What is the city's current population?

40,820 as of January 1, 2017.

What is the role of the Planning and Zoning Commission?

How often does the Planning and Zoning Commission meet?

How can I obtain specific information on upcoming zoning cases?

Call the Planning Department at (972) 304-3678 and ask to speak with a planner on staff. The zoning cases are listed on the Planning and Zoning Commission and City Council agendas posted in City Hall at least 72 hours prior to the respective meetings, and are published in the Citizens' Advocate newspaper. Planning and Zoning Commission Agendas, Minutes and Packets are available in the Public Document Database. Access these via the City Secretary parent folder, 10-Boards & Commissions subfolder, and then the Planning and Zoning Commission subfolder.

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance?

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.

Frequently Asked Questions

How large is Coppell?

The city is 14.71 square miles.

What is the city's current population?

40,820 as of January 1, 2017.

What is the role of the Planning and Zoning Commission?

The Planning and Zoning Commission is a recommending body to the City Council on all zoning, platting, and development matters. They are the Site Plan approval authority and have been granted the right to approve Final Plats in some instances.

How often does the Planning and Zoning Commission meet?

The Planning and Zoning Commission meets every third Thursday of each month at 6:30 p.m. in the Council Chambers.

How can I obtain specific information on upcoming zoning cases?

Call the Planning Division at (972) 304-3678 and ask to speak with a planner on staff. The Agenda/Packet is available the Friday before the scheduled meeting.

Who is notified with regards to a zoning change request?

All property owners on the most recently approved tax roll located within 200 feet of the zoning change request are notified by mail at least 10 days prior to the Planning and Zoning Commission meeting. A zoning notification sign is also placed on the subject property 10 days prior to the hearing and remains on the property until the city takes action on the request.

What can be done if I oppose the rezoning of property within my neighborhood?

Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission?

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council?

Trails

Coppell’s trail system currently consists of approximately 14 miles of multi-use hike and bike trails, a 1.1 mile decomposed granite soft running trail, and 5 miles of preserved nature trails. Since 2015, the trail system has been expanded by 25%, and future plans include 6.5 additional miles in the next 2 years, including providing greater connectivity to surrounding cities.

The system is a master-planned greenbelt trail beginning at the area along Denton Creek in the Andrew Brown Community Park system. View the Trails System Map

View the
Trail Implementation Master Plan
The vision for the continuation of the trails system is to provide easy access at any point within the City, and connect to the regional trail system linking other surrounding communities.

Lightning Prediction System

A lightning prediction system is in place in some of the busier park sites and along some trails within the City. The system is designed to alert park, trail and ballfield users that the conditions are favorable for lightning strikes.

When conditions are right, the system will sound an alarm. A warning can provided 8 to 20 minutes before a potential strike occurs. The system monitors a 2-mile radius around the unit. When activated, those in the area should seek shelter immediately. The lightning prediction system operates from 7 AM - 11PM, seven days a week.

Park visitors should always assess weather conditions before going outside and always be prepared to take the appropriate action needed to ensure safety.

FUNCTIONAL SAFETY INTEGRATION

In addition to hosting public education classes, the Life Safety Park's main education building also houses the City of Coppell's Emergency Operations Center (EOC), under the direction of Coppell's Emergency Management Division. The EOC is a central command and control facility responsible for ensuring municipal operations are maintained throughout unforeseen events. It is specially designed with reinforced materials, backup power supply, and advanced technological audio/video equipment.

On an average day, the EOC is minimally staffed for constant situational monitoring and maintenance; Coppell's EOC contains six specialty computer work stations for monitoring impending weather conditions, controlling city traffic flow and street operations, and communication system maintenance. In the event of EOC activation, additional personnel and representatives from public safety, emergency response, and various support agencies are called in to coordinate and enact the City’s Emergency Operations Plan.

While the EOC is designed to handle unplanned events and emergencies, it is much more than a reactionary tool for the City. The hub plays host to many training sessions, tabletop exercises, planning workshops, and general preparedness activities in an effort to be as much of a preventative tool as it is to serve in the event of an emergency.

For more information on the Emergency Operations Center, visit the Emergency Management webpage.

Our Mission

The mission of the Coppell Fire Department is to serve the citizens and business community of Coppell by preserving life, property and the environment through the efficient delivery of education, prevention, public service, emergency response, code enforcement and administrative activities.

History

Beginning in 1958, the Coppell Fire Department began providing volunteer emergency response to the community of Coppell, Texas.  In the past 60 years, the department has grown from a volunteer department to a fully paid professional staff with 1 Fire Chief, 2 Deputy Fire Chiefs, 1 Division Fire Chief, 3 Battalion Chiefs, 12 Captains, 12 Engineers, 51 Firefighter/Paramedics, 1 Fire Investigator, 1 Fire Inspector, 1 Emergency Management Officer, and 3 Administrative Services personnel.  We operate out of 3 strategically located stations staffing 3 Engines, 3 Medics, and 1 Truck Company.

ISO Class 1 Rating

The City of Coppell Fire Department has once again received the Insurance Services Office (ISO) top rating of Class 1. This rating has been achieved by less than ¼ of 1 percent of fire departments nationwide. The ISO currently evaluates over 50,000 fire departments nationwide with only 186 earning the Class 1 Rating. The Coppell Fire Department has previously earned the Class 1 Rating in 2008 and continues to exceed the requirements for this prestigious classification. This rating reflects the hard work and dedication of all the Coppell fire fighters and their commitment to save lives and property.

Fire departments across the nation are rated by the ISO to determine a Public Protection Classification (PPC) for individual cities or counties. This rating is published by the ISO and used by insurance companies to determine insurance rates. The ISO Schedule develops a PPC number on a relative scale from 1 to 10, with 1 being the very best and 10 representing less than minimum recognized fire protection. Most U.S. insurers of homes and business property use the PPC in calculating premiums. In general, the price of fire insurance in a community with a good PPC is substantially lower than in a community with a poor PPC.

When the ISO evaluates a fire department's capabilities it uses a system called the Fire Suppression Rating Schedule (FSRS) which employs nationally accepted standards developed by such organizations as the National Fire Protection Association (NFPA), the American Water Works Association (AWWA) and the Association of Public Safety Communications Officials (APCO) International. The FSRS considers three main areas of a community's fire suppression capabilities including emergency communications (911 call center), the fire department, and water supply. In addition, it includes a Community Risk Reduction section that recognizes community efforts to reduce losses through fire prevention, public fire safety education and fire investigation.

Key elements considered when evaluating a fire department include response capabilities (deployment analysis) which includes adequate staffing of fire service personnel on engine crews and ladder companies, fire station distribution (location and coverage), appropriate apparatus and equipment, training, water supplies, organizational structure, communications and building/fire prevention codes and their enforcement.

The Coppell Fire Department's ability to maintain this classification since 2008 is a reflection of the City of Coppell's commitment to provide quality public safety services to the citizens, businesses and visitors of Coppell.

TFCA Best Practices Recognition

The TFCA Best Practices program provides a pathway for a fire department to push its level of service to a level of excellence that is validated by independent experts. The designation demonstrates to customers of these organizations that their fire department is among the very best in the Texas fire service. The Coppell Fire Department received this prestigious designation in 2014.
