The Coppell Arts Center is an exciting project for the City of Coppell, for both residents and local artists. Coppell is a special place to live, work and play, and the Coppell Arts Center will help us fulfill our vision of being a “Family Community for a Lifetime” by increasing access and public awareness to the arts.

ABOUT THE ARTS CENTEr

At the June 12, 2018 meeting, the Coppell City Council voted six to one to approve the Guaranteed Maximum Price Amendment to the agreement between the City of Coppell and Core Construction, giving the City the green light to begin construction of a new Arts Center located in Old Town Coppell, the City's historic district. At the July 24, 2018 meeting, the City Council unanimously voted to approve additional seats in the Main Stage Theater.

The Coppell Arts Center is planned to be 32,250 square-foot, one-story building, that will include a flexible theater, a main stage theater, a multipurpose room that expands the facility’s use beyond just the arts, exhibit, classroom and office space and a courtyard plaza. Construction is estimated to be completed by November 2019. The project will be funded through the Coppell Recreation Development Corporation (CRDC), a sales tax revenue fund that was established to undertake projects for youth and adult amateur athletics, entertainment and public gathering facilities, exhibition and museum facilities, parks and recreational facilities and more. Coppell voters re-authorized the CRDC’s use of sales tax revenue in the November 5, 2013 election.

Main Stage Theater

The main performance hall will seat up to 441 patrons and will include 2,200 square feet of stage space.

Flexible Theater

The black box/flex theater will seat 195 patrons (depending on seating arrangement) and total 2,650 square feet.

Multi-Purpose Space

The multi-purpose space will total 2,000 square feet, accommodate 100-165 people and will be used for community and arts organizations to hold rehearsals and meetings.

Additional Spaces

In addition to the three main areas, there will be a gallery and studio space. The gallery will provide pre-function, waiting, gallery, banquets, lectures, and concessions.  The space provides natural light and panoramic views to the Old Town Square.  Artwork will be displayed in the gallery and multi-purpose areas.  The studio provides flexible classroom space intended for visual, textile, and graphic artists, but it can be used in a variety of ways. The studio contains tables, chairs, cabinets and storage.

Construction Update

Updates will be posted as they become available. Construction is estimated to be completed by November 2019.

Background information

The idea of building a performing arts center venue was initially discussed many years ago, during the development of Old Town Coppell. In 1999, the City of Coppell converted an unused fire station to the Coppell Center for the Arts, also home to Theatre Coppell. The theatre is an intimate, 124-seat theatre with seating on three sides of the stage and approximately 7,500 square feet.

As the City grew, so did its needs for a larger arts venue. In 2015, after a presentation from Theatre Coppell, the idea of an arts center was revisited, and the City contracted with Corgan Architects to perform preliminary program and site planning for either the existing theater’s renovation, renovation and expansion, and/or an option for the construction of a new theater located in Old Town Coppell. This preliminary programming study was reviewed by the City Council during their October 25, 2016 work session, and it was utilized to create the initial schematic design.

After much research, the Coppell City Council determined that City staff and the architect should begin focusing on the potential construction of a new arts facility located in Old Town. In January 2017, the Coppell City Council approved an architectural services agreement with Corgan for the proposed Coppell Arts Center. The budget for the facility is approximately $17 million, including construction, design, furniture and fixtures, construction management, parking and contingency. Funding for the project will be through the CRDC.

In June 2017, the Coppell City Council authorized Corgan to move forward with Design and Development, and Construction Document Services. Corgan Architects presented an Operations Study to the City Council on July 25, 2017. This report was the result of Council's review of the schematic plans presented to Council on May 30, 2017.

In January and February 2018, Corgan spoke to Council about the design of the Arts Center façade.

The project is currently in the Design and Development and Construction Document Services phase.

How To Personally Protect Yourself Against Mosquito Borne Illnesses

Take every precaution to avoid being bitten by mosquitoes if at all possible.
Remember the 4 D’s: Defend, Dress, Dusk & Dawn, and Drain.
  • Defend yourself by applying insect repellant that contains DEET, Picaridin, Oil of Lemon Eucalyptus* or PMD. Use repellant all day, every day.
  • Dress in long sleeves and pants.
  • Stay indoors at dusk and dawn.
  • Drain all stagnant water in your yard.
  • Additionally, you should protect your home by using screens to keep mosquitoes outside. Use the air conditioning when possible.
Texas climate is always unpredictable and temperatures vary throughout the seasons.  As a result, mosquito season in Texas is year-round.  The Environmental Health Department's goal is to begin reducing mosquito populations as early in the season as possible. By eliminating containers, cleaning rain gutters, and maintaining swimming and ornamental pools you can stop the mosquito life cycle in its tracks. Food Safety and Restaurant Scores

A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments, as well as temporary events, are required to apply for a food permit, regardless of whether there is a charge for the food.

Cottage Food Operators:
Home food preparation is not allowed in the State of Texas except foods that fall under the Texas Cottage Food Law.

A cottage food production operation is defined as an individual, operating out of the individual’s home, who:
  • Produces a baked good, candy, coated and uncoated nuts, unroasted nut butters, fruit butters, a canned jam or jelly, a fruit pie, dehydrated fruit or vegetables, including dried beans, popcorn and popcorn snacks, cereal, including granola, dry mix, vinegar, pickles, mustard, roasted coffee or dry tea, or a dried herb or dried herb mix.

  • Delivers products to the consumer at the point of sale or another location designated by the consumer.
Click here for Cottage Food Production frequently asked questions.

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

If you were issued a citation, your appearance date is printed above the signature line of the citation. If you were released on bond, your appearance date is set on the bond. If you request a continuance (read the specific section titled Continuances), the court will notify you of your new appearance date. You may appear in person in open court (Minors/Juveniles have a separate set of rules for their appearance). You also have the right to hire an attorney to represent you.

Your first appearance is to determine your plea. If you make your appearance by mail, the court must receive your plea before your scheduled appearance date. Under our American system of justice, all persons are presumed to be innocent until proven guilty. On a plea of Not Guilty, a trial is held. In all criminal trials, the State is required to prove the guilt of the defendant "beyond a reasonable doubt" of the offense charged in the complaint before a defendant can be found guilty by a judge or jury.

You are entitled to request evidence material to any matter involved in your case. Requests must be made at the Coppell Police Department before a guilty or no contest plea is entered or the fine is paid. Entering a guilty or no contest plea and payment of the fine waives your right to request evidence on your case.

Your decision concerning which plea to enter is very important. Please consider each plea carefully before making a decision. If you plead guilty or nolo contendere in open court, you should be prepared to pay the fine, costs and fees by cash, check, money order, or credit card.

1.  Plea of Guilty - You admit that the act is prohibited by law, that you committed the act charged, and that you have no defense for your act. Before entering your plea of guilty, however, you should understand the following:

  • The State has the burden of proving that you violated the law (you do not have to prove that you did not violate the law);
  • You have the right to hear the State's evidence and require the State to prove you violated the law; and
  • A plea of guilty may be used against you in a civil suit if there was a traffic accident (another party can say you were at fault or responsible for the accident if you plead guilty to the traffic charge).

2.  Plea of Nolo Contendere (no contest) - You do not contest the State's charge against you. You will almost certainly be found guilty, unless you are eligible and successfully complete a court ordered deferred disposition or a driver's safety course. Also, a plea of nolo contendere cannot be used against you in a subsequent civil suit for damages.

3.  Plea of Not Guilty - You deny guilt or you have a defense in your case, and the State must prove what it has charged against you. If you plead not guilty, you may or may not hire an attorney to represent you. You are entitled to a jury trial unless you waive that right. If you waive a trial by jury, the judge will hear your case.

If you are not a citizen of the United States of America, a plea of guilty or nolo contendere for the offense charged may result in deportation, the exclusion from admission to this country, or the denial of naturalization under federal law.
