Cotton Belt Corridor Field Work Mid-February – June 2019

Dallas Area Rapid Transit's Design-Builder for the Cotton Belt corridor will begin their pre-design field activities along the 26-mile alignment in February 2019. This effort will allow the Design-Builder to advance DART's design that formed the basis of the Final Environmental Impacts Statement and will validate the engineering assumptions that inform their ongoing early project planning and design efforts. This activity will be mostly conducted in and along the railroad right of way, with occasional movement of workers and small equipment on and off of public grade crossings. The nature of the field work being performed includes:
  • Pre-Construction Photos of Existing Conditions
  • Surveying and 3D Scanning of the Existing Corridor
  • Investigation of Existing Utilities
  • Geotechnical Soils Sampling

Any need to access private property will be prohibited unless otherwise coordinated with the property Owner in advance of the work. Most activities will take place during the daytime hours and will involve minor surveying and construction equipment such as GPS instruments, tripods, service vehicles, pickup trucks, small tools and light duty drill rigs.

DART Draft Environmental Impact Statement (DEIS)

DART's Draft Environmental Impact Statement (DEIS) is available at DART.org/CottonBelt. A hard copy of the DIES is also available at the Cozby Library and Community Commons, 177 N. Heartz Rd.

The DEIS was made available to the public for a 45-day review and comment period from April 20, 2018 to June 4, 2018. Three public hearings were conducted during the review and comment period.

DART Cotton Belt Corridor Field Work: February 19-March 31, 2018

Dallas Area Rapid Transit (DART) staff and contractors responding to DART's solicitation for Cotton Belt design and construction collected data along the Cotton Belt corridor from February 19 to March 31. This was part of the necessary preparation for the project.

The majority of the data collection was conducted in and along the railroad right of way. Any access of private property was coordinated with the owner in advance of the work, and property owners were given the option to refuse to grant access. The types of field work performed included:

  • Soil borings to collect information about soil conditions
  • Examination of surface features that indicate the presence of underground utilities
  • Cultural and Historic Resource Observations

About the Cotton Belt Corridor Project

The DART Cotton Belt Rail Line Project is a 26-mile line that will extend from DFW Airport to Shiloh Road in Plano and  traverse seven cities, including Coppell. The Cotton Belt Project’s primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area. The Cotton Belt Project would interface with three DART LRT lines: The Red Line in Richardson/Plano, the Green Line in Carrollton and the Orange Line at DFW Airport. Also at DFW Airport the project would connect to Fort Worth Transit Authority's TEX Rail Regional Rail Line to Fort Worth and the DFW Airport Skylink People Mover.

The City of Coppell hosted two public meetings on March 1 and March 9, 2017 to provide an update on the planned DART Cotton Belt Rail Line Project. For more information about the background and development of the project, watch the March 9, 2017 meeting or view the March 9, 2017 presentation

The City of Coppell is doing what we can to influence DART to the best interest of the Coppell citizenry. This includes the adoption of a resolution on June 13, 2017 by the Mayor and City Council stating:

"The City of Coppell fully supports DART Board redesign and realignment of the Cotton Belt Rail line throughout Coppell from Luna Road westward to Freeport Parkway, which would incorporate a Southern reconfiguration to provide a station in the Northlake/Cypress Water Campus subject to grade separation, quiet zones, sound walls and trail by rail segments along the entire route through Coppell."

Read the entire resolution.

Migratory Bird Awareness:  Help prevent your property from becoming a nesting site

Migratory birds, such as herons, egrets and other waterbirds, are often seen in Texas during their annual migration between the U.S. and Canada. These birds can bring a number of challenges during nesting/breeding season such as noise, odor, and health hazards including significant amounts of excrement. Residents may find it offensive when the birds' chosen nesting areas are near their homes and businesses.

Once eggs are laid, these birds are federally protected under the Migratory Bird Treaty Act of 1918, preventing interference of any kind by residents or the City of Coppell. However, there are some actions residents can take before and after breeding season to deter the birds from nesting in the area.

What can you do before nesting season begins? (Typically January – March)

  • Be on the look out for "sentry" birds — the first birds to arrive looking for ideal nesting sites for the flock. Report sightings to your neighbors and to the City of Coppell by contacting Luay Rahil, Environmental Health Officer, at lrahil@coppelltx.gov or 972-462-5164.
  • Familiarize yourself with the different migratory birds found in Texas. Each species has a different breeding period. See pictures below of birds common to this area with basic descriptions along with breeding months.
  • Use a combination of scare tactics BEFORE eggs are laid such as hanging helium balloons or other moving objects in trees, disturbing early nesting material with long poles, tennis balls or water spray and using noisemakers to deter the birds.
  • Please take care while using scare tactics. DO NOT kill or injure the birds.

What can you do during nesting season? (Typically March – October)

  • Once birds begin sitting on nests, eggs are probably present. Do not kill, harass, relocate, move or attempt to scare away the birds by any means during nesting season. These birds are federally protected.

What can you do if a rookery (group nesting site) is established?

  • Continue normal maintenance of your property including mowing and watering without intentionally disturbing the birds or their nests.
  • Regularly power wash or spray down your sidewalks, patios and other affected areas to clear away bird waste.
  • Do not attempt to handle birds. If you see a dead bird, please contact Coppell Animal Services at 972-304-3515 and they will pick it up.

What can you do after nesting season has ended? (Typically October – January)

  • Remove old nests from trees.
  • Give trees a good trim and thin the tree canopy to allow sunlight between limbs and other trees.
  • Help out elderly neighbors or those with special needs with nest clean up and tree trimming.
  • Be aware and report these bird sightings in late winter/early spring to the City of Coppell. They may not seem like a problem at the time, but they can settle in anywhere and become a nuisance quickly!

It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.

animal services FAQ

Does Coppell require pets to be registered with the City?

Yes. All dogs and cats that live in Coppell are required to be registered with the City annually and to display both a current City tag and a current rabies tag on their collar at all times. To register your pet, you may visit most local veterinarians or the City of Coppell Animal Services Center and provide proof of current Rabies vaccination. The current cost of registration is $10 per year for a sterilized pet or $20 per year for an unsterilized pet. We also offer a three year city registration tag which can be issued with a three year rabies given within the same month as a new registration. If you prefer to register your pet by mail, please provide current proof of Rabies vaccination, payment and the completed Application for Animal License. Mail to: Coppell Animal Services 821 S. Coppell Rd., Coppell, TX 75019. Checks can be made to City of Coppell. Contact us for more information.

Does Coppell have a leash law?

Yes. Both dogs and cats are required to be confined or restrained whenever they are off of the owners property, including parks and walking trails. If your animal is off leash, you could be issued a ticket for having an animal at large.

Does Coppell have a "pooper scooper" ordinance?

Yes. Citizens who walk their dogs are required to pick up and remove, in a sanitary manner, any waste left by that animal on any property other than that of the owner.

What number can I call to report a dog that barks constantly?

Call the Animal Services Department at 972-304-3515. Dogs that bark constantly and are disturbing neighbors is a violation of the City Ordinance.

What number can I call to report a stray animal?

Call the Animal Services Department at 972-304-3515 to report strays. We have a voice mail system for use, in the event that we are too busy to answer the phone or not available. Please feel free to leave a message with complete information. Messages are checked several times daily.

How much does it cost to adopt an animal?

The adoption fee is $75 for a dog/puppy or $50 for a cat/kitten. Animals are spayed or neutered, microchipped, up to date on vaccinations and tested for FELV (cats)/Heartworms (dogs) according to what is age appropriate, for the animal.

Does the Animal Shelter accept donations?

Yes. We gladly accept new/used tangible items such as food, blankets, towels, toys, portable kennels and any other serviceable pet-related goods. We also accept monetary donations that assist in the costs of spay / neuters, vaccinations, and the medical needs of the animals. Currently, we are especially in need of kitten food and cat litter.

What number can I call to report wildlife concerns?

Call the Animal Services Department at 972-304-3515. The Animal Services Department loans live traps and provides educational information sheets to City of Coppell residents. We like to try to assist with public education before recommending live trapping. Please give us a call at 972-304-3515 for assistance with your wildlife concerns.

City of Coppell water utility customers will soon start seeing their water meters replaced as part of the City's Advanced Water Meter System project, a new service enhancement initiative to install advanced metering infrastructure (AMI) throughout the community. The city-wide installation of 13,375 new meters is projected to take 14 months. Once installed, the new meter system will provide customers with more accurate water usage data that is updated multiple times throughout the day, water budget and water consumption threshold alerts, comparative data, leak alerts and notifications from the City. Consumption data will be updated on an internet-based customer dashboard that can be accessed from a computer, tablet or smart phone.

City Manager Mike Land explained how the Advanced Water Meter System project is part of the City's larger efforts to utilize technology to become what is referred to in the marketplace as a "Smart City."

"We are actively looking for ways to use data and technology to enhance our customer experience, City's services, livability and sustainability," he said. "The Advanced Water Meter System project aligns perfectly with these goals."

With the Advanced Water Meter System, Coppell residents will have access to data that will give them an increased understanding of their water consumption. In turn, City staff will be better equipped to assist customers.

"If someone calls and they don't believe that they used that much water, right now the only thing we can do is go out and look at the meter to see if they have a leak or have the meter tested," said Kim Tiehen, Assistant Director of Finance for the City of Coppell. "With this technology, we're going to be able to show them what is happening with their consumption. They're going to be able to graph it, and they're going to be able to see it. This will allow us to provide a level of customer service that was unattainable before."

Currently, the City uses three types of metering systems and multiple meter brands. This variability poses operational challenges for City staff. The Advanced Meter System project will include one type of system and one brand for all meters, which will better equip City staff to maintain operations, manage inventory, and provide all customers with the same level of customer service.

Once the meters are installed and customers start accessing the data from their new meters, the information will allow them to more closely monitor their water consumption and adjust their usage accordingly. In turn, it will provide the City more accurate utility analytics and customer consumption data, better meter data management, increased customer transparency, a reduction in water loss, a reduction in labor costs, a baseline for distribution leak detection and the ability to send alerts and messages to customers. In short, customers will be given the tools and data they need to better plan and "Get to Know Your H20."

The City utilized performance contracting to partner with Siemens, who studied the City's current system and developed a design build program to install the advanced meters. According to Tiehen, the Advanced Water Meter System project will increase the accuracy of meter reads and actual water consumption, which will provide the City with higher revenues without increasing water rates. The additional funding, along with the operational savings, will fund the project over the next 15 years. Additionally, the City will be able to reduce the costs associated with the current meter-reading process.

"The City currently sends out designated employees to manually read meters," said Tiehen. "The automated process will allow us to reduce the cost – both in dollars and time – of reading meters."

Coppell City Council approved the $6.8 million Advanced Water Meter System project at the April 24, 2018 meeting, and the funding was secured as part of the July 24, 2018 Certificate of Obligation issuance.

Crews will begin installing new meters soon, notifying residents and businesses days in advance with door hangers and other communications. Concurrently, City representatives will begin educating customers on how to use the internet-based dashboard.

Before the meters are swapped out, each customer will receive a letter in the mail providing information concerning when the water meter team will be installing in their area. Additionally, the City will call, email and text residents who have signed up for NotifyCoppell to inform residents when the water meter team will be in your neighborhood.

Once your water meter is replaced, residents will find a yellow door hanger on their door notifying them that they received a new water meter. The door hanger provides information concerning steps to take prior to using their water. If you run a business, the water meter team will coordinate a convenient time to replace each businesses water meter. Each business will be provided with a door hanger when their meter is replaced.

How will I know that someone is a member of the water meter team?
The truck used by the water meter team will have a "water meter team" sticker on its door. Team members will be wearing bright yellow shirts with "PMI" on the front left corner of the shirt and will also have a picture ID badge with them. The badge also provides two phone numbers for the citizen to call to confirm the identity of the person. One phone number will contact the Utility Billing number, and the other number connects to the PMI 24-hour line. Water meter team supervisors will be wearing a bright yellow safety vest with "Water Meter Team Supervisor" printed on the back of the vest.

Water team members are not allowed to enter homes, and your property will be left in the same condition as it was prior to installation.
