What is an eoc?

 

In addition to hosting public education classes, the Life Safety Park's main education building also houses the City of Coppell's Emergency Operations Center (EOC), under the direction of Coppell's Emergency Management Division. An EOC, in a municipal government setting, is a central location from which local government can provide interagency and interdepartmental coordination and executive decision making in support of incident response and recovery operations. Except for special circumstances, the EOC does not command or control on-scene response efforts, but does provide coordination by: collecting, evaluating and disseminating incident information; anlyzing jurisdiction impacts and setting priority actions; and, managing requests, procurement and utilization of resources.​

On an average day, the EOC is minimally staffed for constant situational monitoring and maintenance. Coppell's EOC contains six computer work stations for monitoring impending weather conditions, public safety monitoring, communications maintenance, and mass notification efforts. In the event of EOC activation, additional personnel and representatives from public safety, emergency response, and various support agencies are called in to coordinate and enact the City’s Emergency Operations Plan. 

Beyond the dedicated workspace, the facility provides the foundation for EOC capabilities: it was designed for fault-tolerant redundant capabilities for local network, internet, telecommunications and power. Additionally, the core of the facility is a hardened structure with features like concrete steel-reinforced walls/ceiling and high-wind rated windows. 

While the EOC is designed to handle unplanned events and emergencies, it is much more than a reactionary tool for the City. The hub plays host to many training sessions, tabletop exercises, planning workshops, and general preparedness activities in an effort to be as much of a preventative tool as it is to serve in the event of an emergency.

​School Study Trips now available

Teachers - school study trips are now available for registration! We coordinate with school districts, homeschools, private schools, and other organizations to schedule “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. Specific curriculum is set for each grade level. For more information, click the 'Classes & Training' bubble.
 
 

Volunteer Opportunities​ during fall programming

Life Safety Park will be seeking volunteers to help with children's programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-3 hour blocks, depending on that day's schedule.
Duties may include but are not limited to:
  • ​Front desk operations - Answering phone calls, Greeting and registering guests
  • Moving chairs/tables
  • Filling goody bags
  • Completing/printing certificates, and;
  • Helping with physical activities on Safety Town
  • Basic training will be provided upon first volunteer shift.
​​​Volunteer opportunities are appropriate for teens (13+) and adults. Depending on qualifications, volunteers may also be asked to assist with teaching safety classes. All interested volunteers are required to register with the City of Coppell's volunteer management page. Please visit MyVolunteerPage​ to create a profile, fill out a volunteer application, and to view other volunteer opportunities within the City of Coppell. Once scheduling and opportunities become available, Life Safety Park staff will be in touch. Thank you!
 

 

FY2017-18 3rd Quarter report available​

During the Third Quarter of the 2017-2018 fiscal year, Life Safety Park welcomed a total of 2,397 visitors, including 1,130 children and 1,267 adults. Students continued to learn life safety lessons through study trips from local schools, Summer Break programs, and many organizations utilized the facility during this quarter.​​ Read more in the 3rd Quarter Report.

If you are found guilty and are not satisfied with the judgment or verdict, you have the right to appeal your case to an appellate court. Coppell Municipal Court No. 1 is a court of record. An appeal is limited to a review of the trial court's record to determine whether legal error exists, which may justify overturning the conviction. Appeals must comply with the procedures and requirements in Chapter 30 of the Texas Government Code. The court clerks are not authorized to give legal advice. You may seek the advice of an attorney if you appeal a conviction. ​

The Coppell Senior and Community Center is a recreation center for those 50 years of age or older, and is operated by the Parks and Recreation Department. Visiting the Senior Center is a wonderful way to meet new friends, and enjoy a wide variety of programs, social events, and drop-in activities. Programs are designed to meet the needs of Seniors and the community by promoting healthy aging, and are either absolutely free or have a minimal cost assigned to them.

Want to make an impact in your community? The Coppell Senior and Community Center offers a variety of ways to give back! The Knit Wits and Material Girls use their talents in sewing, knitting and fiber arts to create items for those in needs. Since 2015, donations of handmade baby items, dog beds, toiletry bags have topped over 35,000 and have benefitted newborns in need, local county hospitals, animal shelters, and rehabilitation centers. The Knit Wits meet on Tuesdays at 1:00PM and the Material Girls meet at Thursdays at 1:00PM. Join us for fun! ​​

Presenting Your Case at Trial​​

If you plead Not Guilty, a trial is held on a sworn Complaint filed against you. A Complaint is the document which alleges the act you committed. You can only be tried for what is alleged in the Complaint. You have the following rights:

  1. To inspect the Complaint before trial and have it read to you at the trial;
  2. To request evidence material to any matter involved in your case;
  3. To hear all testimony (evidence) against you;
  4. To cross-examine any witness who testifies against you;
  5. To testify (tell what happened) on your behalf;
  6. Not to testify. Your refusal cannot be held against you in determining your innocence or guilt;
  7. To call witnesses on your behalf. You may request that the court issue a subpoena to ensure the witness appears at the trial; and
  8. To present evidence on your behalf.

If you have a jury trial, you may question potential jurors about their qualifications to hear your case. You may remove none or up to three potential jurors for any reason you choose, except a reason based solely upon a person’s race, gender, sex, or religion.

In criminal trials, the State presents its case first by calling witnesses. After prosecution witnesses have testified, you have the right to cross-examine. You may ask the witnesses questions about their testimony or other facts relevant to the case. Your cross examination of the witness must be in the form of questions. You may not give testimony at this time.

After the prosecution has rested its case, you may present your evidence. You have the right to bring or subpoena a witness who knows anything about the offense. The State has the right to cross-examine any witness that you bring or subpoena.

You may testify on your own behalf but, as a defendant, you cannot be compelled to testify. Your silence cannot be used against you if you do not testify. If you testify, the State has the right to cross-examine you.

After testimony is concluded, both sides may make a closing argument. You may tell the court or jury why you are not guilty of the offense charged. The State has the right to present the first and last arguments. The closing argument can be based only on the testimony admitted during the trial. 


Judgment/Verdict

If the judge tries the case, the judge’s decision is called a judgment. If a jury tries the case, the jury’s decision is called a verdict.

If a judge or jury finds you guilty, a fine will be announced at the trial. Unless you appeal your case, you should be prepared to pay the fine, court costs, and fees. ​


New Trials

If you are found guilty, you may request a new trial. The motion must be made in writing within ten days after a judgment has been entered against you. The judge may, for good cause, grant a new trial if the judge considers that justice has not been done in the trial of your case. Only one new trial may be granted for each offense. ​​

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The City of Coppell is governed by a Mayor and seven Council members all elected at-large to their respective offices by the qualified voters of the city. All powers of the City, except as otherwise provided in the Home Rule Charter​, are vested in the City Council, which provides for the exercise and performance of all duties and obligations imposed upon the City by law.

City Council meets the second and fourth Tuesdays of the month in the Council Chambers, 255 E. Parkway Blvd. beginning at 7:30 pm.  Executive Session/Work Session begins at 5:30 pm. Work Session is open to the public in the first floor conference room of Town Center, 255 E. Parkway Blvd. Typically there is only one meeting during the months of June, November and December. ​​​​​​​​​​​Council Member Biju Mathew is known for his civic and community involvement. He served as the Vice President of the Coppell Recreation and Development Corporation for four years, was a member of the Coppell Parks and Recreation Board for four y​ears, worked on the Kid Country 2012 redevelopment, was a facilitator for the 2040 Citizens Summit and is a graduate of Leadership Coppell. Additionally, Biju is a Citizens on Patrol (COP) volunteer and a graduate of the Citizens Police Academy of Coppell.  In the community, he is a member of the Coppell Rotary Club, the Cottonwood Creek PTO and Dad's Club and a School Committee member for his HOA, Coppell Greens. Biju attends Marthoma Christian Church of Farmers Branch. 

Biju moved to Coppell in 2006 and is married to his wife, Shiji, and is the father of three boys: Alexander, Jonah and Noah. 

Biju is an IT professional with more than 20 years of experience in the IT field, including management. His education includes an MS from Boston University in Computer Information Systems and a BS from Suffolk University (Boston) in Computer Engineering. He graduated from Cambridge and Latin High School in Cambridge, MA.

​​The goal is to read 1000 books to your child before they start Kindergarten. Parents, grandparents, and older siblings can help your child meet this challenge. Books read to them at storytimes and daycare can be included. Books can be repeated too! Reading to your child improves vocabulary and language skills, improves concentration, and is a great way to strengthen your relationship. As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.

Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

Please note:

  • Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.
  • Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.
*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

First-time company registrations must be completed in our office at 265 Parkway Blvd, Coppell, TX. Once your company has been registered, you can apply for a permit online at our Citizen Self Service portal. For questions, call 972-304-3500.

Emergency (after business hours) building inspections

To schedule an emergency building inspection please call the Emergency Hotline at 972-304-3551.

For Emergency Gas Leaks:

  • If you smell gas, call Atmos at 1-866-322-8667 or 911.
  • Licensed Registered Plumber will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered plumbers click here.)
  • Once the job is completed the Licensed Plumber will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the repair and/or gas test.  (To see the On-Call list click here .)
  • Once the inspection has passed the Inspector will release it to Atmos.
  • The Homeowner will then need to contact Atmos to re-connect the gas line.  Atmos will not allow the Inspector to schedule the re-connect.

For Emergency Electrical Re-Connect:
  • Licensed Registered Electrician will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered electricians click here .)

Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

How do I request an after-hours EMERGENCY Building Inspection?

If you smell gas, call Atmos at 1-866-322-8667 or 911. To schedule an emergency Building Inspection (Gas Leak/Electrical Re-Connect) please call the Emergency Hotline at 972-462-5150.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.

The amount of fine the court assesses is determined by the facts and circumstances of the case. Mitigating circumstances may lower the standard fine. The maximum fine for most traffic violations is $200; for state law violations—$500; for city ordinance violations—$2,000.

Court Costs

In addition to a fine, court costs mandated by state and local law will be charged depending on the type of offense. If you request a trial, you may have to pay for subpoenas, mileage for officers to serve the subpoenas, and the cost of overtime for a peace officer testifying in the trial. If you request a jury trial, a jury fee is assessed. If a warrant was processed by a peace officer, an additional fee is assessed.

Court costs are assessed if you are found guilty at trial, you plead Nolo Contendere or Guilty, your case is deferred for a driving safety course, deferred disposition or teen court. If you are found not guilty, court costs cannot be assessed. ​

The City of Coppell employs a comprehensive emergency warning program and has access to several tools 
that are used to alert the public of emergencies or disasters. It is important to always have multiple ways of 
receiving emergency warnings. A single method alone may not provide be effective at all times or in all situations. 
​​​

​​​​​​​Emergency Notification System (NotifyCoppell)​​

  • ​Receive alerts about emergencies and other important community news by signing u​p for NotifyCoppell, an EverBridge system.
  • This system enables us to provide you with critical information quickly in a variety of situations, such as severe weather (with optional opt-in weather notifications), unexpected road closures, missing persons, and evacuations of buildings or neighborhoods.
  • You will receive time-sensitive messages wherever you specify, such as your home, mobile or business phones, email address, text messages, and more. You pick where, you pick how.
  • We recommend you include a cell phone number capable of receiving SMS text messages, as well as email addresses as less invasive ways to receive non-emergency messages.

​​​​​​Wireless Emergency Alerts (WEAs)

  • ​The Wireless Emergency Alert system is a public safety warning system that allows customers who have certain wireless carriers and an enabled mobile device to receive geographically-targeted, text-like messages alerting them of imminent threats to safety in their area.
  • The technology ensures that emergency alerts will not get stuck in highly congested areas, which can happen with standard mobile voice and text data services.
  • The service is free (i.e. you will NOT be charged for any incoming messages), but requires registration:

  • The three types of alerts through this system are:
    • Alerts issued by the President of the United States
    • AMBER Alerts (missing persons)
    • Alerts involving imminent threats to safety of life. In our area, the National Weather Service issues Tornado Warnings and Flash Flood Warnings via WEA.

​​​​thorguard lightning detection system​

  • ​The City of Coppell utilizes the ThorGuard Lightning Prediction and Detection System at city parks and aquatic facilities, CISD campuses, and other various public locations.
  • ThorGuard Lightning Detectors continuously monitor the atmosphere's electrostatic energy and evaluates the potential for lightning within a 15-mile radius.
    • When a detector determines the threat for lightning in the area, a 15-second air horn blast will sound and its strobe light will turn on.
    • Upon hearing or seeing these signals, individuals who are outdoors should seek ​appropriate shelter in a sturdy, enclosed structure immediately.
    • When the detector senses conditions are safe, the strobe light will turn off and the horn will sound three short 5-second blasts; normal activity may resume.
  • It is important to remember that lightning can occur at any time, even if that dark cloud overhead does not seem that ominous; though it may appear to be clear and sunny where you are, "bolts from the blue" can occur up to 10 miles away from its parent thunderstorm. Therefore, the common sense rule applies, "when thunder roars, go indoors!"
    • If you see lightning or hear thunder, halt activity and seek shelter for at least 30 minutes without observing any additional strikes/thunder.

​​​​​​​Noaa All-hazards weather radio​

  • ​National Oceanic and Atmospheric Administration (NOAA) All-Hazards Radios are used nationwide, and broadcast weather information directly from the National Weather Service (NWS) from a collaborative network of radio stations. During dangerous weather, they are activated automatically by the local NWS Weather Forecast Office (WFO) when the weather threatens their responsible domain.
  • The City of Coppell highly recommends that you purchase an All-Hazards Weather Radio with the programmable S.A.M.E. (Specific Area Message Encoding) alert feature, and program it accordingly to deliver weather warnings when issued for our area. 
    • The most popular consumer brand is the Midland Weather Alert Radio: WR120/WR300
  • Most weather radios operate on both an AC power wall adapter and battery backup, which is important for emergencies experiencing power failure, as traditional communication mechanisms (TV, radio, landline phone) will not function.

  • ​There are many different phone applications that offer "push" notification services during severe weather. Some are free, and some cost money. Depending on your particular preference, these apps can be downloaded to your smart phone or other device as a tool for weather warning information. 
  • Be sure to enable the "push" notification feature, which allows the app to continuously poll for alerts, and set the alerts to an audible tone that will wake you up at night.
  • Here are a few examples of phone apps that offer push notification alerts for dangerous weather:
  • Many other applications are available for download via the Apple App Store or Google Play, and can be found by performing a simple 'Weather Radio' subject search.
  • Remember: downloading a smartphone application is not a substitute to having a working weather radio.

​​Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

The source of Court of Record Authority is the State of Texas Government Code, Chapter 30, Subchapter L.L.--Coppell. In addition, the following also authorize the Court: Coppell City Code, Chapter 5; 1996 Edition, and Art. 5 Sec. 31 Texas Constitution. ​

The City of Coppell acknowledges its responsibility to comply with the Americans with Disabilities Act of 1990. Thus, in order to assist individuals with disabilities who require special services (i.e. sign interpretative services, alternative audio/visual devices, and amanuenses) for participation in or access to the City of Coppell sponsored public programs, services and/or meetings, the City requests that individuals make requests for these services forty-eight (48) hours ahead of the scheduled program, service and/or meeting. ​​​​WHAT ARE MY OPTIONS FOR TAKING CARE OF MY CITATION?

Options for handling a citation are listed on the citation, or see the links under the Citation Payment Options title on the Court Procedures and Decorum homepage. If you have any questions concerning the listed options, contact the court.

WHAT IS THE FINE AMOUNT FOR MY PARTICULAR CITATION?

A list of the common violations that are filed in the Coppell Municipal Court of Record are posted on the Fines and Court Costs page, which is located on the Court Procedures and Decorum homepage. However, if you need to get information regarding your particular citation, you must call the Municipal Court at (972) 304-3650, during regular office hours. Have your citation and driver's license number in-hand before calling.

WHAT FORMS OF PAYMENT DOES THE COURT ACCEPT?

The court currently accepts payment in the form of cash, check, money order, cashier's check or credit card. Temporary checks are not accepted. Please bring a picture ID if you plan to make a payment with either a check or credit card.

WHEN IS MY COURT DATE?

Your court date for your citation is above your signature on the citation. However, if you pay and resolve your citation before your court date, you do not need to appear. If you have missed your court date, contact the court for information on your warrant status.

HOW MAY I CHANGE MY COURT DATE?

Changes in court dates (continuances) may NOT be requested by phone. Requests for continuances must be made in person or in writing on or before the scheduled court date.

WHAT IF THE COURT IS CLOSED ON MY COURT DATE?

For information of facility closings or delayed openings, please refer to the City of Coppell's online event calendar, check the Municipal Court Announcements page located on the Coppell Municipal Court homepage, or call the court at (972) 304-3650.

I RECEIVED A SUMMONS FOR JURY DUTY, AM I STILL NEEDED?

Refer to the Jury Duty page located on the Coppell Municipal Court homepage. It will inform you if your presence is still required or not.

HOW DO I REQUEST TO VIEW COURT RECORDS?

Complete the Request to View Court Records Form located on the Records Requests webpage and submit your request in person or by mail to the Coppell Municipal Court of Record. ​

Race through an inflatable obstacle course, challenge your friends to a basketball shooting competition, ​and feel the wind on your cheeks as you rush down a large slide. ​Younger children can enjoy fun inflatables just for them like a junior obstacle course and slide. Children can also unleash their artistic abilities at several art stations.
