In October, City of Coppell water utility customers will start seeing their water meters replaced as part of the City's Advanced Water Meter System project, a new service enhancement initiative to install advanced metering infrastructure (AMI) throughout the community. The city-wide installation of 13,375 new meters is projected to take 14 months. Once installed, the new meter system will provide customers with more accurate water usage data that is updated multiple times throughout the day, water budget and water consumption threshold alerts, comparative data, leak alerts and notifications from the City. Consumption data will be updated on an internet-based customer dashboard that can be accessed from a computer, tablet or smart phone.
City Manager Mike Land explained how the Advanced Water Meter System project is part of the City's larger efforts to utilize technology to become what is referred to in the marketplace as a "Smart City."
"We are actively looking for ways to use data and technology to enhance our customer experience, City's services, livability and sustainability," he said. "The Advanced Water Meter System project aligns perfectly with these goals."
With the Advanced Water Meter System, Coppell residents will have access to data that will give them an increased understanding of their water consumption. In turn, City staff will be better equipped to assist customers.
"If someone calls and they don't believe that they used that much water, right now the only thing we can do is go out and look at the meter to see if they have a leak or have the meter tested," said Kim Tiehen, Assistant Director of Finance for the City of Coppell. "With this technology, we're going to be able to show them what is happening with their consumption. They're going to be able to graph it, and they're going to be able to see it. This will allow us to provide a level of customer service that was unattainable before."
Currently, the City uses three types of metering systems and multiple meter brands. This variability poses operational challenges for City staff. The Advanced Meter System project will include one type of system and one brand for all meters, which will better equip City staff to maintain operations, manage inventory, and provide all customers with the same level of customer service.
Once the meters are installed and customers start accessing the data from their new meters, the information will allow them to more closely monitor their water consumption and adjust their usage accordingly. In turn, it will provide the City more accurate utility analytics and customer consumption data, better meter data management, increased customer transparency, a reduction in water loss, a reduction in labor costs, a baseline for distribution leak detection and the ability to send alerts and messages to customers. In short, customers will be given the tools and data they need to better plan and "Get to Know Your H20."
The City utilized performance contracting to partner with Siemens, who studied the City's current system and developed a design build program to install the advanced meters. According to Tiehen, the Advanced Water Meter System project will increase the accuracy of meter reads and actual water consumption, which will provide the City with higher revenues without increasing water rates. The additional funding, along with the operational savings, will fund the project over the next 15 years. Additionally, the City will be able to reduce the costs associated with the current meter-reading process.
"The City currently sends out designated employees to manually read meters," said Tiehen. "The automated process will allow us to reduce the cost – both in dollars and time – of reading meters."
Coppell City Council approved the $6.8 million Advanced Water Meter System project at the April 24, 2018 meeting, and the funding was secured as part of the July 24, 2018 Certificate of Obligation issuance.
Crews will begin installing new meters in October, notifying residents and businesses days in advance with door hangers and other communications. Concurrently, City representatives will begin educating customers on how to use the internet-based dashboard.

Coppell has four major tributaries flowing through or adjacent to the City. These tributaries are Denton Creek, Grapevine Creek, Cottonwood Creek and the Elm Fork of the Trinity River. Also, there are numerous small tributaries meandering through neighborhoods and eventually joining with the major tributaries. Flooding can occur when the runoff caused by precipitation is too great to be confined in normal water channels. Rising water can destroy any structure or object in the floodplain. Before any development or improvements will be allowed in a floodplain, a floodplain development permit must be obtained from the Engineering Department. As part of the floodplain permit, additional information may be required. Such as a flood study to determine if the improvements will be allowed.
The only way to insure your property from rising water is to purchase a flood insurance policy separate from your homeowners insurance. The City keeps a copy of floodplain literature and maps for viewing at the Library, or you can stop by the City's Engineering Department located at 265 Parkway Boulevard. The Engineering Department can also provide suggestions on how you can protect your property from flooding.

FLOOD INSURANCE
It is important to note that a normal homeowners insurance policy does not provide coverage for damage to property resulting from rising water or flooding. A separate flood insurance policy is necessary to be protected. Even if your property is not within the 100-year floodplain, it is still a wise choice to purchase a flood insurance policy because, on average, 40% of all claims paid on flood insurance policies are for properties outside of the 100-year floodplain. Also, if you are considering purchasing a flood insurance policy, it should be done before you would expect to need it, as there is a 30-day waiting period after the purchase before the policy becomes effective. Residents now qualify to receive a 5-10% reduction in flood insurance premiums due to a Class 8 rating (see details below). For information about obtaining Flood Insurance visit: floodsmart.gov.

The Knit Wits and Material Girls use their talents in sewing, knitting and fiber arts to create items for those in needs. Since 2015, donations of handmade baby items, dog beds, toiletry bags have topped over 35,000 and have benefitted newborns in need, local county hospitals, animal shelters, and rehabilitation centers. The Knit Wits meet on Tuesdays at 1:00PM and the Material Girls meet at Thursdays at 1:00PM. Join us for fun!

Span

The City of Coppell has partnered with Denton County's non-profit SPAN Transit, to provide shared transportation services, by appointment, for seniors age 60+ and those who may have mobility impairment.
SPAN began accepting reservations for riders in June 2016. Transportation service is by appointment only and must be scheduled in advance. SPAN is not an emergency medical transportation service.
To use SPAN Transit, passengers must first complete and submit a written application to SPAN. The application is available online at Span-transit.org, or by calling the SPAN Dispatch Office at (940) 382-1900.
Upon receipt of completed applications, please allow a maximum of 21 days to process applications. SPAN will begin processing properly completed applications immediately upon receipt. Only completed, signed applications will be considered for review.
Once the application is fully completed, the signed original should be dropped off, mailed or faxed to: SPAN, 1800 Malone, Denton, TX 76201, or faxed to 940-383-8433. Upon completion of review, applicants will receive written notice via U.S. mail and may begin scheduling trips. Passengers will need to reapply every three years from the date they are initially approved so that SPAN will have up-to-date information.
All SPAN vehicles are equipped with wheelchair lifts or ramps. SPAN drivers are trained to assist individuals who may have mobility impairment or use assistive devices.
SPAN's service area includes all of Coppell and surrounding areas in close proximity to the Coppell city limits (see map below). Service to and from Baylor Scott & White Medical Center of Grapevine is also included as a part of SPAN's contract with Coppell. A one year contract for this service will cost the City $75,000 annually based on the current transit area.
With DART and DCTA not an option, City staff began looking into potential transportation services that could meet the needs of the community. Metrocrest Services currently provides limited transportation to qualifying Coppell residents, however an increase in demand could hamper their ability to continue to provide quality service. The Coppell Fire Department is currently accepting applications for Firefighter/Paramedics, Firefighters currently in Paramedic school, and Paramedics. The department is adding a 4th Fire Station and we are looking to expand by 16 employees.

The Utility Operations Division is responsible for the maintenance and operations of the water distribution and wastewater collection systems, which include ground and elevated storage facilities, water pumping and wastewater lift stations, wastewater collection mains and water distribution mains within the corporate limits of the city. This division also performs meter maintenance functions on all customer water services throughout the city.

SEWER PROBLEMS
You may experience sluggish drains in your home or business occasionally. You may also notice an overflow near the property line coming from your city cleanout. This could be caused by a blockage in the sewer line, or it may be the result of tree roots that have grown into the sewer line.
If you experience any of these problems, notify the Utility Operations Division of Public Works by calling (972)462-5150 Monday through Friday between the hours of 7 am and 4:30 pm. For emergency situations after normal business hours and on weekends and holidays, call (972)462-5150. The phone system will immediately page the on-call technician who should return your call within an appropriate amount of time to get the necessary information regarding the problem. You will be asked to leave your name, phone number, and address so the technician can return your call. You may also call Coppell Police Dispatch at (972)304-3610.
Sewer overflows and backups can cause health hazards, damage to home interiors, and threats to the environment. One of the most common causes of sewer overflows is blockage by grease. Grease gets into the sewer system from household drains and poorly maintained grease traps in restaurants and other businesses. The easiest way to prevent the problem is to keep grease out of the sewer system by following these simple suggestions:

Never pour grease down sink drains or into toilets.
-
Scrape grease and food scraps from trays, dishes, pots, pans, utensils and cooking surfaces into a can or into the trash.

Don't rinse off oil and grease with hot water.
-
Do not put grease down garbage disposals. Put baskets or strainers in sink drains to catch food scraps and other solids, and empty the drain baskets/strainers into the trash.

Be cautious of chemicals and additives that claim to dissolve grease. Some of these additives simply pass grease down the pipes where it can clog the sewer line in another area.

Talk to your friends and neighbors about the grease problem in the sewer system and how to keep it out.

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances. The building codes and zoning ordinances are adopted by the city council. The development projects are also inspected to insure that they comply with all current building codes.

Construction Noise
Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays. An exception to these hours may be granted for special conditions.

- If your trash, recycling or yard waste was set out for collection by 7 am and was not collected by the end of the day, contact Republic Services at 972-304-3555 or 817-332-7301 to report the missed pick-up.
- A collection will be scheduled for no later than the next business day.
TRASH SERVICE
- TRASH and BULK collection days are every Monday and Thursday.
- Trash should be placed in trash bags or trash cans with lids and placed at the end of your driveway prior to 7 am.
- Residential customers are allowed a maximum 10 bags of solid waste per service day. Each bag should not weigh more than 40-pounds.
- Bulk waste is materials not easily contained in a trash bag such as, but not limited to, swing sets, furniture, oversized acceptable solid waste and brush too large to be cut and packaged per yard trimming guidelines.
- Bulk Waste is not to exceed 2 cubic yards per collection.
- Commercial trash will be serviced by dumpsters when the establishment generates more than 10 bags per week.
- Fence panels must be cut in sections less than 4 ft long.
- Individual panels must be cut in length less than 4 Ft long, bundled and tied with cotton or jute string.
- Bundles must weigh less than 40 pounds.
- Concrete is not accepted by the truck, but may be taken to the landfill free of charge.
- Fencing will be colleced on Monday and Thursday.
RECYCLING SERVICE
- Recycling collection day is every Wednesday.
- Place your Republic Services issued cart at the end of your driveway prior to 7:00 AM
- Commercial recycling may be serviced by any reputable recycling company.
Acceptable recyclables include:
- Plastics #1-7 and plastic bags.
- Paper - All paper, including magazines, cardboard, phonebooks, waxed milk and juice cartons. No wet paper or paper that has touched food.
- Aluminum and Other Metal - Cans, foil, aerosol cans, scrap metal weighing 50 pounds or less
- Glass - Any glass bottles or containers, with or without lids. Excludes window glass, porcelain, china or ceramics.
YARD TRIMMINGS RECYCLING
- Yard trimmings are collected on Wednesdays.
- Place your yard trimmings in lawn and leaf bags (paper bags) or an open trash can. Do not put trash or recyclables in with your yard trimmings.
- Place at the end of your driveway by 7 am on Wednesdays.
- Bundle brush and tree trimmings in bundles less than 4 ft long and tie the bundles with cotton or jute string.
- Bundles or containers must weigh less than 40 pounds.
- Unflocked Christmas trees will be picked up after decorations have been removed.
PLASTIC BAGS WILL NOT BE ACCEPTED for yard trimmings. Other materials not accepted include dirt, poisonous plants, rocks or concrete.
LANDFILL USE
Coppell residents have access to Camelot Landfill, 580 Huffines Blvd., in Lewisville. Call Camelot at 972-492-3888 for hours of operation. Residents are allowed to dump one-ton of waste per month at the Camelot Landfill, free of charge. Each Coppell household, who is a water customer, can gain access to Camelot Landfill by presenting upon arrival the most current paper copy of your water bill and photo identification with a matching address. eBilling customers will be required upon arrival to show a paper copy of the most current water bill and photo identification with a matching address. Customers who have signed up for eBilling, can access a copy of their bill by visiting coppelltx.gov, clicking on the H2Online icon and printing the most current copy. Click on the map above for directions to Camelot Landfill.
ROLL-OFF PERMITS
Roll-off containers placed on residential property require a permit from the Environmental Health Department. Although there is no charge for the permit, the permit allows a roll-off to be placed on residential property for 30 days. Roll -off Permits may be obtained through the City of Coppell Environmental Health Division located at 265 E Parkway Blvd., Monday-Friday 7am-4pm. Or you may complete the permit application and email it or fax to 972-462-5123, Attn: Environmental Health Dept. Please call Republic Services at 972-304-3555 or 817-332-7301 to set up service for a Roll-off container.

The Main Street Fountain is the perfect place to cool off as the days get warmer! The fountain is located next to the Farmers Market Pavilion and playground at 768 W. Main Street. The 2018 season will begin on Friday, May 4, 2018.

Vision-2040


Vision 2040 is the subsequent phase of strategic planning for our community's future beyond the Coppell Vision 2030 plan. This initiative aims to clarify community priorities that are representative of our demographics and define a clear roadmap that the City of Coppell can use to move into the future.
The Vision 2040 process began in the fall of 2017 with the Citizen Summit, an event initiated by the City Council that kicked off the visionary thinking process for residents engaged in planning for the next 20 years.
Since the Citizen Summit, we've contracted a professional facilitator to assist us in the large-scale visioning process, which will be the basis for the new strategic plan. The community engagement phase for Vision 2040 is ramping up in June and will include dozens of input opportunities through October 2018.
Our aim is to provide an inclusive and transparent process that encourages participation for all members of our community. Upcoming opportunities to get involved include:
- An intensive Future of Coppell Think Tank that involves scenario planning and data analysis (June and reconvenes in October)
- A community-wide survey (June-September)
- Community engagement workshops and focus groups (August-October)
All data collected will be made available in a project portal for the community to see. This includes detailed information on the consultant, engagement opportunities and project updates. We hope that you will stay tuned and spread the word.

Citizen Summit 2017![]()
Approximately 84 residents gathered at the Cozby Library on September 21, 2017 after answering a call from elected officials asking, "What would you like Coppell to look like in 20, 30 or 40 years?" Participants received a brief overview then divided into five groups that tackled different issues:
- Business & Economic Development
- Transportation
- Effective City Government
- Mind, Body & Enrichment
- Where would you like to see Coppell in 2040?
After discussing various topics, each group catalogued and voted on the topics that they felt were most important. The exercise was intended to get residents thinking about planning for the future, and the bullet points below are part of the creative brainstorming process. Although Citizen Summit jump started the planning process, the next phase will include facilitated focus group discussions, and the final plan may or may not incorporate the ideas below.
- Business & Economic Development
- City-wide wifi, bury power lines
- Incentives for redevelopment of aging centers - help circulation, facelift of facades, etc.
- Decide who we want to be and create a strategy that determines what types of businesses we want and how we want to grow
- Redevelopment - how do you redevelop existing space to enhance and improve Coppell? What businesses will drive traffic to a center?
- Transportation
- Bus and transportation plan
- Bike lane/trails to connect to other cities
- Pedestrian walkway over the street
- Effective City Government

Leading up to Citizen Summit, residents were asked to submit photos of what they like about Coppell, what they don't like about Coppell and what they would like to see in Coppell.
Over 100 photos were submitted to the vision board for consideration at the Citizen Summit.
Coppell Vision 2030
Planning for future generations has been a hallmark of Coppell for decades, and is a key reason why Coppell looks the way it does today. From the zoning and building requirements to parks and amenities, development in Coppell has been carefully planned to reflect the ideals and values of the community. In 2009 the City of Coppell adopted the Coppell Vision 2030 plan, which provided a set of priorities, goals and objectives for Coppell elected officials and City staff to follow, much like a roadmap. At the end of 2017, approximately 60% of the objectives and critical factors for success have been accomplished and Coppell is well on its way to achieving the Vision 2030 goals.
