Frequently Asked Questions

How large is Coppell?

The city is 14.71 square miles.

What is the city's current population?

41,100 as of January 1, 2018.

What is the role of the Planning and Zoning Commission?

The Planning and Zoning Commission is a recommending body to the City Council on all zoning, platting, and development matters. They are the Site Plan approval authority and have been granted the right to approve Final Plats in some instances.

How often does the Planning and Zoning Commission meet?

The Planning and Zoning Commission meets every third Thursday of each month at 6:30 p.m. in the Council Chambers.

How can I obtain specific information on upcoming zoning cases?

Call the Planning Department at (972) 304-3678 and ask to speak with a planner on staff. The zoning cases are listed on the Planning and Zoning Commission and City Council agendas posted in City Hall at least 72 hours prior to the respective meetings, and are published in the Citizens' Advocate newspaper. Planning and Zoning Commission Agendas, Minutes and Packets are available in the Public Document Database. Access these via the City Secretary parent folder, 10-Boards & Commissions subfolder, and then the Planning and Zoning Commission subfolder.

Who is notified with regards to a zoning change request?

All property owners on the most recently approved tax roll located within 200 feet of the zoning change request are notified by mail at least 10 days prior to the Planning and Zoning Commission meeting. A zoning notification sign is also placed on the subject property 10 days prior to the hearing and remains on the property until the city takes action on the request.

What can be done if I oppose the rezoning of property within my neighborhood?

Send in your written opposition to the Planning Department prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission?

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council?

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance?

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.

In October, City of Coppell water utility customers will begin seeing their water meters replaced as part of the City's Advanced Water Meter System project, a new service enhancement initiative to install advanced metering infrastructure (AMI) throughout the community. The city-wide installation of 13,375 new meters is projected to take 14 months and will impact every home and business in the community.

FAQ's

Why did my water bill increase?
When will my meter be replaced?
How will a resident/business know someone is a member of the water meter team?
Will the water meter team need access to my home?
What will my property look like after the meter has been installed?
Is there anything the resident/business needs to do after their water meter has been replaced?
How does the new meter benefit me?
Why is the City replacing my water meter (or why is the City replacing all the water meters)?
Will I still be able to open the meter box with a standard meter key in order to turn the water off in an emergency?
In older houses that don't already have a check valve, will a check valve be installed along with the new meter?
Do you have any info on if/when smart gas meters are coming?

Why did my water bill increase?
During the project planning, a random test of sixty-three residential meters, conducted by a third party, revealed that the current meters are registering, on average, about 90% of the water actually used. The test also found that of the sixty-three meters, five meters, or 8% of the meters tested, were registering no usage. Since that testing, the City has found that on average, at any given time, there are approximately 700 meters, or 5% of the system's meters, are not registering usage.

With the more accurate meters, it is very possible that members of the community will receive bills that are higher than statements for a corresponding month in a previous year. It is highly likely that comparing consumption history of the old meter to the new meter will be significantly different for many customers because their meter was not registering all of their water usage. For some, it is possible their meter has not been registering any usage. In both instances, customers can expect to receive a larger bill than they did previously.

When will my meter be replaced?
Currently, the City is working with the installation team and project manager to establish the replacement timing of each area of town. Each customer will receive a letter in the mail providing information concerning when the water meter team will be installing in their area. Additionally, the City will call, email and text residents who have signed up for NotifyCoppell to inform residents when the water meter team will be in your neighborhood.

How will a resident/business know someone is a member of the water meter team?
The truck used by the water meter team will have a "water meter team" sticker on its door. Team members will be wearing bright yellow shirts with "PMI" on the front left corner of the shirt and will also have a picture ID badge with them. The badge also provides two phone numbers for the citizen to call to confirm the identity of the person. One phone number will contact the Utility Billing number, and the other number connects to the PMI 24-hour line. Water meter team supervisors will be wearing a bright yellow safety vest with "Water Meter Team Supervisor" printed on the back of the vest.

Will the water meter team need access to my home?
No, no one will need to enter your home. In fact, water team members are not allowed to enter homes.

What will my property look like after the meter has been installed?
The property will be left in the same condition as it was prior to installation.

Is there anything the resident/business needs to do after their water meter has been replaced?
Residents will find a yellow door hanger on their door notifying them that they received a new water meter. The door hanger provides information concerning steps to take prior to using their water.

If you run a business, the water meter team will coordinate a convenient time to replace each businesses water meter. Each business will be provided with a door hanger when their meter is replaced.

How does the new meter benefit me?
Soon after the meters are installed, customers will have access to an internet-based customer dashboard that can be accessed from a computer, tablet or smartphone. The dashboard or customer portal will provide residents and businesses with access to usage data from their new meters. Residents and businesses will be able to more closely monitor their water consumption and adjust their usage accordingly. In addition, a leak alert can be set that notifies the account holder if the system is detecting a leak at their home or business. The customer can also setup usage alerts which will generate an email when the account registers the usage established by the account holder. In short, customers will be given the tools and data they need to better plan and "Get to Know Your H20".

Why is the City replacing my water meter (or why is the City replacing all the water meters)?
Currently, the City uses three types of metering systems and multiple meter brands that range in age from three years to over 10 years. This variability poses operational challenges for City staff. The Advanced Meter System project will include one type of system and one brand for all meters, which will better equip City staff to maintain operations, manage inventory, and provide all customers with the same level of customer service.

Will I still be able to open the meter box with a standard meter key in order to turn the water off in an emergency?
Yes, a standard meter key will open the lid.

In older houses that don't already have a check valve, will a check valve be installed along with the new meter?
No.

Do you have any info on if/when smart gas meters are coming?
Currently, it is unknown.

If you have questions or concerns, please call 972-304-3695.

If you are experiencing issues after the new meter

installation and need assistance, please call 877-853-2923 (toll-free).

Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

--Provided by the Texas Municipal Courts Education Center

The source of Court of Record Authority is the State of Texas Government Code, Chapter 30, Subchapter L.L.--Coppell. In addition, the following also authorize the Court: Coppell City Code, Chapter 5; 1996 Edition, and Art. 5 Sec. 31 Texas Constitution.

LOCATE BEFORE YOU DIG

If you plan to dig on your property where utility lines such as electric, water, sewer, cable, telephone and natural gas lines may be buried underground, please notify the affected utilities at least two days prior to digging. For your protection from possible serious injury and to avoid liability for damages to any underground utilities, please call the Utilities Division prior to digging at (972) 462-5150.

In order to have the location of water and sewer lines in the City's right-of-way identified, call the Utility Operations Division at (972)462-5150, Monday through Friday between the hours of 7 am and 4:30 pm. For the location of other utility lines such as electric, telephone, cable or natural gas, contact your provider of those services. Contact numbers are listed on your monthly bill. You may also call Dig TESS at 1(800) 344-8377 or go to the Texas One Call website.

PRIVATE WATER LINE REPAIRS

Technicians from the Utility Operations Division can turn your water meter off in order for you to make repairs on your private water line. Call (972) 462-5150 Monday through Friday between the hours of 7 am and 4:30 pm for this service. After repairs are completed, you can arrange to have Utility Operations personnel turn your water meter back on by calling the same number.

After normal business hours, on weekends and holidays, for emergency situations call (972) 462-5150 and the phone system will immediately page the on-call technician. The technician should return your call within fifteen minutes to get the necessary information regarding the problem. You will be asked to leave your name and phone number so the technician can return your call. You may also call Coppell Police Dispatch at (972) 304-3610.

WATER BACKFLOW PREVENTION

The purpose of a backflow prevention device is to keep unsafe drinking water from mixing with the potable water supply. A backflow prevention device is to be installed on:
  • all residential irrigation systems;
  • fire sprinkler systems;
  • commercial facilities where chemicals are used;
  • boiler systems; and
  • other systems where drinking water could become contaminated.
  • Backflow Prevention helps the City of Coppell ensure a safe drinking water supply for its residents.
Backflow registration is for one year from the date of registration or re-registration. See printable form or online version.

SEWER PROBLEMS

You may experience sluggish drains in your home or business occasionally. You may also notice an overflow near the property line coming from your city cleanout. This could be caused by a blockage in the sewer line, or it may be the result of tree roots that have grown into the sewer line.

If you experience any of these problems, notify the Utility Operations Division of Public Works by calling (972)462-5150 Monday through Friday between the hours of 7 am and 4:30 pm. For emergency situations after normal business hours and on weekends and holidays, call (972)462-5150.  The phone system will immediately page the on-call technician who should return your call within an appropriate amount of time to get the necessary information regarding the problem. You will be asked to leave your name, phone number, and address so the technician can return your call. You may also call Coppell Police Dispatch at (972)304-3610.

Sewer overflows and backups can cause health hazards, damage to home interiors, and threats to the environment. One of the most common causes of sewer overflows is blockage by grease. Grease gets into the sewer system from household drains and poorly maintained grease traps in restaurants and other businesses. The easiest way to prevent the problem is to keep grease out of the sewer system by following these simple suggestions:

  • Never pour grease down sink drains or into toilets.
  • Scrape grease and food scraps from trays, dishes, pots, pans, utensils and cooking surfaces into a can or into the trash.
  • Don't rinse off oil and grease with hot water.
  • Do not put grease down garbage disposals. Put baskets or strainers in sink drains to catch food scraps and other solids, and empty the drain baskets/strainers into the trash.
  • Be cautious of chemicals and additives that claim to dissolve grease. Some of these additives simply pass grease down the pipes where it can clog the sewer line in another area.
  • Talk to your friends and neighbors about the grease problem in the sewer system and how to keep it out.
  • Call the Utility Operations office at (972)462-5150 for more information.

PRIVACY NOTICE & F.a.q.s

Information in your City of Coppell Utilities Department customer account record is generally considered public information under Texas Government Code, Chapter 552 (Public Information Act). However, the Texas Utilities Code, Chapter 182 (Rights of Utilities Customers), provides that a government-operated utility may not disclose personal information, or any information relating to the volume or units of utility usage or the amounts billed to or collected from a customer for utility usage, if the customer requests that the government-operated entity keep the information confidential. If you would like to request that certain information be kept confidential, under Texas Utilities Code, Chapter 182, please complete our online form.

Why did the City send out the "Request for Confidentiality of Information Maintained by the City of Coppell Utility Department" form?

The "Request for Confidentiality of Information Maintained by the City of Coppell Utility Department" form was sent to inform all Coppell utility customers concerning the release of information pursuant to the Public Information Act and provide our customers with a method for keeping their information confidential.

Does the City release the social security numbers of its utility customers?

No. While the Texas Public Information Act specifically allows Governmental Utilities to release addresses, telephone numbers, and account information, the state and federal laws specifically prohibit the release of anyone's social security numbers. Completion of the Privacy form provides additional support to the City to withhold account information from public disclosures.

Do I have to pay a fee to keep my information confidential?

No, the City does not charge for this service and has no plans to charge for this service. In the event it was determined that there was a cost to provide this service, staff would be required to bring an agenda item to Council for their consideration and approval. Again, this is a free service, and there is no plan to charge to keep your information confidential.

How do I elect to keep certain information confidential?

Please complete our online form. If you encounter any issues, please contact Utility Billing at 972-304-3695.

Service Disruption

If your water service has been suddenly interrupted and you do not know the cause, please call the Utility Billing department at 972-304-3695. When water service has been discontinued for non-payment of a bill, the full amount of the bill plus a $20 reconnection fee must be paid before service is reinstated. Customers should contact the Utility Operations department to report water leaks, sewer back-ups, or water quality problems at 972-462-5150.

water, Sewer, & Garbage Rates

The City of Coppell bases its water rates on meter sizes and employees a seasonal water rate structure to encourage conservation. Seniors and disabled persons are eligible for a discount on residential water, sewer, and garbage rates, with required documentation. For the specific rates and frequently asked questions, please visit our Rates webpage.

SERVICE Set Up & Changes

The City of Coppell uses an online form to set up new residential utility accounts.  Please review the Service Agreement.  Contact the Utility Billing department to transfer or cancel service or to set up commercial accounts.  Please use the online form to make changes to your payment or contact information. Rental properties must be registered and inspected prior to a new tenant moving in and setting up a utility account. Visit Building Inspections for fees and scheduling.

Commercial customers will not be able to utilize the online form.  Please complete the Service Application and Service Agreement and return them to the Utility Billing Department either via email at H2OBills@coppelltx.gov or fax at 972-304-7091.

Paying Your Bill

Customers are billed monthly for water, sewer, and garbage services.  Payment is due no later than twenty days from the billing dates. After the 20th day, a 10% penalty will be assessed on the balance. If payment still has not been received within approximately 10 days after the penalty date, your service will be disconnected. Additionally, there will be a $20 reconnect fee to have your service reinstated. To avoid service being disconnected and being assessed the reconnect fee, customers unable to pay their bill in full by the due date should contact our office to make payment arrangements. Payment arrangements are done on a case-by-case basis. Customers may complete and sign a payment arrangement agreement in person or via fax.

Electronic Bank Drafting Service

Customers may elect to have an automatic electronic bank draft occur for monthly water bill payments. Customers selecting this option will receive a monthly bill stating "Amount Due will be Bank Drafted - DO NOT PAY." Your bank will deduct the water bill amount approximately two to three business days prior to the due date printed on your bill. There is no charge for this bank draft plan and the draft option may be discontinued at any time by simply notifying the City in writing. At this time, please note that participating in the Voluntary Donations is not possible through the electronic bank drafting service.

Voluntary Donations

The City of Coppell has discontinued a voluntary donation program that was payable with the monthly water bill. Individuals and businesses wishing to donate to the City will need to contact the department responsible for the program they would like to assist.

As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.

Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

Please note:

  • Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.
  • Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.
*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

First-time company registrations must be completed in our office at 265 Parkway Blvd, Coppell, TX. Once your company has been registered, you can apply for a permit online at our Citizen Self Service portal. For questions, call 972-304-3500.
Our goal is to keep you safe!
