​Records of judiciary, including the Coppell Municipal Court No. 1, are not subject to the provisions of the Public Information Act. However, if you would like to view court records, you may make your request from the Coppell Municipal Court No. 1 between 8 am and 5 pm, Monday through Friday. You will be required to complete a request form, and you will be notified at the time the records are available for your review. Copies will be charged 10 cents per page up to 50 pages. For additional information on certified copies, contact the Municipal Court at 972-304-3650. Record checks for military purposes require advanced notice of three business days.

Nestled on 66 acres of nature preserve in Wagon Wheel Park, the Biodiversity Education Center at Coppell Nature Park creates an approachable bridge to the outdoors and promotes and provides hands-on environmental education. Participants of the education programs, for both school and the com​munity, observe and learn about local flora, fauna, and environmental sustain​ability issues, as well as develop a deeper connection to their environment through nature.

The Biodiversity Education Center is a “green” constructed ​building. The project receives power from 96 solar panels​ and includes a cistern that captures 9,400 gallons of rain water. Landscaping around the Center features Texas native and adaptive plants, reducing water consumption and providing a habitat for wildlife such as butterflies, hummingbirds, birds and bees.

Classes & Programs

The Biodiversity Education Center offers a wide variety of community programs for all ages including environmental and gardening education classes, outdoor recreation, tours, and community improvement days. The Friends of the Coppell Nature Park, ​City of Coppell, Keep Coppell Beautiful, Coppell ISD, and Northlake College, work collectively to offer exceptional environmental education programs.​​​

COPPELL NON-PROFIT RESERVATIONS

Coppell Non-profit 501(c) 3 Organizations can request reservations.  Youth organizations such as Girl Scouts, Boy Scouts, 4H and American Heritage Girls are asked to submit requests using the non-profit form.  Reservation Form and Rental Information​

SCHOOL PROGRAM REQUESTS

Strong partnerships between the Biodiversity Education Center, Coppell ISD and other educational groups, have brought over 4,120 students to the BEC to connect with nature since 2015.  School field trips, guided hikes, and class use of the building to CISD schools and Northlake college classes are available. 

Classes wishing to hold a field trip at the Biodiversity Education Center and Coppell Nature Park as well as classes wishing to use the facility for space to meet while doing field studies in the nature park are asked to fill out a SCHOOL PROGRAM REQUEST FO​RM​ ​ to schedule their visit.  Programs currently offered can be viewed in the BEC Program Overview and BEC Games documents below. Additional information on materials available for use while using the BEC as well as Geology lesson plans can be found on the Coppell Nature Park Education Resources Page​
    ​     

​Procedure for School/College Program Requests:

  1. Fill out and submit the “School Program Request” form at least 30 days prior to your requested program date.  The form may be emailed to cnp@coppelltx.gov or delivered to the Coppell Road Service Center, located at 816 S. Coppell Road. 
  2. The Biodiversity Education Center staff will contact the applicant regarding the program within 2 business days via email.  At this time, if the visiting group has requested that facilitators be provided, the Biodiversity Education Center staff will reach out to the cleared volunteers that assist the center.
  3. If sufficient facilitators are not obtainable, the center’s staff will contact the program contact and discuss possible alternatives within 1 week of the request’s submitted date.
  4. The program contact must contact the center’s staff via email or phone at least 1 week prior to the program if the program must be cancelled by the requesters.
  5. The center’s staff will be in weekly contact with the program contact the month before the scheduled program to offer any assistance that may be needed.

​​Pavilion and Facility Reservations

Coppell Parks and Recreation provides many options for hosting your private or public events. With so many unique indoor and outdoor facilities to choose from, you are sure to find just the right place for your next special occasion.

Outdoor Facilities ​​



Pavilions and outdoor facilities can be reserved in person at 255 Parkway Blvd., Monday - Friday, 8 am - 5 pm or request a reservation online at www.coppellactivities.com.  Park facilities are available to be reserve by Corporate and Coppell residents only.  For more information, please call 972-462-5100 or email us at parks@coppelltx.gov.

Some events at a park or shelter may require a Special Event Permit. A special event is an organized activity such as a walk, run, festival, or other gathering hosted by a third party (not the  Parks and Recreation Department) on park land for public or private entertainment that requires the general or exclusive use of one or more park facilities or features. ​Qualifications

To be qualified to serve as a juror, you must:

  1. be at least 18 years of age;​​
  2. be a citizen of the United States;
  3. be a resident of this state and a resident of the county in which you are to serve as a juror;
  4. be qualified under the Constitution and laws to vote in the county in which you are to serve as a juror (Note:  You do not have to be registered to vote to be qualified to vote);
  5. be of sound mind and good moral character;
  6. be able to read and write;
  7. not have served as a juror for six days during the preceding three months in the county court or during the preceding six months in the district court;
  8. not have been convicted of, or be under indictment or other legal accusation for, misdemeanor theft or a felony; and
  9. be a resident of the municipality for which the court is established (Government Code, Section 62.501; specific to municipal courts).

​Exemptions

​​You may be excused from jury service if one or more of the following exemptions apply:​​

  1. You are over 70 years of age.
  2. You have legal custody of a child or children younger than 12 years of age and service on the jury would require leaving the child or children without adequate supervision.
  3. You are a student at a public or private high school.
  4. You are enrolled and in actual attendance at an institution of higher education.
  5. You are an officer or an employee of the senate, the house of representatives, or any department, commission, board, office, or other agency in the legislative branch of state government.
  6. You are the primary caretaker of a person who is unable to care for himself or herself (This exemption does not apply to you if you are a primary caretaker only in your capacity as a health care worker.).
  7. You are a member of the United States military forces serving on active duty and deployed to a location away from your home station and out of your county of residence.
  8. You have served as a juror in this county during the 24-month period prior to the date you are required to appear by this summons.
  9. You have been summoned for jury service in this county and you have served as a petit juror in this county during the three year period prior to the date you are required to appear by this summons.

​​Parking is available in the Visitor Parking Lot on the north side of the Coppell Justice Center. The parking lot on the south side of the Justice Center is reserved for police vehicles and employees only. Parking in unauthorized lots may result in your vehicle being towed. ​

​Jury Service


Jury service is an obligation of citizenship, which is essential to the judicial process. It is an opportunity for you to make a meaningful contrib​ution to ensure that justice is pr​​ovided in our community. 

If you have received a notice regarding jury duty from the Coppell Municipal Court, your presence is required at this time. Please report promptly at the time and place noted on your summons. The time and appearance date on which you are expected to appear are located in the body of the notice. Jury duty starts promptly at the time listed on the notice, and because caseloads vary, plan to stay the entire day.

Witnesses and jurors who fail to appear after having been subpoenaed, may be ordered to show cause why further action should not be taken against them. If you require additional information, please contact the Coppell Municipal Court from 8 am to 5 pm Monday through Friday at (972) 304-3650.​​​

The ​Andrew Brown Park Redevelopment project is complete and both East and West are open to the public. The parks offer a wide range of recreational experiences, including active play and passive open space. Visit East and enjoy a quiet space to picnic or read a book. Or, take a jog around the decomposed granite soft running trail at West, play on the playground, or play a friendly game of basketball or sand volleyball! 

About the Andrew Brown Park Redevelopment (2016-2017)

Through the citizen-driven Coppell Vision 2030 Plan, a need was identified for a signature park to activate the community and provide enjoyable public spaces. Citizen support was abundant, not only verbally but at the polls, and in 2013 approved the reauthorization of a ½-cent sales tax. 

The redeveloped parks feature community gathering areas with pavilions for performances and community uses, passive areas for sitting quietly enjoying the out-of-doors with friends and family, as well as an area appropriately sized for the large events that Coppell citizens have enjoyed for years. Also included is a rejuvenated youth athletic complex at Andrew Brown Park West, with a softball complex and new field sports complex, improved trails throughout, a playground, and basketball and volleyball courts.​​

A Message from Parks and Recreation Director Brad Reid
Several years ago, the idea came out of a series of strategic planning summits about renovating the Andrew Brown Parks, going on to suggest major changes to the usage of the park areas in the future, allowing for improvements to youth sports amenities and adding community gathering spaces.  These two goals became the baseline for a redesign of the parks in 2011, and have continued to be the focus since.  ​

Updates on the Redevelopment Project:

Project Update - February 2​​, 2017

Andrew Brown Park West
  • Athletic fields should be completed within the next week.
  • Softball b​leacher seating and backstop netting will be installed ​​next week.
  • Trails around the park are 85% complete. ​Crews are working to pour remaining areas of concrete trail on the east side of the park ​and install remaining areas of  soft trail on the north end.
  • Landscaping of the entire park in currently in progress​.
  • ​​Next Steps - It is anticipated that the project will be completed at the end of March 2017.  At that time the trails, play areas and the parking lot will open. Temporary fencing has been installed around the softball and soccer fields to allow the sod time take root. Fields will open in September 2017​​​.​
Andrew Brown Park East
  • The majority of trails and concrete walkways entering the park have been poured.
  • The Grand Pavilion building is nearly complete. Roofing material, brick columns and brick pavers will be installed in the​ coming weeks.
  • Bridge piers were completed this week. There will be 2 bridges that will connect the Civic Green area to the Boardwalk Pavilion and hike and bike trails on the North side of the park. Construction of the bridges should begin next week.​
  • The Performance Pavilion structure is in place and contractors have started installing the brick on the columns.  The contractor has also started the construction of the Boardwalk Pavilion. ​
  • Next Steps - The project is still on target to be completed in time for Celebrate Coppell on July 1, 2017.

Project Update - November 18​, 2016

Andrew Brown Park West
  • The project at Andrew Brown West is moving into its final stages.  Core Construction is in the process of finishing out the building structures which includes interior work (drywall, paint and the installation of appliances.)
  • The roofing material is installed on the buildings and pavilion, and roofing material on the dugouts and spectator seating areas is being installed.  
  • The children’s play area is nearly complete.  The playgrounds, basketball courts and sand volleyball courts have all been installed.  
  • The landscape contractor has started the process of installing many of the 278 trees that will be planted with this project, and they are also working on the final stages of the irrigation system.
  • ​​Next Steps - It is anticipated that the project will be completed in March 2017.  At that time the trails, play areas and parking lot will open.  The softball and soccer fields will remain closed until September 2017 to allow the sod time take root.​​
Andrew Brown Park East
  • Core Construction is currently focusing on the structures in the park, which include the Grand Pavilion, Boardwalk Pavilion and the Performance Pavilion.  
  • Crews are also working on the walls around the Grand Pavilion.​
  • Next Steps - Installation of roofing materials will begin very soon on the Restroom Building and the Group Pavilion.  ​

Project Update - July 3​, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, buildings are beginning to take shape. Masonry has begun at the softball and soccer concession stands. The roof of the softball concession area is being framed. Crews are beginning to work on construction of the playground area. On the south end of the parking lot, 1500 sq. yards of concrete has been poured.
​​• Next Steps - Additional concrete will be poured to complete the parking lot. Work will begin on irrigation, field fences and lighting.

 
Andrew Brown Park East
• At Andrew Brown Park East, moisture conditioning of the soil is complete. Pond excavation has begun to connect the pond on the west side of The CORE to the pond on the east side.
​• Next Steps - Building construction of the pavilions will begin in the next few weeks. ​​


Project Update - June 3​, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, the concrete foundation has been poured for the softball complex concession area, and structural steel is in place. One of the four concrete seating areas ​for   ​the softball fields has been poured. On the south end of the parking lot, 1500 sq. yards of concrete has been poured.
​​• Next Steps - Weather permitting, additional concrete will be poured to complete the parking lot and softball field seating areas.

 
Andrew Brown Park East
• At Andrew Brown Park East, moisture conditioning of the soil continues underneath the building sites. Moisture conditioning is complete where the Grand Pavilion will stand.
 Construction is moving somewhat slower at Andrew Brown East, due to weather and flooding in the area. Some areas of trail will be closed due to high water. Please follow all detour  signs. 
​• Next Steps - Moisture conditioning underneath the remaining building sites will continue in the coming weeks.​​

Project Update - April 6, 2016

Andrew Brown Park West
​• At Andrew Brown Park West, grading of the soil is complete, as well as the installation of storm water drainage pipes, utility, water, and sewer lines. Moisture conditioning of the ground       is preparing the soil in areas where structures will be built.​
​​• Next Steps - Building pads will be ​constructed for the soccer concession stand, softball complex concession area, and basketball courts.

 
Andrew Brown Park East
• At Andrew Brown Park East, demolition is complete. All structures have been demolished, including the softball complex, basketball courts, all concrete trails within the construction    area, and the fishing pier. Crews are currently working to regrade the soil.
​• Next Steps - Following the regrading of the soil, storm water drainage pipes will be installed, as well as utilities, sewer lines, and water lines.

Project Update - February 22, 2016

Demolition work is currently underway at Andrew Brown Parks East and West. Crews are working to eliminate existing structures within the project areas and prepare them for future construction and development. Many trees within both parks are being preserved and are surrounded by orange fencing.​ 
Andrew Brown Park West
​• At Andrew Brown Park West, all structures have been demolished and crews are currently working to regrade the soil and are beginning to install storm water drainage pipes.
​​• Next Steps - Installation of the storm water drainage pipes currently taking place at Andrew Brown Park West will continue for a few weeks and will be followed by installation of sewer        lines and water lines. Moisture conditioning of the ground will take place to prepare the soil in areas where structures will be built.

 
Andrew Brown Park East
• At Andrew Brown Park East, crews have begun demolition by removing the softball complex, basketball courts, all concrete trails within the construction area, and the fishing pier. 
​• Next Steps - Demolition will continue at Andrew Brown East, with demolition of the pavilion and restroom complex scheduled to take place mid-week the week of February 22. 
  After all existing structures are removed, excavation of the top soil and regrading will begin and continue for approximately one month.​​

Project Update - February 2016

The redevelopment project is currently underway at Andrew Brown East and West. Fencing has been installed to maintain control of the construction site, which will limit access into the project areas.  ​Demolition of existing sidewalks and structures is in progress. During construction, there will be significant impacts to the usability of the trails and park areas.  Those areas that can safely remain accessible will be left open for use. ​


Project Update - January 14, 2016

On the evening of January 12, 2016, the Coppell City Council carefully considered the future of the Andrew Brown Park system, and discussed the plans for redevelopment as well as the increased cost of ​construction​​. ​The Council approved the total award for construction of the first phase of work for $21,183,850.00.The project is being funded by the ½ cent sales tax that was reauthorized by voters in 2013. ​The increase in the ultimate cost of the project is based on several influences: 
  • ​​​Since the project cost estimation was first considered in 2012, inflation in the construction industry has increased the cost of materials and labor.  
  • Community input on the project requested that items be added to the scope, adding to the cost.  
  • When the master plan of the park was completed, it was anticipated that the park would be constructed in phases over several years. This meant that important items would be left to be constructed later.  

 

Project Update - January 8, 2016

The contractor plans to begin the work in late January at Andrew Brown Community Park West with demolition and earthwork as the first activities.  The Parks Department will be able to relocate some of the trees being removed at Andrew Brown West to other areas within Coppell, with several moving to Moore Road Park and to Rolling Oaks Memorial Center.​​​

MAIN STREET INTERACTIVE FOUNTAIN 

​The Main Street Fountain is the perfect place to cool off as the days get warmer! The fountain is located next to the Farmers Market Pavilion and playground at 768 W. Main Street. The 2018 season will begin on Monday, May 7, 2018.

Trails​

​Coppell’s trail system currently consists of approximately 14 miles of multi-use hike and bike trails, a 1.1 mile decomposed granite soft running trail, and 5 miles of preserved nature trails. Since 2015, the trail system has been expanded by 25%, and future plans include 6.5 additional miles in the next 2 years, including providing greater connectivity to surrounding cities. ​

The system is a master-planned greenbelt trail beginning at the area along Denton Creek in the Andrew Brown Community Park system. View the Trails System Map

The vision for the continuation of the trails system is to provide easy access at any point within the City, and connect to the regional trail system linking other surrounding communities.  


Lightning Prediction System

A lightning prediction system is in place in some of the busier park sites and along some trails within the City. The system is designed to alert park, trail and ballfield users that the conditions are favorable for lightning strikes.

When conditions are right, the system will sound an alarm. A warning can provided 8 to 20 minutes before a potential strike occurs. The system monitors a 2-mile radius around the unit. When activated, those in the area should seek shelter immediately. The lightning prediction system operates from 7 AM - 11PM, seven days a week. ​

Park visitors should always assess weather conditions before going outside and always be prepared to take the appropriate action needed to ensure safety.​

​Babies from birth to crawling and their favorite adult will enjoy songs, action rhymes, and share books together in this one-on-one lapsit program. This storytime is designed to be a springboard for literacy, by exploring the senses with music, action rhymes, and age appropriate reading. Come prepared to have fun with baby. 

​FAMILY STORYTIME​

​Tuesdays at 7 pm

​All ages are welcome at Family Storytime, which incorporates stories, songs, rhymes, and more into a fun and interactive experience for the whole family. 

​​TODDLER TIME

​A storytime for 2 and 3 year olds (with their favorite adult) who are ready to sit and enjoy interactive stories, songs, and games that encourage their emerging language skills. This program will introduce young children to the joys of language and literature.

Storytime for 3 to 5 year olds who are ready to attend independently. This storytime is designed to foster a smooth transition into school and is the only storytime that children attend without their adult caregiver. This fun and interactive program combines activities such as read-aloud stories, songs, rhymes, and fingerplays. It introduces children to listening skills, the library, and the joy of reading.​

​​SECOND SATURDAY STORYTIME

​​Second Saturday of every month at 11 am

​​A special storytime presented to children of working parents and everyone who cannot attend regular weekday storytimes. ​​

​​1000 BOOKS BEFORE KINDERGARTEN

​​The goal is to read 1000 books to your child before they start Kindergarten. Parents, grandparents, and older siblings can help your child meet this challenge. Books read to them at storytimes and daycare can be included. Books can be repeated too! Reading to your child improves vocabulary and language skills, improves concentration, and is a great way to strengthen your relationship. Coppell Marshal's Office

The Coppell Marshal's Office is the law enforcement agency dedicated to serving the Coppell Municipal Court and the citizens of Coppell. The agency’s primary function is judicial security and to serve and protect everyone who comes to the Coppell Municipal Court. The City Marshal's Office is also responsible for executing all lawful processes issued by the Municipal Court, which includes Summons, Subpoenas, Judgment Nisi and warrants. The Marshal's Office is staffed with full-time state licensed peace officers, as defined by The State of Texas Code of Criminal Procedure, Chapter 2, Articles 2.12 and 2.13.

The Marshals’ secondary focus is gaining compliance regarding outstanding warrants. If you have received a citation from the Coppell Police Department, Coppell Code Enforcement or the Coppell Animal Control and a warrant has been issued for your arrest, please contact us to receive beneficial information and valuable options to prevent your arrest if possible. It is the desired outcome of the Coppell Marshals to see citizens/violators get out of warrant status without having to use our powers of arrest.

The Coppell City Marshal's Office is a State of Texas designated law enforcement agency, which operates independently from the Coppell Police Department. ​

If you would like to pay your citation in full, you can do so online by using the Coppell Municipal Court Web Payment System. Please note that if you have a pop-up blocking software on your browser, you must disable it temporarily to open the link.

In order to pay online you will need the following information:
  • Citation Number
  • Driver's License Number
  • Date of Birth
  • Credit Card Information

Service fees apply.

Please be aware that if you pay your citation online, a final conviction will be entered on your case. A conviciton may result in the assessment on your driver's license of a surcharge under the Driver Responsibility Program.

Restrictions

  • You cannot use this service if you are seeking a dismissal. You must appear in court.
  • You will not be able to use this service to pay a fine for any citation issued to a juvenile. A juvenile is a defendant who was younger than seventeen (17) years of age at the time the citation was issued.
  • You will not be able to use this service to pay a fine for any alcohol (under age 21) or tobacco citations.
  • You cannot use this service to post a cash bond.

The Coppell Municipal Court accepts payments and/or requests for deferred disposition and driving safety course via mail. If you would like to take advantage of one of these options please make sure to do the following:

  • Please issue a check or money order to the City of Coppell.
  • Do NOT send cash.
  • Include a copy of your citation with the payment.
  • Complete the appearance plea of Guilty/Nolo Contendere in the waiver section at the bottom of the citation. A plea must be made on each charge.
  • Please mail check or money order, copy of citation, and plea to:

​Pay In Person​

Payments and requests for deferred disposition and driving safety course can be submitted in person either at the lobby window or drop box.

Lobby Window

Payments can be made at the Coppell Municipal Court No. 1 at the lobby window during normal business hours (Monday-Friday, 8 am - 5 pm). The court is located at the Coppell Justice Center, 130 Town Center Blvd., Coppell, Texas 75019. 

Please note that lobby window payments will not be available when the court is closed for holidays. Please check the City of Coppell's event calendar for upcoming closings.

Drop Box

The court drop box is accessible 24 hours a day, 7 days a week. It is located in the lobby of the Coppell Justice Center located at 130 Town Center Blvd., Coppell, Texas 75019 (between the two sets of sliding glass doors). The Coppell Municipal Court accepts payments and/or requests for deferred disposition and driving safety course via drop box.

If you would like to make a payment by drop box, please make sure to do the following:

  • Please issue a check or money order to the City of Coppell​ - No cash, please.
  • A copy of your citation must accompany the payment
  • Complete the appearance plea of Guilty/Nolo Contendere in the waiver section at the bottom of the citation. A plea must be made on each charge.

​​Please note that payments received after 2 pm during normal business hours will be credited to the next business day. Envelopes are provided to insert your payment. Insufficient or late payment will not clear pending warrants. Payments received via drop box without a request for deferred disposition or driving safety course will be posted and a final conviction will be entered.

Bond Information

The City of Coppell is reviewed and rated by two separate rating agencies.  The City of Coppell maintains a Aaa​ rating with Moody's and a AAA rating with Standard and Poor's.  There are not any bond elections currently scheduled.

GFOA (Government Finance Officers Association)

​​The City of Coppell participates in the Government Finance Officers Association award programs for both the Annual Budget and the CAFR.  The City has received the award for the Distinguished Budget Presentation for 9 years in a row and the Certificate of Achievement for Excellence in Financial Reporting for 28 years in a row.  Please visit the GFOA Awards site for more information.

Tax Rate
