​​​​Warrant Information​​

​​​​​​When a defendant fails to appear on or before their scheduled court date, fails to pay a fine, and/or fails to comply with the judge’s orders, the Municipal Court Judge will issue warrants ordering the defendant's arrest. A failure to appear/violate promise to appear complaint may also be issued. Once a war- rant has been issued, it may be disposed by posting a bond or paying for the citation(s). ​

Any questions regarding arrest warrants may be directed to the Marshal's Office.​​

IMPORTANT
If you have an active warrant you can appear in court for the 
Open Court Docket. During this court setting you can appear before the judge to try to resolve the warrant(s) without the fear of being arrested. The Coppell Municipal Court accepts payments and/or requests for deferred disposition and driving safety course via mail. If you would like to take advantage of one of these options please make sure to do the following:

  • Please issue a check or money order to the City of Coppell.
  • Do NOT send cash.
  • Include a copy of your citation with the payment.
  • Complete the appearance plea of Guilty/Nolo Contendere in the waiver section at the bottom of the citation. A plea must be made on each charge.
  • Please mail check or money order, copy of citation, and plea to:

Once your payment is received the court will process it. Your check or money order will serve as your receipt (No receipt will be mailed).​

​Court Appearances​​

If you were issued a citation, your appearance date is printed above the signature line of the citation. If you were released on bond, your appearance date is set on the bond. If you request a continuance (read the specific Continuances​ page), the court will notify you of your new appearance date. You may appear in person in open court (Minors/Juveniles have a separate set of rules for their appearance). You also have the right to hire an attorney to represent you.

Your first appearance is to determine your plea. If you make your appearance by mail, the court must receive your plea before your scheduled appearance date. Before pleading guilty or no contest, read the section titled "Pleas." If you plead guilty or no contest, you waive a jury trial. If you waive a jury trial and plead guilty or nolo contendere (no contest), you may talk to the judge about extenuating circumstances that you want the judge to consider when setting your fine, but the judge is not required to reduce your fine. If you plead not guilty, the court will schedule a pre-trial hearing. You are entitled to a jury trial unless you waive that right. If you waive a trial by jury, the judge will hear your case. ​

Request for Community Service

If the court determines that you have insufficient resources or income to pay the fine and court costs, you may be eligi- ble to complete an assigned number of community service hours at a pre-approved location to satisfy fines and cost. An application must be made in person before the presid- ing judge, and the community service performed must fol- low the guidelines that have been set forth by the court and the State of Texas. You will be given a specific number of hours, and a time period in which they must be complet- ed, after your request has been granted by the court. ​

Teen Court

The Teen Court Program provides a voluntary alternative to the "sentencing arm" of the Municipal Court allowing a teen to request permission of the court to go before a jury of their peers to receive their "sentence."

To be eligible, participants must:

    • be between the ages of 14 and 18;
    • currently enrolled in a middle or high school;
    • have received a citation in the City of Coppell for a Class C misdemeanor offense (not related to alcohol or tobacco);
    • have not completed a Teen Court program within the last 12 months;
    • enter a plea of guilty or nolo contendere; and
    • pay a non-refundable administrative fee.

The verdicts rendered in Teen Court include a specific number of community service hours and at least one jury term, in lieu of paying the fine and having the offense go on their record.

If the requirements are completed within 90 days, the case will be dismissed and no fine will be collected (although payment of administrative fees are required). The offense does not be- come a part of the teen's record. This program provides an educational opportunity through which youths may take responsibility for their own actions while receiving a second chance.​

​The Utility Operations Division is responsible for the maintenance​ and operations of the water distribution and wastewater collection systems, which include ground and elevated storage facilities, water pumping and wastewater lift stations, wastewater collection mains and water distribution mains within the corporate limits of the city.  This division also performs meter maintenance functions on all customer water services throughout the city.

​LOCATE BEFORE YOU DIG

If you plan to dig on your property where utility lines such as electric, water, sewer, cable, telephone and natural gas lines may be buried underground, please notify the affected utilities at least two days prior to digging. For your protection from possible serious injury and to avoid liability for damages to any underground utilities, please call the Utilities Division prior to digging at (972)462-5150.

 
In order to have the location of water and sewer lines in the City's right-of-way identified, call the Utility Operations Division at (972)462-5150, Monday through Friday between the hours of 7 am and 4:30 pm. For the location of other utility lines such as electric, telephone, cable or natural gas, contact your provider of those services. Contact numbers are listed on your monthly bill. You may also call Dig TESS at 1(800)344-8377 or go to the Texas One Call website at www.texasonecall.com.​​

PRIVATE WATER LINE REPAIRS​

Technicians from the Utility Operations Division can turn your water meter off in order for you to make repairs on your private water line. Call (972)462-5150 Monday through Friday between the hours of 7 am and 4:30 pm for this service. After repairs are completed, you can arrange to have Utility Operations personnel turn your water meter back on by calling the same number.

 
After normal business hours, on weekends and holidays, for emergency situations call (972)462-5150 and the phone system will immediately page the on-call technician. The technician should return your call within fifteen minutes to get the necessary information regarding the problem. You will be asked to leave your name and phone number so the technician can return your call. You may also call Coppell Police Dispatch at (972)304-3610.

 
 

WATER BACKFLOW PREVENTION

The purpose of a backflow prevention device is to keep unsafe drinking water from mixing with the potable water supply. A backflow prevention device is to be installed on:
  • all residential irrigation systems;
  • fire sprinkler systems;
  • commercial facilities where chemicals are used;
  • boiler systems; and
  • other systems where drinking water could become contaminated.
  • Backflow Prevention helps the City of Coppell ensure a safe drinking water supply for its residents.​
Backflow registration is for one year from the date of registration or re-registration. See form HERE​. 

 

SEWER PROBLEMS

You may experience sluggish drains in your home or business occasionally. You may also notice an overflow near the property line coming from your city cleanout. This could be caused by a blockage in the sewer line, or it may be the result of tree roots that have grown into the sewer line.

If you experience any of these problems, notify the Utility Operations Division of Public Works by calling (972)462-5150 Monday through Friday between the hours of 7 am and 4:30 pm. For emergency situations after normal business hours and on weekends and holidays, call (972)462-5150.  The phone system will immediately page the on-call technician who should return your call within an appropriate amount of time to get the necessary information regarding the problem. Sewer overflows and backups can cause health hazards, damage to home interiors, and threats to the environment. One of the most common causes of sewer overflows is blockage by grease. Grease gets into the sewer system from household drains and poorly maintained grease traps in restaurants and other businesses. The easiest way to prevent the problem is to keep grease out of the sewer system by following these simple suggestions:

  • Never pour grease down sink drains or into toilets.
  • Scrape grease and food scraps from trays, dishes, pots, pans, utensils and cooking surfaces into a can or into the trash.
  • Don't rinse off oil and grease with hot water.
  • Do not put grease down garbage disposals. Put baskets or strainers in sink drains to catch food scraps and other solids, and empty the drain baskets/strainers into the trash.
  • Be cautious of chemicals and additives that claim to dissolve grease. Some of these additives simply pass grease down the pipes where it can clog the sewer line in another area.
  • Talk to your friends and neighbors about the grease problem in the sewer system and how to keep it out.

​​​​​​​With more than thirty years of experience in the commercial banking industry in the DFW area, Karen has a strong financial background. Her career has spanned large national banks, regional and small independent banks. She is currently the Market President - Coppell for Frost Bank.

Karen takes advantage of a flexible work schedule to serve the community in which she lives and works. Since moving to Coppell in 1997, Karen has been involved with the community through various volunteer efforts including Exchange Club, PTO Boards, Coppell Chamber of Commerce, the City of Coppell Economic Development Board, and the City’s Vision 2030 committee. Karen is a graduate of the first Leadership Coppell class, sponsored jointly by the City of Coppell and the Coppell Chamber of Commerce. Her civic experiences include service in a leadership role on boards of the Coppell Chamber of Commerce, Coppell Rotary, Coppell Women’s Club, Coppell ISD Education Foundation, Assistance League of Coppell, Metrocrest Chamber of Commerce, North Dallas Chamber of Commerce, and Metrocrest Social Services. She presently serves on the Executive Board of the North Texas Commission.

Karen held the office of Place 7, Coppell City Council from 2008 to 2012. She served as Mayor ProTem from 2009 to 2010. She has served the city as its representative on the Dallas Regional Mobility Coalition, the alternate to Irving on the Regional Transportation Council and twice on the Dallas Fort Worth International Airport Board. She has served as vice president and then president of the Metroplex Mayors. She presently serves as the President of Region 13 – North Central Texas Region – for Texas Municipal League.

Karen holds a Bachelor of Business Administration degree from Southern Methodist University. She and her husband Larry have lived in Coppell since 1997 and have two sons, Kyle and Bryce. Kyle is a firefighter for the City of Rogers, Arkansas. Bryce attends the University of Arkansas. The Hunt family attends First United Methodist Church of Coppell.

​​​​​​​​​​​Cliff Long currently serves in Place 1 on the City of Coppell Council. 

Cliff holds a Bachelor degree in Business Administration from Baylor University and a Masters degree in Liberal Arts from Southern Methodist Universit​y.

Along with his wife, Chris, Cliff operates Sovereign Mortgage Services, Inc. from its offices located in Coppell's Old Town. Sovereign is a provider of auditing and compliance support services to the residential mortgage industry. Cliff is a licensed Certified Public Accountant, former Certified Financial Planner and former board member and Past President of the Dallas Mortgage Bankers Association. 

Cliff has lived in Coppell since 1991 and has been active in the community. He served on the city's Transportation Committee and the 2013 Bond Steering Committee for the Coppell Independent School District. Cliff is a member of the Coppell Rotary Club, served as a board member and is a Past Board Chairman of the Coppell Chamber of Commerce and is a Past President of the Old Town Coppell Association.

Cliff and his wife have been married for 34 years and have three grown sons.

"In Coppell, we have created a sense of community much like the one that existed in the small Southeast Texas agricultural town where I grew up. This community feel has been accomplished by people with varied backgrounds and interests working independently to make their lives better and through their actions have given us all a very special community."​

​​​​​​​​Wes participated in Coppell's Citizen Summit in 2011 and has served as the president of the Arbor Manors Homeowners Association and the Westbury Manor Homeowner Association. He is a graduate of Leadership North Texas.  He currently serves as the city liaison to Coppell ISD and the North Ce​ntral Council of Governments and formerly served as city liaison to the Carrollton/Farmers Branch ISD/Lewisville ISD and the Metrocrest Community Clinic.

Wes holds a Bachelor of Electrical Engineering from Texas A&M University. He is an executive engineering manager responsible for the advanced electronic designs and strategies. He is a multiple patent holder encompassing a broad variety of technical expertise including RFID, radio frequency design, and communication design. He is a registered professional engineer in the State of Texas.

Wes is an Eagle Scout holding the Silver Beaver award and District Award of Merit from the Boy Scouts of America. He is an Extra Class radio operator, N5HK, in the Amateur Radio Service. He plays saxophone in the wind ensemble at the First United Methodist Church. He is also a member of the General Society of Mayflower Descendants.​

Wes and his wife, Linda, have been married since 1984. They have two children, both graduates of Coppell High School. Chris, a computer engineer, is a project engineer in Richardson.  Allison is in graduate school at​ Texas A&M. The Mays family attends the First United Methodist Church in Coppell.​​

​​​​​​​​Gary Roden​ holds a Bachelor of Science degree in Mechanical Engineering from Texas A&M University and has completed multiple post-graduate business courses at the University of North Texas.  Mr. Roden is part owner in Aguirre Roden, Inc., providing architecture, engineering (mechanical, electrical, structural), construction, and program management services to public and private sector clients throughout this region of the country.

Council member Roden served as the co-chair for the Coppell 2030 Steering Committee.  He also served on the Coppell 2030 Comprehensive Master Plan and served as Vice Chair of the Economic Development Committee.​

He and his wife Lisa have been married since 1983.  They have three wonderful grown children, all of whom are graduates of Coppell ISD.​​

​​​​​​​Council member Nancy Yingling has served in Place 5 since 2014. She currently serves as the city's liaison to The North Texas Commission and the Coppell Senior Center. She is a graduate of North Texas Commissions Leadership North Texas Class 7 and served on the selection committee for Class 8 and Class 10. She has also served on the on the National League of Cities Community and Economic Development Committee and the North Central Texas Council of Government's Emergency Preparedness Planning Council. Ms. Yingling also served as Mayor Pro Tem for a one-year term from 2017-2018.

As a long time community volunteer she participated in the building of the original Kid Country Playground, served as the city's Red Cross Representative, CERT team member, honored as Civilian of the Year from the Coppell Fire Department, received proclamation from Mayor for organizing 9/11 fundraiser, participated on numerous boards, and served on the City Manager's Advisory Committee.

Council member Yingling is the Owner/President of Engrave55. Prior to that she worked with ClubCorp as a Director of Sales, as well as 21 years with Delta Air Lines, Inc. where she worked as an Operations Specialist. 

Nancy holds a Bachelor of Arts in Mass Communications from Eastern Illinois University. She and her husband Keith moved to Coppell in 1990 and have two children. The Yingling family attends Irving Bible Church.​

I have seen citizen's pull together as a community to accomplish a greater good for ALL.  I have witnessed displays of incredible selflessness, strength and a sense of community on a daily basis in our town, and that's what makes Coppell citizen's unique."

​​​​​​​​​​Mark graduated from Virginia Tech in 1986 with a five-year Bachelors of Architecture degree. He and his wife, Mia, moved to Valley Ranch about 20 years ago from Washington DC. After a couple years they decided to move to Coppell for their daughter to attend Lakeside Elementary because of the exceptional GT program. They have lived in the Lakes of Coppell since that time.  For 8 years, Mark was an integral member of the board for the largest homeowners association in Coppell (Lakes of Coppell) acting as both its vice president and secretary several times. During his time on the board, the Lakes of Coppell with its over 1300 homes rose to be one of the most sought after neighborhoods in the region.  Over the years he was active in the community devoting time to coaching a variety of youth sports teams. Their daughter, Rachel, is now a proud graduate of UNC Chapel Hill.

His leadership role in Coppell began as a community organizer to ensure that the proposed developments adjacent to the Lakes of Coppell would meet the established high standards. He pushed to make sure that there would be no negative impact on the existing wetland areas or surrounding drainage patterns. Seeing the success he had opposing developers, neighborhood groups across Coppell approached him to run for City Council in 2014.

As a licensed architect in Texas and Virginia with over 30 years in practice, he has a broad range of experience in the design of commercial, retail, military, educational, hospitality, multi-family, residential, and religious projects.  Currently, he is a senior project architect for a mid-size firm in Addison. Mark is also a LEED (Leadership in Energy and Environmental Design) accredited professional with a specialty in design and construction from the U.S. Green Building Council.  He has successfully managed large design teams and projects in excess of $110 million. Some projects of local note are; Texas's largest new high school with over 520,000 square feet of space and the First Baptist Church of Coppell (now Gracepoint Church). He was also instrumental in the design of the new Coppell Biodiversity Education Center.

In his time on the council he has served a council liaison to Metrocrest Services and Metrocrest Community Clinic.  Mark has been heavily involved with the review of all new construction projects undertaken during his tenure on the council ensuring each project maintains a high level of quality while not frivolously spending taxpayers' money.

​​​​The Building Inspections Department requires building permits for all commercial or residential construction or demolitions in the City of Coppell.  All permit requests and fee information may be obtained online or from the Building Inspections Department located at 265 E. Parkway Blvd., or by calling 972-304-3500, Monday through Friday, between 8 am and 5 pm.

All building permits or a copy thereof shall be posted on the site.  Permits shall be posted in a conspicuous place visible from the street.

As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.

Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

Please note:

  • Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.
  • Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.
*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

First-time company registrations must be completed in our office at 265 Parkway Blvd, Coppell, TX. Once your company has been registered, you can apply for a permit online at our Citiz​en Self Service portal. For questions, call 972-304-3500.

Emergency (after business hours) building inspections

To schedule an emergency building inspection please call the Emergency Hotline at 972-304-3551.

For Emergency Gas Leaks:

  • If you smell gas, call Atmos at 1-866-322-8667 or 911.
  • Licensed Registered Plumber will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit online or next business day.  (For a list of registered plumbers click here.)
  • Once the job is completed the Licensed Plumber will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the repair and/or gas test.  (To see the On-Call list click here .)
  • Once the inspection has passed the Inspector will release it to Atmos.
  • The Homeowner will then need to contact Atmos to re-connect the gas line.  Atmos will not allow the Inspector to schedule the re-connect.

Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

How do I request an after-hours EMERGENCY Building Inspection?

If you smell gas, call Atmos at 1-866-322-8667 or 911. To schedule an emergency Building Inspection (Gas Leak/Electrical Re-Connect) please call the Emergency Hotline at 972-462-5150.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.

​​​​​​​​​​​​​​​​​​Preparations are under way for the 2018 "Make a Child Smile" program, sponsored by the City of Coppell. The purpose of Make a Child Smile (intended solely for children enrolled in CISD and residing within the city limits of Coppell) is just what it says - to do our part to put big, happy smiles on the faces of all children in Coppell at Christmas time.

In previous years, the generosity and kindness of Coppell businesses and citizens has enabled us to provide each child in our program with a toy and an article of clothing.  City employees donate their time to separate, bag, and deliver the gifts to the families approximately one week before Christmas.

The children to whom we provide gifts usually participate in the school lunch program.  However, some families may be experiencing temporary circumstances and may need a little extra help during the holiday season.  The City does not want the name of the child or family.  All we need is an address, child's gender, child's age, child's clothing size, and child's hobbies/interests​.  Also, any information about other children in the family – from infants through seniors in high school - is greatly appreciated.  This helps us ensure that all children in the family receive gifts and that no child is left out or overlooked.
