The Biodiversity Education Center is only open to the public during center program offerings.

Nestled on 66 acres of nature preserve in Wagon Wheel Park, the Biodiversity Education Center at Coppell Nature Park promotes and provides hands-on environmental education. Participants of the education programs, for both school and the com​munity, observe and learn about local flora, fauna, and environmental sustainability issues, as well as develop a deeper connection to their environment through nature.

The Biodiversity Education Center is a “green” constructed ​building. The project receives power from 96 solar panels and includes a cistern that captures 9,400 gallons of rain water. Landscaping around the Center features Texas native and adaptive plants, reducing water consumption and providing a habitat for wildlife such as butterflies, hummingbirds, birds and bees.

The Biodiversity Education Center offers a wide variety of community programs for all ages including environmental and gardening education classes, outdoor recreation, tours, and community improvement days. The Friends of the Coppell Nature Park, ​City of Coppell, Keep Coppell Beautiful, Coppell ISD, and Northlake College,  work collectively to offer exceptional environmental education programs.​​​

COPPELL NON-PROFIT RESERVATIONS

Coppell Non-profit 501(c) 3 Organizations can request reservations.  Youth organizations such as Girl Scouts, Boy Scouts, 4H and American Heritage Girls are asked to submit requests using the non-profit form.  Reservation Form and Rental Information​

SCHOOL PROGRAM REQUESTS

The Biodiversity Education Center offers school field trips and class use of the building to CISD schools and Northlake college classes. Classes wishing to hold a field trip at the Biodiversity Education Center and Coppell Nature Park as well as classes wishing to use the facility for space to meet while doing field studies in the nature park are asked to fill out a SCHOOL PROGRAM REQUEST FO​RM​ ​ to schedule their visit.  Programs currently offered can be viewed in the BEC Program Overview and BEC Games documents below. Additional information on materials available for use while using the BEC as well as Geology lesson plans can be found on the Coppell Nature Park Education Resources Page​

​Procedure for School/College Program Requests:

  1. Fill out and submit the “School Program Request” form at least 30 days prior to your requested program date.  The form may be emailed to cnp@coppelltx.gov or delivered to the Coppell Road Service Center, located at 816 S. Coppell Road. 
  2. The Biodiversity Education Center staff will contact the applicant regarding the program within 2 business days via email.  At this time, if the visiting group has requested that facilitators be provided, the Biodiversity Education Center staff will reach out to the cleared volunteers that assist the center.
  3. If sufficient facilitators are not obtainable, the center’s staff will contact the program contact and discuss possible alternatives within 1 week of the request’s submitted date.
  4. The program contact must contact the center’s staff via email or phone at least 1 week prior to the program if the program must be cancelled by the requesters.
  5. The center’s staff will be in weekly contact with the program contact the month before the scheduled program to offer any assistance that may be needed.

CITY IN STAGE 1


The City has instituted Stage 1 in accordance with the City of Dallas Drought Contingency Plan.  The goal is to achieve a 5% reduction in water use due to the severity of drought conditions in the region. See Stage 1 description below.

Water Conservation Plan Revision Ordinance No. 2014-1376 was passed in 2014 to amend the Daily Water Conservation and Drought Contingency Plan from Ordinance No. 2009-1229. The Water Conservation and Drought Contingency Plan describes the stages the City of Coppell has established.  The Ordinance establishes the stages based on the demand and the City's ability to supply water. The stages are posted in various City buildings, in the water bill insert and on the front page of the City's Web site.

STAGE 1 - WATER AWARENESS STAGE​

No outside watering will be allowed between the hours of 10 am and 6 pm, with the exception of the use of non-spray irrigation systems and hand watering. The use of non-spray irrigation systems and hand watering will be allowed all days, at all times during Stage 1.

STAGE 2 - WATER WATCH STAGE

Residential water customers south of Sandy Lake Road must conduct all watering on Sundays, Tuesdays and Thursdays. No outside watering will be allowed between the hours of 10 am and 6 pm with the exception of the use of non-spray irrigation systems and hand watering which will be allowed all days, at all times.

Residential water customers north of Sandy Lake Road must conduct all watering on Saturdays, Tuesdays and Thursdays. No outside watering will be allowed between the hours of 10 am and 6 pm with the exception of the use of non-spray irrigation systems and hand watering which will be allowed all days, at all times.

Non-residential water customers must conduct all watering on Mondays, Wednesdays and Fridays. No outside watering will be allowed between the hours of 10:00 a.m. and 6:00 p.m. with the exception of the use of non-spray irrigation systems and hand watering which will be allowed all days, at all times.

STAGE 3 - WATER WARNING STAGE​

Residential water customers south of Sandy Lake Road must conduct all watering on Sundays and Thursdays only. No outside watering will be allowed between the hours of 10 am and 6 pm with the exception of the use of non-spray irrigation systems which will be allowed all days, at all times. Hand watering is restricted to the two allowed days only.

Depending on the availability of water and the City's ability to supply essential water demands and fire protection, the City Manager, upon notification to the City Council, may determine and declare that an emergency situation exists thereby restricting the use of water for lawn and garden watering, or irrigation or other purposes to one day per week only.

Should the City move to Stage 5, no outdoor watering will be allowed. Residents will be notified of the implementation via direct mail, door hangers, CiTV, government cable access, facebook, twitter, the City's web site (www.coppelltx.gov) and C-LINK, the City's 24-hour telephone information line.

WATER VARIANCES

Based on the water situation at the time of request, permits may be granted for new lawns or landscaping, vacations, or other situations.  Click here Variance Request Form to obtain a printable form. To apply for the variance, print the request form and fax the filled out form to the Utility Operations Division at 972-462-5199, or mail to 816 S. Coppell Rd. If you would like to speak to someone concerning this request or to have a Variance Request Form mailed to your home or business, please call 972-462-5155.

Any person who violates the Ordinance can be guilty of a separate offense for each day or portion of a day during which the violation continues. The Ordinance sets the penalty fine at $200 for each offense.

WATERING TECHNIQUES

WHEN TO WATER                     


Ideally, a lawn should be watered just before it begins to wilt. Most grasses take on a dull purplish cast and leaf blades begin to fold or roll. Grass under drought stress also shows evidence of tracks after someone walks across the lawn.  Common bermuda grass lawns can go 5 to 7 days or longer between waterings without loss of quality.
Early morning is considered the best time to water.  The wind is usually calm and the temperature is low so less water is lost to evaporation. The worst time to water is late evening because the lawn stays wet all night, making it more susceptible to disease.

HOW MUCH WATER DOES IT TAKE?


It takes about 1/2 inch of water to achieve the desired wetting depth if the soil is high in sand, and about 3/4 inch of water if the soil is a loam. For soils high in clay, an inch of water is usually necessary to wet the soil to the desired depth.  If waterings are too light or too frequent the lawn may become weak and shallow-rooted, which in turn makes it more susceptible to stress injury.
Use the following steps to determine the amount of water your sprinkler or sprinkler system puts out and check its distribution pattern at the same time.  Determine the rate at which your sprinkler applies water to the lawn.
  • Set out three to five empty cans in a straight line going away from the sprinkler. Set the last can near the edge of the sprinkler's coverage.
  • Run the sprinkler for a set time such as 1/2 hour and then measure the amount of water in each can.
  • Each can will contain a different amount of water. Usually, the can closest to the sprinkler will have the most water.  The sprinkler pattern must overlap to get an even wetness of the soil. Use this information to find out how long it takes your sprinkler to apply 1 inch of water. For example, if you find that most cans contain about 1/4 inch of water after the sprinkler runs 1/2 hour, it would take 4 x 1/2 or 2 hours to apply 1 inch.
Run the sprinkler or sprinkler system long enough to apply at least 1 inch of water or until runoff occurs. If runoff occurs first:​
  • Stop sprinkler and note running time.
  • Allow water to soak in for 1/2 hour.
  • Start sprinkler and if runoff occurs, repeat above steps until at least 1 inch of water has been applied and allowed to soak into the soil
Do not water again until the lawn has completely dried out. (This usually takes 5 or 6 days.)​
  • Apply enough water to wet the soil to a depth of 4 to 6 inches.
  • Avoid frequent light applications of water.
  • Water in early daylight hours.
  • Select a turf grass with a low water requirement.
  • Avoid using soluble nitrogen fertilizers. (They promote high growth rates which, in turn, increase water requirements of the plant.)

FOR HOME AND OFFICE


Install low-flow shower heads. They use 30 to 70 percent less water while still providing invigorating showers.  Toilet water use can be cut by up to 70% by installing low-flow or air assisted commodes. If you can't replace your toilet, place a half-gallon plastic jug of water or a toilet dam in your tank. (Don't use bricks - they fall apart.)  Install low-flow faucet aerators on the bathroom and kitchen sinks.  These use about half as much water without compromising performance.  Sing shorter songs in the shower. Your shower shouldn't last longer than five minutes. Sing all you want when you take a bath - just be sure to fill the tub halfway.  Turn the faucet off while brushing your teeth or shaving.  When washing your car, use a cutoff nozzle instead of running the hose continuously.
About 8% of home water use takes place in the kitchen. Instead of running water, rinse dishes in a basin and soak pots and pans before scrubbing. Compost your fruit and vegetable scraps to avoid running the garbage disposal. Be sure your dishwasher is full before you run it. Next time you buy a dishwasher, consider the water-saving model which can cut water use by 25%.
Laundry accounts for about 14% of home water usage. Adjust the water level on your washing machine to match the size of your load. If you can't set the level on your machine, be sure to wash only full loads.  Consider buying a water-saving model, which reduces water use by up to 30%. Avoid having to run the water until it's hot. Insulate your water heater and hot water pipes.
Repair all plumbing leaks immediately. A drippin​g faucet can waste up to 2 gallons of water per hour. Check your toilet by dropping a small amount of food coloring into the tank. If colored water appears in the bowl after 10 minutes, you've got a leak that needs repairing.

QUICK TIPS TO CONSERVE WATER AT HOME AND WORK


DO . . . Fill your glass halfway when you get a drink of water. Use a cup when you drink from a fountain. Save the water from boiling spaghetti, noodles or potatoes to water plants.  Kids, hand wash stuffed animals by taking them in the tub with you when you take a bath.

DON'T . . .  use the toilet as a wastebasket and don't flush unnecessarily . . . water your sidewalk or driveway--sweep them clean . . . over-water your plants or your lawn . . . let the water run while washing dishes (Kitchen faucets use 2 to 3 gallons a minute!  Filling a basin only takes 10 gallons to wash and rinse.) . . . run water to make it cold,  keep it chilled in the refrigerator & ready to drink. ​

The City takes deliberate steps to be sustainable and environmentally friendly.  The performance measures/indicators tracked by the City's Green Team demonstrate the success of the sustainable practices that are in place in the organization and citywide. Water, electricity and gas consumption are tracked at all city-owned facilities.  The citywide sustainability effort can be seen by measuring the donations given at the community garden, the amount of recycling diverted from the landfill on "Green Wednesday",  the amount of prescription drugs received at the drug take-back initiative and the quantity of community programs and participants.  Each of these are measured below.  

(updated for FY 2016).

 

Total water consumption for all city owned facilities is represented above.  The City of Coppell looks to reduce consumption at each city facility through utilizing low flush toilets, low flow faucets, rain sensors and drip irrigation where possible.  The recent xeriscaping/beautification projects along Denton Tap and Sandy Lake have seen a reduction in water consumption through more efficient irrigation techniques. In 2012, Coppell amended the Zoning Ordinance to incorporate xeriscaping/Texas Smartscaping. Additions and deletions were made to the commercial plant palette based on water needs, drought & heat tolerance and disease resistance.  The Texas Smartscape Webpage is a good resource if your looking to improve upon your landscape at your home.  The City's Water Conservation Plan outlines irrigation techniques, gives tips on how to conserve water at home and at the office and lists ​the five stages of water conservation.

In the chart above, the yearly gas consumption at all city facilities is normalized by the total facility area (MCF per square foot per year).  A reduction in gas consumption per square foot at all city facilities over the past three years can partially be attributed to better insulated buildings.​

 

In the chart above, the yearly electric​ consumption at all city facilities is normalized by the total facility area (KWH per square foot per year).  A reduction in consumption is in partially due to the facility upgrades in efficiency (lighting, air conditioning and utilization of more energy efficient appliances).​

 

The City of Coppell's fleet is getting greener.  The hybrid & alternative fueled vehicles are represented in green while the standard vehicles are shown in blue.  When replacing and adding new vehicles, Fleet Services goal is to specify and procure the cleanest, most efficient and smallest platform that will meet the needs of our customer departments, ensuring they can provide the services required of them. Our policies also include a requirement to replace all vehicles and equipment with a cleaner, more fuel efficient and more environmentally friendly version. ​


 

The Citizens of Coppell have been diverting both recycling material and yard trimmings from the landfill.  Residential yard trimmings are collected on "Green Wednesday" and taken to Living Earth Technology compost facility. Yard trimmings are compostable green material such as leaves, grass, bedding and garden plants, tree and hedge clippings.  ​Recycling is also picked up on "Green Wednesday".  A list of acceptable recyclables can be found on the Environmental Health Division's Trash & Recycling Page​.​​ ​




The award winning Coppell Community Garden cultivates a healthy community with communal spaces where gardeners can actively participate in the joys of gardening, learn about organic gardening together, and share produce grown with the Metrocrest food pantry. The monthly harvest for 2012-2016 is depicted above.

The annual donated harvest totals are represented above.  The totals are anticipated to increase as the Coppell Community Garden has recently expanded to a third location at the Coppell Community and Senior Center.  This garden is steadily growing in size and "building community" along the way. ​​


Coppell is increasing the number of programs with the addition of the Biodiversity and Education Center, commonly known as the BEC.  The grand opening demonstrated the success of public and private partnerships to realize an environmental education center in the 66 acre Coppell Nature Park. The City of Coppell works with the Friends of the Coppell Nature Park and Keep Coppell Beautiful to provide programs for all ages, nature trail maintenance, and tours for teachers and students.  The increase in programs and participants can be seen in the graph above after it was completed in April 2014.​  The use of solar technology in the design serves as an example of how using alternative energy sources can lessen the impact on the environment and offset some of the energy costs.  

The graph below depicts the energy production​ and consumption at the BEC.  The energy created is shown in green.

​​​​​​​​​​​​​​​​​The ecoCoppell ​Green Team was formed in 2007.  It is a multi-departmental committee that influences sustainability practices within the City of Coppell.

​​ 

To ensure a desirable community, the City of Coppell will:     ​

utline strategies to minimize impacts on the environment;
Protect natural resources by managing our activities;

Promote and continually improve the efficient use of resources;​

Educate others;

L​o​ok for ways to live in a safe and healthy community; and

Lead as a proactive model within the region.

Early on, the Green Team focused strictly on the "environmental stewardship" dimension of sustainability. More recently, the Green Team has broadened the focus to include the "social responsibility" and "economic prosperity" dimensions of sustainability.

Recent Successes of the Green Team (2016, 2017):

    • A subcommittee assisted in the preparation of the Citywide Bicycle & Pedestrian Master Plan,
    • Purchased two bicycle fix it stations (one of which was installed in Old Town and one in a location yet to be determined in Andy Brown)
    • Implemented an organization-wide selfie challenge raising awareness of the ecoCoppell and promoting the use of tumblers in place of water bottles.
    • Using water coolers at city events (now lemonade/tea/water coolers) rather than water bottles.
    • EcoCoppell Fun Wheel at the Independence day celebration.
    • Tip of the Month added to staffnet and to employee newsletter.
    • New Staffnet Green Team page
    • Participated at Earthfest (gave away popcorn, T-shirts, reusable grocery bags, bicycle bottles promoting safety)
    • Organized a Green Day for city employees (purchasing expo of green products),
    • Held a meeting with the administrative staff and Staples vender to advise of green products and methods of procurement,
    • Give-Aways (herb garden, gift cards, coozies, tumblers, flash drives) promoting ecoCoppell and sustainable practices,
    • Each year, the Green Team gives an EcoCoppell Award to the person or Department that has demonstrated the most noteworthy sustainable innovations that year.  In 2016 the City's Finance Department received the award and more recently, in 2017, the Fleet Services Division received it.
    • Participating in the onboarding process for new employees (Green Team Representative gives tumbler and information about the Green Team and EcoCoppell). ​

As an organization, the City has adopted several green policies throughout the years:​

Idling Policy for City Vehicles:

Vehicle idling is restricted however, it is allowed for safety, emergency response, vehicle maintenance, equipment activity, warm-up/operations in cold temperatures, and manufacturer recommended minimum idle/warm-up times. 


Environmental Management System (EMS):

An Environmental Management System is the City of Coppell's systematic approach to consider environmental impacts in routine decision-making and day-to-day operations, through establishing a framework for tracking, evaluating and communicating environmental performance.


Clean Fleet Ordinance:

The Clean Fleet Ordinance directs our efforts with regard to vehicle procurement, maintenance and operations. It is designed to lower the organization's impact on the environment, specifically air quality. A compliance reporting aspect is also included. 


The City shall makes every effort to purchase and use materials, products and services that are economically responsible, that support the organization's economic, environmental and social goals and that reduce resource consumption and waste within federal, state, and local laws. 


The Solid Waste Ordinance directs the contract for citywide collection, hauling, and disposal of solid waste and processing of single stream residential and City recycling, including recycling yard trimmings. 


Storm Water Management Plan:

The Storm Water Management Plan (SWMP) addresses six minimum control measures as required by state regulations. The minimum control measures, when implemented in concert, are expected to result in significant reductions of pollutants discharged into receiving water bodies citywide. The six MS4 program minimum control measures are:
Public Education and Outreach;
Public Participation/Involvement;
Illicit Discharge Detection and Elimination;
Construction Site Runoff Control;
Post-Construction Runoff Control;
Pollution Prevention/Good Housekeeping.

This ordinance provides protection of the quality of stormwater runoff into the municipal separate storm sewer system.
 
In January 2012, the plant palette of the Zoning Ordinance was revised. Additions and deletions were made to the plant palette based on water usage, drought & heat tolerance and disease resistance. This influences the plant types used in all non-residential applications citywide.

The Coppell Municipal Court is located at 130 Town Center Blvd in the Coppell Justice Center. The court is one block southeast of the intersection of Denton Tap Rd. and Parkway Blvd. For easy access to the Justice Center, please park in the lot located between the Fire Station and the Justice Center, North of the Justice Center. ​​

MUNICIPAL COURT FAQ

WHAT ARE MY OPTIONS FOR TAKING CARE OF MY CITATION?

Options for handling a citation are listed on the back of the citation. If you have any questions concerning the listed options, contact the court for more detailed information.

WHAT IS THE FINE AMOUNT FOR MY PARTICULAR CITATION?

Information on your fine and court cost can be obtained by calling the Municipal Court at 972-304-3650, during regular office hours. Have your citation and driver's license number in-hand when calling.

WHAT FORMS OF PAYMENT DOES THE COURT ACCEPT?

The court currently accepts payment in the form of cash, check (with proper I.D.), money order, cashier's check or credit card. Temporary checks are not accepted.

HOW DO I SET A COURT DATE?

Court dates are not set over the phone. You must appear in person before or on your scheduled due date to enter a plea, dispose of your case, or request a court setting. Written requests will only be accepted if they are received in the Municipal Court Office on or before your scheduled due date. If you have missed your due date, contact the court for information on your warrant status.

HOW MAY I CHANGE MY COURT DATE?

Changes in court dates (continuances) may not be requested by phone. Requests for continuances must be made in person or in writing on or before the scheduled court date.

WHAT IF THE COURT IS CLOSED ON MY COURT DATE?

For information of facility closings or delayed openings, please refer to the City of Coppell's main website www.coppelltx.gov, check the Municipal Court Department section of the website, or call the court 972-304-3650If you are scheduled for a court date prior to the court's opening, the Judge will be available for you until  the last time slot of the day. For detailed information, please contact the court.​ If you are scheduled for court and the court is closed,  your case will be reset. For detailed information, please contact the court.

JURY SERVICE

Jury service is an obligation of citizenship, which is essential to the judicial process. It is an opportunity for you to make a meaningful contribution to ensure that justice is provided in our community.

If you have received a notice regarding jury duty from the Coppell Municipal Court, your presence is required at this time. Please report promptly at the time and place noted on your summons. The time and appearance date on which you are expected to appear are located in the body of the notice. Jury duty starts promptly at the time listed on the notice, and because caseloads vary, plan to stay the entire day. 

Parking information: Parking is available in the Visitor Parking Lot on the North side of the Coppell Justice Center.  The parking lot on the South side of the Justice Center is reserved for police vehicles and employees only. Parking in unauthorized lots may result in your vehicle being towed.

Witnesses and jurors, who fail to appear after having been subpoenaed, may be ordered to show cause why further action should not be taken against them. If you require additional information, please contact the Coppell Municipal Court No. 1 from 8 am to 5 pm, Monday through Friday at 972-304-3650.

You do not need to appear in person if you are disqualified or exempt from jury service. To claim these exemptions, complete the affidavit that you have received, and be certain to have the affidavit notarized, and returned to the court immediately. It is our policy to make jury service accessible to all qualified persons without regard to disability. If your disability requires accommodation, please call upon receipt of your jury summons, so we can discuss your needs.

Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

The source of Court of Record Authority is the State of Texas Government Code, Chapter 30, Subchapter L.L.--Coppell. In addition, the following also authorize the Court: Coppell City Code, Chapter 5; 1996 Edition, and Art. 5 Sec. 31 Texas Constitution.

​Cozby Library's Volunteer Program creates opportunities for individuals to perform a valuable service for the community. The Program encourages area residents to become familiar with their library and the services being offered and supplements the efforts of library staff. Friends of the Cozby Library and Community Commons

The Friends of the Coppell Public Library actively promote library programs and increase library resources through a variety of activities. Friends also volunteer to help out at local community events and library programs. The Friends have a vision to build a community of library advocates in order to enhance the Cozby​ Library experience. ​If you have ever been in the library during the summer, you know how busy it is! Since we are so busy, we rely on the help of our "volunteens". Applications are available online only​ through Monday, April 16. Many teens are interested in becoming a summer volunteen, but the number of positions is limited. FY2017-18 1st Quarter Report Available

During the First Quarter of the 2017-2018 fiscal year, Life Safety Park welcomed a total of 1,917 visitors, including 715 children and 1,202 adults. Students continued to learn life safety lessons through study trips from local schools this fall, and many organizations utilized the facility during this quarter.​​ Read more in the 1st Quarter Report.

TAX 2016A  NEIGHBORHOOD ALLEY REPLACEMENT PROJECT #3​

Selected neighborhood alleyways were chosen to be reconstructed based on pavement study results. Impacted alleyways are associated with Woodhurst Place North & South, Willow Springs Drive, Park Meadow Way and Glenwood Drive. Construction is scheduled to start in late summer 2017 and is anticipated to be complete in late spring 2018. This project was awarded to IIPL USA, LLC in the amount of $847,300.00. Caution should be exercised by anyone travelling within the alley construction zone.

NORTHERN CAMPION TRAIL EXTENSION

The City of Coppell has partnered with Dallas County and the City of Irving to bring an extension of the Campion Trail to Coppell. The project is being funded by Dallas County, designed and managed by the City of Irving. At the conclusion of the project, the portion in Coppell will fall under the City of Coppell maintenance. The construction contract was awarded to DENCO Construction in the amount of $2,505,438.47. The project includes over 2 miles of 12’ wide concrete trail with a bridge crossing Grapevine Creek just west of MacArthur Boulevard. The project will begin at Mockingbird Lane at Belt Line Road and run east shifting south of the Belmont Landing subdivision, cross Grapevine Creek and follow the levee past MacArthur Boulevard. ​

#ST 15-01A  FREEPORT PARKWAY, (BETHEL RD TO I-635)​​

The design contract for Freeport Parkway improvements was completed by J. Volk Consulting for a total contract amount of $726,000.  The project includes full pavement replacement, bridge reconstruction, utility replacement / rehabilitation, landscaping enhancement, geometry improvements, trail construction, lighting, and a new traffic signal. The construction project was awarded to Texas Sterling Construction Co. for a total contract amount of $16,519,808.64. Construction is anticipated to begin in Spring 2018 with an estimated completion in late 2019.

PROJECTS IN DESIGN


TAX 2014A  PARKWAY BOULEVARD

A design contract for the Parkway Boulevard improvements was awarded to J. Volk Consultants, Inc. in August 2015. The project consists of removal and replacement of pavement, water,​ and sewer lines from Heartz Road to Lodge Road. The project will include an 8' sidepath/trail on the north side of the road from Heartz Road to Moore Road and a 6' sidewalk along the south side of the roadway. Anticipated construction in 2019. The city will host a public meeting after bids are received and Council awards the project.

TAX 2015B  PLANTATION DRIVE AND MO​SSY OAKS STREET RECONSTRUCTION PROJECT 

The design for these improvements is currently underway with Pape-Dawson Engineers. The project will impact the entire length of Plantation Drive and Mossy Oaks Street. The project includes complete pavement reconstruction and utility upgrades. Construction is anticipated in FY 2019-2020.

TAX 2016B AIRLINE DRIVE 

A design contract for the reconstruction of Airline Drive was awarded to Kimley-Horn in summer 2017. The project consists of concrete replacement, utility upgrades and sidewalk improvements. The project will also improve drainage. Construction is anticipated to begin in 2019.​

TAX 2016A  NEIGHBORHOOD ALLEY REPLACEMENT PROJECT #3​

Selected neighborhood alleyways were chosen to be reconstructed based on pavement study results. Impacted alleyways are associated with Woodhurst Place North & South, Willow Springs Drive, Park Meadow Way and Glenwood Drive. Construction is scheduled to start in late summer 2017 and is anticipated to be complete in late spring 2018. This project was awarded to IIPL USA, LLC in the amount of $847,300.00. Caution should be exercised by anyone travelling within the alley construction zone.

NORTHERN CAMPION TRAIL EXTENSION

The City of Coppell has partnered with Dallas County and the City of Irving to bring an extension of the Campion Trail to Coppell. The project is being funded by Dallas County, designed and managed by the City of Irving. At the conclusion of the project, the portion in Coppell will fall under the City of Coppell maintenance. The construction contract was awarded to DENCO Construction in the amount of $2,505,438.47. The project includes over 2 miles of 12’ wide concrete trail with a bridge crossing Grapevine Creek just west of MacArthur Boulevard. The project will begin at Mockingbird Lane at Belt Line Road and run east shifting south of the Belmont Landing subdivision, cross Grapevine Creek and follow the levee past MacArthur Boulevard. ​

#ST 15-01A  FREEPORT PARKWAY, (BETHEL RD TO I-635)​​

The design contract for Freeport Parkway improvements was completed by J. Volk Consulting for a total contract amount of $726,000.  The project includes full pavement replacement, bridge reconstruction, utility replacement / rehabilitation, landscaping enhancement, geometry improvements, trail construction, lighting, and a new traffic signal. The construction project was awarded to Texas Sterling Construction Co. for a total contract amount of $16,519,808.64. Construction is anticipated to begin in Spring 2018 with an estimated completion in late 2019.

PROJECTS IN DESIGN


TAX 2014A  PARKWAY BOULEVARD

A design contract for the Parkway Boulevard improvements was awarded to J. Volk Consultants, Inc. in August 2015. The project consists of removal and replacement of pavement, water,​ and sewer lines from Heartz Road to Lodge Road. The project will include an 8' sidepath/trail on the north side of the road from Heartz Road to Moore Road and a 6' sidewalk along the south side of the roadway. Anticipated construction start is in 2019. The city will host a public meeting after bids are received and Council awards the project.

TAX 2015B  PLANTATION DRIVE AND MOSSY OAKS STREET RECONSTRUCTION PROJECT 

The design for these improvements is currently underway with Pape-Dawson Engineers. The project will impact the entire length of Plantation Drive and Mossy Oaks Street. The project includes complete pavement reconstruction and utility upgrades. Construction is anticipated in FY 2019-2020.

TAX 2016B AIRLINE DRIVE 

A design contract for the reconstruction of Airline Drive was awarded to Kimley-Horn in summer 2017. The project consists of concrete replacement, utility upgrades and sidewalk improvements. The project will also improve drainage. Construction is anticipated to begin in 2019.​

MISSION​

To protect the health of the citizens of Coppell from foodborne illness, communicable disease and hazardous materials through routine inspection, education, monitoring, investigation and enforcement of food and environmental ordinances.​Environmental Health protects the public from foodborne, waterbor​ne and other communicable diseases through routine inspections and education.​ 

Food Safety and Restaurant Scores

The City of Coppell Food Program is responsible for protecting the public health by inspecting for food safety in restaurants, grocery stores, schools, daycares and other retail food establishments. A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments as well as temporary events are required to apply for a food permit, regardless of whether there is a charge for the food.

Certified Food Protection Manager​ & Food Handler Requirements:

Cottage Food Ope​rators: 
Home food preparation is not allowed in the State of Texas except foods that fall under the Texas Cottage Food Law. 
A cottage food production operation is defined as an individual, operating out of the individual’s home, who: 
  • Produces a baked good, candy, coated and uncoated nuts, unroasted nut butters, fruit butters, a canned jam or jelly, a fruit pie, dehydrated fruit or vegetables, including dried beans, popcorn and popcorn snacks, cereal, including granola, dry mix, vinegar, pickles, mustard, roasted coffee or dry tea, or a dried herb or dried herb mix. 
  • Has an annual gross income of $50,000 or less from the sale of the described foods; and
  • Sells the foods produced directly to consumers at the individual’s home, a farmers’ market, a farm stand, or a municipal, county, or nonprofit fair, festival or event.
  • Delivers products to the consumer at the point of sale or another location designated by the consumer.​​

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

Household Hazardous Waste and E-Waste Disposal

Coppell residents can contact Republic Services to set up an appointment to have their Household Hazardous Waste and E-Waste collected.

  • The household hazardous waste program (HHW) is available to Coppell Residents.
  • The HHW service is available to each household once each month.
  • Call Republic Services before noon on any given Friday.
  • HHW bags will be mailed to you along with proper instructions on how to package the material for collection on the next available Wednesday.
  • Call 972-304-3555 or 817-332-7301 to schedule your HHW pick-up.

The mission of Coppell Parks and Recreation is to maintain responsible stewardship of natural and allocated resources to promote quality recreational and educational opportunities that enhance the overall health of individuals and the community.

The department also manages and maintains 544 acres of park land, nature preserves, cemetery, and all city grounds. Facilities include the CORE, Wagon Wheel Tennis Center, the Coppell Senior and Community Center at Grapevine Springs, the Biodiversity Education Center, and Rolling Oaks Memorial Center. 

Our vision to create a community connected through people, parks and programs aligns with the National Recreation and Park Association's (NRPA) philosophy of ​creating equitable, healthy and sustainable communities. ​

People • Social Equity

We believe communities are built on people, and that everyone should have equal access to programs and spaces that make our community great. We offer free programs throughout the year covering topics ranging from environmental education to healthy living and fitness​, literacy, and water safety. We also present 14 special events each year that are free to the public, including Celebrate Coppell, Kaleidoscope, Music in the Park, and more. To learn more, visit our events page.

​Parks • Conservation 

​Protecting open spaces, teaching conservation to current and future generations, and connecting people to nature​ is ​our goal. Through diligent conservation practices, Coppell Parks and Recreation has maintained a "Tree City USA" designation for over 20 years. ​The department also recycles all landscape debris. Since 2015, over 600,000 lbs of material has been diverted from landfills. Environmental education aims to create an eco-conscious​ citizenry, and focuses on native and drought-tolerant plants, insects, and water conservation.

Programs • Health & Wellness

​We provide opportunities for citizens to live healthy, active lifestyles, both outdoors and indoors! Coppell's trail system has increased by 25% since 2015, and it continues to grow and connect the community to the rest of the DFW region. The trail system is made up of hike and bike trails, a decomposed granite soft running trail, nature trails, and ​opportunities for cyclists to safely share roadways. Fitness classes and athletic opportunities are offered at all facilities. Additionally, the department partners with Living Well in Coppell to offer a variety of fitness screenings and opportunities to increase awareness and participation in health and wellness activities.

Coppell Parks and Recreation is CAPRA Accredited!
Coppell Parks and Recreation continues to be among the ranks of elite park and recreation agencies and departments across the country by earning accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and NRPA. The department first received this distinguished accomplishment in 2010, and was re-accredited during the 2015 NRPA Annual Conference in Las Vegas, NV.  

CAPRA accreditation is the only national accreditation for park and recreation agencies, and is a measure of an agency’s overall quality of operation, management and service to the community.  This mark of distinction indicates that an agency has met rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services. Coppell is one of only 10 cities in the state of Texas to receive this award!

As part of the accreditation process, the department had to demonstrate compliance with 151 recognized standards and document all policies and procedures. Often the process helps identify efficiencies and heighten areas of accountability, all of which translate into higher quality service and operation to benefit the community.

Bond Information

The City of Coppell is reviewed and rated by two separate rating agencies.  The City of Coppell maintains a AAA​ rating with Moody's and a AAA rating with Standard and Poor's.  There are not any bond elections currently scheduled.
