PLANNING FOR PROJECTS AND SERVICES

As the City of Coppell moves into the future, City staff recognizes the need to be proactive and strategic when it comes to budget planning. Coppell is reaching a state of build-out, and the City's population is not expected to increase exponentially in the coming years. However, the City's population has continued to grow in recent years, and Coppell saw a 3% increase in the number of residents from 2014 to 2018. In order to accommodate this growth and continue to offer the high-level of service that residents expect, the City strategically invests significant funds into projects and initiatives that benefit the whole community. 

Further, the City of Coppell is transitioning into a sustainment stage. As infrastructure ages, the City must take steps to proactively maintain its assets and improve upon the high standard of living in Coppell. The City has begun to place an increased priority on maintenance and redevelopment. From roadways to sidewalks to streetscapes, City crews are working continuously to maintain public assets to ensure that they continue to be viable into the future. 

"Our future is wholly depend​ent on our ability to serve the public," said Mike Land, City Manager. "The City's dedicated municipal workforce recognizes that the 'person in the house' is our only reason for existing, and we strive to demonstrate that through our actions and behaviors. The level of service is great today, but our goal is to make it even better tomorrow. Our continued efforts to maintain and improve our overall service delivery and maintenance efforts will enhance Coppell's desirability as a community of choice for existing and potential residents, businesses and visitors." ​

Budget Planning Process

​The City of Coppell uses a rolling five-year planning document to prioritize projects and major expenditures. This document is updated annually, and it serves as a guideline for the upcoming fiscal year budgets. Every project that the City prioritizes has a direct and measurable benefit to the community. Over the past three years, the City has used this document to plan for various projects and services that are funded through the General Fund, various Special Revenue Funds and grants, when available. These projects and services include: ​

ABOUT THE BUDGET: 

​​​​​​​​​​The City of Coppell continues to see positive economic indicators in all areas of finance, including the recently reaffirmed AAA bond rating, growth in the tax base and surging sales tax receipts primarily due to thriving distribution centers and business parks. Expenditures, revenues, and reserves have been managed efficiently and proactively for many years, resulting in appropriate fund balances and a strong financial position. 

"The City of Coppell is in a great financial position," said Mayor Karen Hunt. "City staff continue to do a fantastic job managing our public monies. We are very fortunate to live, work, and play in a city that places a high value on community and quality of life while focusing on maintaining what we have built."

The City of Coppell works diligently to be fiscally responsible and transparent, and the City continuously receives accolades from outside agencies regarding its financial planning and prudent budgeting practices. The City strongly encourages residents to get involved, attend public meetings and provide feedback on the proposed budget.

​​​​​​​​ Click here to visit the Project PortalVision 2040 is the subsequent phase of strategic planning for our community's future beyond the Coppell Vision 2030 plan. This initiative aims to clarify community priorities that are representative of our demographics and define a clear roadmap that the City of Coppell can use to move into the future.

The Vision 2040 process began in the fall of 2017 with the Citizen Summit, an event initiated by the City Council that kicked off the visionary thinking process for residents engaged in planning for the next 20 years. 

Since the Citizen Summit, we've contracted a professional facilitator to assist us in the large-scale visioning process, which will be the basis for the new strategic plan. The community engagement phase for Vision 2040 is ramping up in June and will include dozens of input opportunities through October 2018. 

Our aim is to provide an inclusive and transparent process that encourages participation for all members of our community. Upcoming opportunities to get involved include:

  •  An intensive Future of Coppell Think Tank that involves scenario planning and data analysis (June and reconvenes in October)
  • A community-wide survey (June-September)
  • Community engagement workshops and focus groups (August-October)

All data collected will be made available in a project portal for the community to see. This includes detailed information on the consultant, engagement opportunities and project updates. We hope that you will stay tuned and spread the word.

Citizen Summit 2017

Approximately 84 residents gathered at the Cozby Library on September 21st after answering a call from elected officials asking, "What would you like Coppell to look like in 20, 30 or 40 years?" Participants received a brief overview then divided into five groups that tackled different issues:

  • Business & Economic Development
  • Transportation
  • Effective City Government
  • Mind, Body & Enrichment
  • Where would you like to see Coppell in 2040?

After discussing various topics, each group catalogued and voted on the topics that they felt were most important. The exercise was intended to get residents thinking about planning for the future, and the bullet points below are part of the creative brainstorming process. Although Citizen Summit jump started the planning process, the next phase will include facilitated focus group discussions, and the final plan may or may not incorporate the ideas below.

  • Business & Economic Development
    • City-wide wifi, bury power lines
    • Incentives for redevelopment of aging centers - help circulation, facelift of facades, etc.
    • Decide who we want to be and create a strategy that determines what types of businesses we want and how we want to grow
    • Redevelopment - how do you redevelop existing space to enhance and improve Coppell? What businesses will drive traffic to a center?
  • Transportation
    • Bus and transportation plan
    • Bike lane/trails to connect to other cities
    • Pedestrian walkway over the street
  • Effective City Government
    • Citizen engagement
    • Smart phone app, City sponsored, with voice capability
    • Facility Utilization

    • Connectivity: safe walking/biking for exercise/transportation

Leading up to Citizen Summit, residents were asked to submit photos of what they like about Coppell, what they don't like about Coppell and what they would like to see in Coppell.

Over 100 photos were submitted to the vision board for consideration at the Citizen Summit.

Coppell Vision 2030

Planning for future generations has been a hallmark of Coppell for decades, and is a key reason why Coppell looks the way it does today. From the zoning and building requirements to parks and amenities, development in Coppell has been carefully planned to reflect the ideals and values of the community. In 2009 the City of Coppell adopted the Coppell Vision 2030 plan, which provided a set of priorities, goals and objectives for Coppell elected officials and City staff to follow, much like a roadmap. At the end of 2017, approximately 60% of the objectives and critical factors for success have been accomplished and Coppell is well on its way to achieveing the Vision 2030 goals.

​​​​Driving Safety Course (DSC) Eligibility Requirements

If you are charged with an offense involving the operation of a motor vehicle, you may dismiss your case with the successful completion of a driving safety course. You must request to take a driving safety course before the appearance date on the citation, either in person, or in writing through certified mail. If you were operating a motorcycle and request a driving safety course, you must take a motorcycle operator training course.

Please read all of the instructions and requirements on this page carefully. 

You are eligible for a Driving Safety Course if:

  • You have not taken a driving safety course within the 12 months proceeding the date of the current offense (Calculated from the date of course completion to the date of your current citation) and you are not currently taking the course for another citation.
  • You have a valid Texas Driver's License (No Commercial Driver’s License). However, if you are active duty military, or an active duty military spouse, or dependent child, you do not have to have a Texas driver’s license or permit. But you do need to provide proof of your military status by pre- senting your military I.D. card along with your out of state driver’s license.
  • You must provide proof of valid financial responsibility with your name listed (liability insurance).
  • You were not charged with:
    • failure to give information at an accident scene;
    • leaving the scene of an accident;
    • passing a school bus;
    • a serious traffic violation;
    • speeding 25 mph or more over the limit or 95 mph or more; and
    • ​an offense that occurred in a construction zone when workers were present.
  • You did not commit a traffic offense while possessing a commercial driver's license.

How Do I Request a Driving Safety Course (DSC)?

  1. You must meet the eligibility requirements mentioned above in the “Driving Safety Course (DSC) Eligibility Requirements” section.
  2. Submit your request in person at the court or in writing.
  • The Driving Safety Affidavit form must be completed (signed and notarized). This document may be sworn to by a court clerk if submitted in person.
  • ​ DSC Request Form
  • Present a copy of your valid Texas Driver’s License (No Commercial Driver’s License). However, if you are active duty military, or an active duty military spouse, or dependent child, you do not have to have a Texas driver’s license or permit. But you do need to provide proof of your military status by presenting your military I.D. card along with your out of state driver’s license.
  • A copy of your valid financial responsibility (liability insurance card) with your name listed, or other evidence of financial responsibility.
  • Pay court costs to the court:
    • Moving violations not occurring in School Zone - $ 114.10
    • ​Moving violations occurring in a School Zone - $ 139.10

    ITEMS 2—5 LISTED ABOVE MUST BE MAILED ON OR BEFORE YOUR DUE DATE. LATE OR INCOMPLETE REQUESTS WILL NOT BE ACCEPTED. A REPLY WILL BE MAILED TO THE ADDRESS YOU PROVIDE. IF YOU FAIL TO RECEIVE A RESPONSE WITHIN 2 WEEKS CALL THE COURT OFFICE. REMEMBER TO ENTER A PLEA ON THE REQUEST FORM.

    Important: Your request must be received by the court on or before the appearance date above the signature line of your citation.

    What Happens Next?

    Once your request has been granted by the Judge, you will have 90 days to complete the driving safety course (no extensions will be granted) and present evidence of com- pletion by the 90th day along with a certified copy of your Texas driving record (Type 3A). You can request your driving record either by mail or online (hyperlink to http:// www.dps.texas.gov/driverlicense/driverrecords.htm) If you request it online, you can print your driving record immediately. Information on how to request the driving record from the Texas Department of Public Safety is provided in the form below.

    What Do I Do After I Have Completed the Driving Safety Course (DSC)?

    ​​After you have successfully completed the Driving Safety Course (DSC) you must submit the following documents to the court:

    1. Certificate of Completion for the Driving Safety Course, and (You must turn in the Court Copy and it must be signed.)
    2. Copy of your Texas Driving Record (Type 3A) that you request from the Texas Department of Public Safety.

    IMPORTANT:  The Driver's Safety Certificate and the certified copy of your driving record must be submitted to the court within 90 days of the date on which the court approves your request to take the course.

    After proof of satisfactory completion of the Driving Safety Course and the driving record have been presented to the court, the judge will dismiss the case. ​

    ​​​​​​With more than thirty years of experience in the commercial banking industry in the DFW area, Karen has a strong financial background. Her career has spanned large national banks, regional and small independent banks. She is currently the Market President - Coppell for Frost Bank.

    Karen takes advantage of a flexible work schedule to serve the community in which she lives and works. Since moving to Coppell in 1997, Karen has been involved with the community through various volunteer efforts including Exchange Club, PTO Boards, Coppell Chamber of Commerce, the City of Coppell Economic Development Board, and the City’s Vision 2030 committee. Karen is a graduate of the first Leadership Coppell class, sponsored jointly by the City of Coppell and the Coppell Chamber of Commerce. Her civic experiences include service in a leadership role on boards of the Coppell Chamber of Commerce, Coppell Rotary, Coppell Women’s Club, Coppell ISD Education Foundation, Assistance League of Coppell, Metrocrest Chamber of Commerce, North Dallas Chamber of Commerce, and Metrocrest Social Services. She presently serves on the Executive Board of the North Texas Commission.

    Karen held the office of Place 7, Coppell City Council from 2008 to 2012. She served as Mayor ProTem from 2009 to 2010. She has served the city as its representative on the Dallas Regional Mobility Coalition, the alternate to Irving on the Regional Transportation Council and twice on the Dallas Fort Worth International Airport Board. She has served as vice president and then president of the Metroplex Mayors. She presently serves as the President of Region 13 – North Central Texas Region – for Texas Municipal League.

    Karen holds a Bachelor of Business Administration degree from Southern Methodist University. She and her husband Larry have lived in Coppell since 1997 and have two sons, Kyle and Bryce. Kyle is a firefighter for the City of Rogers, Arkansas. Bryce attends the University of Arkansas. The Hunt family attends First United Methodist Church of Coppell.

    ​​​​​​​​​​Council Member Biju Mathew is known for his civic and community involvement. He served as the Vice President of the Coppell Recreation and Development Corporation for four years, was a member of the Coppell Parks and Recreation Board for four y​ears, worked on the Kid Country 2012 redevelopment, was a facilitator for the 2040 Citizens Summit and is a graduate of Leadership Coppell. Additionally, Biju is a Citizens on Patrol (COP) volunteer and a graduate of the Citizens Police Academy of Coppell.  In the community, he is a member of the Coppell Rotary Club, the Cottonwood Creek PTO and Dad's Club and a School Committee member for his HOA, Coppell Greens. Biju attends Marthoma Christian Church of Farmers Branch. 

    Biju moved to Coppell in 2006 and is married to his wife, Shiji, and is the father of three boys: Alexander, Jonah and Noah. 

    Biju is an IT professional with more than 20 years of experience in the IT field, including management. His education includes an MS from Boston University in Computer Information Systems and a BS from Suffolk University (Boston) in Computer Engineering. He graduated from Cambridge and Latin High School in Cambridge, MA.

    ​​​​​​​Gary Roden​ holds a Bachelor of Science degree in Mechanical Engineering from Texas A&M University and has completed multiple post-graduate business courses at the University of North Texas.  Mr. Roden is part owner in Aguirre Roden, Inc., providing architecture, engineering (mechanical, electrical, structural), construction, and program management services to public and private sector clients throughout this region of the country.

    Council member Roden served as the co-chair for the Coppell 2030 Steering Committee.  He also served on the Coppell 2030 Comprehensive Master Plan and served as Vice Chair of the Economic Development Committee.​

    He and his wife Lisa have been married since 1983.  They have three wonderful grown children, all of whom are graduates of Coppell ISD.​​

    ​​​​​​​Wes participated in Coppell's Citizen Summit in 2011 and has served as the president of the Arbor Manors Homeowners Association and the Westbury Manor Homeowner Association. He is a graduate of Leadership North Texas.  He currently serves as the city liaison to Coppell ISD and the North Central Council of Governments and formerly served as city liaison to the Carrollton/Farmers Branch ISD/Lewisville ISD and the Metrocrest Community Clinic.

    Wes holds a Bachelor of Electrical Engineering from Texas A&M University. He is an executive engineering manager responsible for the advanced electronic designs and strategies. He is a multiple patent holder encompassing a broad variety of technical expertise including RFID, radio frequency design, and communication design. He is a registered professional engineer in the State of Texas.

    Wes is an Eagle Scout holding the Silver Beaver award and District Award of Merit from the Boy Scouts of America. He is an Extra Class radio operator, N5HK, in the Amateur Radio Service. He plays saxophone in the wind ensemble at the First United Methodist Church. He is also a member of the General Society of Mayflower Descendants.​

    Wes and his wife, Linda, have been married since 1984. They have two children, both graduates of Coppell High School. Chris, a computer engineer, is a project engineer in Richardson.  Allison is in graduate school at​ Texas A&M. The Mays family attends the First United Methodist Church in Coppell.​​

    ​​​​​​​​​​Cliff Long currently serves in Place 1 on the City of Coppell Council. 

    Cliff holds a Bachelor degree in Business Administration from Baylor University and a Masters degree in Liberal Arts from Southern Methodist University.

    Along with his wife, Chris, Cliff operates Sovereign Mortgage Services, Inc. from its offices located in Coppell's Old Town. Sovereign is a provider of auditing and compliance support services to the residential mortgage industry. Cliff is a licensed Certified Public Accountant, former Certified Financial Planner and former board member and Past President of the Dallas Mortgage Bankers Association. 

    Cliff has lived in Coppell since 1991 and has been active in the community. He served on the city's Transportation Committee and the 2013 Bond Steering Committee for the Coppell Independent School District. Cliff is a member of the Coppell Rotary Club, served as a board member and is a Past Board Chairman of the Coppell Chamber of Commerce and is a Past President of the Old Town Coppell Association.

    Cliff and his wife have been married for 34 years and have three grown sons.

    ​​​​​​​Council member Nancy Yingling has served in Place 5 since 2014. She currently serves as the city's liaison to The North Texas Commission and the Coppell Senior Center. She is a graduate of North Texas Commissions Leadership North Texas Class 7 and served on the selection committee for Class 8 and Class 10. She has also served on the on the National League of Cities Community and Economic Development Committee and the North Central Texas Council of Government's Emergency Preparedness Planning Council. Ms. Yingling also served as Mayor Pro Tem for a one-year term from 2017-2018.

    As a long time community volunteer she participated in the building of the original Kid Country Playground, served as the city's Red Cross Representative, CERT team member, honored as Civilian of the Year from the Coppell Fire Department, received proclamation from Mayor for organizing 9/11 fundraiser, participated on numerous boards, and served on the City Manager's Advisory Committee.

    Council member Yingling is the Owner/President of Engrave55. Prior to that she worked with ClubCorp as a Director of Sales, as well as 21 years with Delta Air Lines, Inc. where she worked as an Operations Specialist. 

    Nancy holds a Bachelor of Arts in Mass Communications from Eastern Illinois University. She and her husband Keith moved to Coppell in 1990 and have two children. The Yingling family attends Irving Bible Church.​

    City Council meets the second and fourth Tuesdays of the month in the Council Chambers, 255 E. Parkway Blvd. beginning at 7:30 pm.  Executive Session/Work Session begins at 5:30 pm. Work Session is open to the public in the first floor conference room of Town Center, 255 E. Parkway Blvd. Typically there is only one meeting during the months of June, November and December.     ​​​​​​​​​Mark graduated from Virginia Tech in 1986 with a five-year Bachelors of Architecture degree. He and his wife, Mia, moved to Valley Ranch about 20 years ago from Washington DC. After a couple years they decided to move to Coppell for their daughter to attend Lakeside Elementary because of the exceptional GT program. They have lived in the Lakes of Coppell since that time.  For 8 years, Mark was an integral member of the board for the largest homeowners association in Coppell (Lakes of Coppell) acting as both its vice president and secretary several times. During his time on the board, the Lakes of Coppell with its over 1300 homes rose to be one of the most sought after neighborhoods in the region.  Over the years he was active in the community devoting time to coaching a variety of youth sports teams. Their daughter, Rachel, is now a proud graduate of UNC Chapel Hill.

    His leadership role in Coppell began as a community organizer to ensure that the proposed developments adjacent to the Lakes of Coppell would meet the established high standards. He pushed to make sure that there would be no negative impact on the existing wetland areas or surrounding drainage patterns. Seeing the success he had opposing developers, neighborhood groups across Coppell approached him to run for City Council in 2014.

    As a licensed architect in Texas and Virginia with over 30 years in practice, he has a broad range of experience in the design of commercial, retail, military, educational, hospitality, multi-family, residential, and religious projects.  Currently, he is a senior project architect for a mid-size firm in Addison. Mark is also a LEED (Leadership in Energy and Environmental Design) accredited professional with a specialty in design and construction from the U.S. Green Building Council.  He has successfully managed large design teams and projects in excess of $110 million. Some projects of local note are; Texas's largest new high school with over 520,000 square feet of space and the First Baptist Church of Coppell (now Gracepoint Church). He was also instrumental in the design of the new Coppell Biodiversity Education Center.

    In his time on the council he has served a council liaison to Metrocrest Services and Metrocrest Community Clinic.  Mark has been heavily involved with the review of all new construction projects undertaken during his tenure on the council ensuring each project maintains a high level of quality while not frivolously spending taxpayers' money.
