Pavement Markings​

The Traffic Control Division is responsible for the installation and maintenance of all pavement markings on public streets within the city limits including striping, lane marking, buttons, reflectors and directional arrows.

To report damage to pavement markings, call the Traffic Control Division at (972)462-5150 Monday through Friday 7:00 a.m. to 4:30 p.m.  Reports can be filed electronically using the "Request for Service" link.  Select "Signs and Markings" on the drop-down menu.

Emergency situations after 4:30 p.m. and on weekends and holidays should be reported to the Coppell Police Dispatch at (972)304-3610. 

​​​​School Zone Flashers​​​

The Traffic Control Division is responsible for maintaining thirty-one (31) school zone flashers around the city. All of our school zone flashers use LEDs for light and over 90% are solar-powered as part of the ecoCoppell initiative to use alternative and renewable sources of power.

To report a school zone flasher light out, damaged or malfunctioning, call the Traffic Control Division at (972)462-5150, Monday through Friday from 7:00 a.m. to 4:30 p.m. You may also report this information electronically using the "Request for Service" link. Select "School Zone Signs and Markings" from the drop-down menu.

Emergency situations after 4:30 p.m. and on weekends and holidays should be reported to the Coppell Police Dispatch at (972)304-3610.​

Street lights are installed, maintained and owned by Oncor Electric Delivery.*

If a street light is out, damaged or is malfunctioning, an online request for repair can be made here, ONCOR​. The direct phone number to report a problem with a street light is (888)313-4747.

Request for Street Light Installation

Requests for the installation of a new street light can be made through the Engineering Department at (972)304-3679. Requests are then passed on to Oncor Electric Delivery, Texas-New Mexico Power or CoServ Electric where a review of the request will be performed.

The Traffic Control Division is responsible for maintaining all of the traffic/street signs and traffic control markings throughout the City. Technicians keep over 9,000 traffic signs and many hundreds of traffic pavement markings in good condition within the Coppell city limits.

Installation of regulatory signs such as "Stop" or "speed limit" in a new location require an engineering study and/or ordinance. Requests for these types of signs should be referred to our Engineering Department for review. Call (972)304-3679 or send an email to engineer@coppelltx.gov​.  

Please note that stop signs are not used as a means for regulating or controlling speed.

​Rental Registration Program

The City of Coppell requires that all rental properties located in the city be registered.  Rental properties must be registered on or before January 31 of each year or upon becoming a rental property and much be inspected prior to a tenant move in or tenant change.  For Multi-Family registrations please contact the Building Inspections Department at 972-304-3500.

What are the most common code violations?

Is a permit required to have a garage sale?

No.  However, garage sales are only allowed twice a year.  Garage sale signs may only be erected between the hours of 6 pm Thursday and 10 pm Sunday.  Sign faces cannot exceed six square feet or be any higher off the ground than 36 inches.  Signs may only be placed on private property and not on city right-of-way.  No sign will be allowed within any street median or attached to any tree, public utility pole, street sign, traffic control sign or devise or other sign.

If I'm currently renting my property, am I required to register the property with the City?

Yes.  Rental properties are required to be registered with the City on or before January 31.  Please visit the Rental Registration program for more information.

Do rental properties require an inspection?

Yes.  An inspection of the property is required only when there is a tenant change or upon becoming a rental and must be inspected prior to occupancy.  Please contact Building Inspections Department at 972-304-3500 to schedule an inspection.

Does the City inspect for mold issues?

No.  To submit a complaint regarding mold please contact the Texas Department of State Health Services.  For cleanup and remediation please visit the Centers for Disease Control Prevention website.​

The City of Coppell is excited to announce the new Allies in Community™ initiative, a program that will build relationships through common ground, foster a deep sense of belonging, and enhance residents’ active engagement in the City of Coppell.

Building relationships through common ground.

As part of its larger community engagement initiative beginning in 2014, the City of Coppell has built a strong foundation of knowledge and awareness to best serve residents of all cultural backgrounds. Informed by conversations with community stakeholders and the findings from the Fall 2017 Community Survey, Allies in Community™ will extend this foundation into the community by bringing together cohorts of 30-40 residents and city employees to attend fun, hands-on workshops every six weeks. 

Allies™ cohorts will learn to celebrate their differences, building strong, enduring partnerships with one another as they work together to discover ways to meaningfully contribute to the community.

Fostering a deep sense of belonging.

Allies in Community™ encourages Coppellians of all generations, cultures, and tenures of residence in the City to contribute to the community organizations, events, programs, and initiatives that have made Coppell a great place to live. FITNESS

Group Exercise classes, Virtual Exercise classes, free-weights, machine-weights, cardio machines, indoor track, and an outdoor circuit area are available for use by individuals 13 years and older. Users aged 13 - 15 must have a parent-signed waiver and complete an orientation.

GYMNASIUM

The gymnasium is available for drop-in basketball.  Organized practices are permitted by reservation only.  Basketballs may be checked out at the front desk.  The gym is also available for open volleyball and badminton play, during certain hours. 
 

 
New in 2019! Open Play Pickleball will be available on Tuesdays and Thursdays from 8:30 - 11:30 AM beginning on January 15.

​Indoor pools are open year-round.  The outdoor pool area is open during the summer season, from Memorial Day Weekend (May 27) to Labor Day (September 4), when school is out.

The Sunshine Room is available for the children of pass users. Family Pass Holders include free entry to the Sunshine Room. Notice of DART Community Meetings: March 21 - April 3, 2019

You are invited to attend a community meeting to review the progress of the Cotton Belt Corridor Regional Rail Project. Members of the Design-Pre-construction Management Team will be on hand to outline the latest developments and answer your questions. DART, in cooperation with the Federal Transit Administration (FTA), the Federal Railroad​ Administration (FRA), and the Federal Aviation Administration (FAA), has prepared an Environmental Impact Statement (EIS) to assess the impacts and benefits of passenger rail service on the 26-mile long Cotton Belt Corridor from DFW International Airport to Plano. 

Presentations during these meetings will include: 

  • Updated alignment drawings showing track configurations, final grade separations (bridges) and station locations per the Final Environmental Impact Statement (FEIS); 
  • An overview of the Design-Builder's early design and construction schedule; 
  • A description of pre-construction equipment and processes to be used along the alignment;
  • A general summary of project information; 
  • Identification of contacts for FAQs and community concerns.

Cotton Belt Corridor Field Work Mid-February – June 2019​

​Dallas Area Rapid Transit's Design-Builder for the Cotton Belt corridor will begin their pre-design field activities along the 26-mile alignment in February 2019. This effort will allow the Design-Builder to advance DART's design that formed the basis of the Final Environmental Impacts Statement and will validate the engineering assumptions that inform their ongoing early project planning and design efforts. This activity will be mostly conducted in and along the railroad right of way, with occasional movement of workers and small equipment on and off of public grade crossings. The nature of the field work being performed includes: 
  • Pre-Construction Photos of Existing Conditions ​
  • Surveying and 3D Scanning of the Existing Corridor 
  • Investigation of Existing Utilities 
  • Geotechnical Soils Sampling 

​Any need to access private property will be prohibited unless otherwise coordinated with the property Owner in advance of the work. Most activities will take place during the daytime hours and will involve minor surveying and construction equipment such as GPS instruments, tripods, service vehicles, pickup trucks, small tools and light duty drill rigs. ​

About the Cotton Belt Corridor Project​

​​​​​​​​The DART Cotton Belt Rail Line Project is a 26-mile line that will extend from DFW Airport to Shiloh Road in Plano and ​ traverse seven cities, including Coppell. The Cotton Belt Project’s primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area. The Cotton Belt Project would interface with three DART LRT lines: The Red Line in Richardson/Plano, the Green Line in Carrollton and the Orange Line at DFW Airport. Also at DFW Airport the project would connect to Fort Worth Transit Authority's TEX Rail Regional Rail Line to Fort Worth and the DFW Airport Skylink People Mover. 

The City of Coppell hosted two public meetings on March 1 and March 9, 2017 to provide an update on the planned DART Cotton Belt Rail Line Project. For more information about the background and development of the project, watch the March 9, 2017 meeting or view the March 9, 2017 presentation

​The City of Coppell is doing what we can to influence DART to the best interest of the Coppell citizenry​. ​This includes the adoption of a resolution on June 13, 2017 by the Mayor and City Council stating: 

"The City of Coppell fully supports DART Board redesign and realignment of the Cotton Belt Rail line throughout Coppell from Luna Road westward to Freeport Parkway, which would incorporate a Southern reconfiguration to provide a station in the Northlake/Cypress Water Campus subject to grade separation, quiet zones, sound walls and trail by rail segments along the entire route through Coppell."  ​

APPLY FOR A PERMIT ON-LINE​​

As a protective measure for our residents, a building permit must be acquired from the Building Inspections Department for the replacement of all roofs, both residential and commercial. The permit ensures that the contractor is registered with the City and that a safety inspection will be performed.


 
Residential safety inspections include:
  • An external visual scan from the ground for obvious deficiencies, such as missing flashing.
  • An internal inspection that focuses on heater and water heater vents to ensure they are still in compliance and safe.
  • An internal inspection that identifies actual or potential damage from roofing nails or other damage in cases where certain gas supply piping products are presented.

Please note:

  • Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck.
  • Roof top mounted Photovoltaic Systems (Solar Panels) may be damaged and need replacement or repair. This might require a separate permit. If they need to be removed to replace roofing , this must be done by a qualified contractor. A permit will be required for re-installation.
*An inspection will not be performed on "patch" repairs of less than one "square" (100 square feet - 10'x10') that do not affect vents or PV (Solar) Systems.*

Why does the City of Coppell require building permits?

The City of Coppell requires permits to verify that the construction or development will comply with building codes and zoning ordinances.  The building codes and zoning ordinances are adopted by the city council.  The development projects are also inspected to insure that they comply with all current building codes.

How do I request an after-hours EMERGENCY Building Inspection?

If you smell gas, call Atmos at 1-866-322-8667 or 911. To schedule an emergency Building Inspection (Gas Leak/Electrical Re-Connect) please call the Emergency Hotline at 972-462-5150.

Construction Noise

Construction activity is only allowed between the hours of 7 am and 7 pm, Monday through Friday, and between the hours of 9 am and 7 pm on Saturday, Sundays, and legal holidays.  An exception to these hours may be granted for special conditions.

​​​​​​​​​​The Building Inspections Department requires building permits for all commercial or residential construction or demolitions in the City of Coppell.  All permit requests and fee information may be obtained online or from the Building Inspections Department located at 265 E. Parkway Blvd., or by calling 972-304-3500, Monday through Friday, between 8 am and 5 pm.

 

All building permits or a copy thereof shall be posted on the site.  Permits shall be posted in a conspicuous place visible from the street.

If inclement weather is in the forecast, please call the Tennis Center Pro Shop at 972-393-5687 prior to visiting the Tennis Center for court closures and other information. Tennis Center courts, classes and pro shop may be closed if one of the following weather conditions is present:

  • Rain that saturates courts.
  • Lightning in the area.
  • Cold temperatures or wind chills that are 32 degrees Fahrenheit or below.
  • ​Hot temperatures or a heat index of 110 degrees Fahrenheit or above.

Court reservations can be made online at www.coppellactivities.com, by calling 972-393-5687 or by coming into the center, up to one week in advance.  Reservation fees must be paid at the time of booking by credit card, cash or check.  League Captains, Event Organizers, and Special Event Requests would be directed to the Facility Manager at tenniscenter@coppelltx.gov​.

In a one-on-one or 2-to-1 semi-private setting, students can get individualized instruction to help them greatly improve their stroke mechanics, match play ability, overall footwork/agility and even strengthen their overall mental toughness. Our Tennis Professionals are USPTA-Certified and stay up-to-date with the latest high-performance teaching techniques.  Call or email our Pro Shop today to fill out a lesson request form and one of Wagon Wheel's Certified Tennis Teaching Professionals contact you within 24 hours to begin setting up a private lesson.

Lessons are set up to meet the customer and instructor's schedules.  Our staff will make every effort to schedule on court time that is convenient for you.  The price of a one-hour lesson ranges from $45 - $55. Semi-private lesson fees are $30 - $35/person/hour of instruction.  Payment is expected at the time the lesson is given.

Classes and Camps​

Wagon Wheel Tennis Center offers something for everyone!  Our Junior Academy is an all-encompassing Junior Tennis Program in which our certified tennis teaching professionals strive to make each group training class a great class by being attentive to each individual student. In addition to a fantastic Junior Tennis program, Wagon Wheel Tennis boasts several adult tennis opportunities for active, on-the-go adults.   Beginner and intermediate classes are offered several days a week.  Our mission is to provide high quality instruction by meeting a student’s individual needs.   Each class offers a creative, fun and information based approach developing technique, strategy and fitness level.​

NEW in 2019! ​

​Tennis Center lessons and practices now support the United States Tennis Association (USTA) Net Generation curriculum.  Progression through the junior program is competency-based and each class has its own individual assessment.

Spring 2019 Junior Course Track ​Class Description
Quickstart I
Pre-Rally • Fine tuning motor skills during early childhood is an essential component of athletic development.  This class focuses on basic athletic movements, ball tracking and basic stroke production skills. Parents are encouraged to participate in this program to help facilitate tennis learning and guide their children through practice at home.
Quickstart II​
Intro to Rally • Learn more stroke technique and rallying skills.  Students will be challenged to learn and produce efficient strokes, introduction to point play/scoring and interact independently with partners.  
Quickstart III​Rally Based • Students will learn efficient stroke production, tennis terminology, traditional scoring and will begin match play on our 60 foot court.  Tournament play is encouraged to help facilitate development. 
​Jr Development IPoint Based • Students will begin to play on the full-sized 78 foot court, live ball drills are used more frequently, regular point play is encouraged and using 26- or 27-inch racquets is required.  Tournament play is encouraged to help facilitate development.
​Jr Development IIMatch Based • Students in this class have acquired all essential strokes and will develop match savviness.  Classes will include a mix of rally-based games, live ball drills, fed ball drills and point play.  Participation in USTA tournaments is highly encouraged.​​

Youth TeNNIS Team

Divisions:

10 and Under R.O.G.
This division is for players who are aged 10 and under, and are able to move athletically, have some ability to hit the ball over the net and currently keep score or can learn to keep score.

Beginner (12 & Under division and 14 & Under division) 
This division is for players who are aged 14 and under who are new to tennis or have little to no tournament or league play experience. 

Intermediate (12 & Under division and 14 & Under division)
This division is for players who are aged 14 and under who are able to hit both topspin and under-spin with control, serve a very high percentage of 1st serves in play and who are playing mid-cities/DPTA events, some ZAT level tournaments.

Adult Tennis League

Tennis in Coppell is a volunteer organization that coordinates adult leagues in Coppell. Participants are from Coppell and the surrounding areas. Players use the facilities at Wagon Wheel Tennis Center and Coppell High School. There are 4 regular seasons per year with 7 matches in a league. Cost for the league is $35 per person for singles and $25 per person for doubles. Fee is non-refundable after the leagues start.

WNV ​Ground Spraying: No current positive mosquito traps:

The Coppell Environmental Health Department staff conducts mosquito control activities year-round but increases those efforts from April through October, the most active mosquito season in North Texas.The Health Department works along with the Texas Department of State Health Services, Dallas County Health and Human Services Department and area health departments to conduct surveillance and testing of the mosquito population for diseases including West Nile virus. The Environmental Health Department will continue to protect the health and well-being of  residents through surveillance, control, education, research, and technology to prevent and control mosquito-borne diseases.


Spraying For Mosquitoes

During the mosquito trapping season, the Environmental Health Department receives notification on Monday's around Noon, regarding the presence of West Nile Virus (WNV) in mosquito traps. Spraying will be conducted on Monday and Tuesday between the hours of 9 pm and 5 am in areas where mosquitoes have tested positive for WNV. As a precaution, when spraying takes place in your neighborhood residents are recommended to stay indoors. The purpose of spraying is to reduce the infected mosquito population, thus reducing the risk to residents and animals.

Mosquito trapping begins in the spring, and continues until mosquito activity decreases, typically early fall.  The trapped mosquitoes are sent to a laboratory where they are tested for the presence of West Nile Virus.  Spraying activity will begin when notification is received that there is a positive mosquito sample of West Nile Virus.

​School Study Trips STILL available

Teachers - school study trips are still available for registration! We coordinate with school districts, homeschools, private schools, and other organizations to schedule “Study Trips.” These unique expeditions outside of the traditional classroom give students the opportunity to learn life safety lessons in a specialized, hands-on environment. FY2018-19 1st Quarter report available​

During the First Quarter of the 2018-2019 fiscal year, Life Safety Park (LSP) welcomed a total of 2,411 visitors, including 930 children and 1481 adults. This brings the total visitors in 2018 to 8,495, and since opening in January of 2017, a total of 17,510 visitors have attended a class or event at LSP. Visitors to the Life Safety Park continued to learn a safety lesson, whether the lesson was the focus of the visit, part of a tour, or if it was in addition to using the meeting spaces. In the background of the educational and hosting activities, the Emergency Operations Center at Life Safety Park was activated three times to monitor severe weather and once for a special event. If you are a parent and would like your child to visit Life Safety Park during the school year, please talk to your child's teacher about what Life Safety Park has to offer! Parents are also encouraged to register their children for our free safety classes offered during CISD breaks; check back or view our calendar for a list of all available class opportunities.
 
For school study trips, specific curriculum is set for each grade level:
KINDERGARTEN - Basic Emergency Safety

​Students in this class will learn about Stop, Drop, and Roll, calling 9-1-1, and recognizing firefighters as community helpers, with hands-on time with firefighting gear. After learning some basic traffic laws, students will also get time to drive jeeps and practice safe pedestrian skills out around Safety Town.

1ST GRADE - Motor Vehicle & Pedestrian Safety ​

​Students in this class will learn about motor vehicle and pedestrian safety, including proper seat belt wear, booster seat requirements, and basic traffic laws. They will visit with a Coppell Firefighter and learn about his/her role as a community helper. Students will then be given time to drive jeeps and practice pedestrians skills around Safety Town.

2ND GRADE - Jr. Fire Academy: Fire & Burn Prevention ​

​Students in this class will get put through the rigor of a junior firefighter academy. These kids will learn about the importance of working smoke alarms, having a family fire escape plan, learning how to work a fire extinguisher, and speak with real-life firefighters about their roles as community helpers. Class will be capped with a fun Jr. Firefighter activity!

3RD GRADE - Pedestrian & Bicycle Safety

​Students in this class will learn about bicycle and pedestrian safety skills, including proper helmet wear, bike riding safety and etiquette, and safe pedestrian crossing skills. They will then put those learned skills to the test with bike time out on Safety Town.

4TH GRADE - Severe Weather & Emergency Preparedness ​

​Students in this class will learn about emergency preparedness, specifically for severe weather threats here in North Texas. Students will learn the difference between a 'watch' and a 'warning,' practice making their own emergency supply kits, and go through a realistic tornado drill.

​5TH GRADE - General Home & Life Safety ​

​Students in this class will learn basic home and life skills. They will learn about the importance of smoke alarms and family fire exit plans. Around the kitchen, students will explore home fire dangers and hazards, as well as learn safe cooking habits. Students will learn how to operate a fire extinguisher.

​6TH - 8TH GRADE - Crash Course: Advanced Home & Life Safety

​Students in this class will learn and practice some basic first aid skills, including bleed control, recognizing burns, bites, and stings, and performing CPR. They will also learn how to operate a fire extinguisher.

​9TH - 12TH GRADE - College Safety 101 ​

​Students in this class will learn essential life safety skills, including drug & alcohol awareness, dorm and residential fire safety, personal health & wellness, and even identity theft prevention. Basic life saving skills will also be covered, including CPR-AED application, and severe bleed control.

​Joint LSP/BEC Study Trips

Life Safety Park and Biodiversity Education Center are proud to again offer free joint field trip opportunities for larger groups (up to 120 students) within Coppell ISD! While one group of up to 60 students visits Life Safety Park for a two hour session, another group of 60 students will participate in Biodiversity Education Center programming at the same time. After a break for lunch, groups will then 'switch' facilities for the afternoon session. Please note that these are two separate facilities: transportation will be required between sites.

Your visit to the LSP will include an educational safety lesson, with topic determined by grade level (see outline above), as well as hands-on time relevant to the safety topic. Your visit to the BEC will include a naturalist education program, hike, and game of your choice. More class details can be found by visiting the online registration page, here
 

​CPR-AED Courses

CPR classes are held once a month at the Life Safety Park. Please note that this class does not provide the certification needed for some professions​. This class fills up fast! To register, please click here​ and search for CPR.
 

 

​Scouting Courses

Life Safety Park offers courses that cover frequently requested boy and girl scout requirements (such as first aid, meeting a first responder, and disaster preparedness). This offering will occur based on demand, and some scout groups may be combined with other similarly aged groups requesting the same course topic. Classes will be approximately one hour to an hour and a half in length, and are capped at 25 students per session (some exceptions apply, call for details). If you are a Coppell scouting group interested in requesting a scouting visit, please complete the Scout Safety Training Request Form and a Life Safety Park staff member will follow up with your submission.
 
 
 

​Training Requests

If you are a local business, corporation, or other community organization (for scouting requests, see above) in Coppell needing to fulfill certain life safety training requirements, Coppell Fire Department and Life Safety Park offers free training on most needed courses. Trainings are offered Monday thru Friday, 8:00 AM - 4:30 PM. Offered courses include: 
  • CPR-AED: CPR basics for infants, children, and adults; AED operation and use; how to handle sudden cardiac arrest or choking victims.

How We Communicate: Emergency and Non-Emergency Communications

Communication before, during and after a crisis is critical. Stay prepared and informed by signing up for at least two of the communication methods below to ensure you receive important messages that could affect your family, home or daily routine. While you may receive the same message twice, you will be assured to receive at least one.

Emergency Notifications​Register online to receive emergency notifications from the City, including phone calls, SMS text messages and emails. A primary phone number MUST be added to register. Please add a phone number capable of receiving text messages and an email address for less invasive contact. This system is not fast enough to send messages about severe weather WARNINGS.  Please tune to local radio/TV stations for the latest weather warnings.
