Projects under Construction
The design contract for Freeport Parkway improvements was completed by J. Volk Consulting for a total contract amount of $726,000. The project includes full pavement replacement, bridge reconstruction, utility replacement / rehabilitation, landscaping enhancement, geometry improvements, trail construction, lighting, and a new traffic signal. The construction project was awarded to Texas Sterling Construction Co. for a total contract amount of $16,519,808.64. Construction is anticipated to begin in Spring 2018 with an estimated completion in late 2019.
Latest Update:
On Monday, May 21, traffic on Freeport Parkway from W. Bethel to Dividend was reduced to one lane on the west side of the roadway.
There is also one short transition for northbound traffic back to the east side of the median through the railroad crossing because the temporary gate arms have not yet been installed.
These lane closures will be in place for the duration of the Freeport Parkway Rehabilitation project, which is expected to take 18-24 months.

Once your request has been granted by the Judge, you will have 90 days to complete the driving safety course (no extensions will be granted) and present evidence of completion by the 90th day along with a certified copy of your Texas driving record (Type 3A). Unless specifically noted, most violations are not eligible for dismissal by the court. Some violations, however, may be dismissed if specific corrective action is taken within a specified time and a required fee is paid.
Below is a list of common compliance dismissals:
- Fail to Maintain Financial Responsibility (no insurance) - defendant must provide proof of valid liability insurance on the date and time of the offense, which will be verified. If found to be valid, the case will be dismissed. There is no fee for dismissal.
- Expired Vehicle Registration less than 1 year— defendant must present a dated vehicle registration receipt showing the violation was corrected within 20 working days from the violation date and the registration late penalty fee was paid to the County Tax Assessor. There is a $20 dismissal fee.
- Expired Driver’s License—defendant must present proof to the court that the driver’s license was renewed within 20 working days from the violation date. There is a $20 dismissal fee.
- Failure to Display Driver’s License—defendant must present proof to the court of an appropriate and valid driver’s license issued in their name valid at the time of the offense. There is a $10 dismissal fee.
- Failure to Report Address or Name Change on Driver’s License— defendant must present proof to the court that their address/name was corrected within 20 working days from the violation date. There is a $20 dismissal fee.
- Violate Driver’s License Restriction— defendant must show that the Department of Public Safety (DPS) removed the restriction or endorsement before the defendant’s first court date. There is a $10 dismissal fee.

When a defendant fails to appear on or before their scheduled court date, fails to pay a fine, and/or fails to comply with the judge’s orders, the Municipal Court Judge will issue warrants ordering the defendant's arrest. A failure to appear/violate promise to appear complaint may also be issued. Once a warrant has been issued, it may be disposed by posting a bond or paying for the citation(s).

As the City of Coppell moves into the future, City staff recognizes the need to be proactive and strategic when it comes to budget planning. Coppell is reaching a state of build-out, and the City's population is not expected to increase exponentially in the coming years. However, the City's population has continued to grow in recent years, and Coppell saw a 3% increase in the number of residents from 2014 to 2018. In order to accommodate this growth and continue to offer the high-level of service that residents expect, the City strategically invests significant funds into projects and initiatives that benefit the whole community.
Further, the City of Coppell is transitioning into a sustainment stage. As infrastructure ages, the City must take steps to proactively maintain its assets and improve upon the high standard of living in Coppell. The City has begun to place an increased priority on maintenance and redevelopment. From roadways to sidewalks to streetscapes, City crews are working continuously to maintain public assets to ensure that they continue to be viable into the future.
"Our future is wholly dependent on our ability to serve the public," said Mike Land, City Manager. "The City's dedicated municipal workforce recognizes that the 'person in the house' is our only reason for existing, and we strive to demonstrate that through our actions and behaviors. The level of service is great today, but our goal is to make it even better tomorrow. Budget Planning Process
The City of Coppell uses a rolling five-year planning document to prioritize projects and major expenditures. This document is updated annually, and it serves as a guideline for the upcoming fiscal year budgets. Every project that the City prioritizes has a direct and measurable benefit to the community. Over the past three years, the City has used this document to plan for various projects and services that are funded through the General Fund, various Special Revenue Funds and grants, when available. The City of Coppell continues to see positive economic indicators in all areas of finance, including the recently reaffirmed AAA bond rating, growth in the tax base and surging sales tax receipts primarily due to thriving distribution centers and business parks. Expenditures, revenues, and reserves have been managed efficiently and proactively for many years, resulting in appropriate fund balances and a strong financial position.

A one-derful storytime for children 12-24 months of age and their adult caregiver. Short stories, music, rhymes, and movement activities are incorporated in this action-packed program that engages new walkers in language based activities.
Babies from birth to crawling and their favorite adult will enjoy songs, action rhymes, and share books together in this one-on-one lapsit program. This storytime is designed to be a springboard for literacy, by exploring the senses with music, action rhymes, and age appropriate reading. Come prepared to have fun with baby.

This storytime is designed to foster a smooth transition into school and is the only storytime that children attend without their adult caregiver. A special storytime presented to children of working parents and everyone who cannot attend regular weekday storytimes.
The goal is to read 1000 books to your child before they start Kindergarten. Parents, grandparents, and older siblings can help your child meet this challenge. Join us for a presentation by the Genesis Women's Shelter about healthy teen relationships, warning signs of unhealthy relationships, and how to support yourself and friends who may be in unsafe situations.
