​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The Coppell Performing Arts Center is an exciting project for the City of Coppell, for both residents and local artists. Coppell is a special place to live, work and play, and the Performing​ Arts Center will help us fulfill our vision of being a “Family Community for a Lifetime” by increasing access and public awareness to the arts.

​ABOUT THE performing ARTS CENTEr

At the June 12, 2018 meeting​, the Coppell City Council voted six to one to approve the Guaranteed Maximum Price Amendment to the agreement between the City of Coppell and Core Construction, giving the City the green light to begin construction of a new Performing Arts Center located in Old Town Coppell, the City's historic district. At the July 24, 2018 meeting, the City Council unanimously voted to approve additional seats in the Main Stage Theater.    

The Coppell Performing Arts Center is planned to be 32,250​ square-foot, one-story building, that will include a flexible theater, a main stage theater, a multipurpose room that expands the facility’s use beyond just the arts, exhibit, classroom and office space and a courtyard plaza. Construction is estimated to be completed by Spring 2020​. ​The project will be funded through the Coppell Recreation Development Corporation (CRDC), a sales tax revenue fund that was established to undertake projects for youth and adult amateur athletics, entertainment and public gathering facilities, exhibition and museum facilities, parks and recreational facilities and more. Coppell voters re-authorized the CRDC’s use of sales tax revenue in the November 5, 2013 election.​

​Main Stage Theater

The main performance hall will seat up to 441​ patrons and will include 2,200 square feet of stage space. 

Flexible Theater

The black box/flex theater will seat 195 patrons (depending on seating arrangement) and total 2,650 square feet. 

Multi-Purpose Space

The multi-purpose space will total 2,000 square feet, accommodate 100-165 people and will be used for community and arts organizations to hold rehearsals and meetings. 

Additional Spaces

In addition to the three main areas, there will be a gallery and studio space. The gallery will provide pre-function, waiting, gallery, banquets, lectures, and concessions.  The space provides natural light and panoramic views to the Old Town Square.  Artwork will be displayed in the gallery and multi-purpose areas.  The studio provides flexible classroom space intended for visual, textile, and graphic artists, but it can be used in a variety of ways. The studio contains tables, chairs, cabinets and storage.

Construction Update 

A groundbreaking ceremony took place on Monday, December 3, 2018, to mark the beginning of construction. The Performing Arts Center is expected to open in Spring 2020.

Background information 

The idea of building a performing arts center venue was initially discussed many years ago, during the development of Old Town Coppell. In 1999, the City of Coppell converted an unused fire station to the Coppell Center for the Arts, also home to Theatre Coppell. The theatre is an intimate, 124-seat theatre with seating on three sides of the stage and approximately 7,500 square feet. 

As the City grew, so did its needs for a larger arts venue. In 2015, after a presentation from Theatre Coppell, the idea of an arts center was revisited, and the City contracted with Corgan Architects to perform preliminary program and site planning for either the existing theater’s renovation, renovation and expansion, and/or an option for the construction of a new theater located in Old Town Coppell. ​This preliminary programming study was reviewed by the City Council during their October 25, 2016 work session, and it was utilized to create the initial schematic design. 

After much research, the Coppell City Council determined that City staff and the architect should begin focusing on the potential construction of a new arts facility located in Old Town. In January 2017, the Coppell City Council approved an architectural services agreement with Corgan for the proposed Coppell Performing Arts Center​. The​ budget for the facility is approximately $17 million, including construction, design, furniture and fixtures, construction management, parking and contingency. Funding for the project will be through the CRDC. 

In June 2017, the Coppell City Council authorized Corgan to move forward with Design and Development, and Construction Document Services. Corgan Architects presented an Operations Study to the City Council on July 25, 2017. This report was the result of Council's review of the schematic plans presented to Council on May 30, 2017.  

In January and February 2018, Corgan spoke to Council about the design of the Performing Arts Center façade.  

The project is currently in the Design and Development and Construction Document Services phase.

​​Dallas Love Field and DFW Airport Flight Tracker​​The Dallas-Fort Worth International Airport (DFW Airport) is one of the largest airports in the world and operates 24 hours a day, 7 days a week, 365 days per year. Buying a home or establishing a business in Coppell affords not only the luxury of having easy access to the airport, but also results in periodic airplane traffic and noise. The City and airport work in partnership regarding zoning compatibility, noise monitoring, public education and other areas where the airport impacts the community and those who live and work here.

Our community will sometimes be impacted by changes in runway schedules as DFW Airport undergoes various capital improvement projects to keep the infrastructure maintained, as well as due to weather conditions. The DFW Noise Compatibility Office is the primary liaison between neighboring communities, residents, municipalities, airlines, FAA, universities, NASA and Board staff to demonstrate noise and land use compliance deliverables, meet, educate, research, assist and advise on aircraft noise, flight patterns, airspace and related actions.

DFW Runway Rehabilitation: May 2018-February 2019

Closure Flow MapsRunway 17C/35C will return to service and be fully operational with the first flights arriving at 7 a.m. on March 10, 2019. Runway 17C/35C is DFW’s primary runway and it will support our mission to connect the Dallas Fort Worth region to the rest of the world for decades to come.​​

Runway 17C/35C was closed for rehabilitation from May 2018-February 2019. The runway rehabilitation project included a partial closure from late May to early August 2018 and a full closure beginning in August. The airport initially projected that the runway would reopen in mid-November, but, due to weather and unforeseen site conditions, the closure was extended. 

While DFW International Airport's projections indicated that there would be no temporary noise impacts (as defined by the FAA) over Coppell, the increased air traffic has resulted in more noise over the city.

While runway 17C/35C was closed, air traffic was diverted to runway 17L/35R, and an increased number of planes flew above Coppell. 

According to DFW International Airport, Runway 17C/35C serves as the primary arrival runway, handling approximately 40% of daily arrivals. The runway was more than 30 years old, and it was in need of significant repair. 

The runway rehabilitation project included:

  • Replacement of approximately 6,000 feet of the runway
  • Asphalt resurfacing of the entire 13,400-foot length of the runway
  • Rehabilitation of the parallel taxiway (this portion will be completed once the runway is reopened)

WHERE YOU'LL FIND FUN, TRAVEL, & ADVENTURE!

The Coppell Senior and Community Center is a recreation center for those 50 years of age or older, and is operated by the Parks and Recreation Department. Visiting the Senior Center is a wonderful way to meet new friends, and enjoy a wide variety of programs, social events, and drop-in activities. Programs are designed to meet the needs of Seniors and the community by promoting healthy aging, and are either absolutely free or have a minimal cost assigned to them.


Parking Lot Expansion

The parking lot expansion is underway! In 2010, the facility opened with 73 parking spaces, 4 accessible & 12 shared spaces. Once the construction is complete, we will have a total of 56 new spaces and 6 accessible spaces (converted). That’s a total of 121 regular spaces, 10 accessible & 12 shared. The completion date of the project is contingent on the weather. The anticipated completion date is December 2018. 

We know that parking will be a little difficult. During construction, we are allowing parking around the curb when the parking lot is full. We ask that you do not block others or park on grass. We have 12 shared spaces with Grapevine Springs Park that you can utilize on busy days. There will 3 limited mobility signs in the parking lot next to the accessible spaces. During busy times and daytime hours, the door off the patio across from the front desk will be open. 

Below are the location changes to the programming for October and November. Print outs are available at the Senior Center Front Desk. Not all programming has been moved, just a few programs that will ease the demands on our limited parking during construction. We will continue to monitor these changes and adjust accordingly.

Want to make an impact in your community? The Coppell Senior and Community Center offers a variety of ways to give back! The Knit Wits and Material Girls use their talents in sewing, knitting and fiber arts to create items for those in needs. Since 2015, donations of handmade baby items, dog beds, toiletry bags have topped over 35,000 and have benefitted newborns in need, local county hospitals, animal shelters, and rehabilitation centers. The Knit Wits meet on Tuesdays at 1:00PM and the Material Girls meet at Thursdays at 1:00PM. Join us for fun! ​​

Vacation House Watch program​

As a service to residents Coppell Police Department is pleased to provide its residents with the Vacation House Watch program. This program is available to residents who plan to be out of town for an extended period of time. Homeowners can request a vacation house watch and a police officer will check the residence to ensure the premises are secure. Vacation House Watches are limited to a two week time period and are subject to officer availability. To request a Vacation House Watch please fill out the online Vacation House Watch​ Request form​. DIRECTED PATROL REQUEST

Patrol officers frequently provide ​extra patrols to areas of the city in an effort to reduce crime and traffic accidents. ​​​The repeated presence of police officers in a specific area can reduce crime and the speed of vehicles traveling through that area. If you have a specific request related to traffic or other police matters that do not require immediate assistance and would benefit from extra patrols please complete the directed patrol request. Extra patrols will be granted based on officer availability. ​ ​

SOLICITORS PERMITS

​The city of Coppell's Code of Ordinance Chapter 6, Article 6-2 provides rules and regulations on how solicitors and peddlers can operate within the city limits.

Registration Required

No person, directly or through an agent, shall solicit in person from house-to-house in the city to sell or attempt to sell goods, merchandise, wares, services, or anything of value or to take or attempt to take orders for the future delivery of goods, merchandise, wares, or any personal property of any nature whatsoever, or take or attempt to take orders for services to be furnished or performed in the future, without first having obtained a written permit, or to solicit funds for charitable purposes without first having registered with the city.

Obtaining a Solicitor's Permit

All persons desiring to solicit door-to-door must appear in person at the Coppell Police Department, 130 Town Center Blvd., Monday through Friday, 8 am to 5 pm, and complete the necessary paperwork. Background checks will be conducted on individuals who will be soliciting goods or services. A non-refundable, $25 permit fee will be due upon submittal of each application. After review of the registration or permit application, the City has ten working days to either issue a certificate of registration or permit, or notify the applicant that the application for registration or permit does not comply with the requirements of the Ordinance.

Obtaining a Handbill Distributor's Permit

All persons desiring to distribute handbills door-to-door must appear in person at the Coppell Police Department, 130 Town Center Blvd., Monday through Friday, 8 am to 5 pm and complete the necessary paperwork. Background checks will be conducted on individuals who will be distributing handbills. There is no charge associated with the handbill distribution application. After review of the registration or permit application, the City has ten working days to either issue a certificate of registration or permit, or notify the applicant that the application for registration or permit does not comply with the requirements of the Ordinance.

Solicitations for Charitable Purposes

All persons desiring to solicit funds for charitable purposes or sale of merchandise to raise funds for charitable purposes shall file a registration statement with the chief of police. This includes the solicitation of funds or sale of merchandise, goods, or wares for charitable purposes. While registration is required, permits will not be needed or issued.

Solicitations for Non-Charitable Purposes

Individuals, businesses or groups soliciting funds or goods for profit must also fill out a registration form with the chief of police. After review of the registration or permit application, and if the registrant meets the criteria as outlined by the Ordinance, City staff will issue a certificate of registration or permit which contains an expiration date listing the final date a for-profit solicitor may go door-to-door for that request. This information MUST be physically displayed on the upper front portion of the solicitor.

Soliciting in Rights-of-Way

No charitable solicitation may be conducted upon or within the right-of-way of I.H. 635, S.H. 121, MacArthur Blvd., Belt Line Rd., Southwestern Blvd., Denton Tap Rd., Sandy Lake Rd., or the intersections of any of the above named streets, or any other highway, a state highway, or farm-to-market road.

Soliciting on Private Property

Handbill distributors are required to remain on the sidewalks and public right of ways at all times. A solicitor must use the public sidewalk and paved approach to the front entrance of the dwelling/establishment and shall not cut across private property.

Acceptable Solicitiation Times

All persons canvassing or soliciting door-to-door, for charitable and non-charitable reasons may not do so before 9 am​ or after 30 minutes following sunset, Monday through Saturday, or at any time on a Sunday or on an official holiday.

"No Soliciting" Signs

Any person, desiring that no merchant solicit on their property may post a sign in a conspicuous location on or near his main entrance, a weather-proof card not less than three by four inches in size containing the words "NO SOLICITORS." No soliciting includes any person engaged in a, charitable or non-charitable, solicitation, placement of handbills or other advertisement, and those who are canvassing.

Merchandise

It shall be unlawful for any person to peddle, solicit, sell, offer for sale, or exhibit for sale any merchandise upon any public sidewalk, street, street right-of-way, parkway, or other public right-of-way. This does not include mobile vending. Mobile vending is addressed in the Ordinance. Mobile vendors are advised to review this portion of the code.

Canvassing

The amendment also defines canvassing as someone who examines or discusses in detail; to make subject of discussion or debate; goes through places or among people asking, requesting or engaging for vote/opinions concerning religious, political or other topics of public concern. Canvassers must adhere to the hours that soliciting is allowed, as well as the locations where they can solicit with regards to no soliciting signs.​

Handbills on Public Property​

The Ordinance says, "It shall be unlawful for any person to paste, stick, or place any advertisement, handbill, placard, printed, pictures or written matter or any device for advertising purposes upon any fence, railing, sidewalk, telephone, electric light or public utility pole, or other public property . . ."​​​​

False alarms cost the City and its citizens thousands of dollars each year and take police officers away from actual emergencies. In 2011, the Coppell Police Department responded to more than 1,600 false alarms.

In an effort to prevent unnecessary emergency false alarm responses the Coppell City Council adopted a revised alarm ordinance located in Emergency Alarm Systems, Chapter 9, Article 9-12 of the City of Coppell Municipal Code. The alarm ordinance establishes regulations for the use and operation of alarm systems within the city. A permit is required for each alarm site and each type of alarm system in residential dwellings and in businesses. Permits must be obtained within 30 days of installation and renewed annually.

Each permit application must contain the name, address, and telephone number of the person who is responsible for the proper maintenance and operation of the alarm system and payment of fees or charges levied under this article. Each permit application must also contain the name, address, and telephone number of at least two persons who are able and have agreed to receive notification from a member of the Coppell Police Department or Coppell Fire Department at any time and to come to the alarm site within 40 minutes after receiving such notification.

An alarm permit cannot be transferred to another person. However, the individual designated to respond to an alarm or relay an alarm (such as your alarm company) may be changed. A permit holder must inform the City of any change that alters information listed on the permit application. No fee will be assessed for such changes.

A residential alarm permit registration fee of $30 will be collected for first-time permit applications. Annual residential renewal fees are $20. Residential alarm permits must be renewed annually approximately 365 days after the initial registration or last renewal date. A first-time business residential alarm permit fee is $50 and the annual renewal fee is $50. All fees are non-refundable. It is the responsibility of the permit holder to pay the renewal fee prior to the expiration date of the permit.

​If any permit holder has multiple false alarms in the twelve month period, the holder shall be assessed a service fee for the alarms.

  • 4 to 6 false alarms - $50 each assessed fee
  • 7 to 9 false alarms - $75 each assessed fee
  • More than 9 false alarms - $100 each assessed fee

A permit holder must pay any service fee assessed under the provisions of the Ordinance within 15 days after receipt of notice. 

The City shall not consider an alarm notification to be false if it is determined that the alarm was caused by; A) A natural or man-made catastrophe; B) Severe weather that causes physical damage to the premises; C) Vandalism; D) Telephone line outage; or E) Attempted entry or attempted robbery.

In high-risk of loss of life occupancies such as hotels, motels, hospitals, nursing homes, residential care facilities, educational uses, including daycare centers and theaters where a fire alarm was: (i) Caused by undetermined means, or (ii) Caused by conditions not under control of the building management such as manual false alarms, or smoking, the determination of the director in classifying an alarm notification as false or actual is final.

In addition, in an effort to reduce false alarms and increase administrative efficiency PMAM Corporation has been hired to implement and administer the City of Coppell’s Alarm Permit Program. As of May 1, 2012, PMAM administers the management of alarm permits and false alarm fees. Permit applications and renewals are easily accessed online.

POLICE RIDE ALONG PROGRAM

Police Ride-Along Form

The department shall perform a records check and criminal history check on any applicant for ride-along. A person shall not ride unless approval has been granted and the waiver completed. Approval will be for no more than one specific eight hour period unless special limitations or extensions are granted by the Chief of Police or Deputy Chief. No individual shall be granted permission for a repeat observation ride within a 12 month period. Hours of observation are limited to 7 am until 11 pm. Males will wear slacks and shirt with collar.​ Jeans are not appropriate attire. Close toed shoes are required. Females will wear dresses or slacks and blouses. Jeans are not appropriate attire. Close toed shoes are required.

  • The observer must follow directions of the host officer.
  • The observer may be required to appear as witness in court.
  • The observer may end the ride whenever he or she wishes.​

​RACIAL PROFILING POLICY

** CPD GENERAL ORDER NO. 100.003 (XI)

Coppell Police Officers are strictly prohibited from engaging in racial profiling. Racial profiling is defined as a law enforcement-initiated action based on an individual's race, ethnicity, or national origin rather than on the individual's behavior or on information identifying the individual as having engaged in criminal activity.

Any person who believes they are a victim of racial profiling is urged to speak with an on-duty supervisor at 972-304-3610. We would prefer to speak with you in person but all complaints will be addressed regardless of the manner they are received. If the matter proves to be more serious in nature, Texas state law requires that the complaint be signed and in writing. A brochure on how to file this complaint is available at the police department or can be downloaded from this web site.

To maintain a professional and impartial relationship with motorists stopped for traffic violations, the Coppell Police Department has equipped every vehicle used for enforcement with an audio/video recording system. Officers are required to activate the cameras during all traffic and pedestrian stops and the recording is available for review by supervisors in the event of a complaint.

An annual analysis of traffic stops that result in a citation or arrest is completed each year and submitted to the City Council by March 1. A copy of the annual report is also forwarded to the Coppell Public Library for citizen review.

APPLY FOR A PERMIT ON-LINE​​

As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.


 
Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

Please note:

  • Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.
  • Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.
*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

  • Licensed Registered Plumber will need to obtain a permit.  If after normal business hours, on weekends, or holidays please submit a permit the next business day.  (For a list of registered plumbers click here.)
  • Once the job is completed the Licensed Plumber will call the emergency hotline at 972-304-3551 and schedule an inspection.
  • The on-call Inspector will make the necessary arrangements to inspect the repair and/or gas test.  (To see the On-Call list click here.)
  • Once the inspection has passed the Inspector will release it to Atmos.
  • The Homeowner will then need to contact Atmos to re-connect the gas line.  Atmos will not allow the Inspector to schedule the re-connect.

  • The Homeowner will then need to contact Oncor to re-connect the electricity.  Oncor will not allow the Inspector to schedule the re-connect.

Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.

Nestled on 66 acres of nature preserve in Wagon Wheel Park, the Biodiversity Education Center at Coppell Nature Park creates an approachable bridge to the outdoors and promotes and provides hands-on environmental education. Participants of the education programs, for both school and the com​munity, observe and learn about local flora, fauna, and environmental sustain​ability issues, as well as develop a deeper connection to their environment through nature.

The Biodiversity Education Center is a “green” constructed ​building. The project receives power from 96 solar panels​ and includes a cistern that captures 9,400 gallons of rain water. Landscaping around the Center features Texas native and adaptive plants, reducing water consumption and providing a habitat for wildlife such as butterflies, hummingbirds, birds and bees.

EDUCATION PROGRAM REQUESTS

The Biodiversity Education Center helps students connect with nature by offering facilitated programs and building use to Coppell ISD and community groups free of charge.*

Facilitated Programs

The BEC offers a variety of group learning activities that help students connect with nature. These include themed lessons, hikes and games. You may find descriptions of each activity in the activity lists below. Most activities are about 30 minutes in duration and accommodate a group of about 20 students. They can be used individually or in combination to accommodate a larger group or longer program. Activities are facilitated by BEC staff or trained volunteers, and a minimum number of adult chaperones from the visiting group is required. If your group would like to request a facilitated program, please submit a completed Education Program Request Form to bec@coppelltx.gov at least 30 days prior to the requested program date. BEC staff will email a confirmation and further instructions when the request is received. Program times and activities may be limited by staff/trained volunteer availability.

The City of Coppell Food Program is responsible for protecting the public health by inspecting for food safety in restaurants, grocery stores, schools, daycares and other retail food establishments. A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments, as well as temporary events, are required to apply for a food permit, regardless of whether there is a charge for the food.

Certified Food Protection Manager & Food Handler Requirements:

Cottage Food Operators: 
Home food preparation is not allowed in the State of Texas except foods that fall under the Texas Cottage Food Law. 

A cottage food production operation is defined as an individual, operating out of the individual’s home, who: 
  • Produces a baked good, candy, coated and uncoated nuts, unroasted nut butters, fruit butters, a canned jam or jelly, a fruit pie, dehydrated fruit or vegetables, including dried beans, popcorn and popcorn snacks, cereal, including granola, dry mix, vinegar, pickles, mustard, roasted coffee or dry tea, or a dried herb or dried herb mix. 
  • Has an annual gross income of $50,000 or less from the sale of the described foods; and
  • Sells the foods produced directly to consumers at the individual’s home, a farmers’ market, a farm stand, or a municipal, county, or nonprofit fair, festival or event.
  • Delivers products to the consumer at the point of sale or another location designated by the consumer.

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

FY2018-19 1st Quarter report available​

During the First Quarter of the 2018-2019 fiscal year, Life Safety Park (LSP) welcomed a total of 2,411 visitors, including 930 children and 1481 adults. This brings the total visitors in 2018 to 8,495, and since opening in January of 2017, a total of 17,510 visitors have attended a class or event at LSP. Visitors to the Life Safety Park continued to learn a safety lesson, whether the lesson was the focus of the visit, part of a tour, or if it was in addition to using the meeting spaces. In the background of the educational and hosting activities, the Emergency Operations Center at Life Safety Park was activated three times to monitor severe weather and once for a special event. Looking for something to do with the kiddos over CISD Spring Break? Kids anxious to get out of the house while you're spring cleaning? Shuttle them over to Life Safety Park and attend one of FREE safety classes, available to children in Pre-K through 9th grade. Registration opens Friday, February 1st. ​Life Safety Study Trips

We coordinate with school districts, homeschools, private schools, and other organizations to schedule FREE “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. If you are a teacher and would like to have your students visit Life Safety Park, find more information about registering by clicking the link under your class grade level. If you are a parent and would like your child to visit Life Safety Park during the school year, please talk to your child's teacher about what Life Safety Park has to offer! Specific curriculum is set for each grade level:
KINDERGARTEN - Basic Emergency Safety

​Students in this class will learn about Stop, Drop, and Roll, calling 9-1-1, and recognizing firefighters as community helpers, with hands-on time with their gear. After learning some basic traffic laws, students will also get time to drive jeeps and practice safe pedestrian skills out on Safety Town.

1ST GRADE - Motor Vechile & Pedestrian Safety ​

​Students in this class will learn about motor vehicle and pedestrian safety, including proper seat belt wear, booster seat requirements, and basic traffic laws. They will visit with a Coppell Firefighter and learn about his/her role as a community helper. Students will then be given time to drive jeeps and practice pedestrians skills around Safety Town.

2ND GRADE - Jr. Fire Academy: Fire & Burn Prevention ​

​Students in this class will get put through the rigor of a junior firefighter academy. These kids will learn about the importance of working smoke alarms, having a family fire escape plan, learning how to work a fire extinguisher, and speak with real-life firefighters about their roles as community helpers. Class will be capped with a fun jr. firefighter activity!

3RD GRADE - Pedestrian & Bicycle Safety

​Students in this class will learn about bicycle and pedestrian safety skills, including proper helmet wear, bike riding safety and etiquette, and safe pedestrian crossing skills. They will then put those learned skills to the test with bike time out on Safety Town.

4TH GRADE - Severe Weather & Emergency Preparedness ​

​Students in this class will learn about emergency preparedness, specifically for severe weather threats here in North Texas. Students will learn the difference between a 'watch' and a 'warning,' practice making their own emergency supply kits, and go through a realistic tornado drill.

​5TH GRADE - General Home & Life Safety ​

​Students in this class will learn basic home and life skills. They will learn about the importance of smoke alarms and family fire exit plans. Around the kitchen, students will explore home fire dangers and hazards, as well as learn safe cooking habits. Students will learn how to operate a fire extinguisher.

​6TH - 8TH GRADE - Crash Course: Advanced Home & Life Safety

​Students in this class will learn and practice some basic first aid skills, including bleed control, recognizing burns, bites, and stings, and performing CPR. They will also learn how to operate a fire extinguisher.

​9TH - 12TH GRADE - College Safety 101 ​

​Students in this class will learn essential life safety skills, including drug & alcohol awareness, dorm and residential fire safety, personal health & wellness, and even identity theft. Basic life saving skills will also be covered, including CPR-AED performance, and severe bleed control.

​Joint LSP/BEC Study Trips

Life Safety Park and Biodiversity Education Center are proud to again offer free joint field trip opportunities for larger groups (up to 120 students) within Coppell ISD! While one group of up to 60 students visits Life Safety Park for a two hour session, another group of 60 students will participate in Biodiversity Education Center programming at the same time. After a break for lunch, groups will then 'switch' facilities for the afternoon session. Please note that these are two separate facilities: transportation will be required between sites.

Your visit to the LSP will include an educational safety lesson, with topic determined by grade level (see outline above), as well as hands-on time relevant to the safety topic. Your visit to the BEC will include a naturalist education program, hike, and game of your choice. More class details can be found by visiting the online registration page, here
 

​CPR-AED Courses

CPR classes are held once a month at the Life Safety Park. Please note that this class does not provide the certification needed for some professions​. This class fills up fast! To register, please click here​ and search for CPR.
 

 

​Boy Scout | Girl Scout Courses

Life Safety Park offers courses that cover frequently requested boy and girl scout requirements (such as first aid, meeting a first responder, and disaster preparedness). This offering will occur based on demand, and some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour to an hour and a half in length, and are capped at 25 students per session (some exceptions apply, call for details). If you are interested in requesting a scouting visit, please complete the Scout Safety Training Request Form and a Life Safety Park staff member will follow up with your submission.
 
 
 

​Training Requests

If you are a local business, corporation, or other community organization (for scouting requests, please scroll up) in Coppell needing to fulfill certain life safety training requirements, Coppell Fire Department and Life Safety Park offers training on most needed courses. Trainings are offered Monday thru Friday, 8:00 AM - 4:30 PM. Offered courses include: 
  • CPR-AED: CPR basics for infants, children, and adults; AED operation and use; how to handle sudden cardiac arrest or choking victims.

       ​Preliminary Plat

A preliminary plat is required for any division of more than four lots, or division of any land that requires the extension of municipal facilities (water, sewer, drainage, etc.) to serve the property. A preliminary plat is required to be approved by the Planning and Zoning Commission.

​       Final Plat

​A final plat has been preliminarily platted and is required to be approved by the Planning and Zoning Commission.

​       Replat

​A replat generally requires a public hearing at the Planning and Zoning Commission. However, there are some exceptions to this requirement where a replat is eligible for administrative approval.  A determination will be made after the Development Review Committee Meeting.

 Prior to obtaining a building permit, a plat shall be recorded within the county in which the subject property resides. These are instructions for filing plats.

Prior to the construction of non-residential or multi-family developments, a site plan must be approved.  This package contains a Site Plan, Landscape Plan, Tree Survey and Elevations of the proposed building.

The Planning Division is responsible for land use development management through administration of the Zoning Ordinance and Subdivision Regulations, implementation of the Thoroughfare Plan, Streetscape Plan, other physical development plans, ordinances, policies and procedures of the city.  The Planning Division:

The Planning and Zoning Commission​ is a recommending body to the​ City Council on planning issues, including zoning, platting, ordinance amendments and related planning matters. They are the Site Plan approval authority and have been granted the right to approve Final Plats in some instances​.​

What is the role of the Planning and Zoning Commission? 

The Planning and Zoning Commission is a recommending body to the City Council on all zoning, platting, and development matters. They are the Site Plan approval authority and have been granted the right to approve Final Plats in some instances​.​​​

How often does the Planning and Zoning Commission meet? 

The Planning and Zoning Commission meets every third Thursday of each month at 6:30 p.m. in the Council Chambers.

How can I obtain specific information on upcoming zoning cases? 

​Call the Planning Division at ​972-304-3678 and ask to speak with a planner on staff. The zoning cases are listed on the Planning and Zoning Commission and City Council agendas posted in City Hall at least 72 hours prior to the respective meetings, and are published in the Citizens' Advocate newspaper. Planning and Zoning Commission Agendas, Minutes and Packets are available in the Public Document Database.  The Agenda/Packet is available the Friday before the scheduled meeting.

Who is notified with regards to a zoning change request?

All property owners on the most recently approved tax roll located within 200 feet of the zoning change request are notified by mail at least 10 days prior to the Planning and Zoning Commission meeting. A zoning notification sign is also placed on the subject property 10 days prior to the hearing and remains on the property until the city takes action on the request.

What can be done if I oppose the rezoning of property within my neighborhood? 

Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

What is the difference between the Comprehensive Plan and the Zoning Ordinance? 

The Comprehensive Plan is a long-range plan intended to direct growth and physical development of a community for decades. The plan includes policies relative to physical development, transportation, parks and open space and economic development. It provides for the distribution and relationship of various land uses. The plan also serves as a basis for future development recommendations. Whereas, the Zoning Ordinance regulates the use of land and site development. It controls size of land area, size of yards, building coverage, height of structures, amount of landscaping, among several other things. Any violation of the Zoning Ordinance carries a penalty of up to $2,000 dollars for each offense.​​​
