It’s a festival of lights, sound and color! Kaleidoscope is an event celebrating the diversity of our community. The event will include a variety of foods, cultural ​performances, children’s activities and much more! Bring a lawn chair or blanket and enjoy a grand finale to wrap up an evening celebrating the people that make Coppell a remarkable and unique community.​​


MAIN STAGE

Kaleidoscope features artistic performances symbolic of Coppell's diverse​ cultural community. Main stage performers will excite your senses and inspire your imagination with music and dance performances from around the world​!

KIDS AREA


Race through an inflatable obstacle course, challenge your friends to a basketball shooting competition, ​and feel the wind on your cheeks as you rush down a large slide. ​Younger children can enjoy fun inflatables just for them like a junior obstacle course and slide. Children can also unleash their artistic abilities at several art stations.

Lighted Parade
​Wear your favorite holiday sweater and join us along the route to enjoy our parade that gets bigger, better, and brighter every year! Each float will be deck​ed out with holiday lights. Line the parade route early for the best spot. ​


Route

The parade will travel north on Samuel Blvd., turn west onto Parkway Blvd. and travel to Town Center. For safety reasons, all intersections along the parade route will be temporarily closed as the parade passes through. Intersections will re-open once the parade has passed.

Tree Lighting Celebration​

After the parade, head over to Town Center Plaza for more holiday fun including a tree lighting ceremony with fireworks! A 4-minute fireworks show will take place at approximately 7:30 PM, at Town Center. Afterwards, visit with Santa and Mrs. Claus, enjoy live music, snack on festive holiday treats, and write letters to send to the North P​ole!​

DEFINITION OF A SPECIAL EVENT

Article 6-5, Section 6-5-1: Definition of "special event" - a temporary event or gathering using either private or public property, which involves one or more of the following activities, except when the activity is for construction or house moving purposes only;
  • Closing a public street;
  • Blocking or restriction of public property, limiting the use of parks by the general public, and streets;
  • Offer of merchandise, food, or beverages on public property or on private property where otherwise prohibited by ordinance;
  • Erection of a tent on public property, or on private property where otherwise prohibited by ordinance;

Life Safety Study Trips
We coordinate with school districts, homeschools, private schools, and other organizations to schedule “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. Specific curriculum is set for each grade level:
 

KINDERGARTEN - Basic Emergency Safety

 

Students in this class will learn about Stop, Drop, and Roll, calling 9-1-1, and learn about firefighters as community helpers, with hands-on time with their gear. After learning some basic traffic laws, students will also get time to drive jeeps and practice safe pedestrian skills out on Safety Town.

​1st GRADE - Motor Vehicle & Pedestrian Safety

 

Students in this class will learn about motor vehicle and pedestrian safety, including proper seat belt wear, booster seat requirements, and basic traffic laws. They will visit with a Coppell Firefighter and learn about his/her role as a community helper. Students will then be given time to drive jeeps and practice pedestrians skills around Safety Town.

​2nd GRADE - Jr. Fire Academy: Fire & Burn Prevention

 

Students in this class will get put through the rigor of a junior firefighter academy. These kids will learn about the importance of working smoke alarms, having a family fire escape plan, learning how to work a fire extinguisher, and speak with real-life firefighters about their roles as community helpers. Class will be capped with a fun jr. firefighter activity!

​3rd GRADE - Pedestrian & Bicycle Safety

 

Students in this class will learn about bicycle and pedestrian safety skills, including proper helmet wear, bike riding safety and etiquette, and safe pedestrian crossing skills. They will then put those learned skills to the test with bike time out on Safety Town.

​4th GRADE - Severe Weather & Emergency Preparedness

 

Students in this class will learn about emergency preparedness, specifically for severe weather threats here in North Texas. Students will learn the difference between a 'watch' and a 'warning,' practice making their own emergency supply kits, and go through a realistic tornado drill.

​5th GRADE - General Home & Life Safety

 

​Students in this class will learn basic home and life skills. They will learn about the importance of smoke alarms and family fire exit plans. Around the kitchen, students will explore home fire dangers and hazards, as well as learn safe cooking habits. Students will learn how to operate a fire extinguisher.

6th-8th GRADE - Crash Course: Advanced Home & Life Safety

 

Students in this class will learn and practice some basic first aid skills, including bleed control, recognizing burns, bites, and stings, and performing CPR. They will also learn how to operate a fire extinguisher.

​9th - 12th GRADE: College Safety 101

 

​Students in this class will learn essential life safety skills, including drug & alcohol awareness, dorm and residential fire safety, personal health & wellness, and even identity theft. Basic life saving skills will also be covered, including CPR-AED performance, and severe bleed control.

Joint LSp/BEC Study Trips
 
Life Safety Park and Biodiversity Education Center are proud to again offer joint field trip opportunities for larger groups (up to 120 students)! While one group of up to 60 students visits the Life Safety Park for a two hour session, another group of 60 students will participate in Biodiversity Education Center programming at the same time. After a break for lunch, groups will then 'switch' facilities for the afternoon session. Please note that these are two separate facilities: transportation will be required between sites.

Your visit to the LSP will include an educational safety lesson, with topic determined by grade level (see outline above), as well as hands-on time relevant to the safety topic. Your visit to the BEC will include a naturalist education program, hike, and game of your choice. More class details can be found by visiting the online registration page, here

 
CPR-AED
CPR classes are held once a month at the Life Safety Park. Please note that this class does not provide the certification needed for some professions​. This class fills up fast! To register, please click here​ and search for CPR.

 
 

Boy scouts | girl scouts

Life Safety Park offers courses that cover frequently requested scout requirements (such as first aid, meeting a first responder, and disaster preparedness). This offering will occur based on demand, and some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour in length, and are capped at 45 students per session. Please inquire should you have any questions or class requests.
 

​Volunteer Opportunities

Life Safety Park will be seeking volunteers to help with children's programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-6 hour blocks, depending on that day's schedule.
Duties may include but are not limited to:
  • Front desk operations - Answering phone calls, Greeting and registering guests
  • Moving chairs/tables
  • Filling goody bags
  • Completing/printing certificates, and;
  • Helping with physical activities on Safety Town
  • Basic training will be provided upon first volunteer shift.
Volunteer opportunities are appropriate for teens (13+) and adults. Depending on qualifications, volunteers may also be asked to assist with teaching safety classes. All interested volunteers are required to register with the City of Coppell's volunteer management page. ​Training Requests

If you are a local business, corporation, or other community organization in Coppell needing to fulfill certain life safety training requirements, Coppell Fire Department and Life Safety Park offers training on most needed courses. Trainings are offered Monday thru Friday, 8:00 AM - 4:30 PM. Offered courses include: 
  • CPR-AED: CPR basics for infants, children, and adults; AED operation and use; how to handle sudden cardiac arrest or choking victims.

The Planning and Zoning Commission meets every third Thursday of each month at 6:30 p.m. in the Council Chambers.

How can I obtain specific information on upcoming zoning cases? 

​Call the Planning Division at (972) 304-3678 and ask to speak with a planner on staff. The zoning cases are listed on the Planning and Zoning Commission and City Council agendas posted in City Hall at least 72 hours prior to the respective meetings, and are published in the Citizens' Advocate newspaper. Planning and Zoning Commission Agendas, Minutes and Packets are available in the Public Document Database.  The Agenda/Packet is available the Friday before the scheduled meeting.

Who is notified with regards to a zoning change request?

All property owners on the most recently approved tax roll located within 200 feet of the zoning change request are notified by mail at least 10 days prior to the Planning and Zoning Commission meeting. A zoning notification sign is also placed on the subject property 10 days prior to the hearing and remains on the property until the city takes action on the request.

What can be done if I oppose the rezoning of property within my neighborhood? 

Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance? 

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.​​​

The zoning cases are listed on the Planning and Zoning Commission and City Council agendas posted in City Hall at least 72 hours prior to the respective meetings, and are published in the Citizens' Advocate newspaper. Planning and Zoning Commission Agendas, Minutes and Packets are available in the Public Document Database. Access these via the City Secretary parent folder, 10-Boards & Commissions subfolder, and then the Planning and Zoning Commission subfolder.

Who is notified with regards to a zoning change request?

All property owners on the most recently approved tax roll located within 200 feet of the zoning change request are notified by mail at least 10 days prior to the Planning and Zoning Commission meeting. A zoning notification sign is also placed on the subject property 10 days prior to the hearing and remains on the property until the city takes action on the request.

What can be done if I oppose the rezoning of property within my neighborhood? 

Send in your written opposition to the Planning Department prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance? 

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.​​​

​School Study Trips now available

Teachers - school study trips are now available for registration! We coordinate with school districts, homeschools, private schools, and other organizations to schedule “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. Specific curriculum is set for each grade level. For more information, click the 'Classes & Training' bubble.
 

Volunteer Opportunities​ during fall programming

Life Safety Park will be seeking volunteers to help with children's programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-3 hour blocks, depending on that day's schedule.
Duties may include but are not limited to:
  • ​Front desk operations - Answering phone calls, Greeting and registering guests
  • Moving chairs/tables
  • Filling goody bags
  • Completing/printing certificates, and;
  • Helping with physical activities on Safety Town
  • Basic training will be provided upon first volunteer shift.
​​​Volunteer opportunities are appropriate for teens (13+) and adults. Depending on qualifications, volunteers may also be asked to assist with teaching safety classes. All interested volunteers are required to register with the City of Coppell's volunteer management page. FY2017-18 3rd Quarter report available​

During the Third Quarter of the 2017-2018 fiscal year, Life Safety Park welcomed a total of 2,397 visitors, including 1,130 children and 1,267 adults. Students continued to learn life safety lessons through study trips from local schools, Summer Break programs, and many organizations utilized the facility during this quarter.​​ Read more in the 3rd Quarter Report.

PROPERTY TAX​

The City of Coppell spans multiple counties in​cluding Dallas County and Denton County.  Use the buttons located at the top to access your county's appraisal district.  

The Dallas County Tax Office collects property taxes for all property located within the city limits of Coppell.  Coppell residents can pay taxes in person at any of the eight locations​ identified on the Dallas County website.  Payments are also be ​accepted by phone, by mail, or online using a no-cost e-check.  Credit or debit cards can be used online or in person; convenience fees will apply.  Use the "Pay Your Tax Bill" button to access Dallas County's website.

The current 2017-18​ property tax rate is $0.5795​0/$100 taxable valuation.​ The proposed 2018-19 property tax rate is $0.5695/$100 taxable valuation. The Truth In Taxation Notice​ is available for review.

SALES TAX​​

The current sales tax rate in Coppell is 8.25%.  The City retains 2% and is used as follows:  1% for City operations; 0.5% is a special 4B sales tax for specific parks-related projects; 0.25% is for the maintenance and repair of existing City streets; and the remaining 0.25% is for the Crime Control and Prevention District.

Franchise Utility Providers who offer service to Coppell residents and businesses have infrastructure located throughout town in various rights of way and easements. The only obligation franchise utility providers have to the City regarding working on their infrastructure is to pull a permit grantin​g 45 days notice.

Alarm Permits  - A permit is required for each alarm site and each type of alarm system in residential dwellings and in businesses.  Permits must be obtained within 30 days of installation and renewed annually.

Citizen's Police Academy

What is CPA?

The Coppell Citizen's Police Academy was created to build a bond of mutual trust and respect between the police department and the community. Police work is filled with many variables that require professional solutions. The goal is to reduce perceived suspicions and misconceptions by establishing mutual trust and cooperation between police and the citizens of Coppell.

Classroom presentations, lectures, and hands-on experience offer participants valuable insight into the day-to-day operations of the Police Department.

Department employees receive direct feedback from members of each class. This two-way communication between police officers and the community furthers the effort to improve the quality of life for our residential and business communities.

Learn More about CPA

The Citizen's Police Academy is a 11-week program that meets once a week from 6:30 pm to 9:30 pm in the Coppell Police Department's training room. At the end of the class, there is a graduation ceremony to congratulate the students. To be eligible to participate, class members must be 18 years of age, with a good standing in the community, must pass a background investigation, and either reside or work in Coppell. Class schedules and the associated curriculum are not finalized until the Academy is filled and the instructors for each topic have been chosen.

Experienced police officers provide briefings, demonstrations, and engage in discussions about police operations with class participation. Each week, different areas of law enforcement are covered. This allows citizens to acquire a working knowledge of the activities that the Coppell Police Officers perform.

Class members will have the opportunity for guided tours of Police Headquarters and Communications. Participants are also given the opportunity to take part in "hands-on" training that is required for the training of new police recruits. The "ride along" program allows students an insight into a day in the life of a Coppell police officer.

The Next C.P.A. Class will begin Jan 19 2017!

The Citizen's Police Academy Class will begin on Thursday, January 19th, 2017 at 6:30pm. The class is held every Thursday evening at the Coppell Police Station from 6:30 PM to 9:30 PM for approximately 12 weeks.  There will be a graduation class scheduled for April 13th.  The classes are limited in size.  Citizens that successfully complete the Academy receive a Certificate of Completion and are eligible to join the Citizen's Police Academy Alumni Association (CPAC). 

Class members must be 18 years of age with good standing in the community and must pass a background investigation and either reside in or work in Coppell.

The Coppell Police Department's J.P.A.C. (Junior Police Academy Coppell) is a great opportunity for the youth of Coppell to learn what it takes to be a police officer. There are two different camps that are offered, a BASIC and an ADVANCED camp. During these camps, the students will gain insight into the multiple functions that local law enforcement professionals perform on a daily basis. The students learn about laws, enforcement practices and procedures, and other pertinent information that can affect them in their community.  This program is designed for middle-school aged students and is available to anyone who has completed the 6th grade, but has yet to begin high school.

Officers of the Coppell Police Department provide the students with hands on instruction on many different facets of the police profession, including patrol work, crime scene investigation, K-9 handling, and traffic stops. They will also discuss important topics like social media, bullying and online bullying, and bicycle safety. They learn a lot and hopefully have a ton of fun in the process. Students will also have the opportunity to participate in a team building, ropes course, and leadership program at Group Dynamix in Carrollton.

Academy Introduction, Patrol Operations, Vehicles and Equipment, A visit from the Chief of Police, Municipal Court, K-9, Crime Scene Investigation, Bicycle Safety, Traffic Division (radar, traffic stops), Social Networking/Cyber Bullying, Building Searches, Firearms Safety, Self Defense Techniques, Team Building and Leadership Activities!

ADVANCED JPAC Activities:

Narcotics Presentation, Advanced Crime Scene, Investigations, Advanced Building Searches, Self-Defense Strategies and Techniques, Simulated Impaired DriviNg Experience (SIDNE), First Aid/CPR/Emergency Preparedness, Team Building and Leadership Activities

What are the requirements to be eligible for JPAC?

If you live in the City of Coppell, or your child attends school in Coppell ISD, they are eligible to attend JPAC. To be eligible, your child must have completed the 6th, 7th, or 8th grade during the 2017-2018 school year.  If they are new to the JPAC program, and they have completed the 6th grade, they would be eligible for the Basic JPAC.  If they have previously completed a JPAC course with Coppell Police Department, they would be eligible for the Advanced JPAC Academy.

Each Academy will be held at The City of Coppell's Life Safety Park located at 820 S. Coppell Rd. Coppell, TX. 75019. The Academy schedule will have classes and activities outside as well as inside so students should dress appropriately for the summer weather.  It is recommended that students bring a hat, sun screen, water bottle/drinks, and a snack each day of the Academy.  For more information on dress codes, please read the Rules of Behavior on the JPAC Application.

JPAC is VERY popular, and because of the limited number of camps, we anticipate the camps to fill very soon. All three courses have a maximum number of students allowed, so please be sure to apply or inquire and apply quickly. You can submit the application to your students School Resource Officer at their assigned Coppell Middle School campus.

What is Law Enforcement Exploring?

Law Enforcement Exploring is a non-profit organization created by Learning for Life (www.learningforlife.org), a division of the Boy Scouts of America.  The program is designed to acquaint young adults (ages 15-21) with the nature and complexities currently facing our nation's  law  enforcement professionals.  The training is as realistic as possible and allows each participant to gage for themselves if the Criminal Justice field is one they should consider as a possible career path.  All Explorers are strictly volunteers.                                                                                        

What do Explorers Do?

Explorers provide assistance to the Coppell Police Department and the City of Coppell by volunteering their time at various community events or activities.  Some of these activities include crime prevention programs, child safety programs, traffic direction, crowd control, football games, parades, festivals, and assistance with natural disasters/emergencies.  Explorers also attend weekly post meetings in order to learn about various law enforcement techniques and practices such as crime scene investigations, fingerprinting, traffic enforcement, handcuffing, building searches and many more facets of the profession.

Explorer Competitions:

Explorers train to compete against other Explorer teams throughout the area, state and even the nation.  The Texas Law Enforcement Explorers Advisors Association (TLEEAA) holds an annual event that allows these teams to pit their learned skills against one another, with the top participants and teams receiving awards for their performance.  In 2010, our Explorers brought home 2nd Place for "Best Overall Post", which is a huge accomplishment for such a new post.  The post has continued to have great success and has gained valuable experience participating in the various competitions open to them. Last ​year at the 2016 TLEEAA Competition, Coppell Police Explorer Post #605 won the "Best Overall Post" and won the State Competition.

Explorer Academy:

The Coppell Police Department  holds a two-week "Explorer Police Academy" during the summer months.  The Explorers are exposed to the life of a Police Recruit and what the life of a police recruit is like.  Upon completion of this academy, officers from the police department sponsor a banquet dinner and present awards to the Explorers.  

​Ride-Out Program (Job Shadowing):

The Ride-Out program allows Explorers to ride along with a police officer and observe them as they work in the field.  This is a way that Explorers can experience law enforcement first hand and gain a better understanding of the criminal justice system. 

Qualifications to join:

Both male and female young adults are encouraged to join.  To be considered, applicants must meet the following criteria:

Age -  Minimum age is 15 years old, with the exception that a student who is 14 years old and has completed the 8th grade can be considered.  The maximum age is 21 years old.

School -  Be enrolled in school (High School or College) and maintain at least a "C" (70) or higher GPA.  

Personal History:

An Explorer cannot have a criminal record, to include arrests or convictions.  Traffic violations do not disqualify an applicant unless it is obvious that he/she is a habitual offender.  Each applicant is expected to avoid the use of illegal narcotics, alcohol or tobacco products and be sound in their health and fitness.  Anyone terminated from employment based on any type of theft or deception is also a disqualifier.  Each candidate must pass a background investigation and maintain a neat/clean appearance.  A candidate under eighteen (18) years of age must have parental consent to enroll in the program.

What will it cost to join?

Police Exploring is free to join! Explorers must register with Learning for Life upon acceptance.  Please contact the Post Advisor for information concerning any associated costs with participation in the Post.

Post meetings are held on Monday nights at 6:30pm at Coppell's Life Safety Park located at 820 S. Coppell Rd, Coppell, TX 75019. The meetings usually last until 8:30pm. ​Interested in Reserving a Meeting Space?

Please read the requirements and procedures below first before submitting a reservation request or making inquiries.

Requirements for Space Reservations:

  1. ​Requesters must be residents of Coppell and/or a representative of a business that operates within Coppell city limits; photo identification will be required.
  2. Requesters must be at least 18 years of age.
  3. Reservations must be placed at least one week (5 business days) and no more than six months in advance of your requested date.
  4. Spaces within Life Safety Park are available, pending availability and holidays, during weekday normal business hours--Monday thru Friday 8:00 AM - 4:30 PM.
  5. Use of space within the Life Safety Park is free of charge; however, we require that you devote 10 minutes at the beginning of your meeting for your group to learn a life safety lesson.
  6. Multiple/Consequent booking is not permitted: you must complete your most upcoming meeting before making future reservations.
  7. Space availability is on a first-come, first-served basis, and is subject to change without notice.
  8. Life Safety Park reserves the right to alter or cancel reservations, confirmed or otherwise, at the staff's discretion. Every effort will be made to make re-accommodations.

Procedure for Meeting Space Requests:​

  1. Please browse the below list of spaces that are offered as meeting spaces, and determine your first and second preference based on your groups needs.
  • Note the specific requirements under each space description.
  • Fill out and submit the “Meeting Space Reservation Request” form at least one week (5 business days) prior to your requested reservation date. 
  • Life Safety Park staff will contact the applicant regarding the reservation request within 2 business days via email or phone. Your request will either be approved, placed on hold, or denied. 
  • For requests placed on hold or denied, staff will contact the applicant to discuss possible alternatives.
  • Applicants must contact Life Safety Park staff via email or phone at least 24 hours prior to your meeting date if the request must be cancelled.
  • Please note any special accommodations or additional assistance requests on your form; every effort will be made to make such accommodations.

    ​Classroom A is for smaller groups, and provides a more intimate learning environment. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 30
    • Cushioned floor mats available for smaller visitors
    • Projector and screen, with presentation capabilities
    • Wall-mounted white board and/or movable white board/easel (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.

     Classroom B/C​

    ​Classroom B/C is designed for larger gatherings, providing a comfortable and relaxed learning environment. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 60
    • Two projectors and screens, with presentation capabilities
    • Wall-mounted white boards and/or movable white board/easel (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.
     

    ENTIRE CLASSROOM SPACE (BOTH A & B/C)

     

    This combined space is ideal for corporate trainings, large scout/pack meetings, and other events needing an expanded classroom-style arrangement. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 90
    • Three projectors and screens, with presentation capabilities
    • Wall-mounted white boards and/or movable white board/easel​ (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.

    The Multipurpose Building is a self-contained educational structure external to the main building, located outside on Safety Town, and is designed for community use. It can be booked for special events, meetings, classes, and community gatherings. The building is equipped with:

    • A large, 80" monitor with presentation capabilities
    • Movable white board/easel (if available)
    • A small kitchenette; and,
    • Its own bathroom facility
    • Food and drink are allowed in this space.

    The Patrol Division consists of thirty-five sworn officers with two supervisors (one Sergeant and one Corporal) assigned to each shift. Manpower is then further divided into four twelve-hour patrol shifts. In addition to these assignments, the division also utilizes a five-member Traffic Unit, whose primary focus is the enforcement of local/state traffic laws and investigating accidents. Duties performed by the patrol division include:

    • Responding to 911 calls for service (assaults in progress, criminal mischiefs, burglary of habitation, alarms including business and residential, loud noise disturbance, family violence, reckless driving ...).

    • Initial investigation of crime scenes.

    • Traffic Enforcement and Accident Investigation.

    • DWI enforcement.

    • Preparation of written incident and information reports.

    • Preparation of Case Reports for submission to the District Attorney.

    • Testimony before County Grand Juries, County Criminal Courts, Municipal Courts and Family Law Courts (on occasion).

    • High visibility beat patrol (the City of Coppell is divided into four "beats", each beat has an assigned Police Officer).

    • Vacation House Watch checks.​

    • Preventive Maintenance checks on Police Equipment.

    • Operation of Police Department radio and computer mobile data systems.

    • Operation of departmental intoxilyzer.

    • Maintaining a current knowledge of State and Local criminal statutes.

    • Maintaining a current knowledge of the Texas Code of Criminal Procedure.

    • Maintaining a current knowledge Departmental and City Written Directives.

    ​​ADMINISTRATIVE DIVISION

    DIVISION COMMANDER: CAPTAIN Anthony Maurer

    ​The Coppell Police Department’s Administrative Division is comprised of three distinct sections: Administrative, Communications, and Animal Services. There are twenty three people in the division with five assigned to the Administrative Section, thirteen assigned to Communications, and five assigned to Animal Services. 

     The Administrative Section is responsible for a variety of different functions for the department including fleet operations, hiring, recruiting, training, field training, crime prevention, public information and media relations, victim’s assistance, grants, internal affairs, operation of the SafeLight Coppell program, and quartermaster. The section facilitates the department’s National Night Out program, which has been recognized as one of the best programs in the nation on numerous occasions. The section is currently engaged in the best practices certification process to be recognized by the Texas Police Chief’s Association Texas Law Enforcement Recognition Program.  

     The Communications Section is a Public Safety Answering Point (911 call center) responsible for maintaining communications for the police, fire, paramedic, and emergency management functions of the city of Coppell. The section is staffed and in operation twenty four hours a day, seven days a week year round. Members of the Communications Section answer calls for service from citizens, businesses, and other law enforcement agencies, ultimately dispatching via radio and computer the appropriate public safety agency resources to respond to routine and emergency calls for assistance. 

     The Animal Services Section is responsible for maintaining a safe and healthy environment for the citizens of Coppell and their pets. The personnel of the section are responsible for the operation of the city’s Animal Shelter where pets can be adopted, stray pets are kept, and animals can be held in quarantine if required. The Animal Services staff also takes a proactive approach to patrol the city to address violations of the city’s ordinance concerning safe and responsible pet ownership, taking enforcement action as is necessary.

    Mission: To provide the citizens of Coppell a proactive resource in combating the distribution and sale of illegal narcotics. To develop information that identifies narcotics offenders with ties to Coppell. To provide a resource to the Criminal Investigations Division for episodic or extreme criminal activity.To utilize proactive measures to arrest and prosecute offenders.

    SCOPE OF ENFORCEMENT

    Major thoroughfares such as IH 635 and SH 121 bring thousands of people through our community on a daily basis. While all of the cases investigated by our SIU have some formal or informal tie to Coppell, investigative leads do require detectives to leave the borders of our city in order to surveil, arrest and successfully prosecute criminal narcotics offenders. This "global" approach allows Coppell to minimize the direct impact on our community while continuing to hold offenders accountable, no matter where they live or work. In addition to narcotics enforcement, the SIU assists the Criminal Investigations Division concerning episodic crimes and conducts checks of community businesses that sell alcohol and tobacco (thus limiting the illegal sale of these products to our youth). Provided below are Unit statistics from 2012.  These statistics are compiled quarterly and presented directly to the City Mana​​ger's Office and the Coppell City Council.


    DETECTIVE UNIT

     Sergeant Bill Camp who reviews, evaluates and prioritizes all criminal cases within the City of Coppell. These cases are then assigned to one of the unit detectives. Typical duties for Police Detectives include: 

    • contacting and interviewing Complainants on assigned cases.

    • determining the identity of criminal suspects.

    • preparing probable cause affidavits for arrest and search warrants.

    • executing arrest and search warrants for Coppell offenders when possible.

    • preparing case reports for the district attorneys office.

    • testifying before Grand Jury's and Criminal Courts of Law.

    • locating and returning Complainant property.

    • assisting other law enforcement agencies when required.

    • assisting crime victims with understanding the judicial process.

     In addition to Unit detectives, a crime analyst provides investigative support through statistical analysis and criminal intelligence gathering and dissemination. Another detective is assigned to manage all property and evidence maintained by the Coppell Police Department.​

    School Resource Officers

    School Resource Officers (SRO’s) serve as liaisons between the Coppell Police Department and the Coppell Independent School District. Their primary functions include: providing security and fostering a safe learning environment for all students. They accomplish this by providing a highly visible police presence at the High School and Middle School Campuses to which they are assigned. In their capacities as Police Officers, SRO’s Investigate reports of possible criminal activity and take enforcement action when necessary. The presence of a Police Officer on school campuses can be a strong deterrent to criminal activity. Also, a uniformed Police Officer in the schools can be an encouragement to students to befriend a positive role model. ​

    In addition to their primary functions, SRO’s promote safety and wellness to all students through education. The Middle School SRO’s are assigned to the feeder Elementary Schools and visit these campuses regularly. SRO’s offer programs and presentations in the areas of: drug and alcohol awareness, bullying and cyber-bulling, and stranger danger.

    HONOR GUARD

    The Honor Guard is an all volunteer unit that represents the Coppell Police Department. The Honor Guard has eight highly professional and motivated members that serve in addition to their normal duties. The Honor Guard has represented the Coppell Police Department at police funerals, memorial ceremonies, and other formal functions all over the state of Texas.
