All paper, including magazines, cardboard, phonebooks, waxed milk and juice cartons. No wet paper or paper that has touched food.
  • Aluminum and Other Metal - Cans, foil, aerosol cans, scrap metal weighing 50 pounds or less
  • Glass - Any glass bottles or containers, with or without lids.  Excludes window glass, porcelain, china or ceramics.

YARD TRIMMINGS RECYCLING

  • Yard trimmings are collected on Wednesdays.
  • Place your yard trimmings in lawn and leaf bags (paper bags) or an open trash can. Do not put trash or recyclables in with your yard trimmings.
  • Place at the end of your driveway by 7 am on Wednesdays.
  • Bundle brush and tree trimmings in bundles less than 4 ft long and tie the bundles with cotton or jute string. 
  • Bundles or containers must weigh less than 40 pounds.
  • Individual tree branches must be less than 6 inches in diameter to be hauled away by Republic. 
  • Unflocked Christmas trees will be picked up after decorations have been removed.

PLASTIC BAGS WILL NOT BE ACCEPTED for yard trimmings. Other materials not accepted include dirt, poisonous plants, rocks or concrete.

 

​Household Hazardous Waste and E-Waste Disposal

Coppell residents can contact Republic Services to set up an appointment to have their Household Hazardous Waste and E-Waste collected.

  • The household hazardous waste program (HHW) is available to Coppell Residents.
  • The HHW service is available to each household once each month.
  • Call Republic Services before noon on any given Friday.
  • HHW bags will be mailed to you along with proper instructions on how to package the material for collection on the next available Wednesday.
  • Call 972-304-3555 or 817-332-7301 to schedule your HHW pick-up.​

LANDFILL USE BY CITIZENS

Coppell residents have access to Camelot Landfill, 580 Huffines Blvd., in Lewisville. Call Camelot at 972-492-3888 for hours of operation. Residents are allowed to dump one-ton of waste per month at the Camelot Landfill, free of charge. ​​Each Coppell household, who is a water customer, can gain access to Camelot Landfill by presenting upon arrival the most current paper copy of your water bill and photo identification with a matching address. eBilling customers will be required upon arrival to show a paper copy of the most current water bill and photo identification with a matching address. ​Customers who have signed up for eBilling, can access a copy of their bill by visiting coppelltx.gov​, clicking on the H2Online icon and printing the most current copy.  Click on the map above for directions to Camelot Landfill.

ROLL-OFF PERMITS

​Roll-off containers placed on residential property require a permit from the Environmental Health Department.  Although there is no charge for the permit, the permit allows a roll-off to be placed on residential property for 30 days.  Roll -off Permits may be obtained through the City of Coppell Environmental Health Division located at 265 E Parkway Blvd., Monday-Friday 7am-4pm.  Or you may complete the permit application and email it or fax to 972-462-5123, Attn: Environmental Health Dept.  Please call Republic Services at 972-304-3555 or 817-332-7301 to set up service for a Roll-off container.

Vision 2040 is the subsequent phase of strategic planning for our community's future beyond the Coppell Vision 2030 plan. The Vision 2040 process began in the fall of 2017 with the Citizen Summit, an event initiated by the City Council that kicked off the visionary thinking process for residents engaged in planning for the future. 

The planning process for Vision 2040 is continuing forward. Since the Citizen Summit, we've been working to get a professional facilitator on board to assist us in the formal focus group visioning process that will be the basis for the new Strategic Plan. Our initial solicitation brought only a single proposal, and we felt that it would not be in the City's best interests to move forward with the lone proposal. The invitation to bid on the professional facilitator services was re-posted after the first of the year, and proposals are due in mid-February. We expect to bring a contract for City Council consideration in late March 2018. 

From there, the consultant will conduct foundational interviews with the Coppell City Council to obtain feedback on their vision, priorities, and goals for the future. This feedback will not "steer" those subsequent discussions that will occur with residents later in the year, but will provide context for the future resident focus group discussions. We'll likely defer starting the focus group meeting until after the summer months to ensure that we can have robust resident participation.

Citizen Summit 2017

Approximately 84 residents gathered at the Cozby Library on September 21st after answering a call from elected officials asking, "What would you like Coppell to look like in 20, 30 or 40 years?" Participants received a brief overview then divided into five groups that tackled different issues:

  • Business & Economic Development
  • Transportation
  • Effective City Government
  • Mind, Body & Enrichment
  • Where would you like to see Coppell in 2040?

After discussing various topics, each group catalogued and voted on the topics that they felt were most important. The exercise was intended to get residents thinking about planning for the future, and the bullet points below are part of the creative brainstorming process. Although Citizen Summit jump started the planning process, the next phase will include facilitated focus group discussions, and the final plan may or may not incorporate the ideas below.

    • City-wide wifi, bury power lines
    • Incentives for redevelopment of aging centers - help circulation, facelift of facades, etc.
    • Decide who we want to be and create a strategy that determines what types of businesses we want and how we want to grow
    • Redevelopment - how do you redevelop existing space to enhance and improve Coppell? What businesses will drive traffic to a center?
  • Transportation
    • Bus and transportation plan
    • Bike lane/trails to connect to other cities
    • Pedestrian walkway over the street
  • Effective City Government
    • Citizen engagement
    • Smart phone app, City sponsored, with voice capability

    • Connectivity: safe walking/biking for exercise/transportation

Leading up to Citizen Summit, residents were asked to submit photos of what they like about Coppell, what they don't like about Coppell and what they would like to see in Coppell.

Over 100 photos were submitted to the vision board for consideration at the Citizen Summit.

Coppell Vision 2030

Planning for future generations has been a hallmark of Coppell for decades, and is a key reason why Coppell looks the way it does today. From the zoning and building requirements to parks and amenities, development in Coppell has been carefully planned to reflect the ideals and values of the community. In 2009 the City of Coppell adopted the Coppell Vision 2030 plan, which provided a set of priorities, goals and objectives for Coppell elected officials and City staff to follow, much like a roadmap. At the end of 2017, approximately 60% of the objectives and critical factors for success have been accomplished and Coppell is well on its way to achieveing the Vision 2030 goals.

​Babies from birth to crawling and their favorite adult will enjoy songs, action rhymes, and share books together in this one-on-one lapsit program. This storytime is designed to be a springboard for literacy, by exploring the senses with music, action rhymes, and age appropriate reading. Come prepared to have fun with baby.

​All ages are welcome at Family Storytime, which incorporates stories, songs, rhymes, and more into a fun and interactive experience for the whole family.

​A storytime for 2 and 3 year olds (with their favorite adult) who are ready to sit and enjoy interactive stories, songs, and games that encourage their emerging language skills. This program will introduce young children to the joys of language and literature.

Storytime for 3 to 5 year olds who are ready to attend independently. This storytime is designed to foster a smooth transition into school and is the only storytime that children attend without their adult caregiver. This fun and interactive program combines activities such as read-aloud stories, songs, rhymes, and fingerplays. It introduces children to listening skills, the library, and the joy of reading.

​​The goal is to read 1000 books to your child before they start Kindergarten. Parents, grandparents, and older siblings can help your child meet this challenge. Books read to them at storytimes and daycare can be included. Books can be repeated too! Reading to your child improves vocabulary and language skills, improves concentration, and is a great way to strengthen your relationship. ​​​​​If you have ever been in the library during the summer, you know how busy it is! Since we are so busy, we rely on the help of our "volunteens". The volunteer opportunities start Saturday, June 2 and run through July 31. 
Many teens are interested in becoming a summer volunteen​, but the number of positions is limited. This program is open to Coppell residents ages 12-17. Applications will be available online only beginning April 2. Applications will be accepted through Monday, April 16. If we have more tee​n applications than we can fill, there will be a lottery to select the teens.​

The mission of Coppell Parks and Recreation is to maintain responsible stewardship of natural and allocated resources to promote quality recreational and educational opportunities that enhance the overall health of individuals and the community.

The department also manages and maintains 544 acres of park land, nature preserves, cemetery, and all city grounds. Facilities include the CORE, Wagon Wheel Tennis Center, the Coppell Senior and Community Center at Grapevine Springs, the Biodiversity Education Center, and Rolling Oaks Memorial Center. 

Our vision to create a community connected through people, parks and programs aligns with the National Recreation and Park Association's (NRPA) philosophy of ​creating equitable, healthy and sustainable communities. ​

People • Social Equity

We believe communities are built on people, and that everyone should have equal access to programs and spaces that make our community great. We offer free programs throughout the year covering topics ranging from environmental education to healthy living and fitness​, literacy, and water safety. We also present 14 special events each year that are free to the public, including Celebrate Coppell, Kaleidoscope, Music in the Park, and more. To learn more, visit our events page.

​Parks • Conservation 

​Protecting open spaces, teaching conservation to current and future generations, and connecting people to nature​ is ​our goal. Through diligent conservation practices, Coppell Parks and Recreation has maintained a "Tree City USA" designation for over 20 years. ​The department also recycles all landscape debris. Since 2015, over 600,000 lbs of material has been diverted from landfills. Environmental education aims to create an eco-conscious​ citizenry, and focuses on native and drought-tolerant plants, insects, and water conservation.

Programs • Health & Wellness

​We provide opportunities for citizens to live healthy, active lifestyles, both outdoors and indoors! Coppell's trail system has increased by 25% since 2015, and it continues to grow and connect the community to the rest of the DFW region. The trail system is made up of hike and bike trails, a decomposed granite soft running trail, nature trails, and ​opportunities for cyclists to safely share roadways. Fitness classes and athletic opportunities are offered at all facilities. Additionally, the department partners with Living Well in Coppell to offer a variety of fitness screenings and opportunities to increase awareness and participation in health and wellness activities.

Coppell Parks and Recreation is CAPRA Accredited!
Coppell Parks and Recreation continues to be among the ranks of elite park and recreation agencies and departments across the country by earning accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and NRPA. The department first received this distinguished accomplishment in 2010, and was re-accredited during the 2015 NRPA Annual Conference in Las Vegas, NV.  

CAPRA accreditation is the only national accreditation for park and recreation agencies, and is a measure of an agency’s overall quality of operation, management and service to the community.  This mark of distinction indicates that an agency has met rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services. Coppell is one of only 10 cities in the state of Texas to receive this award!

As part of the accreditation process, the department had to demonstrate compliance with 151 recognized standards and document all policies and procedures. Often the process helps identify efficiencies and heighten areas of accountability, all of which translate into higher quality service and operation to benefit the community.

The ​Andrew Brown Park Redevelopment project is complete and both East and West are open to the public. The parks offer a wide range of recreational experiences, including active play and passive open space. Visit East and enjoy a quiet space to picnic or read a book. Or, take a jog around the decomposed granite soft running trail at West, play on the playground, or play a friendly game of basketball or sand volleyball! 

Read below for information on the redevelopment project that took place in 2016 - 2017. 

About the Andrew Brown Park Redevelopment

Through the citizen-driven Coppell Vision 2030 Plan, a need was identified for a signature park to activate the community and provide enjoyable public spaces. Citizen support was abundant, not only verbally but at the polls, and in 2013 approved the reauthorization of a ½-cent sales tax. 


The redeveloped parks feature community gathering areas with pavilions for performances and community uses, passive areas for sitting quietly enjoying the out-of-doors with friends and family, as well as an area appropriately sized for the large events that Coppell citizens have enjoyed for years. Also included is a rejuvenated youth athletic complex at Andrew Brown Park West, with a softball complex and new field sports complex, improved trails throughout, a playground, and basketball and volleyball courts.​​

A Message from Parks and Recreation Director Brad Reid
Several years ago, the idea came out of a series of strategic planning summits about renovating the Andrew Brown Parks, going on to suggest major changes to the usage of the park areas in the future, allowing for improvements to youth sports amenities and adding community gathering spaces.  These two goals became the baseline for a redesign of the parks in 2011, and have continued to be the focus since.  ​

Updates on the Redevelopment Project:

Project Update - February 2​​, 2017

Andrew Brown Park West
  • Athletic fields should be completed within the next week.
  • Softball b​leacher seating and backstop netting will be installed ​​next week.
  • Trails around the park are 85% complete. ​Crews are working to pour remaining areas of concrete trail on the east side of the park ​and install remaining areas of  soft trail on the north end.
  • Landscaping of the entire park in currently in progress​.
  • ​​Next Steps - It is anticipated that the project will be completed at the end of March 2017.  At that time the trails, play areas and the parking lot will open. Temporary fencing has been installed around the softball and soccer fields to allow the sod time take root. Fields will open in September 2017​​​.​
Andrew Brown Park East
  • The majority of trails and concrete walkways entering the park have been poured.
  • The Grand Pavilion building is nearly complete. Roofing material, brick columns and brick pavers will be installed in the​ coming weeks.
  • Bridge piers were completed this week. There will be 2 bridges that will connect the Civic Green area to the Boardwalk Pavilion and hike and bike trails on the North side of the park. Construction of the bridges should begin next week.​
  • The Performance Pavilion structure is in place and contractors have started installing the brick on the columns.  The contractor has also started the construction of the Boardwalk Pavilion. ​
  • Next Steps - The project is still on target to be completed in time for Celebrate Coppell on July 1, 2017.

Project Update - November 18​, 2016

Andrew Brown Park West
  • The project at Andrew Brown West is moving into its final stages.  Core Construction is in the process of finishing out the building structures which includes interior work (drywall, paint and the installation of appliances.)
  • The roofing material is installed on the buildings and pavilion, and roofing material on the dugouts and spectator seating areas is being installed.  
  • The children’s play area is nearly complete.  The playgrounds, basketball courts and sand volleyball courts have all been installed.  
  • The landscape contractor has started the process of installing many of the 278 trees that will be planted with this project, and they are also working on the final stages of the irrigation system.
  • ​​Next Steps - It is anticipated that the project will be completed in March 2017.  At that time the trails, play areas and parking lot will open.  The softball and soccer fields will remain closed until September 2017 to allow the sod time take root.​​
Andrew Brown Park East
  • Core Construction is currently focusing on the structures in the park, which include the Grand Pavilion, Boardwalk Pavilion and the Performance Pavilion.  
  • Crews are also working on the walls around the Grand Pavilion.​
  • Next Steps - Installation of roofing materials will begin very soon on the Restroom Building and the Group Pavilion.  ​

Project Update - July 3​, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, buildings are beginning to take shape. Masonry has begun at the softball and soccer concession stands. The roof of the softball concession area is being framed. Crews are beginning to work on construction of the playground area. On the south end of the parking lot, 1500 sq. yards of concrete has been poured.
​​• Next Steps - Additional concrete will be poured to complete the parking lot. Work will begin on irrigation, field fences and lighting.

Andrew Brown Park East
• At Andrew Brown Park East, moisture conditioning of the soil is complete. Pond excavation has begun to connect the pond on the west side of The CORE to the pond on the east side.
​• Next Steps - Building construction of the pavilions will begin in the next few weeks. ​​


Project Update - June 3​, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, the concrete foundation has been poured for the softball complex concession area, and structural steel is in place. One of the four concrete seating areas ​for   ​the softball fields has been poured. On the south end of the parking lot, 1500 sq. yards of concrete has been poured.
​​• Next Steps - Weather permitting, additional concrete will be poured to complete the parking lot and softball field seating areas.

Andrew Brown Park East
• At Andrew Brown Park East, moisture conditioning of the soil continues underneath the building sites. Moisture conditioning is complete where the Grand Pavilion will stand.
 Construction is moving somewhat slower at Andrew Brown East, due to weather and flooding in the area. Some areas of trail will be closed due to high water. Please follow all detour  signs. 
​• Next Steps - Moisture conditioning underneath the remaining building sites will continue in the coming weeks.​​

Project Update - April 6, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, grading of the soil is complete, as well as the installation of storm water drainage pipes, utility, water, and sewer lines. Moisture conditioning of the ground       is preparing the soil in areas where structures will be built.​
​​• Next Steps - Building pads will be ​constructed for the soccer concession stand, softball complex concession area, and basketball courts.

Andrew Brown Park East
• At Andrew Brown Park East, demolition is complete. All structures have been demolished, including the softball complex, basketball courts, all concrete trails within the construction    area, and the fishing pier. Crews are currently working to regrade the soil.
​• Next Steps - Following the regrading of the soil, storm water drainage pipes will be installed, as well as utilities, sewer lines, and water lines.

Project Update - February 22, 2016

Demolition work is currently underway at Andrew Brown Parks East and West. Crews are working to eliminate existing structures within the project areas and prepare them for future construction and development. Many trees within both parks are being preserved and are surrounded by orange fencing.​ 
Andrew Brown Park West
​• At Andrew Brown Park West, all structures have been demolished and crews are currently working to regrade the soil and are beginning to install storm water drainage pipes.
​​• Next Steps - Installation of the storm water drainage pipes currently taking place at Andrew Brown Park West will continue for a few weeks and will be followed by installation of sewer        lines and water lines. Moisture conditioning of the ground will take place to prepare the soil in areas where structures will be built.

Andrew Brown Park East
• At Andrew Brown Park East, crews have begun demolition by removing the softball complex, basketball courts, all concrete trails within the construction area, and the fishing pier. 
​• Next Steps - Demolition will continue at Andrew Brown East, with demolition of the pavilion and restroom complex scheduled to take place mid-week the week of February 22. 
  After all existing structures are removed, excavation of the top soil and regrading will begin and continue for approximately one month.​​

Project Update - February 2016

The redevelopment project is currently underway at Andrew Brown East and West. Fencing has been installed to maintain control of the construction site, which will limit access into the project areas.  ​Demolition of existing sidewalks and structures is in progress. During construction, there will be significant impacts to the usability of the trails and park areas.  Those areas that can safely remain accessible will be left open for use. ​


Project Update - January 14, 2016

On the evening of January 12, 2016, the Coppell City Council carefully considered the future of the Andrew Brown Park system, and discussed the plans for redevelopment as well as the increased cost of ​construction​​. ​The Council approved the total award for construction of the first phase of work for $21,183,850.00.The project is being funded by the ½ cent sales tax that was reauthorized by voters in 2013. ​The increase in the ultimate cost of the project is based on several influences: 
  • ​​​Since the project cost estimation was first considered in 2012, inflation in the construction industry has increased the cost of materials and labor.  
  • Community input on the project requested that items be added to the scope, adding to the cost.  
  • When the master plan of the park was completed, it was anticipated that the park would be constructed in phases over several years. This meant that important items would be left to be constructed later.  

Project Update - January 8, 2016

The contractor plans to begin the work in late January at Andrew Brown Community Park West with demolition and earthwork as the first activities.  The Parks Department will be able to relocate some of the trees being removed at Andrew Brown West to other areas within Coppell, with several moving to Moore Road Park and to Rolling Oaks Memorial Center.​​​
