PROPERTY TAX​

The City of Coppell spans multiple counties in​cluding Dallas County and Denton County.  Use the buttons located at the top to access your county's appraisal district.  

The Dallas County Tax Office collects property taxes for all property located within the city limits of Coppell.  Coppell residents can pay taxes in person at any of the eight locations​ identified on the Dallas County website.  Payments are also be ​accepted by phone, by mail, or online using a no-cost e-check.  Credit or debit cards can be used online or in person; convenience fees will apply.  Use the "Pay Your Tax Bill" button to access Dallas County's website.

The current 2017-18​ property tax rate is $0.5795​0/$100 taxable valuation.​ The adopte​d 2018-19 property tax rate is $0.5695/$100 taxable valuation. The Truth In Taxation Notice​ is available for review.

SALES TAX​​

The current sales tax rate in Coppell is 8.25%.  The City retains 2% and is used as follows:  1% for City operations; 0.5% is a special 4B sales tax for specific parks-related projects; 0.25% is for the maintenance and repair of existing City streets; and the remaining 0.25% is for the Crime Control and Prevention District.

FY 18-29 Proposed Budget

PLANNING FOR PROJECTS AND SERVICES

As the City of Coppell moves into the future, City staff recognizes the need to be proactive and strategic when it comes to budget planning. Coppell is reaching a state of build-out, and the City's population is not expected to increase exponentially in the coming years. However, the City's population has continued to grow in recent years, and Coppell saw a 3% increase in the number of residents from 2014 to 2018. In order to accommodate this growth and continue to offer the high-level of service that residents expect, the City strategically invests significant funds into projects and initiatives that benefit the whole community. 

Further, the City of Coppell is transitioning into a sustainment stage. As infrastructure ages, the City must take steps to proactively maintain its assets and improve upon the high standard of living in Coppell. The City has begun to place an increased priority on maintenance and redevelopment. From roadways to sidewalks to streetscapes, City crews are working continuously to maintain public assets to ensure that they continue to be viable into the future. 

"Our future is wholly depend​ent on our ability to serve the public," said Mike Land, City Manager. "The City's dedicated municipal workforce recognizes that the 'person in the house' is our only reason for existing, and we strive to demonstrate that through our actions and behaviors. The level of service is great today, but our goal is to make it even better tomorrow. Our continued efforts to maintain and improve our overall service delivery and maintenance efforts will enhance Coppell's desirability as a community of choice for existing and potential residents, businesses and visitors." ​

Budget Planning Process

​The City of Coppell uses a rolling five-year planning document to prioritize projects and major expenditures. This document is updated annually, and it serves as a guideline for the upcoming fiscal year budgets. Every project that the City prioritizes has a direct and measurable benefit to the community. Over the past three years, the City has used this document to plan for various projects and services that are funded through the General Fund, various Special Revenue Funds and grants, when available. These projects and services include: ​

ABOUT THE BUDGET: 

​​​​​​​​​​The City of Coppell continues to see positive economic indicators in all areas of finance, including the recently reaffirmed AAA bond rating, growth in the tax base and surging sales tax receipts primarily due to thriving distribution centers and business parks. Expenditures, revenues, and reserves have been managed efficiently and proactively for many years, resulting in appropriate fund balances and a strong financial position. 

"The City of Coppell is in a great financial position," said Mayor Karen Hunt. "City staff continue to do a fantastic job managing our public monies. We are very fortunate to live, work, and play in a city that places a high value on community and quality of life while focusing on maintaining what we have built."

The City of Coppell works diligently to be fiscally responsible and transparent, and the City continuously receives accolades from outside agencies regarding its financial planning and prudent budgeting practices. The City strongly encourages residents to get involved, attend public meetings and provide feedback on the proposed budget.

CHIEF OF POLICE MAC TRISTAN​

Mac Tristan was sworn in as Coppell Chief of Police on January 24, 2011.  He came to Coppell after serving 29 ½ years with the City of Carrollton Police Department, leaving there as an Assistant Chief. 

Chief Tristan received his Bachelor's Degree from Sam Houston State University, where he graduated with Honors. He is a graduate of the FBI National Academy, the Senior Management Institute for Police, John F. Kennedy School Government, Cambridge, Massachusetts, and the U.S. Army War College Strategic Implementation Seminar in Carlisle Barracks, Pennsylvania.

Chief Tristan believes strongly in Problem Oriented Policing and Servant Leadership style of leadership and management. He not only teaches the subject, he has successfully implemented this philosophy in every bureau and department he has led, including the Coppell Police Department. He has worked with the Chinese National Police in Hangzhou, China and has lectured in Stockholm, Sweden with the Swedish National Police and as a speaker at the Stockholm Criminology Symposium. He continues to lecture on Leadership, Problem Oriented Policing, and the Servant Leadership style of Management.

​DEPUTY CHIEF JIM COOK

Jim Cook started his career with the Coppell Police Department in August of 1996.  This was also his first job in the profession of law enforcement following several years in the private sector.  He was hired as a Recruit Officer and subsequently graduated from the Dallas County Sheriff's Academy.  During his ten years in the Patrol Division, Jim worked as a Field Training Officer and was promoted to the rank of Corporal.  He was promoted to Sergeant and also served as the Patrol Division's Field Training Coordinator, a role he was very proud to attain and fulfill.  

During the latter part of his tenure in the Patrol Division, Jim received and volunteered for special assignments for the benefit of the department.  This led to his assignment as the department's first posting of an Administrative Sergeant.  From a small beginning as a one-officer, then a two-officer division, Jim was subsequently promoted to Captain and assigned to the Administrative Division.  At the time, the division was comprised of three sections: Administrative, Communications, and Animal Services with a total staff of twenty-three personnel.

Jim is a past graduate of Angelina College in Lufkin, TX where he received an Associate's Degree in management.  Afterwards, he attended Stephen F. Austin State University in Nacogdoches, TX where he studied criminal justice and public administration with a double major in both disciplines.  He graduated with honors from SFA obtaining a Bachelor's Degree.  Jim is a 2013 graduate of the University of North Texas in Denton, TX where he received his Master's Degree.  His field of study was public administration with an emphasis on emergency management. 

In addition to collegiate studies, Jim is a past graduate of the Senior Management Institute for Police – Police Executive Research Forum, session 57 in Boston, MA.  Jim is also a proud alumnus from the Center for American and International Law-Institute for Law Enforcement Administration in Plano, TX where he attended the 49th Management College in 2013.  Jim is also a graduate of the City of Coppell's Succession through Effective Executive Development Academy.    

Jim holds a Master Peace Officer certification, an Instructor's certificate, and a Firearms Instructor's certificate from the Texas Commission on Law Enforcement.  He is a member of the International Association of Chiefs of Police, the Texas Police Chiefs Association, the North Texas Police Chiefs Association, the Urban Management Assistants of North Texas, and is an executive board member for the Institute for Law Enforcement Administration Alumni Association.

​Jim is a proponent of Servant Leadership to facilitate leading, managing, and motivating the people and work teams he assists with in the department and the city.  Jim also promotes the utilization of Problem-Oriented Policing to address crime issues and problem resolution.

​DEPUTY CHIEF Danny barton

Danny Barton began his law enforcement career in 1991 with the Bryan Texas Police Department. While serving with the Bryan Police Department, Danny Barton served in the patrol division as a patrol officer, field training officer and accident investigator. In 1997, Danny accepted a position with the Coppell Police Department. Danny served in the patrol division prior to being assigned to the crime prevention division as a DARE officer and school resource officer.

In 2001, Danny left law enforcement to assist his family with several family owned and operated businesses.

Danny Barton returned to the Coppell Police Department in 2006. He served in the criminal investigations unit as a detective until he was promoted to the rank of Corporal. He remained in the Investigations division until 2012 when he was promoted to Sergeant. Danny was assigned to the patrol division as a sergeant until 2015 when he promoted to the rank of Captain. As Patrol Captain, Danny oversaw patrol operations as well as the traffic and K9 units. Danny was promoted to the position of Deputy Chief in 2018.

Danny has a bachelor's degree in Criminal Justice from the University of Texas at Arlington. He also holds a Master Peace Officer certification and has attended the School of Police Supervision at the Institute for Law Enforcement Administration. As an instructor, Danny has taught Intermediate Child Abuse, High Risk Traffic Stops and is currently a certified Ethics Instructor.

CAPTAIN BILL KNACK

Criminal Investigations Division Commander


Bill Knack began his career with the Coppell Police Department in 1996.  Bill promoted through the ranks of the Coppell Police Department and began his career as a patrol officer where he worked as a Field Training Officer. After serving time in the patrol division, Bill accepted a position in the Criminal Investigations Division as a detective. Bill was later appointed to develop and create the Coppell Police Department's Organized Crime Unit which focused on narcotics activity and episodic criminal activity within the City Of Coppell. Bill was able to promote to a Corporal, then later a Sergeant over the Organized Crime Unit which evolved into a four person unit and a K9 Handler.  As a Sergeant, Bill also spent time as a Task Force Officer assigned to the Drug Enforcement Administration's North Texas High Intensity Drug Trafficking Unit.

Bill is a past graduate of Eastfield College in Dallas, TX where he received an associate's degree in Criminal Justice.  Bill continued his education and attended Lamar University where he graduated with honors obtaining his Bachelor Of Science Degree in Criminal Justice. He holds a Master Peace Officer License from the Texas Commission on Law Enforcement Standards and Education and is a graduate of the United States Department of Justice Drug Unit Commanders Academy Class Number 70, the 64th Session of Senior Management Institute for Policing, and The Center For American And International Law's School of Executive Leadership​.

Bill is an avid believer in the philosophy of Problem Oriented Policing and feels privileged to serve the wonderful citizens of Coppell.

CAPTAIN Eric debus

Patrol Division Commander


Eric began his career with the Coppell Police Department in 1995.  After four years he was promoted to the rank of Corporal, and then to Sergeant.  As a Sergeant with the department he spent three more years in patrol before moving to the traffic unit where he led the motor unit for nine years.  Eric has also spent time as a sergeant in the Criminal Investigations Division, the Specialized Investigations unit, and the School Resource Officers unit.

Eric received his Bachelor of Science degree, with an emphasis in Law Enforcement, from the University of North Texas.  He also holds a Master Peace Officer certification through TCOLE as well being a Certified Instructor.  Eric is a City of Coppell STEM graduate and also is a Police Motorcycle Instructor.

Eric has been married to his wife Brenda for over twenty years and they have two children.

Eric believes in team building through customer service and enjoys serving the citizens of Coppell.

CAPTAIN Anthony maurer

Administrative Division Commander

Anthony Maurer began his career with the Coppell Police Department in 2007.  Anthony began his service in the patrol division as a patrol officer.  Anthony was then assigned to the criminal investigations division where he worked as a Detective and Training Officer.  He remained in the investigations unit until his promotion in 2014 to the rank of Sergeant.  Anthony was assigned to the patrol division where he worked at the Patrol Sergeant on various patrol shifts.  In 2018, Anthony was promoted to the rank of Captain and assigned to the Administrative Division. 

Anthony received his Bachelor of Science degree from Saint Vincent College. He also holds a Master Peace Officer certification through TCOLE and well as a TCOLE instructor license. Anthony has attended the School of Police Supervision at the Institute of Law Enforcement Administration.

Family passes also include entry to the Sunshine Room.

FITNESS

Group Exercise classes, Virtual Exercise classes, free-weights, machine-weights, cardio machines, indoor track, and an outdoor circuit area are available for use by individuals 13 years and older. Users aged 13 - 15 must have a parent-signed waiver and complete an orientation.

GYMNASIUM

The gymnasium is available for drop-in basketball.  Organized practices are permitted by reservation only.  Basketballs may be checked out at the front desk.  The gym is also available for open volleyball and badminton play, during certain hours.

Indoor pools are open year-round.  The outdoor pool area is open during the summer season, from Memorial Day Weekend (May 27) to Labor Day (September 4), when school is out.   ​

Parties
The CORE offers different options for hosting birthday parties including room and tent rentals depending on the season, sports team parties, or other celebrations.  Please complete and submit a rental request form (links above). ​​​​

In October, City of Coppell water utility customers will begin seeing their water meters replaced as part of the City's Advanced Water Meter System project, a new service enhancement initiative to install advanced metering infrastructure (AMI) throughout the community. The city-wide installation of 13,375 new meters is projected to take 14 months and will impact every home and business in the community.

When will my meter be replaced?
How will a resident/business know someone is a member of the water meter team?

When will my meter be replaced?
Currently, the City is working with the installation team and project manager to establish the replacement timing of each area of town. Each customer will receive a letter in the mail providing information concerning when the water meter team will be installing in their area. Additionally, Everbridge calls, targeted social media posts, water bill messages, and press releases will be used to let you know when the water meter team will be in your neighborhood.

How will a resident/business know someone is a member of the water meter team?​
The truck used by the water meter team will have a "water meter team" sticker on its door. Team members will be wearing bright yellow shirts with "PMI" on the front left corner of the shirt and will also have a picture ID badge with them. The badge also provides a phone number for the citizen to call to confirm the identity of the person. One number is the Utility Billing number and the other number is an 877 that is the PMI 24-hour line. Water meter team supervisors will be wearing a bright yellow safety vest with Water Meter Team Supervisor printed on the back of the vest.

Will the water meter team need access to my home?
No, no one will need to enter your home. In fact, water team members are not allowed to enter homes.

What will my property look like after the meter has been installed?
The property will be left in the same condition as it was prior to installation. 

Is there anything the resident/business needs to do after their water meter has been replaced?
Residents will find a yellow door hanger on their door notifying them that they received a new water meter. The door hanger provides information concerning steps to take prior to using their water.

If you run a business, the water meter team will coordinate a convenient time to replace each businesses water meter. Each business will be provided with a door hanger when their meter is replaced.

How does the new meter benefit me?
Once the meters are installed, customers will have access to an internet-based customer dashboard that can be accessed from a computer, tablet or smartphone. The dashboard or customer portal will provide residents and businesses with access to usage data from their new meters. Residents and businesses will be able to more closely monitor their water consumption and adjust their usage accordingly. In addition, a leak alert can be set that notifies the account holder if the system is detecting a leak at their home or business. The customer can also setup usage alerts which will generate an email when the account registers the usage established by the account holder. In short, customers will be given the tools and data they need to better plan and "Get to Know Your H20".

Why is the City replacing my water meter (or why is the City replacing all the water meters)?
Currently, the City uses three types of metering systems and multiple meter brands that range in age from three years to over 10 years. This variability poses operational challenges for City staff. The Advanced Meter System project will include one type of system and one brand for all meters, which will better equip City staff to maintain operations, manage inventory, and provide all customers with the same level of customer service.

​​​​​​​​​Driving Safety Course (DSC) Eligibility Requirements

If you are charged with an offense involving the operation of a motor vehicle, you may dismiss your case with the successful completion of a driving safety course. You must request to take a driving safety course before the appearance date on the citation, either in person, or in writing through certified mail. If you were operating a motorcycle and request a driving safety course, you must take a motorcycle operator training course.

Please read all of the instructions and requirements on this page carefully. 

You are eligible for a Driving Safety Course if:

 

  • You have not taken a driving safety course within the 12 months proceeding the date of the current offense (Calculated from the date of course completion to the date of your current citation) and you are not currently taking the course for another citation.
  • You have a valid Texas Driver's License (No Commercial Driver’s License). However, if you are active duty military, or an active duty military spouse, or dependent child, you do not have to have a Texas driver’s license or permit. But you do need to provide proof of your military status by presenting your military I.D. card along with your out of state driver’s license.
  • You must provide proof of valid financial responsibility with your name listed (liability insurance).
  • You were not charged with:
    • failure to give information at an accident scene;
    • leaving the scene of an accident;
    • passing a school bus;
    • a serious traffic violation;
    • speeding 25 mph or more over the limit or 95 mph or more; and
    • ​an offense that occurred in a construction zone when workers were present.
  • You did not commit a traffic offense while possessing a commercial driver's license.

 

 

How Do I Request a Driving Safety Course (DSC)?

  1. You must meet the eligibility requirements mentioned above in the “Driving Safety Course (DSC) Eligibility Requirements” section.
  2. Submit your request in person at the court or in writing.
  • The Driving Safety Affidavit form must be completed (signed and notarized). This document may be sworn to by a court clerk if submitted in person.
  • ​ Driving Safety Course Request Form
  • Present a copy of your valid Texas Driver’s License (No Commercial Driver’s License). However, if you are active duty military, or an active duty military spouse, or dependent child, you do not have to have a Texas driver’s license or permit. But you do need to provide proof of your military status by presenting your military I.D. card along with your out of state driver’s license.
  • A copy of your valid financial responsibility (liability insurance card) with your name listed, or other evidence of financial responsibility.
  • Pay court costs to the court:
    • Moving violations not occurring in School Zone - $ 114.10
    • ​Moving violations occurring in a School Zone - $ 139.10

    ITEMS 2—5 LISTED ABOVE MUST BE MAILED ON OR BEFORE YOUR DUE DATE. LATE OR INCOMPLETE REQUESTS WILL NOT BE ACCEPTED. A REPLY WILL BE MAILED TO THE ADDRESS YOU PROVIDE. IF YOU FAIL TO RECEIVE A RESPONSE WITHIN 2 WEEKS CALL THE COURT OFFICE. REMEMBER TO ENTER A PLEA ON THE REQUEST FORM.

    Important: Your request must be received by the court on or before the appearance date above the signature line of your citation.

    What Happens Next?

    Once your request has been granted by the Judge, you will have 90 days to complete the driving safety course (no extensions will be granted) and present evidence of completion by the 90th day along with a certified copy of your Texas driving record (Type 3A). You can request your driving record either by mail or online by clicking here​. If you request it online, you can print your driving record immediately. Information on how to request the driving record from the Texas Department of Public Safety is provided in the form below.

    What Do I Do After I Have Completed the Driving Safety Course (DSC)?

    ​​After you have successfully completed the Driving Safety Course (DSC) you must submit the following documents to the court:

     

    1. Certificate of Completion for the Driving Safety Course, and (You must turn in the Court Copy and it must be signed.)
    2. Copy of your Texas Driving Record (Type 3A) that you request from the Texas Department of Public Safety.

    IMPORTANT:  The Driver's Safety Certificate and the certified copy of your driving record must be submitted to the court within 90 days of the date on which the court approves your request to take the course.

    After proof of satisfactory completion of the Driving Safety Course and the driving record have been presented to the court, the judge will dismiss the case. ​

    What can be done if I oppose the rezoning of property within my neighborhood? 

    Send in your written opposition to the Planning Division prior to the Planning and Zoning Commission meeting. The planning staff may be contacted to obtain detailed information on the case. A staff report is available the Monday before the Planning and Zoning Commission meeting. Encourage all surrounding property owners to attend the public hearing.

    Can City Council overrule a zoning recommendation for denial forwarded by the Planning and Zoning Commission? 

    Yes. It would take an affirmative vote of at least three-fourths of all the members of City Council (6 out of 7) to overrule a recommendation of the Planning and Zoning Commission that a proposed zoning change be denied.

    How much opposition is necessary to require an affirmative vote of at least three- fourths of all members of the City Council? 

    The protest must be written and signed by the property owners of at least 20% of either the area of lots or land covered by the proposed change or the areas of lots or land immediately adjoining the area covered by the proposed change, extending 200 feet from that area.

    The mission of Coppell Parks and Recreation is to maintain responsible stewardship of natural and allocated resources to promote quality recreational and educational opportunities that enhance the overall health of individuals and the community.Though the City is only 14 square miles, Coppell Parks takes pride creating unique experiences and a special look and feel in our parks and facilties. We maintain a small town feel in a large metro area, providing connectivity to nearby communities, while building close-knit relationships through nature and recreation. 

    The department manages and maintains 544 acres of park land, nature preserves, cemetery, and all city grounds. Facilities include the CORE, Wagon Wheel Tennis Center, the Coppell Senior and Community Center at Grapevine Springs, the Biodiversity Education Center, and Rolling Oaks Memorial Center. We work closely with citizens to bring their dreams to life. Community partnerships have resulted in three community gardens​, a dog park, a healthy living initiative, and public art in the park.

    ​Parks • Conservation 

    ​Protecting open spaces, teaching conservation to current and future generations, and connecting people to nature​ is ​our goal. Through diligent conservation practices, Coppell Parks and Recreation has maintained a "Tree City USA" designation for over 20 years. ​The department also recycles all landscape debris. Since 2015, over 600,000 lbs of material has been diverted from landfills. Environmental education aims to create an eco-conscious​ citizenry, and focuses on native and drought-tolerant plants, insects, and water conservation.

    Programs • Health & Wellness

    ​We provide opportunities for citizens to live healthy, active lifestyles, both outdoors and indoors! Coppell's trail system has increased by 25% since 2015, and it continues to grow and connect the community to the rest of the DFW region. The trail system is made up of hike and bike trails, a decomposed granite soft running trail, nature trails, and ​opportunities for cyclists to safely share roadways. Fitness classes and athletic opportunities are offered at all facilities. Additionally, the department partners with Living Well in Coppell to offer a variety of fitness screenings and opportunities to increase awareness and participation in health and wellness activities.

    Coppell Parks and Recreation is CAPRA Accredited!
    Coppell Parks and Recreation continues to be among the ranks of elite park and recreation agencies and departments across the country by earning accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and NRPA. The department first received this distinguished accomplishment in 2010, and was re-accredited during the 2015 NRPA Annual Conference in Las Vegas, NV.  

    CAPRA accreditation is the only national accreditation for park and recreation agencies, and is a measure of an agency’s overall quality of operation, management and service to the community.  This mark of distinction indicates that an agency has met rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services. Coppell is one of only 10 cities in the state of Texas to receive this award!

    As part of the accreditation process, the department had to demonstrate compliance with 151 recognized standards and document all policies and procedures. Often the process helps identify efficiencies and heighten areas of accountability, all of which translate into higher quality service and operation to benefit the community.

    Sustainability Efforts

    We aim to reduce our environmental impact through responsible stewardship of natural and allocated resources. 54.2 acres at Wagon Wheel Park and Rolling Oaks Memorial Center are well-water irrigated, resulting in a water savings of 27,885,969 gallons, and approximately $88,000 annually. Solar panels at the Biodiversity Education Center have produced 81,925kWh and offset 36% of the facility's energy use since installation in 2015. All newly constructed medians incorporate native and adaptive vegetation and hardscapes to alleviate the need for continual watering.​

    Constantly looking to the future to incorporate resource management and sustainability into infrastructure, as part of the 2017 renovation of Andrew Brown Park, a bioswale drainage system was installed into parking lot medians to provide a natural filtration and management of storm water. Grasses, rocks and other vegetation collect and filter runoff to improve quality before it is used to water the park landscape or enter neighboring creeks.

    Nestled on 66 acres of nature preserve in Wagon Wheel Park, the Biodiversity Education Center at Coppell Nature Park creates an approachable bridge to the outdoors and promotes and provides hands-on environmental education. Participants of the education programs, for both school and the com​munity, observe and learn about local flora, fauna, and environmental sustain​ability issues, as well as develop a deeper connection to their environment through nature.

    The Biodiversity Education Center is a “green” constructed ​building. The project receives power from 96 solar panels​ and includes a cistern that captures 9,400 gallons of rain water. Landscaping around the Center features Texas native and adaptive plants, reducing water consumption and providing a habitat for wildlife such as butterflies, hummingbirds, birds and bees.

    Classes & Programs

    The Biodiversity Education Center offers a wide variety of community programs for all ages including environmental and gardening education classes, outdoor recreation, tours, and community improvement days. The Friends of the Coppell Nature Park, ​City of Coppell, Keep Coppell Beautiful, Coppell ISD, and Northlake College, work collectively to offer exceptional environmental education programs.​​​

    COPPELL NON-PROFIT RESERVATIONS

    Coppell Non-profit 501(c) 3 Organizations can request reservations.  Youth organizations such as Girl Scouts, Boy Scouts, 4H and American Heritage Girls are asked to submit requests using the non-profit form.  Reservation Form and Rental Information​

    SCHOOL PROGRAM REQUESTS

    Strong partnerships between the Biodiversity Education Center, Coppell ISD and other educational groups, have brought over 4,120 students to the BEC to connect with nature since 2015.  School field trips, guided hikes, and class use of the building to CISD schools and Northlake college classes are available. 

    Classes wishing to hold a field trip at the Biodiversity Education Center and Coppell Nature Park as well as classes wishing to use the facility for space to meet while doing field studies in the nature park are asked to fill out a SCHOOL PROGRAM REQUEST FO​RM​ ​ to schedule their visit.  Programs currently offered can be viewed in the BEC Program Overview and BEC Games documents below. Additional information on materials available for use while using the BEC as well as Geology lesson plans can be found on the Coppell Nature Park Education Resources Page​

    ​Procedure for School/College Program Requests:

    1. Fill out and submit the “School Program Request” form at least 30 days prior to your requested program date.  The form may be emailed to cnp@coppelltx.gov or delivered to the Coppell Road Service Center, located at 816 S. Coppell Road. 
    2. The Biodiversity Education Center staff will contact the applicant regarding the program within 2 business days via email.  At this time, if the visiting group has requested that facilitators be provided, the Biodiversity Education Center staff will reach out to the cleared volunteers that assist the center.
    3. If sufficient facilitators are not obtainable, the center’s staff will contact the program contact and discuss possible alternatives within 1 week of the request’s submitted date.
    4. The program contact must contact the center’s staff via email or phone at least 1 week prior to the program if the program must be cancelled by the requesters.
    5. The center’s staff will be in weekly contact with the program contact the month before the scheduled program to offer any assistance that may be needed.

    The City Secretary and Deputy City Secretary are both Texas Certified Public Managers and hold the Texas Registered Municipal Clerk's designation through the Texas Municipal Clerks Association Certification Program. This ensures that Coppell's City Secretaries are trained and educated with the latest laws and procedures regarding their official duties.

    VOTER REGISTRATION

    ​​To vote in any election, (including municipal elections), residents must be registered to vote in the precinct where they reside. In order to register to vote you must be a U.S. citizen and 18 years of age. The application must be received in the voter registrar's office or postmarked 30 days before an election for you to be eligible to vote in that election.

    If you are a resident of the City of Coppell, you can pick up a Voter Registration Application at the 
    William T. Cozby Public Library, 177 N. Heartz Road and drop it in the mail. You may also go to www.votetexas.gov and print an application, which can then be mailed to the appropriate county. You are not registered until you have filled out the online application, printed it, and mailed it to your Local County Voter Registrar. The County Voter Registrar's address can be found at the top of the online outputted voter registration application once you have submitted your information from the fill-in-the-blanks screen.

    Please note that the Coppell Greens Subdivision and The Villas at Lake Vista are located in Denton 
    County.

    ELECTIVE OFFICE REQUIREMENTS

    The City of Coppell is a Home Rule city with a Council-Manager form of government. The City Council consists of a Mayor and seven Council members who are elected at-large by majority vote. Each member serves a staggered three-year term.

    Each candidate for an elective office shall meet the following qualifications:

    • Shall be a qualified voter of the city;
    • Shall have resided, for at least twelve (12) months before the date of the election, within the corporate limits of the city, or within territory annexed into the city prior to the filing deadline; and
    • Shall not, after notice of any delinquency, be in arrears in the payment of any taxes or other liabilities due the city. "In arrears" is defined herein as payment that has not been received within ninety (90) days from due date and has not been protested under the same provisions as provided for in the Home Rule Charter.​
    • An incumbent city council member seeking re-election must file for the same place position number currently being served. No candidate may file in a single election for more than one (1) office or place position as provided by the Home Rule Charter. No employee of this city shall continue in such position after filing for an elective office provided for in the Home Rule Charter.​

    Franchise Utility Providers who offer service to Coppell residents and businesses have infrastructure located throughout town in various rights of way and easements. The only obligation franchise utility providers have to the City regarding working on their infrastructure is to pull a permit grantin​g 45 days notice.
    Please contact your provider directly for billing and service related issues. This list is fluid and providers may or may not serve all Coppell households.

    Alarm Permits  - A permit is required for each alarm site and each type of alarm system in residential dwellings and in businesses.  Permits must be obtained within 30 days of installation and renewed annually.

    Communication before, during and after a crisis is critical. Stay prepared and informed by signing up for at least two of the communication methods below to ensure you receive important messages that could affect your family, home or daily routine. While you may receive the same message twice, you will be assured to receive at least one.
    • Emergency Notifications - Register online to receive emergency notifications from the City, including phone calls, SMS text messages and emails. A primary phone number MUST be added to register. Please add a phone number capable of receiving text messages and an email address for less invasive contact. This system is not fast enough to send messages about severe weather WARNINGS.  Please tune to local radio/TV stations for the latest weather warnings.

    The Life Safety Park has a rooted mission in benefiting the citizens of the City of Coppell, by bridging life safety topics and public education efforts. The facility provides life safety education to children and adult visitors throughout the area, and offers meeting spaces for community organizations. Lessons and programs offered within the Life Safety Park provide a foundation for a lifetime of living safely.

    ​School Study Trips now available

    Teachers - school study trips are now available for registration! We coordinate with school districts, homeschools, private schools, and other organizations to schedule “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. Specific curriculum is set for each grade level.     Volunteer Opportunities​ during fall programming

    Life Safety Park will be seeking volunteers to help with children's programming activities. Volunteers will be required to interact with the general public and with our student visitors in a friendly and welcoming manner. Volunteer services will be required in approximately 2-3 hour blocks, depending on that day's schedule.
    Duties may include but are not limited to:
    • ​Front desk operations - Answering phone calls, Greeting and registering guests
    • Moving chairs/tables
    • Filling goody bags
    • Completing/printing certificates, and;
    • Helping with physical activities on Safety Town
    • Basic training will be provided upon first volunteer shift.
    ​​​Volunteer opportunities are appropriate for teens (13+) and adults. Depending on qualifications, volunteers may also be asked to assist with teaching safety classes. All interested volunteers are required to register with the City of Coppell's volunteer management page.     FY2017-18 3rd Quarter report available​

    During the Third Quarter of the 2017-2018 fiscal year, Life Safety Park welcomed a total of 2,397 visitors, including 1,130 children and 1,267 adults. Students continued to learn life safety lessons through study trips from local schools, Summer Break programs, and many organizations utilized the facility during this quarter.​​ Read more in the 3rd Quarter Report.

    ​Interested in Reserving a Meeting Space?

    Please read the requirements and procedures below first before submitting a reservation request or making inquiries.

    Requirements for Space Reservations:

    1. ​Requesters must be residents of Coppell and/or a representative of a business that operates within Coppell city limits; photo identification will be required.
    2. Requesters must be at least 18 years of age.
    3. Reservations must be placed at least one week (5 business days) and no more than six months in advance of your requested date.
    4. Spaces within Life Safety Park are available, pending availability and holidays, during weekday normal business hours--Monday thru Friday 8:00 AM - 4:30 PM.
    5. Use of space within the Life Safety Park is free of charge; however, we require that you devote 10 minutes at the beginning of your meeting for your group to learn a life safety lesson.
    6. Multiple/Consequent booking is not permitted: you must complete your most upcoming meeting before making future reservations.
    7. Space availability is on a first-come, first-served basis, and is subject to change without notice.
    8. Life Safety Park reserves the right to alter or cancel reservations, confirmed or otherwise, at the staff's discretion. Every effort will be made to make re-accommodations.

    Procedure for Meeting Space Requests:​

    1. Please browse the below list of spaces that are offered as meeting spaces, and determine your first and second preference based on your groups needs.
    • Note the specific requirements under each space description.
  • Fill out and submit the “Meeting Space Reservation Request” form at least one week (5 business days) prior to your requested reservation date. 
  • Life Safety Park staff will contact the applicant regarding the reservation request within 2 business days via email or phone. Your request will either be approved, placed on hold, or denied. 
  • For requests placed on hold or denied, staff will contact the applicant to discuss possible alternatives.
  • Applicants must contact Life Safety Park staff via email or phone at least 24 hours prior to your meeting date if the request must be cancelled.
  • Please note any special accommodations or additional assistance requests on your form; every effort will be made to make such accommodations.
  • ​Offered Meeting Spaces

    ​CLASSROOM A ​
    Classroom A is for smaller groups and trainings, and provides a more intimate learning environment. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 30
    • Cushioned floor mats available for smaller visitors
    • Projector and screen, with presentation capabilities
    • Wall-mounted white board and/or movable white board/easel (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.
    ​ ​CLASSROOM B/C
    ​Classroom B/C is designed for larger gatherings, providing a comfortable and relaxed learning environment. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 60
    • Two projectors and screens, with presentation capabilities
    • Wall-mounted white boards and/or movable white board/easel (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.
    ​ENTIRE CLASSROOM SPACE (BOTH A & B/C) ​
    ​This combined space is ideal for corporate trainings, large scout/pack meetings, and other events needing an expanded classroom-style arrangement. This space is equipped with:
    • Comfortable, movable tables and chairs, seats up to 90
    • Three projectors and screens, with presentation capabilities
    • Wall-mounted white boards and/or movable white board/easel​ (if available)
    • No food or drink (except bottled water) is allowed in the classrooms.

    ​ ​THE MULTIPURPOSE BUILDING
    ​The Multipurpose Building is a self-contained educational structure external to the main building, located outside on Safety Town, and is designed for community use. It can be booked for special events, meetings, classes, and community gatherings. The building is equipped with:
    • Comfortable tables and chairs, seats up to 30
    • A large, 80" monitor with presentation capabilities
    • Movable white board/easel (if available)
    • A small kitchenette; and,
    • Its own bathroom facility
    • Food and drink are allowed in this space.
