DEFINITION OF A SPECIAL EVENT

Article 6-5, Section 6-5-1: Definition of "special event" - a temporary event or gathering using either private or public property, which involves one or more of the following activities, except when the activity is for construction or house moving purposes only;
  • Closing a public street;
  • Blocking or restriction of public property, limiting the use of parks by the general public, and streets;
  • Offer of merchandise, food, or beverages on public property or on private property where otherwise prohibited by ordinance;
  • Erection of a tent on public property, or on private property where otherwise prohibited by ordinance;
  • Installation of a stage, band shell, trailer, van, portable building, grandstand or bleachers on public property, or on private property where otherwise prohibited by ordinance;
  • Placement of portable toilets on public property, or on private property where otherwise prohibited by ordinance;
  • Placement of temporary "no parking" signs in a public right-of-way

Franchise Utility Providers who offer service to Coppell residents and businesses have infrastructure located throughout town in various rights of way and easements. The only obligation franchise utility providers have to the City regarding working on their infrastructure is to pull a permit grantin​g 45 days notice.

Alarm Permits  - A permit is required for each alarm site and each type of alarm system in residential dwellings and in businesses.  Permits must be obtained within 30 days of installation and renewed annually.

Communication before, during and after a crisis is critical. Stay prepared and informed by signing up for at least two of the communication methods below to ensure you receive important messages that could affect your family, home or daily routine. While you may receive the same message twice, you will be assured to receive at least one.
  • Emergency Notifications - Register online to receive emergency notifications from the city, including phone calls, SMS text messages and emails. A primary phone number MUST be added to register. ​​​​​​​​​​​​​​Each summer the City of Coppell formally seeks volunteers to serve on a number of City Boards, Commissions and Committees.  Applications are accepted and are retained for one year in the event a resignation occurs. To participate, you must be a Coppell resident for at least one year and be a registered voter in the City of Coppell.
The deadline to register is August 31, 2018.

​​Animal Services Advisory & Appeals Board
The purpose and scope of the Animal Services Appeals Board is to hear an appeal from any citizen concerning the denial or revocation of their pet's registration for violation of the ordinances pertaining to Animal Services. This Board meets when called by the Chairperson, upon written request of one member of the Board, or when requested by City Council. Board of Adjustment

The Board of Adjustment was created for the purpose of interpreting or modifying zoning regulations in particular cases as circumstances may require in accordance with state law and local ordinances.  The board has the powers to subpoena witnesses hear appeals based on error, grant special exceptions and give variances. The Board also acts as the Building and Standards Commission and has quasi judicial authority related to substandard housing. The Building and Standards commission is charged with recommending Building Codes and amendments for adoption, and hearing appeals from code interpretations made by the Chief Building Official or Fire Marshal.  Any persons jointly or severally aggrieved by any decision of the commission may present a petition to a district court. For more information, contact Suzanne Arnold​, Chief Building Official/Staff Liaison at 972-304-3506.

Conduct Review Board

The board, which is comprised of citizens and elected officials, reviews investigation reports from the Special Counsel and makes final determinations with regard to whether or not a violation of the Code of Conduct has occurred and the penalties to be assessed if an individual is found in violation of the Code. Coppell Recreation Development Corporation

The Coppell Recreation Development Corporation is a non-profit corporation incorporated pursuant to and governed by Local Government Code Chapter 505. The CRDC is charged with the responsibility of expending the proceeds of the ½-cent sales tax in accordance with Section 4B for the construction and development of numerous projects as defined by the voter approved proposition and by the City Council. ​​Economic Development Committee

The Economic Development Committee is charged with the responsibility of promoting economic development and advising the City Council with regard to pertinent issues as they relate to providing a positive business environment. The Committee fosters economic growth through the recruitment of new businesses and the retention and expansion of existing businesses. The Committee meets the first Wednesday of the month at 6 pm. ​Library Board

The Library Board serves as an Advisory Board to the City Council.  The Board is responsible for making informed recommendations regarding library services and programs and for being a citizen interface to library staff.  The Library Board is comprised of seven (7) regular members, two (2) non-voting alternate ​members, and two (2) non-voting youth advisors.  Youth advisors are in the seventh through eleventh grade and provide a distinct and valuable youth-focus to the Board.  The Board meets the second Thursday of each month at 7 pm.  For more information, please contact Vicki Chiavetta, Library Director/Staff Liaison, 972-304-7030. Parks and Recreation Board​​

The Planning and Zoning Commission's responsibility is to make recommendations to the City Council regarding land use issues, including zoning requests, subdivision plats, changes to the Zoning Ordinance, amendments to and updates of the Comprehensive Master Plan and other items included in the physical development of Coppell. The Commission meets  the third Thur​sday of the month at 6:30 p​m. ​OBJECTIVE

The City of Coppell is committed to promoting economic growth, quality development and the ongoing improvement in the quality of life for all Coppell citizens.  To help meet these objectives, the City of 
Coppell will, on a case-by-case basis, give consideration to provide economic incentives as a stimulus for quality economic development in the City including business attraction, retention, expansion and 
redevelopment.  The purpose of such incentives is to encourage development from those companies that enhance the overall economic strength of the Coppell economy through the creation of a broader tax base, revitalization to distressed areas and/or quality jobs for Coppell citizens. Equally, the purpose is to attract and/or retain those companies that will become good corporate citizens, meeting the goals and objectives of the City of Coppell. ​

The City of Coppell is excited to announce the new Allies in Community™ initiative, a program that will build relationships through common ground, foster a deep sense of belonging, and enhance residents’ active engagement in the City of Coppell.

Building relationships through common ground.

As part of its larger community engagement initiative beginning in 2014, the City of Coppell has built a strong foundation of knowledge and awareness to best serve residents of all cultural backgrounds. Informed by conversations with community stakeholders and the findings from the Fall 2017 Community Survey, Allies in Community™ will extend this foundation into the community by bringing together cohorts of 30-40 residents and city employees to attend fun, hands-on workshops every six weeks.

​​​​​​​​​​​​​​The City of Coppell Parks and Recreation Department is proud to act as beneficiary to Eagle Scout Service Projects completed within the parks system.  Eagle Scouts inquiring about a service project are encouraged to visit all parks and trails systems and brainstorm a project to propose. (See list of Parks​​) One of the primary purposes of the Eagle Scout service project is to learn and enhance leadership skills. Per the Eagle Scout Service Project Workbook, parents and others may help, but the Scout must be the leader and primary point of contact throughout the project. All proposed project concepts must be preapproved by the Parks and Recreation Department prior to planning and proceeding with the Eagle Scout Service Project Workbook.  Please note that the Parks and Recreation Department has limited resources and may not be able to accommodate all project proposals.  


Step by Step Process per City of Coppell guidelines: 

 

1. Brainstorm ideas that you feel will benefit the City of Coppell. Be creative - this is your project! 

 
 

2. Submit the following via email to the Parks department - parks@coppelltx.gov​: 


  1. Please allow for 5-7 business days from initial submittal of the project proposal to hear back from Parks staff before proceeding to schedule a meeting (Step 3).  
     

3. Coordinate with City staff to discuss and review the service project proposal in-person. Parks staff is available the first Monday of each month at 4pm to meet with scouts. Please RSVP at least 2 business days prior to the meeting you wish to attend. Eagle Scout mentors are invited to be involved in the meeting.  

      

    A. After this meeting, City staff will discuss your project with the Parks staff and other necessary departments for initial approvals and communicate the decision to you via email. 

 ​
 

4. After all approvals have been met for the Project Proposal; the Scout will schedule a second meeting with City staff to discuss the logistics laid out in the Scout Service Project Workbook and obtain necessary signatures needed. 

 
 

5. Upon approval of Scout Service Project Workbook, scout must maintain monthly communication with Parks staff regarding project updates and timeline. 

  

     A. A staff member will plan to be present on the day of the project. 

 
 

6. Obtain the final signatures needed for completed service project and discuss recognition opportunities.

Cotton Belt Corridor Sound Mitigation Wall Demonstration​

​​​​​​​​​​​​DART continues planning for the addition of the Cotton Belt Corridor and remains dedicated to keeping residents informed about updates to their neighborhood. DART is using several techniques to mitigate noise that may result from the introduction of the Cotton Belt Regional Rail Project. One form of mitigation identified in the Draft Environmental Impact Statement (DEIS) is the use of sound mitigation walls within the DART owned right-of-way adjacent to the tracks. 

To demonstrate the difference between the 12-foot and 15-foot heights of the future sound mitigation walls, DART staff will be constructing demonstration walls near Preston Green Park (7000 Duffield Drive, Dallas, TX 75248). While these demonstration walls are not indicative of the materials, construction or finish of the sound mitigation walls that will ultimately be constructed, DART hopes to provide community members with the opportunity to examine the height of the walls for themselves. The demonstration walls will be available for viewing between July 30 and August 4, 2018. DART Draft Environmental Impact Statement (DEIS)​

​DART's Draft Environmental Impact Statement (DEIS) is available​ at DART.org/CottonBelt. A hard copy of the DIES is also available at the Cozby Library and Community Commons, 177 N. Heartz Rd. 

The DEIS was made​ available to the public for a 45-day review and comment period from April 20, 2018 to June 4, 2018. Three public hearings were conducted during the review and comment period. 

DART Cotton Belt Corridor Field Work: February 19-March 31​

​​​Dallas Area Rapid Transit (DART) staff and contractors responding to DART's solicitation for Cotton Belt design and construction collected data along the Cotton Belt corridor from February 19 to March 31. This was part of the necessary preparation for the project.

The majority of the data collection was conducted in and along the railroad right of way. Any access of private property was coordinated with the owner in advance of the work, and property owners were given the option to refuse to grant access. ​The types of field work performed included:

  • Soil borings to collect information about soil conditions
  • Examination of surface features that indicate the presence of underground utilities
  • Cultural and Historic Resource Observations

About the Cotton Belt Corridor Project​

​​​​​​​​The DART Cotton Belt Rail Line Project is a 26-mile line that will extend from DFW Airport to Shiloh Road in Plano and ​ traverse seven cities, including Coppell. The Cotton Belt Project’s primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area. The Cotton Belt Project would interface with three DART LRT lines: The Red Line in Richardson/Plano, the Green Line in Carrollton and the Orange Line at DFW Airport. Also at DFW Airport the project would connect to Fort Worth Transit Authority's TEX Rail Regional Rail Line to Fort Worth and the DFW Airport Skylink People Mover. 

The City of Coppell hosted two public meetings on March 1 and March 9, 2017 to provide an update on the planned DART Cotton Belt Rail Line Project. For more information about the background and development of the project, watch the March 9, 2017 meeting or view the March 9, 2017 presentation

​The City of Coppell is doing what we can to influence DART to the best interest of the Coppell citizenry​. ​This includes the adoption of a resolution on June 13, 2017 by the Mayor and City Council stating: 

"The City of Coppell fully supports DART Board redesign and realignment of the Cotton Belt Rail line throughout Coppell from Luna Road westward to Freeport Parkway, which would incorporate a Southern reconfiguration to provide a station in the Northlake/Cypress Water Campus subject to grade separation, quiet zones, sound walls and trail by rail segments along the entire route through Coppell."  ​

​​​​​​​​​​​​​​​Preparations are under way for the 2018 "Make a Child Smile" program, sponsored by the City of Coppell. The purpose of Make a Child Smile (intended solely for children enrolled in CISD and residing within the city limits of Coppell) is just what it says - to do our part to put big, happy smiles on the faces of all children in Coppell at Christmas time.

In previous years, the generosity and kindness of Coppell businesses and citizens has enabled us to provide each child in our program with a toy and an article of clothing.  City employees donate their time to separate, bag, and deliver the gifts to the families approximately one week before Christmas.

The children to whom we provide gifts usually participate in the school lunch program.  However, some families may be experiencing temporary circumstances and may need a little extra help during the holiday season.  The City does not want the name of the child or family.  All we need is an address, child's gender, child's age, child's clothing size, and child's hobbies/interests.  Also, any information about other children in the family – from infants through seniors in high school - is greatly appreciated.  This helps us ensure that all children in the family receive gifts and that no child is left out or overlooked.

This storytime is designed to foster a smooth transition into school and is the only storytime that children attend without their adult caregiver. This fun and interactive program combines activities such as read-aloud stories, songs, rhymes, and fingerplays. It introduces children to listening skills, the library, and the joy of reading.​

​A special storytime at the pool! The CORE and the Cozby Library are partnering again this summer to offer Splish Splash Storytime, in conjunction with Tot Swim. Meet at the pool for stories, songs, splashing, and fun! Storytime is free and will take place in the outdoor pool. Those who wish to stay and swim can do so until 12:45 pm. If you would like to stay and swim after 12:45 pm, you will need to have a CORE membership, punch pass, or pay the regular day pass rate. For parents and children up to age 8. To be qualified to serve as a juror, you must:

  1. be at least 18 years of age;​​
  2. be a citizen of the United States;
  3. be a resident of this state and a resident of the county in which you are to serve as a juror;
  4. be qualified under the Constitution and laws to vote in the county in which you are to serve as a juror (Note:  You do not have to be registered to vote to be qualified to vote);
  5. be of sound mind and good moral character;
  6. be able to read and write;
  7. not have served as a juror for six days during the preceding three months in the county court or during the preceding six months in the district court;
  8. not have been convicted of, or be under indictment or other legal accusation for, misdemeanor theft or a felony; and
  9. be a resident of the municipality for which the court is established (Government Code, Section 62.501; specific to municipal courts).

CPR-AED
CPR classes are held once a month at the Life Safety Park. Please note that this class does not provide the certification needed for some professions​. This class fills up fast! To register, please click here​ and search for CPR.

 
 

Boy scouts | girl scouts

Life Safety Park offers courses that cover frequently requested scout requirements (such as first aid, meeting a first responder, and disaster preparedness). This offering will occur based on demand, and on a day outside of normal business hours, such as weekday evenings or weekend afternoons. Due to this "block" scheduling, some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour in length, and are capped at 45 students per session. Please inquire should you have any questions or class requests.
 

​Volunteer Opportunities

Life Safety Park will be seeking volunteers to help with children's programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-6 hour blocks, depending on that day's schedule.
Duties may include but are not limited to:
  • Front desk operations - Answering phone calls, Greeting and registering guests
  • Moving chairs/tables
  • Filling goody bags
  • Completing/printing certificates, and;
  • Helping with physical activities on Safety Town
  • Basic training will be provided upon first volunteer shift.

If you are a local business, corporation, or other community organization in Coppell needing to fulfill certain life safety training requirements, Coppell Fire Department and Life Safety Park offers training on most needed courses. Offered courses include: 
  • CPR-AED: CPR basics for infants, children, and adults; AED operation and use; how to handle sudden cardiac arrest or choking victims.

The City Secretary and Deputy City Secretary are both Texas Certified Public Managers and hold the Texas Registered Municipal Clerk's designation through the Texas Municipal Clerks Association Certification Program. This ensures that Coppell's City Secretaries are trained and educated with the latest laws and procedures regarding their official duties.

VOTER REGISTRATION

​​To vote in any election, (including municipal elections), residents must be registered to vote in the precinct where they reside. In order to register to vote you must be a U.S. citizen and 18 years of age. The application must be received in the voter registrar's office or postmarked 30 days before an election for you to be eligible to vote in that election.

If you are a resident of the City of Coppell, you can pick up a Voter Registration Application at the 
William T. Cozby Public Library, 177 N. Heartz Road and drop it in the mail. You may also go to www.votetexas.gov and print an application, which can then be mailed to the appropriate county. You are not registered until you have filled out the online application, printed it, and mailed it to your Local County Voter Registrar. The County Voter Registrar's address can be found at the top of the online outputted voter registration application once you have submitted your information from the fill-in-the-blanks screen.

Please note that the Coppell Greens Subdivision and The Villas at Lake Vista are located in Denton 
County.

ELECTIVE OFFICE REQUIREMENTS

The City of Coppell is a Home Rule city with a Council-Manager form of government. The City Council consists of a Mayor and seven Council members who are elected at-large by majority vote. Each member serves a staggered three-year term.

Each candidate for an elective office shall meet the following qualifications:

  • Shall be a qualified voter of the city;
  • Shall have resided, for at least twelve (12) months before the date of the election, within the corporate limits of the city, or within territory annexed into the city prior to the filing deadline; and
  • Shall not, after notice of any delinquency, be in arrears in the payment of any taxes or other liabilities due the city. "In arrears" is defined herein as payment that has not been received within ninety (90) days from due date and has not been protested under the same provisions as provided for in the Home Rule Charter.​
  • An incumbent city council member seeking re-election must file for the same place position number currently being served. No candidate may file in a single election for more than one (1) office or place position as provided by the Home Rule Charter. No employee of this city shall continue in such position after filing for an elective office provided for in the Home Rule Charter.​

​Interested in Reserving a Meeting Space?

Please read the requirements and procedures below first before submitting a reservation request or making inquiries.

Requirements for Space Reservations:

  1. ​Requesters must be residents of Coppell and/or a representative of a business that operates within Coppell city limits; photo identification will be required.
  2. Requesters must be at least 18 years of age.
  3. Reservations must be placed at least one week (5 business days) and no more than six months in advance of your requested date.
  4. Spaces within Life Safety Park are available, pending availability and holidays, during weekday normal business hours--Monday thru Friday 8:00 AM - 5:00 PM.
  5. Use of space within the Life Safety Park is free of charge; however, we require that you devote 10 minutes at the beginning of your meeting for your group to learn a life safety lesson.
  6. Multiple/Consequent booking is not permitted: you must complete your most upcoming meeting before making future reservations.
  7. Space availability is on a first-come, first-served basis, and is subject to change without notice.
  8. Life Safety Park reserves the right to alter or cancel reservations, confirmed or otherwise, at the staff's discretion. Every effort will be made to make re-accommodations.

Procedure for Meeting Space Requests:​

  1. Please browse the below list of spaces that are offered as meeting spaces, and determine your first and second preference based on your groups needs.
  • Please note the specific requirements under each space description.
  • Fill out and submit the “Meeting Space Reservation Request” form at least one week (5 business days) prior to your requested reservation date. 
  • Life Safety Park staff will contact the applicant regarding the reservation request within 2 business days via email or phone. Your request will either be approved, placed on hold, or denied. 
  • For requests placed on hold or denied, staff will contact the applicant to discuss possible alternatives.
  • Applicants must contact Life Safety Park staff via email or phone at least 24 hours prior to your meeting date if the request must be cancelled.
  • Please note any special accommodations or additional assistance requests on your form; every effort will be made to make such accommodations.

    ​Classroom A is for smaller groups, and provides a more intimate learning environment. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 30
    • Cushioned floor mats available for smaller visitors
    • Projector and screen, with presentation capabilities
    • Wall-mounted white board and/or movable white board/easel (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.

    Classroom B/C​

    ​Classroom B/C is designed for larger gatherings, providing a comfortable and relaxed learning environment. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 60
    • Two projectors and screens, with presentation capabilities
    • Wall-mounted white boards and/or movable white board/easel (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.

    ENTIRE CLASSROOM SPACE (BOTH A & B/C)

     

    This combined space is ideal for corporate trainings, large scout/pack meetings, and other events needing an expanded classroom-style arrangement. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 90
    • Three projectors and screens, with presentation capabilities
    • Wall-mounted white boards and/or movable white board/easel​ (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.

    The Multipurpose Building

    The Multipurpose Building is a self-contained educational structure external to the main building, located outside on Safety Town, and is designed for community use. It can be booked for special events, meetings, classes, and community gatherings. The building is equipped with:
    • Comfortable tables and chairs, seats up to 30
    • A large, 80" monitor with presentation capabilities
    • Movable white board/easel (if available)
    • A small kitchenette; and,
    • Its own bathroom facility
    • Food and drink are allowed in this space.

    The Life Safety Park has a rooted mission in benefiting the citizens of the City of Coppell, by bridging life safety topics and public education efforts. The facility provides life safety education to children and adult visitors throughout the area, and offers meeting spaces for community organizations. Lessons and programs offered within the Life Safety Park provide a foundation for a lifetime of living safely.

    VOLUNTEER OPPORTUNITIES​
    Life Safety Park will be seeking volunteers to help with children's programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-3 hour blocks, depending on that day's schedule.
    Duties may include but are not limited to:
    • ​Front desk operations - Answering phone calls, Greeting and registering guests
    • Moving chairs/tables
    • Filling goody bags
    • Completing/printing certificates, and;
    • Helping with physical activities on Safety Town
    • Basic training will be provided upon first volunteer shift.

    FY2017-18 2nd Quarter Report Available

    During the Second Quarter of the 2017-2018 fiscal year, Life Safety Park welcomed a total of 1,975 visitors, including 560 children and 1,415 adults. Students continued to learn life safety lessons through study trips from local schools, Spring Break programs, and many organizations utilized the facility during this quarter.​​ Read more in the 2nd Quarter Report.​

    1. You are over 70 years of age.
    2. You have legal custody of a child or children younger than 12 years of age and service on the jury would require leaving the child or children without adequate supervision.
    3. You are a student at a public or private high school.
    4. You are enrolled and in actual attendance at an institution of higher education.
    5. You are an officer or an employee of the senate, the house of representatives, or any department, commission, board, office, or other agency in the legislative branch of state government.
    6. You are the primary caretaker of a person who is unable to care for himself or herself (This exemption does not apply to you if you are a primary caretaker only in your capacity as a health care worker.).
    7. You are a member of the United States military forces serving on active duty and deployed to a location away from your home station and out of your county of residence.
    8. You have served as a juror in this county during the 24-month period prior to the date you are required to appear by this summons.
