Citizen's Police Academy

What is CPA?

The Coppell Citizen's Police Academy was created to build a bond of mutual trust and respect between the police department and the community. Police work is filled with many variables that require professional solutions. The goal is to reduce perceived suspicions and misconceptions by establishing mutual trust and cooperation between police and the citizens of Coppell.

Classroom presentations, lectures, and hands-on experience offer participants valuable insight into the day-to-day operations of the Police Department.

Department employees receive direct feedback from members of each class. This two-way communication between police officers and the community furthers the effort to improve the quality of life for our residential and business communities.

The Citizen's Police Academy is a 11-week program that meets once a week from 6:30 pm to 9:30 pm in the Coppell Police Department's training room. At the end of the class, there is a graduation ceremony to congratulate the students. To be eligible to participate, class members must be 18 years of age, with a good standing in the community, must pass a background investigation, and either reside or work in Coppell. Class schedules and the associated curriculum are not finalized until the Academy is filled and the instructors for each topic have been chosen.

Experienced police officers provide briefings, demonstrations, and engage in discussions about police operations with class participation. Each week, different areas of law enforcement are covered. This allows citizens to acquire a working knowledge of the activities that the Coppell Police Officers perform.

Class members will have the opportunity for guided tours of Police Headquarters and Communications. Participants are also given the opportunity to take part in "hands-on" training that is required for the training of new police recruits. The "ride along" program allows students an insight into a day in the life of a Coppell police officer.

The Next C.P.A. Class will begin January 19, 2017!

The Citizen's Police Academy Class will begin on Thursday, January 19, 2017 at 6:30pm. The class is held every Thursday evening at the Coppell Police Station from 6:30 PM to 9:30 PM for approximately 12 weeks.  There will be a graduation class scheduled for April 13, 2017.  The classes are limited in size.  Citizens that successfully complete the Academy receive a Certificate of Completion and are eligible to join the Citizen's Police Academy Alumni Association (CPAC). 

Class members must be 18 years of age with good standing in the community and must pass a background investigation and either reside in or work in Coppell.

Citizens wanting to volunteer at the Coppell Police Department must take the Citizen's Police Academy Class and join the Alumni Association before they are eligible to volunteer.     ​

JUNIOR POLICE ACADEMY - COPPELL (JPAC)

The Coppell Police Department's J.P.A.C. (Junior Police Academy Coppell) is a great opportunity for the youth of Coppell to learn what it takes to be a police officer. There are two different camps that are offered, a BASIC and an ADVANCED camp. During these camps, the students will gain insight into the multiple functions that local law enforcement professionals perform on a daily basis. The students learn about laws, enforcement practices and procedures, and other pertinent information that can affect them in their community.  This program is designed for middle-school aged students and is available to anyone who has completed the 6th grade, but has yet to begin high school.

Officers of the Coppell Police Department provide the students with hands on instruction on many different facets of the police profession, including patrol work, crime scene investigation, K-9 handling, and traffic stops. They will also discuss important topics like social media, bullying and online bullying, and bicycle safety. They learn a lot and hopefully have a ton of fun in the process. Students will also have the opportunity to participate in a team building, ropes course, and leadership program at Group Dynamix in Carrollton.

BASIC JPAC Activities:

Academy Introduction, Patrol Operations, Vehicles and Equipment, A visit from the Chief of Police, Municipal Court, K-9, Crime Scene Investigation, Bicycle Safety, Traffic Division (radar, traffic stops), Social Networking/Cyber Bullying, Building Searches, Firearms Safety, Self Defense Techniques, Team Building and Leadership Activities!

ADVANCED JPAC Activities:

Narcotics Presentation, Advanced Crime Scene, Investigations, Advanced Building Searches, Self-Defense Strategies and Techniques, Simulated Impaired DriviNg Experience (SIDNE), First Aid/CPR/Emergency Preparedness, Team Building and Leadership Activities

Sessions Dates and Application:

Basic JPAC Session #1: June 18 to June 29 (two weeks, 8:30 am - 12:30 pm, M-F only)

Basic JPAC Session #2: July 9 to July 20  (two weeks, 8:30 am - 12:30 pm, M-F only)

Advanced JPAC: July 23 to July 27​  (one week, 8:30 am - 12:30 pm, M-F only)

2018 JPAC Application

What are the requirements to be eligible for JPAC?

If you live in the City of Coppell, or your child attends school in Coppell ISD, they are eligible to attend JPAC. To be eligible, your child must have completed the 6th, 7th, or 8th grade during the 2017-2018 school year.  If they are new to the JPAC program, and they have completed the 6th grade, they would be eligible for the Basic JPAC.  If they have previously completed a JPAC course with Coppell Police Department, they would be eligible for the Advanced JPAC Academy.

Each Academy will be held at The City of Coppell's Life Safety Park located at 820 S. Coppell Rd. Coppell, TX. 75019. The Academy schedule will have classes and activities outside as well as inside so students should dress appropriately for the summer weather.  It is recommended that students bring a hat, sun screen, water bottle/drinks, and a snack each day of the Academy.  For more information on dress codes, please read the Rules of Behavior on the JPAC Application.

JPAC is VERY popular, and because of the limited number of camps, we anticipate the camps to fill very soon. All three courses have a maximum number of students allowed, so please be sure to apply or inquire and apply quickly. You can submit the application to your students School Resource Officer at their assigned Coppell Middle School campus.

What is Law Enforcement Exploring?

Law Enforcement Exploring is a non-profit organization created by Learning for Life (www.learningforlife.org), a division of the Boy Scouts of America.  The program is designed to acquaint young adults (ages 15-21) with the nature and complexities currently facing our nation's  law  enforcement professionals.  The training is as realistic as possible and allows each participant to gage for themselves if the Criminal Justice field is one they should consider as a possible career path.  All Explorers are strictly volunteers.                                                                                        

What do Explorers Do?

Explorers provide assistance to the Coppell Police Department and the City of Coppell by volunteering their time at various community events or activities.  Some of these activities include crime prevention programs, child safety programs, traffic direction, crowd control, football games, parades, festivals, and assistance with natural disasters/emergencies.  Explorers also attend weekly post meetings in order to learn about various law enforcement techniques and practices such as crime scene investigations, fingerprinting, traffic enforcement, handcuffing, building searches and many more facets of the profession.

Explorer Competitions:

Explorers train to compete against other Explorer teams throughout the area, state and even the nation.  The Texas Law Enforcement Explorers Advisors Association (TLEEAA) holds an annual event that allows these teams to pit their learned skills against one another, with the top participants and teams receiving awards for their performance.  In 2010, our Explorers brought home 2nd Place for "Best Overall Post", which is a huge accomplishment for such a new post.  The post has continued to have great success and has gained valuable experience participating in the various competitions open to them. Last ​year at the 2016 TLEEAA Competition, Coppell Police Explorer Post #605 won the "Best Overall Post" and won the State Competition.

Explorer Academy:

The Coppell Police Department  holds a two-week "Explorer Police Academy" during the summer months.  The Explorers are exposed to the life of a Police Recruit and what the life of a police recruit is like.  Upon completion of this academy, officers from the police department sponsor a banquet dinner and present awards to the Explorers.  

​Ride-Out Program (Job Shadowing):

The Ride-Out program allows Explorers to ride along with a police officer and observe them as they work in the field.  This is a way that Explorers can experience law enforcement first hand and gain a better understanding of the criminal justice system. 

Qualifications to join:

Both male and female young adults are encouraged to join.  To be considered, applicants must meet the following criteria:

Age -  Minimum age is 15 years old, with the exception that a student who is 14 years old and has completed the 8th grade can be considered.  The maximum age is 21 years old.

School -  Be enrolled in school (High School or College) and maintain at least a "C" (70) or higher GPA.  

Personal History:

An Explorer cannot have a criminal record, to include arrests or convictions.  Traffic violations do not disqualify an applicant unless it is obvious that he/she is a habitual offender.  Each applicant is expected to avoid the use of illegal narcotics, alcohol or tobacco products and be sound in their health and fitness.  Anyone terminated from employment based on any type of theft or deception is also a disqualifier.  Each candidate must pass a background investigation and maintain a neat/clean appearance.  A candidate under eighteen (18) years of age must have parental consent to enroll in the program.

What will it cost to join?

Police Exploring is free to join! Explorers must register with Learning for Life upon acceptance.  Please contact the Post Advisor for information concerning any associated costs with participation in the Post.

The Post accepts financial support from the community it serves.  If you would like to donate any money or sponsor the Post in anyway, please contact the Post Advisor for details.

Post meetings are held on Monday nights at 6:30pm at Coppell's Life Safety Park located at 820 S. Coppell Rd, Coppell, TX 75019. The meetings usually last until 8:30pm. WNV ​Ground Spraying: September 10, 2018 & September 11, 2018:
The Environmental Health Department received notification that confirmed the presence of West Nile Virus (WNV) in mosquito traps located in the 300 block of Alex Rd. DCHHS will conduct targeted spraying on Route 4 on Monday, September 10, and Tuesday, September 11 between the hours of 9:00pm and 5:00 am. Should weather conditions not be conducive for spraying, trucks will spray the next available evenings.

MAP ROUTE 4 ​​

The Coppell Environmental Health Department staff conducts mosquito control activities year-round but increases those efforts from April through October, the most active mosquito season in North Texas.The Health Department works along with the Texas Department of State Health Services, Dallas County Health and Human Services Department and area health departments to conduct surveillance and testing of the mosquito population for diseases including West Nile virus. The Environmental Health Department will continue to protect the health and well-being of  residents through surveillance, control, education, research, and technology to prevent and control mosquito-borne diseases.


Spraying For Mosquitoes

During the mosquito trapping season, the Environmental Health Department receives notification on Monday around Noon regarding the presence of West Nile Virus (WNV) in mosquito traps. Effective Monday, August 7, 2017, spraying will be conducted on Monday and Tuesday between the hours of 9 pm and 5 am in areas where mosquitoes have tested positive for WNV. As a precaution, when spraying takes place in your neighborhood residents are recommended to stay indoors. The purpose of spraying is to reduce the infected mosquito population, thus reducing the risk to residents and animals.

About Mosquito Trapping

Mosquito trapping begins in the spring, and continues until mosquito activity decreases, typically early fall.  The trapped mosquitoes are sent to a laboratory where they are tested for the presence of West Nile Virus.  Spraying activity will begin when notification is received that there is a positive mosquito sample of West Nile Virus.

​How To Persona​lly ​Protect Yourself Against Mosquito Borne Illnesses​

Take every precaution to avoid being bitten by mosquitoes if at all possible.
Remember the 4 D’s: Defend, Dress, Dusk & Dawn, and Drain.
  • Defend yourself by applying insect repellant that contains DEET, Picaridin, Oil of Lemon Eucalyptus* or PMD. Use repellant all day, every day.
  • Dress in long sleeves and pants.
  • Stay indoors at dusk and d​awn.
  • Drain all stagnant water in your yard.
  • Additionally, you should p​rotect your home by using screens to keep mosquitoes outside. Use the air conditioning when possible.
Texas climate is always unpredictable and temperatures vary throughout the seasons.  As a result, mosquito season in Texas is year-round.  The Environmental Health Department's goal is to begin reducing mosquito populations as early in the season as possible. ​​​​​​​​​​​​To schedule a non-emergency service, training, or public education, please contact Fire Administration at 972-304-3512, Monday through Friday, 7 am to 4 pm.​ The department schedules public educational activities, life saving training, and other activities after 10 am​ and in available time periods on selected days. This allows firefig​hters to perform their morning functions of preparing themselves and the fire apparatus and equipment to ensure their readiness in the event of an emergency. Due to the nature of our business, occasionally previously arranged programs are subject to last minute changes, delays, or cancellation. While we strive to meet every prearranged program obligation, occasionally interruptions do occur and last minute notification and rescheduling may be necessary.​​​

NON-EMERGENCY SERVICES​

Blood Pressure Screening​

Departmental paramedics will perform free blood pressure checks.

Child Seat Installation Inspections

Certified trained technicians are on-duty daily to inspect the installation of child safety seats to ensure they are installed properly and will provide the maximum protection for your child(ren) in the event of a motor vehicle accident.

Fire Station Tours and Apparatus Demonstration

After scheduling a tour through Fire Administration, on-duty firefighters will tour guests through the station to demonstrate how a firefighter spends the 24-hour shift. The tour also includes a display of the various apparatus housed at the station. Weather and time permitting, the firefighters may demonstrate the apparatus and equipment.

Smoke Detector Installation

Firefighters will come to your home and install smoke detectors where they are needed. This service is aimed primarily for the elderly and those citizens with physical disabilities. ​

TRAINING OPPORTUNITIES

The Coppell Fire Department personnel are certified to provide training on life saving equipment (AEDs) or techniques (CPR) as well as basic first aid, and fire extinguisher training. The AED, CPR, and First Aid courses are standalone courses, but can be scheduled together. Fire extinguisher training may be conducted most days of the week after 10 a.m. and in available time periods on selected days. Life saving and first aid classes are generally limited to 12 students per class. There is no age requirement to take this course although an adult is asked to accompany children under the age of 12. Please note these classes are not certified so you will not receive a certification card. 

Automatic Electronic Defibrillator (AED)​

The AED training course consist of AED overview and basic operations of the equipment. This course lasts approximately one hour.

​Cardio-Pulmonary Resuscitation (CPR)

If an emergency situation occurs, would you know what to do? The Coppell Fire Department can help prepare you for an emergency. The Coppell Fire Department offers CPR to Coppell residents and employees of businesses located in Coppell free of charge called CPR for Family and Friends. The CPR for Family and Friends' course consists of CPR techniques for adults, children, and infants, choking procedures and rescue breathing. Each student must physically perform CPR on a mannequin correctly to pass the course. This course lasts approximately four hours.

Basic First Aid

This class will teach the purpose of dressing, bandaging & splinting and the proper way to apply them. It will teach the proper way to treat lacerations, abrasions, fractures, dislocations, sprains and strains. This course is incorporated into the CPR training outlined above and together lasts approximately four hours.

Fire Extinguisher Training

You are at home and a small fire breaks out in your trash can. Are you familiar with your fire extinguisher? The Coppell Fire Department fire extinguisher training will show you the proper way to utilize the fire extinguisher, and how to select the proper fire extinguisher for the fire you may be faced with. This course last approximately one hour.​

PUBLIC EDUCATION

Public education seeks to change a person's attitude about his or her personal safety and wellness, resulting in changed behavior.  We use many methods to achieve our goal, including presentations at schools, daycares, community groups. The Coppell Fire Department also provides in-house fire extinguisher training and evacuation plan reviews for homes and businesses.

Fire Clowns

The fire clowns are a group of firefighters who don clown makeup and costumes to take the message of fire safety to the children within Coppell.  Each year, the troupe develops a new skit that will be performed during Fire Prevention Month.  Every October, the fire clowns visit every elementary school within Coppell and perform their skit on 'Fire Safety' for students Kindergarten through 3rd grade.  

​Citizens Fire Academy

Get an insider's view of the Coppell Fire Department by enrolling in the Coppell Citizen's Fire Academy (CFA). This free educational program provides Coppell citizens with safety training that can be utilized both at home and in the workplace. The five week Academy meets twice weekly from 6:30 pm to 9:30 pm on Monday and Thursday nights starting  April 25 through May 19​. The Academy concludes with a live fire event followed by a graduation ceremony at a City Council meeting. The CFA will be a terrific opportunity to learn about the services offered by the Fire Department as well as providing useful information to you regarding emergency preparedness. Classes will include a variety of topics and activities that will illustrate some of the issues and environments encountered by Fire Service personnel. ​​​Reserve Fire Department Training Room​

The Fire Training Room is available for reservation Monday-Friday during normal business hours if it is not in use by the fire department.  Please review the Fire Training Room Policy to see if your request fits our requirements. If the room is available for use, you will then be asked to complete the Fire Training Room Reservation Form before a reservation will be made. ​​

Keep Coppell Beautiful is a citizen committee that organizes opportunities to preserve and beautify our community through waste reduction, litter prevention, beautification, and environmental stewardship. Take part in one of the dozens of programs, events or volunteer projects that take place throughout the year! For more information on getting involved with the committee, email kcb@coppelltx.gov.


Environmental Education Classes

KCB offers monthly classes and seminars on practical green living ideas. The classes tend to focus on growing food, composting, smart irrigation and planting colorful and ecofriendly landscapes. Most of the classes are held at the Biodiversity Education Center, although we occasionally partner with Coppell Community Garden and school gardens in the community to host hands-on demonstrations off-site. Wildflower Seeding

Each October community groups of all ages come together to spread wildflower seeds in designated areas of Coppell parks. Gather your friends, family, Scout troop and neighbors for a fun, free event. Reminisce on what Coppell looked like as a prairie and do the “buffalo stomp” with the herd of seeders. Details for the 2018 seeding will be announced during the summer. 


Clean Coppell

Take an active role in cleaning up Coppell streets, parks, and neighborhoods! Each April, community groups from all around town come together to do litter cleanups and beautification projects. In 2017, residents hosted dozens of litter clean-up, spruced up fences, pulled weeds,  and handed out plant starts. Getting involved is easy! If you have a project that will make our community cleaner and greener, fill out this request form​ to have the City of Coppell sponsor your supplies. Requests should be returned to kcb@coppelltx.gov.

Organize a litter cleanup - Choose a location where you notice a need and fill out a request for clean-up supplies.  We will provide trash bags, gloves, and trash pickers upon request. You can do this year-round, but t-shirts will be provided for groups that participate in the annual April event which contributes to a nationwide effort, the Great American Cleanup. Clean Coppell volunteers that wear their t-shirts to Earthfest get a free treat!

Organize a beautification project – Be creative! If you have a project in mind and the people willing to do it, you can submit an application to have KCB sponsor the supplies. The project should benefit the community through preservation or beautification. Some ideas include:
  • Planting a monarch waystation to attract butterflies
  • Restoring shared gardens such as community or school gardens. 
  • Helping an elderly or disabled neighbor meet code requirements for their yard.
  • Graffiti removal

EcoCoppell Earthfest 

Earthfest is a celebration of Coppell’s commitment to the environment - an entertaining and educational experience! Visit the many environmental education booths to learn how you can lead a more sustainable lifestyle. Don’t forget to shop the plant sale, grab a bite to eat and enjoy a lively performance​.

The fun includes live music, food, artisan and green living vendors, arts and crafts, photo booths, face painting, and interactive environmental education booths.  The event also hosts an annual cleanup/fix up station where people can take advantage of free document shredding.

If you have a green project or product to showcase, you are welcome to fill out a vendor application for the event. Email kcb@coppelltx.gov if the application is not yet available below. In 2018, Earthfest will take place on Saturday, April 14​ at the Coppell Farmers Market from 9am-noon.

​​Municipal Court Authority and Jurisdiction

The single most important source of municipal court authority and jurisdiction is the Texas Constitution which gives the state legislature the power to establish courts and their jurisdiction when it sees fit. The legislature exercised this power and first created municipal courts in the Corporation Court Law of 1899. This law has been codified in the Texas Government Code. Municipal courts also look to various other statutes and codes for authority and jurisdiction.

Who is notified with regards to a zoning change request?

All property owners on the most recently approved tax roll located within 200 feet of the zoning change request are notified by mail at least 10 days prior to the Planning and Zoning Commission meeting. A zoning notification sign is also placed on the subject property 10 days prior to the hearing and remains on the property until the city takes action on the request.

What can be done if I oppose the rezoning of property within my neighborhood? 

Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance? 

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.​​​

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Preparations are under way for the 2018 "Make a Child Smile" program, sponsored by the City of Coppell. The purpose of Make a Child Smile (intended solely for children enrolled in CISD and residing within the city limits of Coppell) is just what it says - to do our part to put big, happy smiles on the faces of all children in Coppell at Christmas time.

In previous years, the generosity and kindness of Coppell businesses and citizens has enabled us to provide each child in our program with a toy and an article of clothing.  City employees donate their time to separate, bag, and deliver the gifts to the families approximately one week before Christmas.

The children to whom we provide gifts usually participate in the school lunch program.  However, some families may be experiencing temporary circumstances and may need a little extra help during the holiday season.  The City does not want the name of the child or family.  All we need is an address, child's gender, child's age, child's clothing size, and child's hobbies/interests​.  Also, any information about other children in the family – from infants through seniors in high school - is greatly appreciated.  This helps us ensure that all children in the family receive gifts and that no child is left out or overlooked.

Vacation House Watch program​

As a service to residents Coppell Police Department is pleased to provide its residents with the Vacation House Watch program. This program is available to residents who plan to be out of town for an extended period of time. Homeowners can request a vacation house watch and a police officer will check the residence to ensure the premises are secure. DIRECTED PATROL REQUEST

Patrol officers frequently provide ​extra patrols to areas of the city in an effort to reduce crime and traffic accidents. ​​​The repeated presence of police officers in a specific area can reduce crime and the speed of vehicles traveling through that area. If you have a specific request related to traffic or other police matters that do not require immediate assistance and would benefit from extra patrols please complete the directed patrol request. ​The city of Coppell's Code of Ordinance Chapter 6, Article 6-2 provides rules and regulations on how solicitors and peddlers can operate within the city limits.

Registration Required

No person, directly or through an agent, shall solicit in person from house-to-house in the city to sell or attempt to sell goods, merchandise, wares, services, or anything of value or to take or attempt to take orders for the future delivery of goods, merchandise, wares, or any personal property of any nature whatsoever, or take or attempt to take orders for services to be furnished or performed in the future, without first having obtained a written permit, or to solicit funds for charitable purposes without first having registered with the city.

Obtaining a Solicitor's Permit

All persons desiring to solicit door-to-door must appear in person at the Coppell Police Department, 130 Town Center Blvd., Monday through Friday, 8 am to 5 pm, and complete the necessary paperwork. Background checks will be conducted on individuals who will be soliciting goods or services. A non-refundable, $25 permit fee will be due upon submittal of each application. After review of the registration or permit application, the City has ten working days to either issue a certificate of registration or permit, or notify the applicant that the application for registration or permit does not comply with the requirements of the Ordinance.

Obtaining a Handbill Distributor's Permit

All persons desiring to distribute handbills door-to-door must appear in person at the Coppell Police Department, 130 Town Center Blvd., Monday through Friday, 8 am to 5 pm and complete the necessary paperwork. Background checks will be conducted on individuals who will be distributing handbills. There is no charge associated with the handbill distribution application. After review of the registration or permit application, the City has ten working days to either issue a certificate of registration or permit, or notify the applicant that the application for registration or permit does not comply with the requirements of the Ordinance.

Solicitations for Charitable Purposes

All persons desiring to solicit funds for charitable purposes or sale of merchandise to raise funds for charitable purposes shall file a registration statement with the chief of police. This includes the solicitation of funds or sale of merchandise, goods, or wares for charitable purposes. While registration is required, permits will not be needed or issued.

Solicitations for Non-Charitable Purposes

Individuals, businesses or groups soliciting funds or goods for profit must also fill out a registration form with the chief of police. After review of the registration or permit application, and if the registrant meets the criteria as outlined by the Ordinance, City staff will issue a certificate of registration or permit which contains an expiration date listing the final date a for-profit solicitor may go door-to-door for that request. This information MUST be physically displayed on the upper front portion of the solicitor.

Soliciting in Rights-of-Way

No charitable solicitation may be conducted upon or within the right-of-way of I.H. 635, S.H. 121, MacArthur Blvd., Belt Line Rd., Southwestern Blvd., Denton Tap Rd., Sandy Lake Rd., or the intersections of any of the above named streets, or any other highway, a state highway, or farm-to-market road.

Soliciting on Private Property

Handbill distributors are required to remain on the sidewalks and public right of ways at all times. A solicitor must use the public sidewalk and paved approach to the front entrance of the dwelling/establishment and shall not cut across private property.

Acceptable Solicitiation Times

All persons canvassing or soliciting door-to-door, for charitable and non-charitable reasons may not do so before 9 am​ or after 30 minutes following sunset, Monday through Saturday, or at any time on a Sunday or on an official holiday.

"No Soliciting" Signs

Any person, desiring that no merchant solicit on their property may post a sign in a conspicuous location on or near his main entrance, a weather-proof card not less than three by four inches in size containing the words "NO SOLICITORS." No soliciting includes any person engaged in a, charitable or non-charitable, solicitation, placement of handbills or other advertisement, and those who are canvassing.

Merchandise

It shall be unlawful for any person to peddle, solicit, sell, offer for sale, or exhibit for sale any merchandise upon any public sidewalk, street, street right-of-way, parkway, or other public right-of-way. This does not include mobile vending. Mobile vending is addressed in the Ordinance. Mobile vendors are advised to review this portion of the code.

Canvassing

The amendment also defines canvassing as someone who examines or discusses in detail; to make subject of discussion or debate; goes through places or among people asking, requesting or engaging for vote/opinions concerning religious, political or other topics of public concern. Canvassers must adhere to the hours that soliciting is allowed, as well as the locations where they can solicit with regards to no soliciting signs.​

Handbills on Public Property​

The Ordinance says, "It shall be unlawful for any person to paste, stick, or place any advertisement, handbill, placard, printed, pictures or written matter or any device for advertising purposes upon any fence, railing, sidewalk, telephone, electric light or public utility pole, or other public property . . ."​​​​

False alarms cost the City and its citizens thousands of dollars each year and take police officers away from actual emergencies. In 2011, the Coppell Police Department responded to more than 1,600 false alarms.

In an effort to prevent unnecessary emergency false alarm responses the Coppell City Council adopted a revised alarm ordinance located in Emergency Alarm Systems, Chapter 9, Article 9-12 of the City of Coppell Municipal Code. The alarm ordinance establishes regulations for the use and operation of alarm systems within the city. A permit is required for each alarm site and each type of alarm system in residential dwellings and in businesses. Permits must be obtained within 30 days of installation and renewed annually.

Each permit application must contain the name, address, and telephone number of the person who is responsible for the proper maintenance and operation of the alarm system and payment of fees or charges levied under this article. Each permit application must also contain the name, address, and telephone number of at least two persons who are able and have agreed to receive notification from a member of the Coppell Police Department or Coppell Fire Department at any time and to come to the alarm site within 40 minutes after receiving such notification.

An alarm permit cannot be transferred to another person. However, the individual designated to respond to an alarm or relay an alarm (such as your alarm company) may be changed. A permit holder must inform the City of any change that alters information listed on the permit application. No fee will be assessed for such changes.

A residential alarm permit registration fee of $30 will be collected for first-time permit applications. Annual residential renewal fees are $20. Residential alarm permits must be renewed annually approximately 365 days after the initial registration or last renewal date. A first-time business residential alarm permit fee is $50 and the annual renewal fee is $50. All fees are non-refundable. It is the responsibility of the permit holder to pay the renewal fee prior to the expiration date of the permit.

​If any permit holder has multiple false alarms in the twelve month period, the holder shall be assessed a service fee for the alarms.

  • 4 to 6 false alarms - $50 each assessed fee
  • 7 to 9 false alarms - $75 each assessed fee
  • More than 9 false alarms - $100 each assessed fee

A permit holder must pay any service fee assessed under the provisions of the Ordinance within 15 days after receipt of notice. 

The City shall not consider an alarm notification to be false if it is determined that the alarm was caused by; A) A natural or man-made catastrophe; B) Severe weather that causes physical damage to the premises; C) Vandalism; D) Telephone line outage; or E) Attempted entry or attempted robbery.

In high-risk of loss of life occupancies such as hotels, motels, hospitals, nursing homes, residential care facilities, educational uses, including daycare centers and theaters where a fire alarm was: (i) Caused by undetermined means, or (ii) Caused by conditions not under control of the building management such as manual false alarms, or smoking, the determination of the director in classifying an alarm notification as false or actual is final.

In addition, in an effort to reduce false alarms and increase administrative efficiency PMAM Corporation has been hired to implement and administer the City of Coppell’s Alarm Permit Program. As of May 1, 2012, PMAM administers the management of alarm permits and false alarm fees. Permit applications and renewals are easily accessed online.

POLICE RIDE ALONG PROGRAM

Police Ride-Along Form

The department shall perform a records check and criminal history check on any applicant for ride-along. A person shall not ride unless approval has been granted and the waiver completed. Approval will be for no more than one specific eight hour period unless special limitations or extensions are granted by the Chief of Police or Deputy Chief. No individual shall be granted permission for a repeat observation ride within a 12 month period. Hours of observation are limited to 7 am until 11 pm. Males will wear slacks and shirt with collar.​ Jeans are not appropriate attire. Close toed shoes are required. Females will wear dresses or slacks and blouses. Jeans are not appropriate attire. Close toed shoes are required.

  • The observer must follow directions of the host officer.
  • The observer may be required to appear as witness in court.
  • The observer may end the ride whenever he or she wishes.​

​RACIAL PROFILING POLICY

Coppell Police Officers are strictly prohibited from engaging in racial profiling. Racial profiling is defined as a law enforcement-initiated action based on an individual's race, ethnicity, or national origin rather than on the individual's behavior or on information identifying the individual as having engaged in criminal activity.

Any person who believes they are a victim of racial profiling is urged to speak with an on-duty supervisor at 972-304-3610. We would prefer to speak with you in person but all complaints will be addressed regardless of the manner they are received. If the matter proves to be more serious in nature, Texas state law requires that the complaint be signed and in writing. A brochure on how to file this complaint is available at the police department or can be downloaded from this web site.

To maintain a professional and impartial relationship with motorists stopped for traffic violations, the Coppell Police Department has equipped every vehicle used for enforcement with an audio/video recording system. Officers are required to activate the cameras during all traffic and pedestrian stops and the recording is available for review by supervisors in the event of a complaint.

An annual analysis of traffic stops that result in a citation or arrest is completed each year and submitted to the City Council by March 1. A copy of the annual report is also forwarded to the Coppell Public Library for citizen review.

Jury service is an obligation of citizenship, which is essential to the judicial process. It is an opportunity for you to make a meaningful contrib​ution to ensure that justice is pr​​ovided in our community. 

If you have received a notice regarding jury duty from the Coppell Municipal Court, your presence is required at this time. Please report promptly at the time and place noted on your summons. The time and appearance date on which you are expected to appear are located in the body of the notice. Jury duty starts promptly at the time listed on the notice, and because caseloads vary, plan to stay the entire day.

NORTHERN CAMPION TRAIL EXTENSION

The City of Coppell has partnered with Dallas County and the City of Irving to bring an extension of the Campion Trail to Coppell. The project is being funded by Dallas County, designed and managed by the City of Irving. At the conclusion of the project, the portion in Coppell will fall under the City of Coppell maintenance. The construction contract was awarded to DENCO Construction in the amount of $2,505,438.47. The project includes over 2 miles of 12’ wide concrete trail with a bridge crossing Grapevine Creek just west of MacArthur Boulevard. The project will begin at Mockingbird Lane at Belt Line Road and run east shifting south of the Belmont Landing subdivision, cross Grapevine Creek and follow the levee past MacArthur Boulevard.

#ST 15-01A  FREEPORT PARKWAY, (BETHEL RD TO I-635)

The design contract for Freeport Parkway improvements was completed by J. Volk Consulting for a total contract amount of $726,000.  The project includes full pavement replacement, bridge reconstruction, utility replacement / rehabilitation, landscaping enhancement, geometry improvements, trail construction, lighting, and a new traffic signal. The construction project was awarded to Texas Sterling Construction Co. for a total contract amount of $16,519,808.64. Construction is anticipated to begin in Spring 2018 with an estimated completion in late 2019.

Latest Update: 
On Monday, May 21, traffic on Freeport Parkway from W. Bethel to Dividend was reduced to one lane on the west side of the roadway.

There is also one short transition for northbound traffic back to the east side of the median through the railroad crossing because the temporary gate arms have not yet been installed.

These lane closures will be in place for the duration of the Freeport Parkway Rehabilitation project, which is expected to take 18-24 months.

TAX 2017A NEIGHBORHOOD ALLEY REPLACEMENT PROJECT #4

Selected neighborhood alleyways were chosen to be reconstructed based on pavement study results. Impacted alleyways are associated with Cambria Drive North & South, Woodhurst Drive South, Clear Haven-Still Forest and Tara Court. Construction is scheduled to start in late summer 2018 and is anticipated to be complete in late spring 2019. This project was awarded to Indus Road and Bridge, Inc. in the amount of $896,564.00. Caution should be exercised by anyone travelling within the alley construction zone.

TAX 2014A  PARKWAY BOULEVARD

A design contract for the Parkway Boulevard improvements was awarded to J. Volk Consultants, Inc. in August 2015. The project consists of removal and replacement of pavement, water, and sewer lines from Heartz Road to Lodge Road. The project will include an 8' sidepath/trail on the north side of the road from Heartz Road to Moore Road and a 6' sidewalk along the south side of the roadway. Anticipated construction in 2019. The city will host a public meeting after bids are received and Council awards the project.

TAX 2015B  PLANTATION DRIVE AND MOSSY OAKS STREET RECONSTRUCTION PROJECT 

The design for these improvements is currently underway with Pape-Dawson Engineers. The project will impact the entire length of Plantation Drive and Mossy Oaks Street. The project includes complete pavement reconstruction and utility upgrades. Construction is anticipated in FY 2020-2021.

A design contract for the reconstruction of Airline Drive was awarded to Kimley-Horn in summer 2017. The project consists of concrete replacement, utility upgrades and sidewalk improvements. The project will also improve drainage. Construction is anticipated to begin in 2019.

Wagon Wheel Tennis Center and Tennis in Coppell are partnering for the third year with Susan G. Komen to Rally for the Cure!  Join us for an important cause and a fun tennis and pickleball tournament.  There will be doubles brackets for men, women and mixed tennis, men and women’s doubles for pickleball.  Fun prizes, raffles and activities!

About the Event

For the third year, we are hosting this tournament to raise awareness and funds for Susan G. Komen Dallas County.  Whether you are a seasoned pro or new to the games, there will be something for everyone.  The tennis events are all doubles with a no-ad proset format.  Play will begin at noon and end around 5 p.m.  As with all tournaments, there will be times when you’re playing and times when you have some down time.


Where does your money go?

All of the money raised from this event will go to support Susan G. Komen Dallas County which provides services to women in Dallas County who might not otherwise be able to afford screening services and care.  Last year the tournament raised $4,200 to help our friends and neighbors right here at home!


Ways to Donate​

Your tournament registration fee is the major contributing factor but there are other ways to donate.  You can become a court sponsor and hang a banner on your court, you can purchase raffle tickets and a pink ball for the Wall of Honor.  You can also just simply donate any amount of money if you can’t play on that day.  100% of the funds raised will be donated to Susan G. Komen Dallas County.

Court sponsors account for 15% of the tournament revenue.  Please encourage your league teams to join together for a court sponsorship in honor or memorium for friends and loved ones who have been through breast cancer.

Preparations are under way for the 2018 "Make a Child Smile" program, sponsored by the City of Coppell. The purpose of Make a Child Smile (intended solely for children residing in Wellington Place Apartments) is just what it says - to do our part to put big, happy smiles on the faces of all children in Coppell at Christmas time.

In previous years, the generosity and kindness of Coppell businesses and citizens has enabled us to provide each child in our program with a toy and an article of clothing.  City employees donate their time to separate, bag, and deliver the gifts to the families approximately one week before Christmas.

The children to whom we provide gifts usually participate in the school lunch program.  However, some families may be experiencing temporary circumstances and may need a little extra help during the holiday season.  The City does not want the name of the child or family.  All we need is an address, child's gender, child's age, child's clothing size, and child's hobbies/interests​.  Also, any information about other children in the family – from infants through seniors in high school - is greatly appreciated.  This helps us ensure that all children in the family receive gifts and that no child is left out or overlooked.​
