Click here to visit the Project PortalVision 2040 is the subsequent phase of strategic planning for our community's future beyond the Coppell Vision 2030 plan. This initiative aims to clarify community priorities that are representative of our demographics and define a clear roadmap that the City of Coppell can use to move into the future.

The Vision 2040 process began in the fall of 2017 with the Citizen Summit, an event initiated by the City Council that kicked off the visionary thinking process for residents engaged in planning for the next 20 years.

Since the Citizen Summit, we've contracted a professional facilitator to assist us in the large-scale visioning process, which will be the basis for the new strategic plan. The community engagement phase for Vision 2040 is ramping up in June and will include dozens of input opportunities through October 2018.

Our aim is to provide an inclusive and transparent process that encourages participation for all members of our community. Upcoming opportunities to get involved include:

  •  An intensive Future of Coppell Think Tank that involves scenario planning and data analysis (June and reconvenes in October)
  • A community-wide survey (June-September)
  • Community engagement workshops and focus groups (August-October)

All data collected will be made available in a project portal for the community to see. This includes detailed information on the consultant, engagement opportunities and project updates. We hope that you will stay tuned and spread the word.

Please direct questions and inquiries to 2040@coppelltx.gov.

Citizen Summit 2017

Approximately 84 residents gathered at the Cozby Library on September 21st after answering a call from elected officials asking, "What would you like Coppell to look like in 20, 30 or 40 years?" Participants received a brief overview then divided into five groups that tackled different issues:

  • Business & Economic Development
  • Transportation
  • Effective City Government
  • Mind, Body & Enrichment
  • Where would you like to see Coppell in 2040?

After discussing various topics, each group catalogued and voted on the topics that they felt were most important. The exercise was intended to get residents thinking about planning for the future, and the bullet points below are part of the creative brainstorming process. Although Citizen Summit jump started the planning process, the next phase will include facilitated focus group discussions, and the final plan may or may not incorporate the ideas below.

  • Business & Economic Development
    • City-wide wifi, bury power lines
    • Incentives for redevelopment of aging centers - help circulation, facelift of facades, etc.
    • Decide who we want to be and create a strategy that determines what types of businesses we want and how we want to grow
    • Redevelopment - how do you redevelop existing space to enhance and improve Coppell? What businesses will drive traffic to a center?
  • Transportation
    • Bus and transportation plan
    • Bike lane/trails to connect to other cities
    • Pedestrian walkway over the street
  • Effective City Government
    • Citizen engagement
    • Smart phone app, City sponsored, with voice capability
    • Facility Utilization
    • Coppell identity & brand
  • Mind, Body & Enrichment
    • Connectivity: safe walking/biking for exercise/transportation
    • Improve and expand neighborhood park opportunities and preserve and protect green spaces/trees
    • General beautification - streetscape, art, standard amenities, etc.
  • Where would you like to see Coppell in 2040?
    • Code compliance - renter's issue
    • All entrances E-S-W need redone (developer/City)
    • Roads/expansion, utilities/storm water/etc. maintain it
    • Sandy Lake/121 entrance, old tilt wall buildings won't be attractive need plan to revitalize

View the complete summary of topics from Citizen Summit (topics are organized by tabs at the bottom of the spreadsheet).

Leading up to Citizen Summit, residents were asked to submit photos of what they like about Coppell, what they don't like about Coppell and what they would like to see in Coppell.

Over 100 photos were submitted to the vision board for consideration at the Citizen Summit.

Coppell Vision 2030

Planning for future generations has been a hallmark of Coppell for decades, and is a key reason why Coppell looks the way it does today. From the zoning and building requirements to parks and amenities, development in Coppell has been carefully planned to reflect the ideals and values of the community. In 2009 the City of Coppell adopted the Coppell Vision 2030 plan, which provided a set of priorities, goals and objectives for Coppell elected officials and City staff to follow, much like a roadmap. At the end of 2017, approximately 60% of the objectives and critical factors for success have been accomplished and Coppell is well on its way to achieving the Vision 2030 goals.

Teen Court

The Teen Court Program provides a voluntary alternative to the "sentencing arm" of the Municipal Court allowing a teen to request permission of the court to go before a jury of their peers to receive their "sentence."

To be eligible, participants must:

    • be between the ages of 14 and 18;
    • currently enrolled in a middle or high school;
    • have received a citation in the City of Coppell for a Class C misdemeanor offense (not related to alcohol or tobacco);
    • have not completed a Teen Court program within the last 12 months;
    • enter a plea of guilty or nolo contendere; and
    • pay a non-refundable administrative fee.

The verdicts rendered in Teen Court include a specific number of community service hours and at least one jury term, in lieu of paying the fine and having the offense go on their record.

If the requirements are completed within 90 days, the case will be dismissed and no fine will be collected (although payment of administrative fees are required). The offense does not be- come a part of the teen's record. This program provides an educational opportunity through which youths may take responsibility for their own actions while receiving a second chance.

As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.

Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

Please note:

  • Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.
  • Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.
*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

First-time company registrations must be completed in our office at 265 Parkway Blvd, Coppell, TX. Once your company has been registered, you can apply for a permit online at our Citizen Self Service portal. For questions, call 972-304-3500.
Our goal is to keep you safe!

Food Safety and Restaurant Scores

The City of Coppell Food Program is responsible for protecting the public health by inspecting for food safety in restaurants, grocery stores, schools, daycares and other retail food establishments. A food establishment health permit is required for all businesses or organizations that provide perishable foods, whether prepackaged or non-prepackaged, to the public. Permanent establishments, as well as temporary events, are required to apply for a food permit, regardless of whether there is a charge for the food.

Texas Food Establishments Rules

City of Coppell Food Ordinance Amendments

Certified Food Protection Manager & Food Handler Requirements:
The City of Coppell requires at least one employee that has supervisory and management responsibility to be a Certified Food Protection Manager. Click here for more information on Certified Food Protection Manager recognized exams and testing agencies.

ALL food employees, except for the certified food manager, shall successfully complete an accredited food handling training course. Click here for more information on Certified Food Protection Manager recognized exams and testing agencies.

Cottage Food Operators:
Home food preparation is not allowed in the State of Texas except foods that fall under the Texas Cottage Food Law.

A cottage food production operation is defined as an individual, operating out of the individual’s home, who:
  • Produces a baked good, candy, coated and uncoated nuts, unroasted nut butters, fruit butters, a canned jam or jelly, a fruit pie, dehydrated fruit or vegetables, including dried beans, popcorn and popcorn snacks, cereal, including granola, dry mix, vinegar, pickles, mustard, roasted coffee or dry tea, or a dried herb or dried herb mix.
  • Has an annual gross income of $50,000 or less from the sale of the described foods; and
  • Sells the foods produced directly to consumers at the individual’s home, a farmers’ market, a farm stand, or a municipal, county, or nonprofit fair, festival or event.
  • Delivers products to the consumer at the point of sale or another location designated by the consumer.
Click here for Cottage Food Production frequently asked questions.

Food Inspection Results:

Food establishment inspections are the primary tool for detecting procedures and practices that may be hazardous.  The restaurant scores are used as a tool by the City to place a value on compliance to the regulations, educate the operators, and thereby encourage corrective action.  It should not be assumed that the inspection results reflect how an establishment always operates. The City of Coppell uses a 100-point scoring system during each unannounced routine inspection.  A score below 70 may be grounds for the closing of the establishment. Every violation noted is debited using a weighted scale (1-5) based on severity. The frequency of inspections is based on each establishment's potential "risk." The "risk" is based on type of food preparation, volume of customers and previous inspection scores. Unannounced scoring inspections are conducted from two to four times per year based on the calculated "risk" of the establishment.

Our Mission

The mission of the Coppell Fire Department is to serve the citizens and business community of Coppell by preserving life, property and the environment through the efficient delivery of education, prevention, public service, emergency response, code enforcement and administrative activities.

History

Beginning in 1958, the Coppell Fire Department began providing volunteer emergency response to the community of Coppell, Texas.  In the past 60 years, the department has grown from a volunteer department to a fully paid professional staff with 1 Fire Chief, 2 Deputy Fire Chiefs, 1 Division Fire Chief, 3 Battalion Chiefs, 12 Captains, 12 Engineers, 51 Firefighter/Paramedics, 1 Fire Investigator, 1 Fire Inspector, 1 Emergency Management Officer, and 3 Administrative Services personnel.  We operate out of 3 strategically located stations staffing 3 Engines, 3 Medics, and 1 Truck Company.

ISO Class 1 Rating

The City of Coppell Fire Department has once again received the Insurance Services Office (ISO) top rating of Class 1. This rating has been achieved by less than ¼ of 1 percent of fire departments nationwide. The ISO currently evaluates over 50,000 fire departments nationwide with only 186 earning the Class 1 Rating. The Coppell Fire Department has previously earned the Class 1 Rating in 2008 and continues to exceed the requirements for this prestigious classification. This rating reflects the hard work and dedication of all the Coppell fire fighters and their commitment to save lives and property.

Fire departments across the nation are rated by the ISO to determine a Public Protection Classification (PPC) for individual cities or counties. This rating is published by the ISO and used by insurance companies to determine insurance rates. The ISO Schedule develops a PPC number on a relative scale from 1 to 10, with 1 being the very best and 10 representing less than minimum recognized fire protection. Most U.S. insurers of homes and business property use the PPC in calculating premiums. In general, the price of fire insurance in a community with a good PPC is substantially lower than in a community with a poor PPC.

When the ISO evaluates a fire department's capabilities it uses a system called the Fire Suppression Rating Schedule (FSRS) which employs nationally accepted standards developed by such organizations as the National Fire Protection Association (NFPA), the American Water Works Association (AWWA) and the Association of Public Safety Communications Officials (APCO) International. The FSRS considers three main areas of a community's fire suppression capabilities including emergency communications (911 call center), the fire department, and water supply. In addition, it includes a Community Risk Reduction section that recognizes community efforts to reduce losses through fire prevention, public fire safety education and fire investigation.

Key elements considered when evaluating a fire department include response capabilities (deployment analysis) which includes adequate staffing of fire service personnel on engine crews and ladder companies, fire station distribution (location and coverage), appropriate apparatus and equipment, training, water supplies, organizational structure, communications and building/fire prevention codes and their enforcement.

The Coppell Fire Department's ability to maintain this classification since 2008 is a reflection of the City of Coppell's commitment to provide quality public safety services to the citizens, businesses and visitors of Coppell.

TFCA Best Practices Recognition

The TFCA Best Practices program provides a pathway for a fire department to push its level of service to a level of excellence that is validated by independent experts. The designation demonstrates to customers of these organizations that their fire department is among the very best in the Texas fire service. The Coppell Fire Department received this prestigious designation in 2014.

Preparations are under way for the 2018 "Make a Child Smile" program, sponsored by the City of Coppell. The purpose of Make a Child Smile (intended solely for children enrolled in CISD and residing within the city limits of Coppell) is just what it says - to do our part to put big, happy smiles on the faces of all children in Coppell at Christmas time.

In previous years, the generosity and kindness of Coppell businesses and citizens has enabled us to provide each child in our program with a toy and an article of clothing.  City employees donate their time to separate, bag, and deliver the gifts to the families approximately one week before Christmas.

The children to whom we provide gifts usually participate in the school lunch program.  However, some families may be experiencing temporary circumstances and may need a little extra help during the holiday season.  The City does not want the name of the child or family.  All we need is an address, child's gender, child's age, child's clothing size, and child's hobbies/interests.  Also, any information about other children in the family – from infants through seniors in high school - is greatly appreciated.  This helps us ensure that all children in the family receive gifts and that no child is left out or overlooked.

2018 "Make A Child Smile" Application for Sponsorship is here.
Individuals or Organizations interested in sponsoring children for Make A Child Smile, apply above.

Parents/Guardians of eligible CISD Students, apply for Make A Child Smile above.

Lightning Prediction System

A lightning prediction system is in place in some of the busier park sites and along some trails within the City. The system is designed to alert park, trail and ballfield users that the conditions are favorable for lightning strikes.

When conditions are right, the system will sound an alarm. A warning can provided 8 to 20 minutes before a potential strike occurs. The system monitors a 2-mile radius around the unit. When activated, those in the area should seek shelter immediately. The lightning prediction system operates from 7 AM - 11PM, seven days a week.

Park visitors should always assess weather conditions before going outside and always be prepared to take the appropriate action needed to ensure safety.

Should weather conditions not be conducive for spraying, trucks will spray the next available evenings.

MAP ROUTE 4

The Coppell Environmental Health Department staff conducts mosquito control activities year-round but increases those efforts from April through October, the most active mosquito season in North Texas. The Health Department works along with the Texas Department of State Health Services, Dallas County Health and Human Services Department and area health departments to conduct surveillance and testing of the mosquito population for diseases including West Nile virus. The Environmental Health Department will continue to protect the health and well-being of  residents through surveillance, control, education, research, and technology to prevent and control mosquito-borne diseases.

Spraying For Mosquitoes

During the mosquito trapping season, the Environmental Health Department receives notification on Monday around Noon regarding the presence of West Nile Virus (WNV) in mosquito traps. Effective Monday, August 7, 2017, spraying will be conducted on Monday and Tuesday between the hours of 9 pm and 5 am in areas where mosquitoes have tested positive for WNV. As a precaution, when spraying takes place in your neighborhood residents are recommended to stay indoors. The purpose of spraying is to reduce the infected mosquito population, thus reducing the risk to residents and animals.

Frequently Asked Questions

About Mosquito Trapping

Mosquito trapping begins in the spring, and continues until mosquito activity decreases, typically early fall.  The trapped mosquitoes are sent to a laboratory where they are tested for the presence of West Nile Virus.  Spraying activity will begin when notification is received that there is a positive mosquito sample of West Nile Virus.

How To Personally Protect Yourself Against Mosquito Borne Illnesses

Take every precaution to avoid being bitten by mosquitoes if at all possible.
Remember the 4 D’s: Defend, Dress, Dusk & Dawn, and Drain.
  • Defend yourself by applying insect repellant that contains DEET, Picaridin, Oil of Lemon Eucalyptus* or PMD. Use repellant all day, every day.
  • Dress in long sleeves and pants.
  • Stay indoors at dusk and dawn.
  • Drain all stagnant water in your yard.
  • Additionally, you should protect your home by using screens to keep mosquitoes outside. Use the air conditioning when possible.
Texas climate is always unpredictable and temperatures vary throughout the seasons.  As a result, mosquito season in Texas is year-round.  The Environmental Health Department's goal is to begin reducing mosquito populations as early in the season as possible. By eliminating containers, cleaning rain gutters, and maintaining swimming and ornamental pools you can stop the mosquito life cycle in its tracks. The City of Coppell is excited to announce the new Allies in Community™ initiative, a program that will build relationships through common ground, foster a deep sense of belonging, and enhance residents’ active engagement in the City of Coppell.

Building relationships through common ground.

As part of its larger community engagement initiative beginning in 2014, the City of Coppell has built a strong foundation of knowledge and awareness to best serve residents of all cultural backgrounds. Informed by conversations with community stakeholders and the findings from the Fall 2017 Community Survey, Allies in Community™ will extend this foundation into the community by bringing together cohorts of 30-40 residents and city employees to attend fun, hands-on workshops every six weeks.

Allies™ cohorts will learn to celebrate their differences, building strong, enduring partnerships with one another as they work together to discover ways to meaningfully contribute to the community.

Fostering a deep sense of belonging.

Allies in Community™ encourages Coppellians of all generations, cultures, and tenures of residence in the City to contribute to the community organizations, events, programs, and initiatives that have made Coppell a great place to live. Designed to cultivate a sense of ownership in the success of the Coppell community, Allies™ workshop content and collaborative, cohort-driven service projects will inspire citizens to invest in a shared vision of sustaining Coppell’s continuing legacy as a Family Community for a Lifetime.

Enhancing residents’ active engagement.

With a renewed sense of responsibility for securing a bright and thriving future for the City of Coppell, Allies in Community™ cohorts will graduate with a commitment to welcome and empower other citizens in meaningful civic engagement.

Quick Safety Tips

Below are some quick safety tips regarding commonly requested topics, such as smoke alarms, fire extinguishers, CPR, and weather safety. Click images for more details.

Smoke Alarms: Be sure to have working smoke alarms in your home.
  • Test all smoke alarms in your home monthly.
  • Change batteries twice a year -- changing batteries on daylight savings is an easy way to remember.
  • Replace smoke alarm units every ten years.
  • Smoke alarms should be placed in all bedrooms, hallways outside living areas, and common areas.
Fire Extinguishers: For fire extinguisher operation, remember PASS.
  • P - Pull the pin. Pull out the pin that sits in the handle, allowing you to squeeze.
  • A - Aim the nozzle. Aim the black nozzle or hose at the base of the fire.
  • S - Squeeze. Squeeze down on the handle to extract the extinguishing material.
  • S - Sweep. Sweep the nozzle side-to-side across the entirety of the fire.
  • Fire extinguishers should be placed on each level of your home, along with one in the garage, where they can be easily accessible.
CPR: Cardiopulmonary Resuscitation on unresponsive persons.
  • Shake and shout: make sure the person is unconscious without a pulse. Call 9-1-1.
  • If necessary, lay person flat onto floor -- off of beds or chairs.
  • Place hands in the center of the chest, one palm on top of the other hand.
  • Push hard and fast continuously, about two compressions per second.
  • Do not stop compressions until medical help arrives, or unless the person regains a pulse or starts breathing on their own.
Emergency Preparedness: Be ready for all of North Texas' extremes.
  • Be informed. Know the types of hazards the North Texas area can experience - thunderstorms, tornadoes, winter storms, and home fires are the most common.
  • Get a kit. Create an emergency kit that has essential items you and your family would need in case of extended sheltering or evacuation.
  • Make a plan. Know what to do when an emergency happens and how to get important information.
